NEW SITE PLAN
Abisset Corporation, applicant, is requesting site plan approval
to add 1,195 square feet to an existing church, 2,895 square feet
to an existing sabbath school, 1,074 square feet to an existing
school, and to construct a new paved parking lot to accommodate
the increase in square footage. The existing parking lot will
also be restriped. The site is located on the southeast corner
of S.E. 27th Avenue and S.E. 1st Place. Access to the site is
from two existing one-way driveways onto S.E. 1st Place, an
existing two-way driveway onto S.E. 27th Court, and a proposed
one-way driveway onto S.E. 27th Court.

SITE PLAN MODIFICATION - BOYNTON SEVENTH DAY ADVENTIST CHURCH
(ADDITION FOR CLASSROOMS)
Upon review of the above mentioned proj~ct, the following list of
comments must be addressed in order to eonform with Boynton Beach
city Codes:
1. All drawings and/or documents submitted for public record,
and prepared by a design professional, shall show original
legible raised seal and signature of a Florida registered
design professional, who is responsible for the drawings.
2. specify on the floor plan drawings the school grade level
for all classrooms and the number of total seats for both
floors of the church. Show on the plans the appropriate
number of parking spaces consistent with the requirements of
Appendix A Zoning Section 11 H.
3. Provide a detailed plan view and full section view drawing
of the dumpster enclosure and pad. Identify the type, size
and color of the material proposed for the sides of the
enclosure. Specify the size and type of all required
vertical and horizontal structural material and components
for the enclosure walls and associated pad. Identify the
overall height, width and length of the enclosure. Show ten
feet (10') clear minimum width of the enclosure opening.
Clear opening width must be measured inside of gate and post
material or meet the Public Works Department specifications
for size of compactor enclosure. Where gates are proposed,
specify the method of holding the enclosure gates in the
open and closed position.
4. Provide on the site plan a typical detail drawing bf a
regular parking space. Drawing must include the following
information:
i. specify the length and width
ii. show the size and configuration of the pavement
markings
iii. specify the color of the pavement markings (white for
asphalt, black for concrete)
iv. location of 'wheel stop or concrete curb
5. Include on the site plan drawing a detailed elevation view
drawing of the proposed site lighting pole and fixture. Show
and specify the following pole and fixture data:
i. specify that the fixture is photocell activated
ii. show the light contours and specify their foot candl~
light level ~
iii. specify, where applicable, shields to deter.off-site
glare

6. The outline, configuration and material shown and identifi~
on the project drawing(s) submitted with the plan(s) for ~
final sign-off shall match in every respect the colored
drawing(s) approved by the City Commission during the

on the drawing(s) approved by the City Commission. A
manufacturer's color chart showing and identifying all
approved color(s) shall be submitted with the plans for
final sign-off.
7. Show on the site plan a typical detail drawing of the
handicapped parking space and the accessible route leading
to the entrance of the building. Drawing shall include the
following information:
i. show the req~ired number of handicapped parking spaces
ii. show the location and identify the height of the
handicapped parking signage (' foot from grade to the
bottom of the sign)
iii. show the required handicapped accessible walkway that
leads to the entrance of the building from the 5 foot
access aisle. specify and show the following walkway
information:
a) slope for the entire length
b) texture of the finish
c) total length
d) cross slope

iv. show the location, width, length and elevation of the
level platform that is required at the entrance to the

8. The landscape plan should show a plant directory, indicating
the total number, species, spacing and height of all
landscape material. All specifications must comply with the
Landscape Code. Include the percent of native species, 50%
is the minimum 'native species percent.
9. State on the plans that the landscape material will be
irrigated with an automatic water supply system. Specify the
water supply source.
10. specify type of mulch material to be used and it's thickness
when laid.
11. Specify type and location of the sod to be used. Delineate
extent of sod for the entire site.
12. I recommend showing a handicapped accessible walkway leading
to the entrance of the church from the public sidewalk,
specify on the p~ans the following walkway data:

