P ARKRIDGE MASTER PLAN - TIMING
Thanks for your January 16 memo reminding me that subject master plan was delivered over here
on December 21. What I forgot to tell you is that December 22 was a holiday, and so were
December 23,24 and 25th. I was on annual leave December 26,27,28 and 29. December 30
and 31 were holidays. So was January 1. Since the delivery was made late in the afternoon of
December 21 it didn't reach me until my next working day, January 2, about an hour or two (of
working time) after you had it delivered. Commenting by December 26 was thus impossible.
Sorry I didn't explain all of this earlier, but please recall that a man's memory is what he forgets
with.

After reviewing the plans submitted for second review and the applicant's response to the first
review comments, the Building Division cannot support this project and does not recommend it
go forward. All of our first comments still stand (copy attached) and for the type of building
shown, the setbacks for R-l should rule and each land area that will be sold with the house
should be shown on the plan for iand coverage per code.

Park Ridge Master Plan
After reviewing the plans for the above reference project, the Building Division cannot support this plan going
forward because of so many unanswered questions that we cannot address without such information as type of
multiple-family residential structures, i.e., apartments, cooperatives, condominiums or townhouses.
If they are to be single-family dwellings, they should comply with R-l site regulations under LDR Section 5,
Paragraph E-2 and should have platted lots to check setbacks and lot coverage.
In addition to the above comments, the following should be shown on the plans:
I. Evaluation and floor plan unless they are single-family.
2. Distance between building to comply with Table 600 of the Standard Building Code.
3. Setbacks should be shown from Park Ridge Circle (See definition oflot frontage, LDR Page
1-23, Article II), also see Access for an understanding of where front setbacks are from.
4. Setbacks must be shown for pools, screen rooms, etc.
5. Sign details required for Site approval.

The applicant should complete the following items as part of the tree preservation/environmental
requirements.
1. Submit a letter from the Florida Game and Fresh Water Fish Commission that there are no
endangered/protected species on the site.
2. The tree survey indicates eighty-one existing desirable trees compared with sixty-two
relocated into the area along NE 4th Street. There should be nine additional trees/plugs
relocated to this area.
3. A tree management plan (document) should be submitted to address the proper care of trees
in #2 above, before, during and after construction of the project.
The project should continue on the normal review process.

PARKRIDGE - MASTER PLAN
We have reviewed the master plan for Parkridge (or is it Park
Ridge?) sheet 1 of 1 and find as follows:
1. Revise documents to reflect all comments.
2. All plans submitted for specific permits shall meet the
City's code requirements at time of application. These
permits include, but are not limited to the following;
site lighting, paving, drainage, curbing, landscaping,
irrigation and traffic control devices. Permits required
from agencies such as the FDOT, PBC, SFWMD and any other
permitting agency shall be included with your permit
request.
3. This master plan is not required as a condition of
zoning, but is required as a pre-requisite to platting.
Since the land is to be subdivided into two or more lots
or parcels either by plat or metes and bounds, it must be
platted (Chapter 1, Article II, page 1-33 and Chapter 5,
page 5-1). Since the subdivided lots are not shown on
the master plan, the plan cannot proceed without
certification from the applicant that the master plan and
the plat will conform with all codes, ordinances, rules
and regulations including, but not limited to, the
Boynton Beach Land Development Regulations.
4. Insufficient information to complete review. This is not
a rezoning request, so dimensions must comply with R-3
zoning. Single family dwellings in R-3 districts must
comply with R-1 district requirements. Chap.2, Sec.5,
par.G2b, pg.2-21
5. Provide statement regarding subsurface conditions.
Chap.3, Art.IV, Sec. 3M, pg.3-5
6. Sidewalks are required on both sides of all local and
collector streets. Chap.6, Art.III, Sec.11A, pg.6-3
7. Provide swale and detention area slopes no less than .003
feet per foot and no greater than 1 foot per 4 feet.

