Dear Mr. Mihelich:
Please be advised that the plans submitted for site plan review
of the above-referenced request cannot be processed further as
the changes proposed do not meet the Parking Lot Regulations (see
comment #1 below for details). Six sets of revised plans
addressing these comments, as well as the attached comments from
other departments, will need to be resubmitted to the Planning
Department no later than 5:00 P.M. on any given deadline listed
on the attached schedule.
1. Since an increase in square footage from 2,838 square feet to
2,900 square feet is being proposed, Article X - Parking
Lots, Section 5-138, requires that the existing parking lot
be brought up to current standards. The parking lot layout
depicted on the site plan does not meet Section 5-142(h)(1)
and (3) of the Parking Lot Regulations. With respect to
Section 5-142(h)(1), the two-way driveway width shown on the
site plan is only 14 feet wide and must be increased to 20
feet. With respect to Section 5-142(h)(3), the existing
driveway onto Seacrest Boulevard must be a minimum of 180
feet from the intersecting rights-of-way lines of Seacrest
Boulevard and S.W. 25th Avenue. You may avail yourself of
the variance procedure discussed in Section 5-145 of the
parking Lot Regulations. Parking lot variance applications
are available in the Planning Department, along with relevant
information and submittal schedules attached to the
application.
2. Due to the layout of the three parking spaces behind the
building, vehicles cannot exit these stalls in a safe and
efficient manner as required in Section 5-142(i)(2) of the
parking Lot Regulations. This parking area should be

redesigned to minimize the backup and maneuvering necessary
to exit these stalls. A possible consideration would be to
provide a driveway which loops around the building,
connecting the front parking area to the rear parking area.
3. When addressing comments #1 and #2 above, it should be noted
that a minimum of 10 parking spaces are required pursuant to
Appendix A - Zoning, Section 11.H.16.d.19 and 20, for
professional offices, excluding medical offices, as they
require a greater number of parking spaces.
4. A landscape plan is required to be submitted to determine
compliance with the Landscape Code. Chapter 7.5, Article II,
Section 7.5-38 of the Code of Ordinances.
5. Note the proposed color scheme of the areas of change on the
building elevations. Site plan application, page 5, item 14.
6. Provide details for the proposed freestanding sign to include
height, size, material, color and advertising. If this
information cannot be provided at this time, a future site
plan submittal will be required, pursuant to Chapter 21,
section 21-9 of the Code of Ordinances.
7. Provide exterior lighting details to in.clude type, size,
illumination level and energy source. Lighting along the
western property boundary should be shielded from the
adjacent residences. Appendix A - Zoning, Section 4.N.7.
8. If new pavement is to be added, for example a driveway loop
around the building mentioned in i tern ~:2 above, provide a
pavement cross section detail. Site plan application, page
6, item #26(c).

In accordance with the City of Boynton Beach, Florida, Code of Ordinances
Chapter 19, Section 19-17, "Plan Required - Site Plan Review and Approval
Process" and Chapter 5, Article X, "Boynton Beach Parking Lot Regulations"
Section 5-142, "Required Irrproverrents", the applicant for the above refer-
enced project shall sul::mit the following information, teclmical data and
plan revisions.
1. Provide a quantity of one (1) additional high intensity, energy efficient
parking lot~ light and standard at the southwest parking area. The p];an shall
contain cut-sheets for the luminaires and poles that are specified on the Kres
Mihelich plan sheet 1 of 4 (Site Plan). Section 19-17 (g), "indication of ext-
erior light~ing standards and devices adequate to review possible hazards and :
disturbances to the public and adjacent properties" and Section 5-142 (a),
"Lighting" including Section 5-142 (g) "Lighting Standards".
2. In lieu of replacing the existing stormwater drainage system, all grassed areas
shall be developed into grassed swales a minimum of twelve inches in depth to
the top of sod at invert elevation. Section 5-142 (f), "Drainage" and Section
5-142 (g), "Drainage Standards" including Section 5 of Article X, "SUbdivision and
Platting Regulations", Section 5A, "Drainage and Stormwater Treatrrent" and Section
5B, "Stormwater Treatrrent". Should the applicant detennine that the construction
of grassed swales is appropriate, the Engineering Department will grant relief to
the required improvement stormwater drainage section, in strict accordance with
Section 5-142 (g), "Drainage Standards".
3. The grassed area within the public rights-of-way for Southwest 25th Avenue shall
be fully sedded and irrigated and furthermore be developed into a swale the is twelve
(12) inches in depth to the top of finished sod at the invert elevation.
4. Provide a standard detail for parking facility striping that carplies with the
design requirements of Section 5-142 (1), "Parking Lot Striping" and Section 5-142 (g)
"Striping Standards" including Section 5-142 (k), llHandicap Requirements". The appli-
cant may utilize the City of Boynton Beach, stmdard drawing located in the appendix
of the Parking Lot Regulations as a detail to be attached and made a part of the plans.

