At the January 29, 1991 Technical Review Board meeting it was"
decided that the above-referenced request for site plan approval
will have to be resubmitted. The following Planning Department
comments, as well as the attached comment~ from other departments
have been provided as a courtesy to the applicant. A complete
review will be conducted by the Technical Review Board once the
revised plans/drawings have been resubmitted. You may want to
address all of the attached comments on your next submittal. For
your information, the next available submission deadline. are
February 14 at 5:00 P.M. or March 15, also at 5:00 P~M.
1. Add a graphic scale to all plans/drawings submitted. (Site
plan application, page 5, item 2)
2. Submit a written statement comparing the number of existing
seats in the chur~h to the number of seats being added.
(Pursuant to Appendix A, Zoning, Section It-H.b.t. of the
Code of Ordinances, parking spaces for a church must be
provided at a rate of one (1) per four (4) seats, or a
minimum of one (1) per one-hundred (100) square feet.
3. A resubmi ttal fee of $350.00 must be included w.\t~' tllt"

4. Revise any page(s) of the site plan application which may
change as a result of a modification to the layout of the
site. For example, if the number of parking spaces

SITE PLAN - BOYNTON SEVENTH DAY ADVENTIST CHURCH (church and
classroom additions)
Upon review of the above mentioned project, the following list of
comments have been provided as a courtesy with the applicant's
full knowledge that there will be a full review made when the
project is placed on a future Technical Review Board agenda.
1. All drawings and/or documents submitted for public record,
and prepared by a design professional, shall show original
legible raised seal and signature of a Florida registered
design professional, who is responsible for the drawings.
2. Specify on the site and floor plan drawings the elevation of
the existing and new finish floor, associated porches and
walkways.
3. The existing school building is a nonconforming building
with respect to setback distance. The new addition must meet
the 25 foot minimum setback. Show on the site plan the
location of the building meeting the required minimum
setback.
4. Specify on the floor plan drawings the school grade level
for all classrooms and the number of total seats for both
floors of the church.
5. Specify on the elevation view drawings the overall height of
all new structures.
6. Transfer all of the site criteria data shown on the letter
size paper to the full size plans.
7. show and specify on the plans the location, type and height
of the new and existing fence.
8. Show on the plans the location, type, size and color of the
new and existing signage.
9. Provide a detailed plan view and full section view drawing
of the dumpster enclosure and pad. Identify the type, size
and color of the material proposed for the sides of the
enclosure. Specify the size and type of all required
vertical and horizontal structural material and components
for the enclosure walls and associated pad. Identify the
overall height, width and length of the enclosure. Show ten
feet (10') clear minimum width of the enclosure opening.

for size of compactor enclosure. Where gates are proposed,
specify the method of holding the enclosure gates in the
open and closed position.
10. Provide a distinguishable symbol on the plans that clearly
identifies the difference between all existing

11. I recommend for improved pedestrian traffic that off-site
public sidewalks be installed adjacent to all three sides of
the property. Show and specify the following sidewalk
information: the location, type of material, slope and
width.
12. Specify on the site plan the angle of the parking spaces,
provide the appropriate aisle width and back-up space.
13. Show the location on the plan and specify the type and size
of the raised curbing required to protect the landscaping
material.
14. Show on the plans the appropriate number of parking spaces
consistent with the requirements of Appendix A Zoning
Section 11 H.
15. Provide on the site plan a typical detail drawing of a
regular parking space. Drawing must include the following
information:
i. specify the length and width
ii. show the size and configuration of the pavement
markings
iii. specify the color of the pavement markings (white for
asphalt, black for concrete)
iv. location of wheel stop or concretE! curb
16. Include on the site plan drawing a detailed elevation view
drawing of the proposed site lighting pole and fixture. Show
and specify the following pole and fixture data:

17. The outline, configuration and material shown and identified
on the project drawing(s) submitted with the plan(s) for
final sign-off shall match in every respect the colored
drawing(s) approved by the City Commission during the
approval process of the project. The color of each exterior
finish material shown on the final sign-off plans shall be
identified by name, color number and manufacturers name
which shall match in every respect with the color(s) shown
on the drawing(s) approved by the City Commission. A
manufacturer's color chart showing and identifying all
approved color(s) shall be submitted w:Lth the plans for
fJLnal sign-off.
18. Revise the site plan drawings to be consistent with the
floor plan and elevation drawings with regards to size and
location of new additions and new sidewalks.

