Attached for your review and consideration, is a copy of Mr.

the above referenced matter on November 25, 1991 (see attached),
subsequently provided to you the same day, reached his office
well after the. deadline specified for submission of staff
comments to the Planning Director.
As a direct result of beinq late, the Planning & Zoning Board's
agenda back-up data does not include this most important memo

Mr. Cutro's agenda item back-up memo is founded on an incorrect
representation of this Department's staff comments and
furthermore, will only serve to confuse and mislead the P & Z
Board into believing that such a condition cannot be imposed upon
the applicant reference concurrency~ when in fact the P & Z Board
could approve the subject recommendation and the City Commission
could impose this condition upon the applicant in conjunction
with preliminary plat and site plan time extension requests.

I believe a re-write of Mr. Cutro's memo to the P & Z Board would
be appropriate at this time in order to provide the P & Z Board
and the City Commission with a more clear understanding of the
matter at hand and therefore, I request that you coordinate with
Mr. Cutro in rectifying the aforementioned issues by providing
