DESCRIPTION OF SYSTEM
This project is an addition to the existing Motorola complex at Congress Avenue and 22nd
Avenue in Boynton Beach, Florida. The property is located on the Motorola grounds and
currently drains into the storm water management system constructed with the existing
complex. This site is covered by the South Florida Water Management District permit No.
50-00931-S which will be modified to include this addition. The existing surface water
management system provided for water quality and flood protection for this area assuming
that it would be bermed open space. Since the land use will be changed from open space
to impervious, a corresponding volume of on-site detention is proposed to compensate for
the land use change in order to meet the water quality requirements.

Dear Mr. Haag,
We have received your comments from the City's second review
of this project, from the February 12, 1993 submittal. We respond
as follows:
Building - Handicapped accsessibile walkway from west property
line to the main building entrance has been provided.
Engineering - Mr. Mark Mendel of Kidstop & I met with Mr. Staduinger
on 2/23/93 to discuss his concerns. I brought two sketches of
proposed, alternate designs to him. We reviewed them and the
enclosed, revised site plans reflect the results of our discussion.
Please note the modified entrance to Motorola from N. W. 22nd
Ave., modified west entrance to Kidstop, modified southwest en-
trance to Kidstop and the turn around space at the northeast
corner of the parking lot. The 9 stalls at the northeast corner
of the parking lot have been designated for staff to avoid backing
up conflicts with the drop-off stalls.
utilities - The drawings for the water and sewer extension are
currently being designed and drafted by Adair and Brady, Motorola's
civil engineer. I spoke with Mr. Pete Mazzella on February 25,
1993 to request what information he needs to review and approve
this proj ect prior to March 2, 1993. Mr. Mazzella requested
a conceptual water and sewer plan be submitted. Adair and Brady
stated they would get this conceptual plan to Mr. Mazzella on
February 26, 1993.

Modern District Landscape Code requires specific hedges
to be planted. None of the specified hedges are native.
Therefore, we cannot comply with the requirement of 50%

Note #11 - The peripheral greenbelt at the north and east property
lines at the Kidstop site is 40' wide, not 25'. The
25' greenbelt is west of this Kidstop site.
Note #13 - We are requesting a modification to the Motorola P. 1. D.
signage standards for this project. The Motorola sign
standards are not appropriate to this project.
Note #15 - The pattern for the pager testing is east to west and
south of the Kidstop site. There is no electromagnetic

The City of Boynton Beach has completed its first review of the
site plan for the above referenced project. Attached are comments
made by the reviewing departments during their initial review of
your project.
In order to complete the review process, the site plan and
documents must be amended to comply with these comments within 90
days of the date of this letter. (If amended plans are not
submitted in 90 days, a new application fee will be required.) When
there are comments made by the reviewers that you feel are not
applicable to the approval of the proj ect or will be addressed
separately and you have not amended the plans to comply with the
comment(s), you must prepare written explanation for each comment
stating why the comment is not applicable and return the
explanation with the amended plans and documents.
After amending the plans and documents, please submit twelve (12)
complete sets of the plans to the planning and zoning Department.
When the amended plans and documents have been submitted to the
planning and zoning Department, they will be distributed to the
reviewing departments for a second review and the reviewers will
recommend if the site plan will be placed on a board approval
schedule (see attached). If there are major comments not addressed
by new plans or the reviewers recommend that the plan not be
forwarded to the Planning and Development Board, this office will

This is to advise you that on March 16, 1993, the City Commission
of Boynton Beach approved the Site Plan at the above referenced
location.
The approval of the site Plan was subject to the following
conditions:
1. Conditions as set forth in attached staff memos;
2. Provisions of right turn lane into the south entrance to
the property;
3. Cutting back of median island in entranceway.
The site Plan approval entitles you to develop the property as
shown on the approved plans. If you wish to modify the plan prior
to submission of your building plan, please contact the Planning
and Zoning Department. Modifications during the bUilding permit
process will be handled as part of that process. The approval of
the Site Plan remains in effect for one year, until March 17, 1993.
If an extension is needed, please forward your request to the
Planning and Zoning Department 30 days prior to the expiration
date.
We have attached a list of submittal documents from the Building
Department to assist you in assembling your building permit
package. We have also attached copies of the comments that must be

