LEGAL APPROVAL MINUTES PLANNING AND DEVELOPMENT BOARD BOYNTON BEACH. FLORIDA MARCH 12. 1996 Boynton Commerce Center - The application for use approval for a communication tower was withdrawn. An agreement was reached with the applicant relative to locating the tower on City- owned property, Tara Oaks - The site plan was approved subject to all staff comments, including the use of trash compactors instead of dumpsters, Ms. Heyden stated that this was a good solution to the amount of trash that will be generated by a project of this size, The Kilpatrick Company - The site plan was approved subject to staff comments, including the recommendation about screening the northeast comer of the property, (2) Update of Evaluation Appraisal Report - Comprehensive Plan Ms, Heyden advised that staff is working on this with a consultant. The deadline is quickly approaching. Staff is trying to set up the first LP AlPlanning and Development Board workshop during the week of March 26. There will probably be workshops on April 18 and April 23, prior to the May I st transmittal date to the State. There will also probably be at least one workshop prior to the two public hearings that are required for adoption in July. 6. OLD BUSINESS None. 7. NEW BUSINESS A. PUBLIC HEARING --- Future Land Use Amendment/Rezoning Chairman Dube advised that the seven enclaves on the agenda have already been annexed and are before this board to determine if the zoning is in concurrence with our current plans. Mr, Rumpf used the overhead projector to point out the location of each enclave, and reviewed the current County zoning and land use, and the proposed City zoning and land use. On sheet 303A, at the area of the fence drawing, add a note indicating that the vinyl slats installed into the six (6) foot tall chain-link fence will create an opaque surface to screen the view of the open storage area from the abutting properties. Also, add the overall height of the fence including the three (3) strands of barbed wire (note, maximum height shall not exceed eight (8) feet). rChaoter 2 - Zoning, Section 7. E. 1.1 17. Clarify the inconsistency regarding the dry pond area indicated on sheet 103 and the same area identified on the current approved master plan as a body of water. If this area is to be wet. oretreatment has to be orovided. 18. Amend the landscape plan, plant list and hedge/shrub computations to show and identify no less than one-half of the required hedges for the south and west property lines as a native specie. In this area, the plan indicates 163 cocoplum (native) and 210 ixora (non-native) hedges as the required vehicle use area, continuous screening material but the total hedges required, as indicated, is 373. Therefore, 187 native hedges are required. The other plant material, in these areas, 1S either not native or too small to meet the minimum height specifications. Also, amend the landscape code requirement computations to include the north and east required screening. Correct the plan accordingly. [Chapter 7.5, Article II - Landscape Code, Section 5. C.3.,. Section 5. D. & E. and Comorehensive Plan Policy 4.4.6.] 19. Show on the landscape plan the proper size and shqped line-of-sight triangle at the intersection of High Ridge Road and Commerce Road. Clarify the inconsistency between the j color of the letters for the Boynton Pump sign depicted on the detail drawings and the color shown on the colored elevation drawina of the sian. RECOMMENDATION(S) : 25. The following comment is recommended if the Board of Zoning and Appeals , I grants approval of case number 213, V regarding omitting the buffer wall along the north property line: Add slats to the northeast area where j a six (6) foot tall chain-link fence is shown on the plans and maintaining the landscape material shown on the plans. and To ensure the existing native scrub vi' meets the intent of replacing the wall place the following note on sheet 201: If clearing and removal of all exotic material within the native scrub area does not create a 100% opacity view I between finish grade to height of six \I feet, then four to six foot tall sand pines, scrub oak or myrtle oak will be installed at location specified by the city forester to achieve the visual barrier. The permit plans shall be revised.to show the new landscape materiat. The intent of this comment is to j provide a continuous visual barrier between finish grade to a height of six feet along the entire north property line and to screen the view of the material handling facilities located along the north side of the buildina. In order to prevent glare and excessive light levels, the j photometric drawings should be submitted with the permit drawings for site lighting. FLORIDA FEBRUARY 20. 1996 Motion Mayor Pro Tern Matson moved to approve the site plan to develop 14.47 acres of the Tara Oaks PUD for a 192 unit townhouse project with private recreation facilities on the east side of Knuth Road, approximately 570 feet north of Woolbright, subject to staff comments, Commissioner Jaskiewicz seconded the motion, which carried 3-1. Mr. Ahrens believes it is required from the northeast corner of the property back to the northeast comer of the building, and from the northeast corner of the property back to where the scrub pine is going to be preserved, This was acceptable to Ms, Heyden, Motion Mayor Pro Tern Matson moved to approve the site plan to construct a 39,790 square foot wholesale distribution facility on 3.59 acres in the High Ridge Commerce Park prD (lots 1, 2 and 3) at the northeast corner of High Ridge Road and Commerce Road, subject to staff comments and the granting of the variance by the Board of Zoning Appeals.
