Church Seating
The Seventh Day Adventist church at 138 S.E. 27th Avenue in Boynton Beach was
inspected for seating type, size, and numbers. The following results were recorded.
The church utilizes a mix of fixed seats with some portable seats. There are twenty-
six (26) fixed pews which measure II' - 8". There are two (2) pews which measure
7' - 8". There are four (4) padded chairs which are on the pulpit and are moveable.
This survey was carried out by Gene Roll on April 6th, 1995.
I. Site Plan Review Comments:
1. The author of the shared parking report is Gene Roll, member
of the church.
2. Following are infrequent (not scheduled) uses of the site -
weddings and/or receptions, dinners, committee meetings.
3. Parking buffer percentage is shown on drawing S 1 0 1.
4. Fixed seating and portable seating - see above survey.
5. See original permitted drawings for required parking lot lighting,

INTRODUCTION
This is a potential parking impact study for the addition to the Boynton Beach Seventh Day
Adventist Church. The church is located in the city of Boynton Beach at 138 S.E. 27th Avenue.
This parking study will examine the parking code requirements as they pertain to this project.
Existing parking demand will be analyzed to determine the parking of the existing buildings on the
property .
EXISTING BUILDINGIPARKlNG CONDITIONS
The Boynton Beach Seventh Day Adventist Church consists of the following buildings:
2716 square foot church
2448 square foot fellowship hall
3235 square foot Sabbath school
3061 square foot elementary school
WEEKDAY PARKING SURVEY
A weekday parking survey was conducted which shows that 15 parking spaces are used during
the peak demand period of the school day (exhibit 2). There are other weekday parking demands
for the church which continue into the early evening hours, They are as follows:

meets and exceeds the peak period demand of either weekday or weekend parking demand.

ANALYSIS
The school's peak hour parking demand of 15 (exhibit 2) which occurs between 2:00 and 2:30
p.m, is adequately handled by the proposed 44 parkin~ spaces.
The church peak hour parking demand of 37 (exhibit 3) which occurs between 11: 00 a. m. and
12: 15 p.m. on Saturdays is also adequately handled by the proposed 44 parking spaces.
Therefore, the proposed 44 parking spaces can be used by both the school and the church for
different days and different hours of parking demand and meet the intent of the parking code.
CONCLUSION
Shared parking can maximize land usage when different parking demands can be combined. Since
the parking demands of the school do not coincide with the parking demands of the church, the
sharing of the proposed parking spaces is a reasonable solution.

include the ten (10) percent additional parking spaces
that are required above what is needed as a result of the
shared parking analysis. The ten percent buffer is
required to ensure that a sufficient number of parking
spaces are available at the peak hour/peak season demand.
3. Add to Exhibit 1 of the shared parking report and to the
site plan data the code required parking calculations for
church assembly using the number of seats in the church.
The information provided with the report computes to 192
seats in the church using the building code minimum space
requirements for a bench seat. Amend the data and plans
accordingly.
4. The shared parking report specifies that forty-four (44)
parking spaces are provided and the plans show and
specify forty-eight (48) are provided. Correct the plans

and report accordingly. In no case shall the number of
spaces provided be less than the number of spaces
required as a result of the commissio~s determination of

5. State on the plans that this site plan supersedes the
site plan approved by the city Commission on May 21, 1991
(Planning and Zoning file No. 574), with the exception of
the 1,191 square foot addition to the existing school
building.
6. Delineate on the site plan, with a distinguishable
symbol, the new 1,191 square foot addition to the
existing school building. Indicate the permit number of
the school addition and delineate the perimeter boundary
of the sabbath school and fellowship hall. Identify on
the plan that the church, fellowship hall, sabbath school
and school are existing.
7. Show and label on the plans the location of the City
standard curbing required to protect the landscape areas.
The location of the curbing shall be consistent with the
specifications identified in Chapter 23 of the Land
Development Regulations.
8. Dimension on the site plan a distance of no less than
thirty (30) feet from the north right-of-way line of S.E.
27th Court to the first driveway leading to the site from
S.E. 1st Place or be granted relief from the parking lot
regulation.
9. show on the plans a distance of no less than twenty-seven
(27) feet back-up space for the first two parking spaces
located south of the church and east of S.E. 1st Place.
10. Show and dimension on the plan the zoning and "Boynton
Beach Landscape Codell line-of-sight triangles, including

required within the line-of-sight triangles that are
required on both sides of each ingress/egress and at
intersections of rights-of-way.

pervious areas of the entire site, except for the areas
where trees, hedges and mulch are proposed and shown.
Identify the specie of lawn grass, including method of
installation.
12. Specify on the plan that fifty (50) percent of the
required number of trees and hedges shall be a native

13. Show on the plans, with a distinguishable symbol, the

15. It is recommended that the shared parking allocation be
accepted. The study indicates that the church is
primarily used for services on Sundays and that the
school operates on weekdays, providing an opportunity for
sharing of parking to occur between the two uses. with
sharing, 41 parking spaces are required during peak
parking demand. In addition, it is recommended that
prior to any future increase in the student enrollment or
number of seats in the church or other event or use
change that would require additional parking demand, the
church contact the Planning and Zoning Department to re-
evaluate the applicability of the parking study.
11. It is recommended that melaleuca mulch be used for
mulching. Specify same on the plans.

1. Applicant must apply for a variance to the parking lot ordinance ifthey do not meet the
minimum required parking spaces. Art X, Sec. 5-145.
2. A drainage plan should be submitted showing the direction of runoff to assure that it is
retained on-site. Art.X, Sec.5- I 42(f).
3. The widths ofthe egress and ingress driveways along S.E. 1 st Place should be reduced to 12'
or 14' for one way traffic. Art. 5, Sec.5-142(h)(l). Narrowing the driveways will provide for
larger landscaped islands and disallow two vehicles from entering/exiting the driveways.
4. All permitted plans, paving, grading, drainage, lighting, irrigation, and landscaping shall
conform to their respective code regulations and will be subject to further comment at time of
application.
RECOMMENDATIONS:
1. Consider ninety degree parking by extending the north and south sides of the lot to meet the
parking lot specifications minimum required dimensions. Approximately eleven more parking
spaces can be developed ifthe north-south parking area was lengthened.

The landscape plan indicates the planting of Carrotwood trees
(Cupianopsis anacardiodes) which is on the County prohibited tree
list. I suggest another species of the tree be selected for
planting.

On February 27, 1995, your submittal for Site Plan Review of the
above-referenced proj ect was reviewed for completeness. It has
been determined that the submittal is substantially complete and
accepted for further processing. A Planning and Zoning Department
staff member will be responsible for the review and coordination of
your site plan through the remainder of the Site Plan Review
process.
The next step in the review process is for the Technical Review
Committee too review the submittal for compliance with the review
standards identified in Part III, Land Development Regulations,
Chapter 4, Site Plan Review, Section 8 and all applicable sections
of the Boynton Beach Code of ordinances. The results of the review
will be available to you on March 20, 1995.
