MEMORANDUM To: Carmen Annunziato Planning Director Date: September 7, 1988 Subject: SITE PLAN APPROVAL: KENTUCKY FRIED CHICKEN From: Don Jaeger Building Department Site Development As a condition of site plan approval, the following comments should be addressed in the related documents by the applicant: 1. The size of the free-standing sign must comply with the Boynton Beach Sign Ordinance. All signs must be designed to resist a fifty pound per square foot wind load. . 2. Foundations for light poles must be designed by the engineer or architect of record in accordance with Chapter 12 of the Standard Building Code, to withstand a wind load: of 120 miles per hour. 3. Details of the buffer wall and dumpster enclosure must show the location of proposed columns. , 4. The structure mu~t be accessible to the handicapped. Details of the handicapped ramp must be provided. The sidewalk from the ramp to the front door must be a minimum of 44 inches in width. Indicate the elevations of the sidewalk and entry platform on the plans. 5. Health Department approval is required. 6. Department of Transportation permits must be secured for the proposed turnout on Boynton Beach Boulevard. The water services for parcels to the north of the site must be redirected from the new main and connected to the homes once the main is bacteriologically clear. ANNUNZIATO, PLANNING DIRECTOR RE: KENTUCKY FRIED CHICKEN SITE PLAN-STAFF COMMENTS Please be advised of the Planning Department's comments in connection with the above-referenced request for site plan approval: 1. The drive-thru lane must have a continuous minimum width of twelve (12) feet (Section 5-142.h.1 of Article X, Parking Lots). 2. If this project is approved, the proposed traffic signal i at East Boynton Beach Boulevard and N.E. 1st Street is to be constructed prior to the issuance of a Certificate of Occupancy if determined to be warranted by the County Traffic Engineer. Otherwise, the developer is to post a bond for the construction of this signal prior to the issuance of a Building Permit. 3. Full details for all proposed signs should be shown on the site plan drawings. 4. The loading zone should be relocated closer to the kitchen service area and should be properly striped so as to discourage the use of this area for vehicular parking. There would be congestion on NE 1st Avenue due to the size of the street and the location of the existing car wash. Stacking in the area would cre~te congestion at the intersection of Boynton Beach Boulevard and NE 1st Avenue, and slow down the flow of traffic in the area. Though the Developer is recommending that a traffic signal be placed at that location and the Boynton Beach Boulevard Design Guidelines recommend the widening of NE 1st Avenue, I doubt if this will occur at the time of the construction of the restaurant nor at any time in t?e near future. ...The location of the restaurant across from the entrance to the Fire Department may also create other traffic flow problems in times of emergencies. ...The alley to the North of the property (in which the Developer is recommending abandonment) is presently being used. Parking Lot Variance: ...The driveway on Boynton Beach Boulevard is within 180 ft. of the intersection and would serve to create more congestion in the area. Other Concerns: Conflicts with the Boynton Beach Boulevard Design Guidelines: ...The curb cut on the Boulevard would interfere with pedestrian movement on the Boulevard and create a conflict with the pedestrian and the automobile. The existing 18" diameter Mahogany is in good health to attempt to relocate it to a large landscaped area on the site. The tree should be properly pruned up, root-pruned months before moving, and relocated on site.