SUBMITTAL REQUIREMENTS
The fOllowing shall be incorporated as part of the submittal of
amended plans and/or documents for review
1.
Submit a scaled locator map that identifies the location and
perimeter boundary of the site and the surrounding roads and
current zoning districts including the district of the subject
property. The map shall show and identify by name the roads
surrounding the site and the roadway path that links the site
to the closest arterial road with the names of the roads and
arterial road(s) identified. The map shall show the zoning
district line and the title of the zoning districts that abut
the perimeter of the zoning district where the subject
property is located. The map shall have the North compass
direction and scale identified. Maximum size of locator map is
8 1/2" by 14".
Submit color photographs of the buildings on the site that are
to remain in their existing condition and photos of existing
buildings that are located on the sites that abut the
perimeter of the subject property. The minimum size is 8" by
10". Each photograph shall be labeled to identify the location
of the existing structures with respect to the location of the
proposed project.
Submit a 8-1/2" x 11" transparency of the landscape site plan
drawing to be used on an overhead projector at board meetings.

Submit colored elevation view drawings - a colored duplicate
copy of all drawings of the elevation views of each side of
all buildings and signage associated with the project. The
colored elevation views shall match the elevations shown in
the documents that where submitted for site plan review. The
applicable exterior surfaces as identified above shall be
colored with the color name and associated color reference
number identified. The type of exterior surface material shall
be identified next to the associated color. The colored
elevation drawings shall have compass direction or title of
the side of the building identified. The title block of the
original drawing shall be shown. The maximum size is 24" by
36". Do no submit on board of any kind.
Submit color samples as an example of the proposed colors.
Each sample shall have attached a label that identifies the
color by name and numerical/letter code from an established
color chart.
Where a specific exterior surface is not applicab,le to. the
project, signify by placing a "N/A" on the approprl.ate ll.ne.
Submit a copy of the legal description of the subject property
on an 8 1/2" by 11" sheet of paper.

After reviewing the amended plans for the above referenced
project, the Building Department finds that a handicapped
accessible walkway from the main street to the building entrance
is still not indicated on the plans. Since this requirement is
mandated by the State Handicap Code, building permits for this
project cannot be issued without this sidewalk appearing on the
construction documents.
We recommend that the project be forwarded to the Planning and
Development Board since all code requirements will be determined
at permit review.

Second Set of Amended Plans
The City Engineer and I have reviewed the above referenced second
submission and herein provide your office with the following comments:
l) The southeast edge of pavement for the main service road shall
be aligned in such a fashion as to provide a 25' minimum separation
between the subject service road and the southwest edge of the
one-way entrance into the Kidstop II facility. This minimum
distance separation shall be accomplished by relocating the west
edge of pavement of the one-way drive 3' east, thereby providing
for a 12' wide one-way drive which will discourage two-way traffic.
The southwest corner radius of the one-way drive would then be
reduced to a 2' dimension.
2) A std. "0NE-WAY/DO NOT ENTER" sign shall be placed along the
right side of the travel lane at the southwest one-way drive,
opposite a similar sign depicted along the left edge of pavement.
3) North of the depicted flush concrete walkway, within the one-way
drive/parking lot area, the applicant shall provide for the
installation of two "NO EXIT" signs, placed in such a manner as
to discourage vehicles using the main north parking facility from
entering into an area with opposing traffic movements.
4) Internal directional arrows depicted upon the plans, being situated
within the stamped concrete entryway, shall be relocated from this
area westward a sufficient distance to place the directional arrows
on asphaltic concrete surfaces.

The applicant shall submit working drawings for permit review that
depict the project in compliance with the City of Boynton Beach
code of Ordinances and the following comments.
1. Amend the total number of parking spaces provided as stated
within the project data to match the total number of spaces
shown on the site plan.
2. Revise the site signage to comply with the design of the
existing Motorola signage or request and receive approval of
a modification to the Motorola PID signage standards.
3. On the Landscape Plan show the ten (10) foot line-of-sight
triangle required at both sides of south driveway that
connects the Kidstop site to the Motorola roadway system.
Place a note on the plan that describes the following:
landscape material located within the triangle areas shall be
installed and maintained at a height that will allow clear and
unobstructed visibility between the space of thirty (30)
inches and six (6) feet above the elevation of the driveway.
4. show on the Landscape Plan the continuous visual barrier hedge
required along the perimeter of the west side of the west
vehicle use area. specify on the plan and incorporate into the
plant list the following material specifications: spacing 24
inches on center, height 18 inches at time of planting and
type of specie. No less than fifty (50) percent of the total
number of required hedges shall be a native specie.
5. Show on the Landscape Plan the location of the drainage flumes
and relocate landscape material accordingly.
6. submit for review and approval a cross-access agreement signed
by the appropriate parties.
7. Prior to the proposed improvements being made to the new
Kidstop II site, Motorola shall submit for review and approval
plans depicting the proposed modifications to the existing
Motorola site.