In accordance with the City of Boynton Beach Code of Ordinances, Chapter 19,
Section 19-17, Plan Required, including Chapter 5, Article X, Boynton Beach
Parking Lot Regulations, the applicant for the above referenced project shall
submit the following information, technical data, details and plan revisions.
1. Provide a parking facility lighting plan to include associated illumination
levels in the form of a photometric plan with appropriate statements relative
to photocell activation and construction details depicting pole type, fixture
type, depth of embedment, etc. in accordance with Section 5-l42(a) Lighting
and Section 5-l42(b) Pedestrian Lighting.
2. Provide internal directional arrows and stop signs at all ingress/egress
approaches and associated traffic control devices in accordance with
Section 5-l42(c) Required Traffic Control.
3. Provide a plan depicting the location of curbs and car stops within this
parking facility. Section 5-l42(e) Required Curbing and Car Stops.
4. Provide a drainage plan and associated drainage calculations and percolation
test data. Drainage plans shall comply with the provisions set forth in
Section 5-l42(g) , Parking Lot Construction, Section 5-l42(f) Required Drainage
and associated appendix including Appendix C, Sections SA & B, Stormwater
Drainage Pretreatment. Provide sidewalks along adjoining public rights-of-ways
and roadways in accordance with Chapter 22, Streets and Sidewalks. Sidewalks
were not shown on the submitted plan.
5. Provide radius information in accordance with Section 5-l42(h) Driveways and
revise the plans to correct motor vehicles from backing out into the
right-of-way of S.E. 1st Place along the southeast ingress/egress approach.
6. Provide a parking lot layout which depicts both standard and handicap stalls,
to include details for standard stalls that comply with Article X, Sections
5-l42(g) Striping Standards and Handicap Stall details which comply with the
latest edition of the Department on Community Affairs Accessibility Require-
ments Manual. Section 5-l42(i) Parking Lot Layout and Section 5-l42(k)
Handicap Requirements.
7. Provide a plan view for all parking lot striping. Section 5-142(1) Parking
Lot Striping.

In lieu of approval, we can offer the following conditions:
1. Indicate locations of existing water and sewer mains,

2. Reduced pressure backflow preventers will be required
on the water service. Indicate location, model and
size. We recommend dual units in parallel so service
is not interrupted during testing.
3. Irrigation is not to be supplied by City water.

Dear Mr. Abiose:
Please be advised that on Tuesday, May 21, 1991, the City
Commission approved the above-referenced site plan, subject to
staff comments, copies of which are attached.
These plans were approved sub] ect to your compliance with the
attached stipulations and must now be modified to incorporate
same. To initiate your sign-off procedure, please submit two (2)
sets of modified plans to the Office of the Site Development
Division of the Building Department, which will record the
required identification markings on each set of the modified
plans.
After both sets of modified plans have the appropriate markings,
you should proceed with your sign-off to obtain signatures on
both sets of plans from each Technical Review Board member who
had comments. The sign-off procedure requires that the
Engineering Department sign-off first, followed by all other
departments with the exception that the Planning Department sign
off next-to-last and the Building Department sign-off last. The
Zoning & Site Development Administrator vlill provide the Building
Department sign-off. One (1) set of final signed-off plans will
remain with the Building Department and the other set of plans
will be returned to you to be retained at the job site.

To help facilitate the sign-off process, appointments should be
made to meet with each Technical Review Board member to allow
them sufficient time to review and sign-off ~he modified plans.
After securing all the required Technical Review Board member
signatures and completing processing by the Site Development
Division, you may apply for building permits by submitting the
appropriate documents and fee to the Plan Review and Permitting
Division of the Building Department. The Building Department
will advise you as to any additional permits which may be
required, such as Palm Beach Health Department (water and sewer),
clearing/grubbing, excavation/fill, drainage, paving, site
lighting, landscaping and irrigation.
The approval of the. City entitles you to construct
improvements shown on the site plan. The site plan
viewed procedurally as an as-built or record drawing.

This letter is to inform you that your project has received final sign-off
on November 6, 1991 of the plans submitted for review by the Technical
Review Board. Completing the Site Plan Review process enables you to submit
working drawings and construction plans for the site work and building
construction to the Building Department for plan review and permitting. To
initiate this process present to the plans analyst in the Building
Department the following:
a) appropriate and completed permit application form
b) copy of this letter
c) appropriate plans and associated documents
d) a plan filing *permit fee
The plan filing fee is 30% of the estimated permit fee and is made payable
to the City of Boynton Beach and due at time of filing an application for
each permit. The total permit fee is determined by the Building Department,
and is due when the permit is issued.

For information regarding permits related to the site work contact the Site
