The City of Boynton Beach has completed its first review of the
site plan for the above referenced project. Attached are comments
made by the reviewing departments during their initial review of
your project.
In order to complete the review process, the site plan and
documents must be amended to comply with these comments within 90
days of the date of this letter. (If amended plans are not
submitted in 90 days, a new application fee will be required.) When
there are comments made by the reviewers that you feel are not
applicable to the approval of the project or will be addressed
separately and you have not amended the plans to comply with the
comment(s)" you must prepare written explanation for each comment
stating why the comment is not applicable and return the
explanation with the amended plans and documents.
After amending the plans and documents, please submit twelve (12)
complete sets of the plans to the planning and Zoning Department.
When the amended plans and documents have been submitted to the
planning and Zoning Department, they will be distributed to the
reViewing departments for a second review and the reviewers will
recommend if the site plan will be placed on a board approval
schedule (see attached). If there are major comments not addressed
by new plans or the reviewers recommend that the plan not be
forwarded to the planning and Development Board, this office will
notify you on your alternatives regarding the site plan as soon as
possible.

submit an amended site Plan Review application form that reflects the
changes that were made as a result of amending the plans and documents
to comply with the code of ordinances and the Technical Review Committee
comments. A copy of the original form with a distinguishable symbol
identifying the change(s) may be submitted or a completed new form with
the changes identified. It is the agent of the owners responsibility to
notify the owner(s) of changes. If there arE~ no changes required to be
documented on the application form, a letter from the applicant stating
same must be turned in with the amended submittal.

Submit twelve (12) assembled and complete sets of plans and documents
that show compliance with the Code of ordinances and comments made by
the Technical Review committee. Two (2) of the sets shall have the
appropriate legible raised seal and signature of the designer
responsible for the drawing(s). Plans and documents shall be assembled
in twelve (12) individual complete packages with the title of the
project on all pages and/or sheets and each page or sheet numerically
numbered such as the following example: 1 of 3, 2 of 3, 3 of 3.

SUBMITTAL REQUIREMENTS
The following shall be incorporated as part of the submittal of
amended plans and/or documents for review
1.
Submit a scaled locator map that ident:ifies the location and
perimeter boundary of the site and the surrounding roads and
current zoning districts including the district of the subject
property. The map shall show and identify by name the roads
surrounding the site and the roadway path that links the site
to the closest arterial road with the names of the roads and
arterial road(s) identified. The map shall show the zoning
district line and the title of the zoning districts that abut
the perimeter of the zoning district where the subject
property is located. The map shall have the North compass
direction and scale identified. Maximum size of locator map is
8 1/2" by 14".
Submit color photographs of the buildings on the site that are
to remain in their eXisting condition and photos of eXisting
buildings that are located on the sites that abut the
perimeter of the subject property. The minimum size is 8" by
10". Each photograph shall be labeled to identify the location
of the existing structures with respect to the location of the
proposed project.
Submit a 8-1/2" x 11" transparency of the landscape site plan
drawing to be used on an overhead projector at board meetings.

Submit colored elevation view drawings - a colored duplicate
copy of all drawings of the elevation views of each side of
all buildings and signage associated with the project. The
colored elevation views shall match the elevations shown in
the documents that where submitted for site plan review. The
applicable exterior surfaces as ident:ified above shall be
colored with the color name and associated color reference
number identified. The type of exterior surface material shall
be identified next to the associated color. The colored
elevation drawings shall have compass direction or title of
the side of the building identified. The title block of the
original drawing shall be shown. The maximum size is 24" by
36". Do no submit on board of any kind..
Submit color samples as an example of the proposed colors.
Each sample shall have attached a label that identifies the
color by name and numerical/letter code from an established
color chart.
Where a specific exterior surface is not applicable to the
project, signify by placing a "N/All on the appropriate line.
Submit a copy of the legal description of the subject property
on an 8 1/211 by 11" sheet of paper.