Kid Stop - Site Plan
Mark and Joan Mendel, in conjunction with Motorola, has submitted
a site plan for a daycare center to be located on an outparcel in
the Motorola PID.
The daycare center would be located on a 1.86 acre parcel and would
contain a structure that is 10,760 square feet and house a maximum
of 185 children with 26 staff members.
This plan has been reviewed by staff and while some outstanding
comments do exist, members of staff felt the site plan could go
forward to the Planning and Development Board and the City
Commission.
At its meeting of March 9, 1993 the Planning and Development Board
previewed this request and forwarded the plan to the City
Commission with a recommendation for approval subject to comments
of the Staff.
This item has been scheduled on the consent agenda of the City
Commission for final review on March 16, 1993.

Find attached for your review the plans and exhibits for the above
referenced project. Site Plan Review approval for this project
will be granted by the City Commission. To ensure that the project
stays on line with the review time frame, I request that the plans
and exhibits be reviewed and formal comments transmitted to the
Director of the Planning and Zoning Department no later than 5:00
P.M. on February 10, 1993.
Adhering to the following review guidelines will promote a
comprehensive review and enable the applicant to efficiently obtain
Technical Review Committee approval:
1. Use the review standards specified in Part III, Land
Development Regulations, Chapter 4, Site Plan Review, Section
8 to review and formulate comments. (See Planning
& Zoning Department memo #92-020)
2. The documents submitted for the project were determined to be
substantially complete based on the submittal requirements
identified in Section 7 of the Site Plan Review Ordinance.
However, if the data provided to meet the submittal
requirements is insufficient to properly evaluate and process
the project based on the review standards, additional data
should be requested by the reviewer through the Planning and
Zoning Department.

3. Each comment shall reference the code section and include the
language of the submittal requirements and review standards
that require the data to be submitted for review.
4. Technical Review Committee member ( s) shall identify in their
comments when the plans depict or when the location and
installation of their departmental required improvements may
conflict with other departmental improvements.
5. When a TRC Member finds a code deficiency that is outside of
his/her review responsibility, the comment and the specific code
section may be included in their review comments with the name of
the appropriate TRC Member that is responsible for the review
specified.
6. If a TRC member finds the plans acceptable, he/she shall forward
the plans and a memo, within the time frame stated above, to the
Planning and Zoning Director stating that the plans are approved
and they do not have any comments on the plans submitted for
review.
All comments shall be typed, addressed and transmitted to the Director
of the Planning and Zoning Department for distribution to the
applicant. Please include the name and phone number of the reviewer
on this memo. Mike Haag will be the Planning and Zoning Department
staff member coordinating the review of the project.
The Planning and Zoning Department will send to the applicant a cover
letter which includes the comment(s) and directions to amend the plans
to comply with the comments and the procedures for resubmission. When
the Planning and Zoning Department receives the amended plans, they
will distribute the plans with a cover memo to all TRC Members for
review and approval.

Dear Mr. Cutro,
This letter is to request a sign program change for the
signage at the Motorola P.I.D. for Kidstop II. The existing
Motorola site signs are flush, applied letters on bronze aluminum
backgrounds. This signage is not very attractive and appears
very industrial. We are requesting the attached raised letter/
painted stucco sign be constructed at the road for this project
only. We feel this sign, being on the Kidstop property and
near the Kidstop building, is more aesthetically appealing
than the existing Motorola signs.. The textures and colors
of this sign also blend with the new Kidstop building.
Enclosed is a check for the $100.00 review fee, colored
elevation of the proposed Kidstop sign and a photo of an exis-
ting Motorola sign for your use.
