The facility is a type II structure and meets all of the require-
ments of table 600. The exterior bearing walls are of 3-hour
construction and are 32 feet from the property line at its clos-
est point. According to table 600, there is no limit to the
allowable wall openings.

The facility is one story, therefore requiring no elevators.
Landscaped island in center of circle must be protected by raised

of comments generated by the Board at the previous meeting. I
spoke with Kevin Hallahan on the 21st of July regarding your comments
numbered 16 and 17. We were requesting a landscape appeal and he
suggested I put an Administrative Appeal note on our drawing ex-
plaining our request for deleting comments 16 and 17.

problem. All plans should be revised reflecting two-way
flow and closing access to S.W. 27th Avenue, or an
alternative solution including details and proper
dimensions. '

plans that address all departments' comments (see attached) will

RE:
Please be advised that the action taken by the Technical Review
Board on June 29, 1989 to not forward this site plan to the
Planning and Zoning Board was a result of two primary issues;
service and emergency vehicle rear access and the impact on the
adjacent neighborhood that will result with the proposed
circulation pattern (item #17 below) and secondly, the design
conflicts due to the lack of coordination between the
architectural and engineering plans (item #8 below). In
addition, the plans submitted are deficient with respect to the
following items which are still outstanding:
1.
Previous comment #1 from my memorandum dated June 12, 1989,
regarding driveway alignment appears to be addressed on the
site plan, but not on the engineering plans. It is unclear
whether this relocation will affect the existing catch basin
adjacent to the driveway.
The following dimensions are needed on the new paved areas:

a) the distance between the Seacrest Boulevard
right-of-way and the southeast corner of the parking
lot. (A minimum of five feet is required. Article II,
Section 7.5-35(d)I.)
b) all landscaped islands (A minimum of five feet in width

c) the northern east/west access aisle in the western lot.
(A minimum of 20 feet is required, i.e., the width on
the plans can be reduced if desired. Article X,

3. Previous comment #6 has not been addressed. Specify the
colors of the building on the six sets of blue print
elevations for the wood fascia, window frame, stucco
profile, and the foundation planters.

do not meet the 40 foot o.c. tree location requirement.
Please remove all notes, trees, and sidewalks from the
landscape plan that were deleted as part of the resubmittal

5. Regarding previous comment #9, a six foot buffer wall or
dense vegetative buffer is required along the entire length
of the western property line. If the wall is desired, it
should be shown on all drawings.
6. Regarding previous comment #10, consult the Building
Department for the sign variance procedure to permit the
entry wall shown on the plans as entry wall signs
advertising a commercial use are not permitted in the C-1
zoning district. The following sign information still needs
to be provided: colors, letter size and style. The wall
location is not shown on any other drawing except the site
plan. The location may conflict with parking spaces on the
paving and drainage plan, utilities plan and landscape plan.
7. Previous comment #11 has not been addressed. Add a note to
the lighting plan that lights proposed adjacent to
residentially-zoned property shall be directed away from the
adjacent property.

Previous comment #13, has been addressed in part; however,
the drawings submitted do not correspond with each other
resulting in confusion. The paving and drainage plan and
landscape plan do not correspond to the site plan and
lighting plan with respect to the lay-out of the western
lot, front lot and the small lot off of the entrance from
S.W. 3rd Street. The plans submitted also do not reflect
the same number of parking spaces on all drawings.
9. Provide information on illumination levels for lighting
design with all lights activated vs. illumination levels
with only those lights included that are photocell
controlled. Article X, Parking Lots, Section 5-142(a)
requires a minimum of one footcandle per square foot of
paved area. The time clock schedule should be reviewed and
agreed upon by the Police Department.

10. The service area and direction of traffic flow should be
signed accordingly. Article X, Section 5-142(a).
11. Previous comment #16 has not been addressed. Show the
location of any driveways within 100 feet of the site,
particularly on S.W. 3rd street, north of the northern
service driveway.

The parking lot regulations require that when adding square
footage, any existing parking lots must be brought up to
current standards. The plans submitted do not provide any
details on parking space layout or dimensions, aisle widths,
traffic flow, curbing/wheelstops, construction, driveway
widths, drainage, landscaping~nd lighting. The existing
conditions for this area are also not on the survey.

10. The proposed project sign is a wall sign. In the C-1 zoning
district, freestanding signs are allowed under Section
21-15(f) and are defined as a sign which is supported by
columns, uprights or braces, Section 21-14(2)a. This is not
an entrance sign which under Section 21-15(f) is a special
sign allowed that designates a subdivision name.
Information on the sign colors, letter size, style and
construction has not been provided.
11. Light poles proposed adjacent to residentially-zoned
property shall be directed away from the adjacent property.
Appendix A-Section 4(N)7.
12. Provide a detail for the dumpster enclosure. A six foot
high CBS wall is required on three sides to match the
building. A minimum 10 foot by 10 foot opening is required.
13. The parking spaces in the western lot shall be unencumbered
by light poles. If inadequate interior landscaping in this
lot has been proposed, addition of landscaped islands could
solve both of these issues. The lighting plan, site plan,
and landscape plan conflict with the paving and drainage
plan in that landscaped islands are shown on the paving and
drainage plans and not on the others. Section 7.5-35(g) and
Article X, Section 5-141(j).

activiation, light pole detail and fixture detail. Article
X, Section 5-142(a).

