Subject: TRB Review - Lake Eden Hills
We offer the following comments on this pre-application:
1. The sewer from MH 11 to MH 13 must be deepened to allow
connection of the existing line to the new manhole.
2. The utility easements between Lots 11 and 12 must be a minimum
20' wide, with the water main located no closer than 10' to
any proposed structure.
3. Water mains in both cul-de-sacs must be completely looped.
4. Extend sanitary sewers as needed so as to shorten overly long
service laterals in cul-de-sacs.
5. Relocate water mains to swale area where feasible.
6. Relocate valves as required.
7. 311 PVC casings will be required for all water services cross-
ing roadways. We recommend PVC be used instead of iron or
steel when crossing Swinton Avenue.
8. Reference the City's standard criteria on water and sewer
details.
9. Revise sewer cleanout, fire hydrant, sampling point, and man-
hole details to conform to the City's standard criteria.
10. Provide full details and specifications, including pump curves
and site plan, for the proposed lift station. Note that our
standard configuration calls for the valving to be placed
above ground unless there are serious extenuating circum-
stances. The lift station site must be deeded to the City.
Also include flow calculations, justifying that the station
will accommodate the proposed development plus the existing
flow from Lake Eden Gardens.

RE: LAKE EDEN HILLS - STAFF COMMENTS
Please be advised of the Planning Department's comments in
connection with the above-referenced request for preapplication
approval:
1. A street connection should be made to Seacrest
Boulevard at either S.E. 35th Avenue or S.E. 36th
Avenue in order to facilitate the provision of
public and emergency services in this area of the
City.
2. The buildable area for individual lots should be
shown on the Master Plan submittal.
3. Sidewalks are required on all public streets and
should be shown on the construction plans submitted
with the preliminary plat.
4. Project identification signage requires site plan
approval.
5. Diameter of cul-de-sacs does not meet the minimum
requirements set-forth in the subdivision regulations.
6. A five (5) foot wide limited access easement is
required abutting Seacrest and Swinton Avenues
and must be shown on the preliminary plat.
7. Double-frontage lots should provide a buffer wall
or landscaped barrier adjacent to Seacrest and
Swinton Avenues. .
8. The following Comprehensive Plan Development Policies
are applicable to this project:
A. Native vegetation must be preserved in accordance
with the Tree Preservation Code. Existing trees
must be preserved to the maximum extent possible,
however, as opposed to replacing existing trees.
B. All Melaleuca, Brazilian Pepper, and Australian
Pine which occur on sites which are to be
developed must be removed, and are prohibited in
landscaping.
C. A minimum of 25 percent of all native plant
communities which occur on a site (e.g., Pine
Flatwoods, Sand Pine Scrub, Xeric Oak Forest,
Hardwood Hammock, etc.) must be preserved intact,
including canopy, understory, and ground cover.
D. Development which is incompatible with on-site
native scrub habitat is discouraged.

E. All sites of over 10 acres which are proposed for
development must be surveyed to determine whether
or not endangered or threatened species occur.
F. Where this survey indicates that plant or animal
species designated as endangered or threatened
on Federal, State of Florida, or Florida Committee
on Rare and Endangered Plants and Animals lists
are resident on, or otherwise are significantly
dependent upon property proposed for development,
developers are required to prepare a plan, in
consultation with the Florida Game and Freshwater
Fish Commission and the u.s. Fish and Wildlife
Service, for protecting that representative
population. Protection must be provided to the
satisfaction of these agencies prior to
development approval being granted by the City.
The continued preservation and proper management
of this endangered or threatened species habitat
is required.
G. The use of fences, wetting operations, seeding and
mulching, phased clearing, and other soil
treatment techniques to control blowing sand is
required. Seeding and mulching is required if
construction does not commence within thirty (30)
days of completion of clearing work.
H. Developers are required to stop construction and
immediately notify the Division of Archives,
History and Records Management, in the Florida
Department of State, if archaeological sites or
artifacts are known to exist or are discovered
during construction. Proper protection to the
satisfaction of the Division must be provided by
the developer.
I. Road impact fees will be collected in accordance
with Palm Beach County Fair Share Road Impact
Fee Ordinance.
J. The alignment of roads in subdivisions must be
coordinated with the alignment of roads in
adjacent subdivisions and in the general vicinity.
K. Major access roads through developments are
required to be public streets.
L. The Utility Department should be consulted
concerning requirements for the extension
of water mains.
Water mains must be extended to the limits of
property, in accordance with Palm Beach County
Environmental Control Rule II.
M. The Utility Department should be consulted
concerning requirements for the extension of
the sewage collection system and lift station
construction.
N. Street, recreational, parking lot, and security
lighting must utilize sodium vapor, metal halide
or other energy-efficient lamps.
O. Developers are encouraged to utilize energy-
conserving building and site design, plazas,
landscaping, vegetation preservation, and
open spaces.

P. Buildings are required to conform to the Florida
Model Energy Efficiency Code.
9. An Environmental Management Plan should be completed
prior to submittal of the Master Plan incorporating
all of the Comprehensive Plan environmental policies
and requirements. The completed Environmental
Management plan will establish the basis for the
Master Plan layout and design.