Building Department issuing the Certificate of Occupancy, I would
like to ensure that you do not have any outstanding or pending
issues concerning this site that must be rectified (excluding
issues that are covered entirely with a city approved surety).
If the issues are related to permits issued by the Building
Department, please provide this department with the permit number and
nature of unresolved issues. If the unresolved issues are not
permi t related, notify the owner or the owners agent to ensure
that the issues are rectified.
Please respond to this office within ten (10) days so that we may
proceed to issue the Certificate of Occupancy. Thank you for your
cooperation and timely response.

RE: SITE PLAN MODIFICATION - ALL GLASS PROFESSIONAL BUILDING
Upon review of the above mentioned project, the following list of
comments must be addressed in order to conform with Boynton Beach
city Codes:
1. All drawings and/or documents submitted for public record,
and prepared by a design professional shall show original
legible raised seal and signature of a Florida registered
design professional, that is responsible for the drawings.
2. Handicapped parking shall be located on the shortest
possible accessible circulation route to an accessible
entrance of the building.
3. Provide landscape detail showing percent native species to
be planted on site, source of irrigation, quality of
plant material, type of shrub, sod and mulch, and shrub
planting distance.
4. Existing hedge on Bethesda Hospital property must meet
landscape code requirements for size of material.
5. Identify within the site data the proposed use of the
building.
6. state on the plans the type of material proposed for the
new sidewalk. Specify on the plans the slope of the
walkway. Identify the length and elevation of the level
platform that is requrired at the main entrance to the
building. Clarify the direction of the swing to the main
entrance door.
7. Show and identify on the plans the location and height of
the handicapped parking space sign, and the size,
configuration and color of the pavement markings for the
regular and handicapped parking spaces.
8. Specify on the plans the existing color (s) and/or the new
color(s) proposed for the existing exterior wall finish
material. state the color(s) for all new exterior finish
material proposed for the building.
9. Show a detailed drawing of the curbing required to protect
the landscaping.
10. Recommend relocating exterior door located on the west
side of the building to a safer place to eliminate the
safety hazard of the door opening into the parking area
ingress/egress access aisle. Identify the difference in
elevation between finish floor and the pavement surface
outside of the proposed door.
11. Recommend providing lighting levels that meet the minimum
requirements of the Engineering Department Parking Lot
Specifications.

In accordance with City of Boynton Beach, Florida, Code of Ordinances, Chapter
19, Section 19-17 "Plan Required - Site Plan Review Process" and Chapter 5,
Section 5-142 "Required Irrprovements", the applicant for the above referenced
project shall submit the following information, tedlDical data and plan revisions.
1. The newly constructed raised continuous concrete curbing shall comply with
minimLnn City standards. CUrb height 13~" (6" above grade/7~" below grade)
and 6" in width. Section 5-142 (g) "CUrbing Standards".
2. stop sign shall be a standard D.O.T. approved R-l-l sign IIDrmted 7' above
grade to the botton of the sign. Sign post shall be fully grouted in-place.
Section 5-142(g) "Traffic Control Standards".
3. Provide a construction detail depicting swale depth. Section 5-142 (g)
"Construction Standards". Sections shall include the adjoining public
rights-of-way.
4. Provide a State approved "Handicap" sign IIDrmted 7' above grade to the
bottom of sign in accordance with D.C.A. requirerrents as adopted by Boynton
Beach Parking Lot Regulations, Section 5-142 "Handicap Standards".
5. Catch basin grates shall be replaced with bicycle/pedestrian proof grates as
a condition of allowing the in-place drainage system to remain without
modification to current standards.
