The following results were recorded. The church utilizes a mix of fixed seats with some portable seats. There are twenty- six (26) fixed pews which measure II' - 8". There are two (2) pews which measure 7' - 8". There are four (4) padded chairs which are on the pulpit and are moveable. This survey was carried out by Gene Roll on April 6th, 1995. I. The church is located in the city of Boynton Beach at 138 S.E. 27th Avenue. This parking study will examine the parking code requirements as they pertain to this project. Existing parking demand will be analyzed to determine the parking of the existing buildings on the property . EXISTING BUILDINGIPARKlNG CONDITIONS The Boynton Beach Seventh Day Adventist Church consists of the following buildings: 2716 square foot church 2448 square foot fellowship hall 3235 square foot Sabbath school 3061 square foot elementary school WEEKDAY PARKING SURVEY A weekday parking survey was conducted which shows that 15 parking spaces are used during the peak demand period of the school day (exhibit 2). There are other weekday parking demands for the church which continue into the early evening hours, They are as follows: Events Weekly Monthly Time No. of Cars Pathfinders Tuesday 6:30 p.m, 8 School Board 2nd Monday 6:30 p.m. 8 Church Board 2nd Monday 7:30 p.m. 12 Elders Meeting 1 st Monday 6:30 p,m. 7 WEEKEND PARKING SURVEY A weekend parking survey was also conducted, which shows that 37 parking spaces are used during the peak demand period for church ser:vices (exhibit 3). The proposed 44 parking spaces meets and exceeds the peak period demand of either weekday or weekend parking demand. therefore. meeting the intent of the parking code. lli Ii; rr. n IE l: ur'"'' . LFEB 2 7 ... ..... PLANNING AND ZONING DEPT. i j I' ~.~.,. ~ ,.,"'-_._--,-,..._..._-~-,.._.~.-._- ANALYSIS The school's peak hour parking demand of 15 (exhibit 2) which occurs between 2:00 and 2:30 p.m, is adequately handled by the proposed 44 parkin~ spaces. The church peak hour parking demand of 37 (exhibit 3) which occurs between 11: 00 a. m. and 12: 15 p.m. on Saturdays is also adequately handled by the proposed 44 parking spaces. Therefore, the proposed 44 parking spaces can be used by both the school and the church for different days and different hours of parking demand and meet the intent of the parking code. CONCLUSION Shared parking can maximize land usage when different parking demands can be combined. Since the parking demands of the school do not coincide with the parking demands of the church, the sharing of the proposed parking spaces is a reasonable solution. The is open space with proposed Development: In May of 1991, the Commission granted approval to the applicant to construct addi tions to the existing church, community center and school, and add parking and landscaping, however, the only improvement constructed was the 1,191 square foot addition to the existing school building. / Page 2 site Plan Review Staff Report Memorandum #95-193 Seventh Day Adventist Church The 1991 proposed improvements also required the existing site to be upgraded to comply wi th current land development regulations. Instead of providing the new parking facility shown on the 1991 plans, the applicant is requesting a shared parking agreement be accepted to minimize the number of spaces that must be constructed. Also, changes to the 1991 layout to upgrade the existing parking are also proposed to maximize the number of spaces that can be provided. A certificate of occupancy cannot be for the new construction until sufficient parking is constructed or a parking approval is granted. issued either shared Concurrency: a. Traffic - No addi tional trips are generated by this request since no square footage is being added. b. Drainage - Ins u f f i c i en t d r a in age information has been submitted for the Engineering Division to certify compliance with the City's drainage levels of service at time of site plan approval, as required. The Engineering Division is recommending that this be postponed to time of permit review. Driveways: The project has two (2), one-way drives entering and exiting the property onto S. E. 1st Place, and one (1), two-way drive entering from S.E. 27th Court. Parking Facility: The applicant is proposing a 48 space parking facility, including three (3) handicapped spaces. The proposed shared parking study, which incorporated a 10% buffer, indicates that 41 spaces are adequate for sharing of parking between the different use periods of the school and church. Wi thout a shared parking approval, the required number of spaces would be 87. Landscaping: All landscaping regulations will be complied with when staff comments are incorporated into the permit set of plans. Building and Site Regulations: All building and site regulations will be complied with when staff comments are incorporated into the permit set of plans. Community Design Plan: N/A Signage: No additional signs, other than traffic signs, are proposed. It is recommended that the shared parking allocation be accepted. The study indicates that the church is primarily used for services on Sundays and that the school operates on weekdays, providing an opportunity for sharing of parking to occur between the two uses. with sharing, 41 parking spaces are required during peak parking demand. In addition, it is recommended that prior to any future increase in the student enrollment or number of seats in the church or other event or use change that would require additional parking demand, the church contact the Planning and Zoning Department to re- evaluate the applicability of the parking study. 11. It is recommended that melaleuca mulch be used for mulching. Specify same on the plans.