Attached for your review are plans and exhibits for the above-
referenced project. You will note that processing of this master
plan is following a different procedure than that which you are
accustomed with respect to Technical Review Committee (TRC)
meetings and submittal timing of the pre-application and master
plan vs. plat for this subdivision. This is because this is the
first project for which we are holding a TRC meeting for staff only
as was discussed at a recent TRC workshop. Also, the applicant
skipped the pre-application and master plan processes and has
submitted a plat submittal to Engineering which you have already
received (Engineering requests that plat comments be transmitted to
them by December 18th). Therefore, we are distributing the master
plans which we just received, conducting an administrative TRC for
staff discussion on this project on December 12, 1995, after the
standard TRC (a separate agenda has been distributed) and holding
the standard TRC for the applicant for this project on December
26th (a TRC agenda for the 26th will be forthcoming after the
deadline for that TRC meeting). The applicant will submit revised
plans on the 19th for discussion with the applicant at the 26th TRC
meeting. To ensure that the project stays on track with this time
frame, I request that the plans and exhibits be reviewed and formal
written comments transmitted to the Director of the Planning and
Zoning Department no later than 5:00 P.M. on December 15, 1995. Do
not return plans and exhibits. Retain same for the review of the
amended plans (second review) .
Adhering to the following review guidelines will promote a
comprehensive review and enable the applicant to efficiently obtain
Technical Review Committee approval:
1. Use the review standards specified in the Land Development
Regulations, Chapter 3, Master Plan Review, Article IV,
Section 3 review and formulate comments.
2. The documents submitted, for the project were determined to be
substantially complete based on the submittal requirements
identified in Article IV, Section 3 of the Master Plan
Ordinance. However, if the data provided to meet the submittal
requirements is insufficient to properly evaluate and process
the project based on the review standards or the documents
show code deficiencies, additional data and/or corrections
should be requested by the reviewer through the Planning and
Zoning Department.

3. Each comment shall reference the section of the code that is
incorrectly depicted on the documents.
4. Technical Review Committee member (s) shall identify in their
comments when the plans depict or when the location and
installation of their departmental required improvements may
conflict with other departmental improvements.
5. When a TRC Member finds a code deficiency that is outside of
his/her review responsibility, the comment and the specific code
section may be included in their review comments with the name of
the appropriate TRC Member that is responsible for the review
specified.
6. If a TRC member finds the plans acceptable, he/she shall forward
a memo, within the time frame stated above, to the Planning and
Zoning Director stating that the plans are approved and they do
not have any comments on the plans submitted for review and
recommend the proj ect be forwarded through the approval process.
All comments shall be typed, addressed and transmitted to the Director
of the Planning and Zoning Department for distribution to the
applicant. Please include the name and phone number of the reviewer
on this memo. Michael E. Haag will be the Planning and Zoning
Department staff member coordinating the 1st review of the project.
The Planning and Zoning Department will send the applicant a cover
letter which includes the comment(s) and directions to amend the plans
to comply with the Comments and the procedures for resubmission. When
the Planning and Zoning Department receives the amended plans, we will
distribute the plans with a cover memo to all TRC Members for review
and approval.

DESCRIPTION QE SITE CONDITION AND PROPOSED DEVELOPMENT
The existing site is vacant property located adjacent
to the Florida East Coast Railroad between Northeast 20th and
22nd Avenues along Northeast 4th Street. No covenants exist
relating to the subject property.
The property which is heavily overgrown with weeds and a
few trees, is separated from six existing
duplex units
located to the southwest of the property by a 6' high:wooden
fence. A legal description
of the subject property is
provided in the attached Environmental Report prepared by
Empire Environmental, Inc.
The proposed development is for construction of 34
detached multi-family residences, with the common grounds
being maintained by the Park Ridge Homeowner's Association.
The development will have a circulator road that connects
into Northeast 4th Street, with a cul-de-sac at the Southeast
corner of the development.
Watermain and gravity sanitary sewer services for the
development will be provided by the City of Boynton Beach,
with connection to water and sanitary sewer lines on

Northeast 4th Street, as shown on the attached Grading,
Paving, Drainage, Water & Sewer Plans.
The other required
public utilities will be provided by the respective utility
companies servicing the area. Curbside pickup is planned for
refuse collection.
The drainage plan for the development calls for roadside
inlets to collect rainfall and direct it to a dry retention
area to be located on the east side of the site. The site is
designed to hold up to the 3 day/25 year storm with no runoff
from the property. Building pads will be designed based on a
3 day/lOa year storm.
No change is being made to the existing R-3 zoning.
A detailed description of existing site conditions is
provided in the attached Environmental Report.
