DESCRIPTION: Richard C. Ahrens, agent for The Kilpatrick Company, is requesting site plan approval to construct a 39,790 square foot wholesale distribution facility on 3.59 acres in the High Ridge Commerce Park PID (lots 1, 2 and 3). The property is zoned PID and is located at the northeast corner of Commerce Road and High Ridge Road. RECOMMENDATION: The Planning and Development Board, with a 7-0 vote, recommended approval of this request, subject to the staff comments in Exhibit "C". Due to the granting of the applicant's Board of Zoning Appeal's variance, comment 10 can be deleted. Also, as a point of clarification on comment 25, the applicant has agreed to slatting the fence and supplementing the scrub area referenced in this comment. Proposed Development: (see Exhibit "B" - proposed site plan) The 3.59 acre project will contain a single story structure that fronts on High Ridge :J.. Page 2 Memorandum #96-070 Concurrency: Driveways: Parking Facility: Landscaping: Road. The entrance to the building is on the west face with overhead doors for delivery and distribution located along the north and south sides of the building. Outside storage for irrigation supplies is proposed along the south side of the building. The outside storage area will be screened with vinyl slats weaved into a six foot tall chainlink fence. An outside wash area for cleaning turf equipment following testing is proposed along the north side of the building. In 1983, the plat for the High Ridge Commerce Park PID was approved. It included one public street (Commerce Road) with swales and sidewalks, 20 lots, street lighting, utilities and a drainage system which diverted stormwater into the stormwater management area within the Cedar Ridge Estates PUD to the north. The above infrastructure was started, but construction ceased in 1986. The property was taken over by the FDIC. No activity has occurred on the property since and the improvements are incomplete and consequently have never been accepted by the city. In addition, bonds for these improvements have long expired. Due to the status of the proj ect, the concurrency designation of the proj ect was downgraded to vest the proj ect only for traffic. This is the second submittal received since construction ceased, therefore since the project relies on access from Commerce Road and on the drainage system located in the adj acent PUD to the north (which, owned by the same property owner, fell into the identical inactivity scenario), bonds must be posted for these improvements to insure their construction, and permits renewed for these improvements, prior to a building permit being issued for improvements in the project. Ingress/egress to the site is provided by three (3) driveways; one two-way driveway located on High Ridge Road and two two-way dri veways located on Commerce Road. The Commerce Road driveways will have swing gates and are primarily used for delivery and distribution. Forty-five (45) parking spaces are required for the use. The required parking count is based on forty employees and 15 parking spaces provided for visitors. There are 51 spaces provided including 3 handicapped spaces. A forty foot wide peripheral greenbelt with landscaping is provided on the north and west sides of the proj ect . Following compliance with staff comments the existing and new landscaping will be in compliance with the code. The applicant has requested a variance from the Board of Zoning of Appeals (case #213) to omit the buffer wall along the north property line. The applicant is requesting that the existing native scrub and proposed man-made berm serve the purpose of the buffer wall. ~ Page 3 Memorandum #96-070 Building and Site Regulations: Community Design Plan: Signage: RECOMMENDATION: The location of the building complies with the PID zoning district regulations. The project consists of lots 1, 2 and 3 of the PID which will be tied together by unified title. The basic wall components of the building are concrete and metal. Most of the roof is flat or decorative standing seam roofs at the entrances to the building. The color of the building is light gray with an green accent proposed for the decorative standing seam roofs and fascias. Since this will be the first building in the 20 lot development, no buildings exist to compare compatibility. The sign package consists of non-illuminated wall signage on the building. The signage contains the "Kilpatrick" logo and a logo for the turf equipment and irrigation supply businesses in a sign cabinet. The proposed text is a channel letter mounted to the building. The color combinations are shown on the colored display board that will be presented at the meeting. The Planning and Zoning Department recommends approval of this site plan request, subject to the comments included in Exhibit C - Administrative Conditions. The TRC recommends that the deficiencies identified in this exhibit be corrected on the set of plans submitted for building permit. A clearing/gubbing permit is required to have a letter from the appropriate State agency that all gopher tortoises are relocated off site. PLANNING AND ZONING Comments: 10. The applicant's request to the Board of Zoning Appeals (BOAV 95-014 - case #213) for a variance to eliminate the buffer wall, required between the subject industrial zoned property (PID) and the residential zoned property ( PUD) , located directly north of the subject site, must be granted or the buffer wall shall be required and shown on the building permit drawings. The location, size and type of wall shall be in compliance with the code regulations. [Chapter 2 - Zoning, Section 4. L. ] 1l. The applicant's request for a "use approval" (USAP 95-004) , to allow the subject use within the High Ridge Commerce Park PID, must be granted by the City Commission or re-submittal of the site plan for a different "use" will be required. [Chapter 2 - Zoning, Section 7. E. 2] 12. To properly evaluate whether the proposed building meets the district setback regulations, indicate on sheet 102 the location of the front of the property. Identify the front of the property by placing text "Front" on the plan at the front property line. [Chapter 2 - Zoning, Section 7. H. 16. ] 13. Unify all three lots by obtaining from the Building Division of the Development Department a Unity of Title form. Complete the form and record same with Palm Beach County and submit the recorded form to the Building Division with the permit plans for the project. 14. Provide a symbol, on sheet 102, indicating the portion of the chain- link fence that has the required screening (vinyl slats). 16. On sheet 303A, at the area of the fence drawing, add a note indicating that the vinyl slats installed into the six (6) foot tall chain-link fence will create an opaque surface to screen the view of the open storage area from the abutting properties. Also, add the overall height of the fence including the three (3) strands of barbed wire (note, maximum height shall not exceed eight (8) feet). [Chapter 2 - Zoning, Section 7. E. 1.] 17. Clarify the inconsistency regarding the dry pond area indicated on sheet 103 and the same area identified on the current approved master plan as a body of water. If this area is to be wet, pretreatment has to be provided. 18. Amend the landscape plan, plant list and hedge/shrub computations to show and identify no less than one-half of the required hedges for the south and west property lines as a native specie. In this area, the plan indicates 163 cocoplum (native) and 210 ixora (non-native) hedges as the required vehicle use area, continuous screening material but the total hedges required, as indicated, is 373. Therefore, 187 native hedges are required. The other plant material, in these areas, is either not native or too small to meet the minimum height specifications. Also, amend the landscape code requirement computations to include the north and east required screening. Correct the plan accordingly. [Chapter 7.5, Article II - Landscape Code, Section 5. C.3., Section 5. D. & E. and Comprehensive Plan Policy 4.4.6.] 19. Show on the landscape plan the proper size and shaped line-of-sight triangle at the intersection of High Ridge Road and Commerce Road. [Chapter 7.5, Article II - Landscape Code, Section 5.H.2.] 20. Correct the inconsistency between the site plan and landscape plan regarding the future expansion. Omit the future expansion or modify the size to meet the required setbacks. On sheet 301, identify the width of the canopy over the truck loading area. 23. The applicant agreed to place trees, required to comply with the tree management plan, in the area north of the north vehicle use area and west of the proposed berm. The plans do not indicate additional trees in this area. Correct the plans accordingly. 24. Clarify the inconsistency between the color of the letters for the Boynton Pump sign depicted on the detail drawings and the color shown on the colored elevation drawing of the sign.