Upon preliminary review of the above-referenced site plan modification, the following
items should be addressed by the design professional:
1. Palm Beach County Health Department approval is required.
2. The site plan needs to be fully dimensional.
3. Where abutting residential property, a six-foot (6') high buffer wall must
be provided, stuccoed 'and painted on both sides.
4. All buildings must be accessible to the handicapped. Provide spot elevations
on the site plan indicating accessibility and ramps where needed.
5. Dumpster enclosure details must be provided. A six-foot (6') high, stuccoed
concrete block wall is required on three (3) sides of the dumpster.
6a. Dimension the setback of the free standing sign from the adjacent property

1. Submit a Parking for Lighting plan for existing and proposed parking
lots consistent with the design requirements of the City of Boynton
Beach Parking Lot Requirements, Article X, Section 5-142(A) and (B),
Required Lighting and Section 5-141(N) Lighting Standards.
2. Provide internal directional arrows indicating traffic circulation pat-
terns in confonmance with Chapter 19-17(E) Internal Circulation Pattern
for Existing and Proposed Parking Lots.
3. Provide a plan indicating the modification of the existing parking lot
in confonmance with the design requirements of Article X, Section 5-142
Required Improvements (inclusive).
4. West driveway access to stalls is eighteen feet (18) in width and mini-
mum width for two-way drives is 20 feet.
5. Indicate on plans radius at driveways where they intersect roadways
and/or rights-of-way. Section 5.-142(H)(2) Required Parking Lot
Driveway radius. Minimum Radius shall be 251.
6. Clarify Construction Section A-A, B-B, D-D, by correcting the words "curb
stop" to read "Car Stop"

7. In order to reduce the cost of your project the 6" x 18" concrete curb
can be reduced to minimum City Standard Curb which is 6" x 13~".
Provide locations of all curb cuts that will facilitate drainage.
Chapter 19, Section 19-17(E) Curb Cuts for existing and proposed parking
lot areas.
8. Insufficient free back-up space at Handicap Stalls. Minimum allowable
back-up space is 271 per Appendix "B" page 2 of 4 located in Section
5-141(N) Standard Dimensions of Aisles Utilized for Two-way Traffic
and/or One-way Traffic at 90 degree parking.
9. Provide Sidewalks and Grassy Swales in conformance with Chapter 22,
Sidewalks and Streets, Section 22-25, Sidewalks required along south
side of N.E. 501 R.O.W. Sidewalks shall handicap transition through
ingress/egress approaches and be 6" thick through this area. All other
sidewalks may be 4" in thickness. Sidewalks shall tie into Seacrest
Blvd. sidewalk system.

15. Submit a drainage plan for the existing parking facility consistent
with the requirements of Section 5.-142{F) Required Drainage.
16. Grassy areas at Inlet structure A-6 shall be depressed to retain and
percolate stonmwater prior to discharge into the stonnwater system.

18. Inlet Sump needs machine hardware cloth in accordance with City of
Boynton Beach Standard Details for Inlet Structures.
19. Provide a traffic control plan for the closing of one south bound lane
of Seacrest Blvd. due to the coring of the existing sewage. Collection
manhole located in the Seacrest Blvd. R.O.W. County R.O.W. permits
required. All traffic' control shall conform to the Uniform Manual on
Traffic Control Devices. Florida Statutes 316.0747. Section 5.140(A)
Safety Objectives. Chapter 19, Section 19-17{K) Required Engineering
and Technical Data.
Appendix "A" Zoning, Section 4N Performance Standards Constructed so as
not to be a nuisance or hazard to persons. Creation of a nuisance or
hazard which violates Federal, State, County or City law or permit, and
all such laws are hereby adopted as Performance Standards.

We offer the following comments on this project:
1. We recommend dual backflow preventers (minimum 3" diameter) on the
domestic service line so as to allow testing without interrupting
service.
2. Provide flow test data on the 6" water main intended to feed the
fire sprinkler system. The 6" main was originally sized for
residential fire protection, not commercial, and it may not provide
sufficient flow.
3. The sanitary manhole rim evaluations do not appear correct. Please
field verify.
4. The location of the 12" water main near the driveway does not appear
correct. Please confirm via field location and correct your plan.
. You may have to obtain an easement from Bethesda Hospital to facili-
tate con'nection to the 12" main.

5. Provide a maximum slope of 2% on the sanitary sewer extension or
provide engineering calculations on maximum flow velocity of the
sewage in support of the 5% slope. Our concern is that the sewage
traveling at high velocity may not be able to negotiate the 90
degree turn in the main line, and may cause solids accumulation in
the manhole, with subsequent odors.
6. We recommend the domestic service be taken off of a looped line
rather than a dead end, so as to lessen the chance of an interrup-
tion in service.

A two and one-half foot landscape strip is required along the
north property line and landscaped with a hedge as per Article
II, Section 7.5-35(e). If this cannot be provided due to
changes discussed in comment 117. the Building Department
should be contacted for information on the landscape appeal
procedure.
Refer to the administrative appeal note which has been added to
the architectural site plan.
It is unlikely that the Planning and Zoning Board and City Com-
mission will accept the proposed circulation pattern for
service and emergency vehicles due to the impact this will have
on the adjacent neighborhood. As indicated on the traffic flow
plan submitted, service vehicles enter the site through the
northern driveway from S. W. 3rd Street, which is one-way. The
only exit for these vehicles is onto S. W. 27th Avenue, through
