Scott Miller, City Manager " ~~ Christopher Cutro, Planning and Zoning Director April 30, 1993 FROM: DATE: SUBJECT: Klatt property proposals I have reviewed the proposal from Michael Schroeder regarding the Klatt Property and offer the following comments. The transfer of development rights proposal would enable the City to move land use in the area south and east of the mall into more appropriate and efficient patterns, Therefore, the receiving areas for transfers should be carefully considered. The City of Boynton Beach has supported the CRALL designation for the area in the Congress Avenue corridor between Boynton Beach Blvd. and 22nd Avenue since the days of the proposed "power center." However, the county has indicated that CRALL designations cannot be used to support concentrated commercial uses despite the fact that new state legislation this year encourages flexibility in traffic concurrency. Since the property owner will be doing the bulk of the work on this, I have no problem with supporting this concept but no one should assume that the designation will be easy to attain. I hope these comments are of some help to the Commission in their deliberations. CC: cp A:Klatt