In accordance with the City of Boynton Beach, Florida, Code of Ordinances,
specifically Chapter 19, Section 19-17, "Plan Required (Site Plan Review Process)",
including Chapter 5, Article X, "Boynton Beach Parking Lot Regulations" inclusive,
the applicant for the above referenced project shall submit the following informa-
tion, technical data and plan revisions:
1. Provide an electrical lighting plan which indicates that pedestrian walkways
associatedwitlrlnthe parking facility are illuminated in accordance with
Section 5-142(b), "Pedestrian Walkways". Additionally, delete the note
specifying ti~e clock activation and revise plans to indicate photo cell
activation of the lighting system in accordance with Section 5-142(a), "Required
Lighting" and Section 5-142(g), "Lighting Standards" inclusive. .
2. The photometric values of the horizontal illumination plan are not identified
and the plan shall be revised to indicate the levels of illumination for the
parking facility and associated pedestrian walkways, in accordance with Section
5-142(a), "Required Lighting" and Section 5-142(g), "Lighting Standards" inclusive.
NOTE: Construction details specifying depth of pole embedment and lateral wind
loading requirements shall be placed on the submitted plan in accordance with
Section 5-142(g), "Construction Standards" inclusive.
3. Provide geotechnical thickness determinations for the existing parking facility
which shall include thickness determinations of the asphaltic concrete surface,
base course and underlying subgrade in accordance with Section 5-142(g),
"Parking Lot Construction Standards".
4. Should the applicant wish to diminish project costs, the Architect or Design
Engineer may delete the wire mesh requirement from the sidewalks situated within
the public rights-of-way should it be deemed reasonable by the Architect and/or
Engineer of Record. Additionally, the City of Boynton Beach does not require
concrete mesh thru ingress/egress approach driveways.
5. Provide handicap ramp location and details for all handicap parking stalls
in accordance with the Department on Community Affairs, Accessibility Require-
ments Manual, latest edition. Section 5-l42(k), "Handicap Requirements" and
Section 5-l42(g), "Handicap Standards".
6. The applicant shall indicate on plans, reference a previous discussion between
the City Engineer and Representative Steve Sinclair, the installation and
construction of perimeter swales fully sodded and irrigated. Additionally,.
percolation test data shall be provided in accordance with Section 5-l42(f),
"Required Drainage" and Section 5-l42(g), "Drainage Standards" inclusive.
7. The proposed design should address the fact that the existing school building
mean finish floor elevation is +15.9 and possible flooding may occur during a
25 year or 100 year storm event.

Please be advised of the following comments with respect to the
above-referenced request for site plan approval:
1. Submit a written statement comparing the number of existing
seats in the church to the number of seats being added.
(Pursuant to Appendix A, Zoning, Section 11-H.b.1 of the
Code of Ordinances, parking spaces for a church must be
provided at a rate of one (1) per four (4) seats, or a
minimum of one (1) per one-hundred (100) square feet).
2. The "Building Data" column in the site plan lists the
existing church building as being 2,556 square feet, while
the "Parking Calculations" column lists the church as being
2,716 square feet. Make the necessary corrections to ensure
consistency between the two columns.
3. Revise any page(s) in the site plan application which
may have changed as a result of the modification to the
layout of the site (since the original submittal).

1, The conditions of all utility companies shall be addressed prior to the City Commission
adoption of the resolution approving the abandonment.
2, It is recommended that the Development Department (Engineering Division) and the Legal
Department initiate the next step in implementing the city wide comprehensive
abandonment project.

please place the above-referenced request on the May 16, 1995 City
Commission agenda under Development Plans.
DESCRIPTION: This is a request for approval to amend the 1991 site
plan approval which was in connection with an addition to the
Seventh Day Adventist Church and school complex. The 1991 approval
also required the existing site to be upgraded to comply with
current land development regulations as well as additional parking.
Instead of providing the additional parking facility approved in
1991, the applicant is requesting a shared parking agreement be
accepted to minimize the number of spaces that must be constructed.
Also, changes to the 1991 parking layout for the upgrading of the
existing parking are also proposed to maximize the number of spaces
that can be provided.
RECOMMENDATION: The Planning and Development Board, with a 7-0
vote, recommended approval of this request including the proposed
shared parking study, subj ect to all staff comments (Utili t1es
Department Memorandum No. 95-134, Engineering Division Memorandum

The Building Division has reviewed the referenced plan for the
above project and offers the following comments:
1. Site lighting poles are not shown on the plans in detail to
comply with the 110 mile per hour wind load.
2. Photometries plan is needed.
3. We need dumpster enclosure drawing detail with gates to
comply with code.
4. Planning Department approval of the parking is needed.
5. All signs shall comply with the Boynton Beach Sign Code.
We recommend that the project be forwarded to the Planning and
Development Board since our comments can be addressed prior to
permitting.