The following comments are in response to the submittal of the site
plan for the above referenced proj ect. The comments for the proj ect
will be discussed at the March 11, 1993, Technical Review Committee
meeting. The site plan was reviewed for consistency with the review
standards specified in section 8 of Chapter 4, site Plan Review,
Part III, Land Development Regulations of the code of ordinances.
The applicant shall amend the drawings and documents to show
compliance with the following comments:
1. On the landscape plan specify the width at the narrowest point
of the landscape strip that is required where the on-site
vehicle use area is visible from the north property line.
Minimum width is 2.5 feet.
2. with a distinguishable symbol identify on the landscape plan
the limits of the lawn grass for the entire site. Identify the
planting technique, specie and form of irrigation for the
proposed lawn grass. Include the following areas: north of the
building, south of the entrance driveway and east of the
parking area in the area identified as percolation area. Sand
and/or shell rock is not acceptable finish surface material.
3. In order to use the existing hedge material to waive the code
required vehicle use area continuous screening, the existing
hedge shall meet the requirements of the code. With a
distinguishable symbol, show the limits of the existing hedge
material and place a note on the plan that states: "If the
result of an inspection of the eXisting hedge by a city
landscape inspector is that the hedge is not in compliance
with the code, the hedge will be corrected to comply with the
code for type of specie, native specie count, on center
spacing, height at planting, grade of plant material and
irrigated by an automatic water supply system."
4. On the landscape plan use a distinguishable symbol to show the
location of the continuous visual barrier hedge material
required to screen the view of the on-site vehicle use area
from Industrial Avenue and the north, ,east and west property
lines. On the landscape plan show and specify no less than the
following minimum visual barrier landscape specifications:

continuous hedge material,

two (2) foot on center spacing,
total lineal footage of vehicle use area, total

irrigated with an automatic water supply system,
symbol and measurement representing the location
and extent of the continuous landscape strip. Note:
width along right-of-way is five (5) feet and two
point five (2.5) feet along abutting properties.

5. Due to the fact that the length of the vehicle use area along
Industrial Avenue requires one (1) tree, said tree shall be a
native specie. On the landscape plan change the type of specie
for the one required new tree to a native specie material to
comply with the minimum fifty (50) percent native specie
requirement. specify on the plan the length of the vehicle use
area along Industrial Avenue. Note: One (1) tree is required
for every forty (40) lineal feet of vehicle use area.
6. On the landscape plan show the required ten (10) foot line-of-
sight triangles on each side of the driveway where the
driveway intersects the right-of-way. Place a note on the plan
that describes the following: Landscape material placed wi thin
the triangle areas shall be installed and maintained to form
a clear and unobstructed space between thirty (30) inches and
six (6) feet above the elevation of the driveway.
7. Correct the inconsistency between the landscape material
specified on the landscape plan and the material identified on
the drainage plan.
8. submit twelve (12) copies of a survey of the property. The
dimensions of the size of the property and the structure
thereon shall match the dimensions identified on the site
plan.
9. On the elevation view drawing of the new addition, specify the
color of the new south wall and garage door.
10. To determine if the number of required parking spaces is
correct, specify on the plan the use of the structure and
include same and the code listed ratios in the parking
calculations.
11. On the site plan specify the width of the back-up space for
the vehicle parking spaces. Note: The minimum back-up width is
twenty-seven (27) feet.
12. On the site plan specify the width of the entrance driveway.
13. On the drainage plan and/or site plan show with a
distinguishable symbol the location of the required curbing.
See attached section of the code regarding the required
location of curbing.
14. On the site plan and drainage plan, delineate the location and
size of the car wash.
15. Prior to approval of site plan review for the project, verify
the use including the car wash and paint spray booth are being
reviewed by the Environmental Review Board, contact Tambri
Heyden, 738-7490, regarding environmental review procedures.
16. Provide detailed plan view and section view of the proposed
depressed curbing that is specified on the plan. The drawing
shall show the location, size and shape of the curb.
17. Amend the striping detail drawing to comply with the city
standard drawing. See attached city standard detail drawing
number B-90012.
18. On the site plan show and specify the location and size of the
area dedicated for open storage where the vehicles that are
left at the site for service will be stored. such vehicles
shall not occupy a required parking space.

19. This development order is subject to the Palm Beach County
Traffic Performance standards Ordinance 90-40, since it is an
existing non-residential project adding new square footage
that may impact County roads. Submit, in letter form,
information for evaluation that identifies the number of gross
trips per day that are generated by the use for the new two
thousand (2,000) square foot addition. After review and
acceptance by staff, the traffic data and information will be
forwarded to the county as part of the city responsibility to
record additional square footage to the county.

(e) Curbs and car stops. No more than, two (2) access aisles
may be traversed without interruptiqn which shall be ac-
complished by the placement of wheel stops or the installa-
tion of a raised, continuous curb. Landscaped areas in
parking lots shall be protected from the encroachment of
vehicles by a continuous. raised curb, or in the instance of
a parking stall, by a wheel stop or a raised continuous
curb. Areas to be protected include allland:>caped islands,
landscaping adjacent to parking stalls. and landscaping
adjacent to curvilinear driveways where encroachment is
likely to occur. Curb design shall comply with city standards.