The following is a list of comments regarding the second review of
the above-referenced project. It should be noted that the comments
are divided into two (2) categories. The first category is a list
of comments that identify unresolved comments either from the first
review or new comments as a result of the second review. To show
compliance with these comments will not substantially alter the
configuration of the site and design of the building. The second
category is a list of recomm~ndations I believe will enhance the
aesthetics and function of the project.
All comments and recommendations can be rectified on the plans
submitted at time of permitting, if the site plan request is
approved. The applicant shall understand that additional comments
may be generated upon review of the documents and working drawings
submitted to the Building Department for permits for the proposed
project.
I. SITE PLAN REVIEW COMMENTS:

include the ten (10) percent additional parking spaces
that are required above what is needed as a result of the
shared parking analysis. The ten percent buffer is
required to ensure that a sufficient number of parking
spaces are available at the peak hour/peak season demand.
3. Add to Exhibit 1 of the shared parking report and to the
site plan data the code required parking calculations for
church assembly using the number of seats in the church.
The information provided with the report computes to 192
seats in the church using the building code minimum space
requirements for a bench seat. Amend the data and plans
accordingly.
4. The shared parking report specifies that forty-four (44)
parking spaces are provided and the plans show and
specify forty-eight (48) are provided. Correct the plans

and report accordingly. In no case shall the number of
spaces provided be less than the number of spaces
required as a result of the Commissiods determination of
the shared parking agreement.
5. State on the plans that this site plan supersedes the
site plan approved by the City Commission on May 21, 1991
(Planning and Zoning file No. 574), with the exception of
the 1,191 square foot addition to the existing school
building.
6. Delineate on the site plan, with a distinguishable
symbol, the new 1,191 square foot addition to the
existing school building. Indicate the permit number of
the school addition and delineate the perimeter boundary
of the sabbath school and fellowship hall. Identify on
the plan that the church, fellowship hall, sabbath school
and school are existing.
7. Show and label on the plans the location of the City
standard curbing required to protect the landscape areas.
The location of the curbing shall be consistent with the
specifications identified in Chapter 23 of the Land
Development Regulations.
8. Dimension on the site plan a distance of no less than
thirty (30) feet from the north right-of-way line of S.E.
27th Court to the first driveway leading to the site from
S.E. 1st Place or be granted relief from the parking lot
regulation.
9. Show on the plans a distance of no less than twenty-seven
(27) feet back-up space for the first two parking spaces
located south of the church and east of S.E. 1st Place.
10. Show and dimension on the plan the zoning and IIBoynton
Beach Landscape Code" line-of-sight triangles, including
the size of the unobstructed cross visibility space
required within the line-of-sight triangles that are
l-equired on both sides of each ingress/egress and at
intersections of rights-of-way.
11. Specify and show on the plan lawn grass covering all
pervious areas of the entire site, except for the areas
where trees, hedges and mulch are proposed and shown.
Identify the specie of lawn grass, including method of
installation.
12. Specify on the plan that fifty (50) percent of the
required number of trees and hedges shall be a native
specie.
13. Show on the plans, with a dis tinguishable symbol, the
interior parking space landscape areas and material,
including computations consistent with the requirements
speCified in the "Boynton Beach Landscape Code".
14. Place gates on the dumpster enclosure and submit an
elevation view drawing of the enclosure specifying the
material and color of the walls and gates.

II RECOMMENDATIONS
15. It is recommended that the shared parking allocation be
accepted. The study indicates that the church is
primarily used for services on Sundays and that the
school operates on weekdays, providing an opportunity for
sharing of parking to occur between the two uses. with
sharing, 41 parking spaces are required during peak
parking demand. In addition, it is recommended that
prior to any future increase in the student enrollment or
number of seats in the church or other event or use
change that would require additional parking demand, the
church contact the Planning and Zoning Department to re-
evaluate the applicability of the parking study.
11. It is recommended that melaleuca mulch be used for
mulching. Specify same on the plans.
NOTE:
If recommendations are approved, they shall
incorporated into the working drawings required