I have reviewed the above referenced plan submission and herein
provide you with the following conditions of approval:
1) Dumpster accessibility is a problem. The Public Works Dept.,
Sanitation Division has not been able to access the existing
location, therefore, modify location to provide suitable access.
2) Loading zone area, situated east side of the parking facility
(next to the last parking space), appears to be unusable. There
exists an inadequate turning radius with no separation from
public parking spaces. Revise plans accordingly.
3) Provide technical data regarding the car wash drainage system,
specifically where does the stormwater go and where does the
system terminate.
4) Insufficient elevations are provided on drainage plan, provide
sufficent elevations.
5) No percolation test data has been submitted by the applicant
to verify drainage calculations. Provide percolation test data
and location plan.
6) No ground water levels have been specified on plans. Indicate
upon plans ground water levels.

The Engineering Department for the City of Boynton Beach, Florida
has reviewed the above referenced plan submission and herein provide
the following condition(s) of approval:
1) The addition to the existing metal building triggers, Chapter 5,
Article X, "Boynton Beach Parking Lot Regulations", wherein the
property owner shall modify the existing site to comply with
current City codes. The following improvements shall be made by
the property owner and shall be considered conditions of approval:
a) Parking lot lighting shall be upgraded to comply with City
Code of Ordinances, specifically Chapter 5, Section 5-142(a),
"Required Lighting" and associated lighting standards listed
in related appendix.
b) Handicap parking stalls shall be upgraded to comply with current
codes and State standards pursuant to the Department on
Community Affairs Accessibility Code, including Chapter 5,
Section 5-142(k), "Handicap Requirements".

ADDITION TO AN EXISTING METAL BUILDING
The Building Department cannot conduct a complete review of the
above described project because of a lack of certain information,
such as: what the building will be used for, what was it used for
within the last 180 days, will the entire building be utilized
for the new use and if not, then how many bays will be used,
would this be a change of occupancy or an increase of use. The
title block stating, "Addition to metal building" is not enough
to determine the exit code requirement or any of the requirements
of the technical codes.
Based on the above information being submitted, the following
items may apply:
1. Compliance with the Parking Lot Ordinance and Landscape
Code.
2. Submittal of a floor plan, showing exit doors, fan and vent
openings.
3. Signs, fences, parking lot lighting and handicap ramps
should be addressed on the site plan.

Find attached for your review the plans and exhibits for the above
referenced project. Site Plan Review approval for this project
will be granted by the City Commission. To ensure that the project
stays on line with the review time frame, I request that the plans
and exhibits be reviewed and formal comments transmitted to the
Director of the Planning and Zoning Department no later than 5:00
P.M. on February 24, 1993.
Adhering to the following review guidelines will promote a
comprehensive review and enable the applicant to efficiently obtain
Technical Review Committee approval:
1. Use the review standards specified in Part III, Land
Development Regulations, Chapter 4, Site Plan Review, Section
8 to review and formulate comments. (See Planning
& Zoning Department memo #92-020)
2. The documents submitted for the project were determined to be
substantially complete based on the submittal requirements
identified in Section 7 of the Site Plan Review Ordinance.
However, if the data provided to meet the submittal
requirements is insufficient to properly evaluate and process
the project based on the review standards, additional data
should be requested by the reviewer through the Planning and
zoning Department.

Each comment shall reference the code section and include the
language of the submittal requirements and review standards
that require the data to be submitted for review.
Technical Review committee member (s) shall identify in their
comments when the plans depict or when the location and
installation of their departmental required improvements may
conflict with other departmental improvements.
when a TRC Member finds a code deficiency that is outside of
his/her review responsibility, the comment and the specific code
section may be included in their review comments with the name of
the appropriate TRC Member that is responsible for the review
specified.

If a TRC member finds the plans acceptable, he/she shall forward
the plans and a memo, within the time frame stated above, to the
planning and Zoning Director stating that the plans are approved
and they do not have any comments on the plans submitted for
review.
All comments shall be typed, addressed and transmitted to the Director
of the planning and Zoning Department for distribution to the
applicant. Please include the name and phone number of the reviewer
on this memo. Dotty Moore will be the planning and Zoning Department
staff member coordinating the review of the project.
The planning and Zoning Department will send to the applicant a cover
letter which includes the comment(s) and directions to amend the plans
to comply with the comments and the procedurE~s for resubmission. when
the planning and Zoning Department receives the amended plans, they
will distribute the plans with a cover memo to all TRC Members for
review and approval.
