Automotive Service Center in C-3
At the present time automotive service centers are allowed in C-3
zoning district only if the parcel is larger than 5 acres and the
use must be located in the principle building on the site.
The Boynton Beach Mall is located in the C-3 zoning district and
at the present time falls under these restrictions.
The owners of the Boynton Beach Mall now wish to have Sears
construct a separate automotive service center at the site of the
Boynton Beach Mall.
The Planning and Zoning Department staff is now reviewing this
request and will be prepared to comment on this item verbally to
the City Commission at its next meeting.
This item has been scheduled for City Commission consideration on
January 19, 1992.

Upon preliminary review of the submitted site plan modifica-
tion for the above referenced project, the following discrep-
ancies were noted in the documents:
1. All plans submitted for public record by a professional
registered in the State of Florida, must be signed and
sealed.
2. The new parking areas must be constructed in conformance
with current City ordinances.
3. A buffer hedge is required along the north property line.
4. All buildings must be accessible to the handicapped. Pro-
vide spot elevations on the site plan indicating accessi-
bility.
5. Palm Beach County Health Department approval is required
for food handling services.
6. South Florida Water Management District approval is required.
7. Lake Worth Drainage District approval is required.
The applicant's prompt compliance with the preceding 'comments
will insure a timely permitting process.

1. Curb interruptions that facilitate drainage should be placed a minimum
of ten (10) feet from the inlet structures to provide for stormwater flow
over a ~assed area prior to discharging into a drainage system. Boynton
Beach Code of Ordinances, Subdivision Regulations App~ "C", Section 5B,
Drainage.
2. Invert elevations of drainage swales shall be four (4) inches lower than
top of drainage grate elevations. Revise plans accordingly. App. "C",
Section 5B, Drainage.
3. Handicap and standard parking stall striping does not comply with Code of
Ordinances. Handicap stall striping shall be "blue" double striping and
standard stall shall be "white" double striping in conformance with
Article X, Boynton Beach Parking Lot Regulations, Section 5-141 (n),
Handicap and Standard Stall Striping Standards.
4. Fire-Lane striping does not comply with Code of Ordinances. Fire-Lane
striping standards requires that curbing along fire lanes be painted
reflective yellow. Traffic lane nearest the front of building(s) shall be
marked with the words "FIRE LANE" (four inch brush strokes - white letters -
letters to be three feet in height) along with "No Parking Fire Lane" signs
at fifty (50) foot intervals post mounted or mounted on columns if column
intervals do not exceed fifty (50) feet. Section 5-141 (n) Fire Lane
Standards.
5. Landscape backfill detail for parking lot islands conflicts with the
drainage swale contours within those same islands. 'Revise landscape plans
accordingly. Subdivision and Platting Regulations, App. "C", Section 5B,
Drainage.

Subject: TRB Review - Sears - Site Plan
We can approve this project, subject to the following conditions:
1. Indicate cleanouts or other access features at all bends in
gravity sewer service. Provide access covers as necessary.
Show materials and details on sanitary services.
2. Water main at west of building must be a minimum 15' from west
wall. Relocate as needed, providing dimensions.
3. Show water meter(s), complete with reduced pressure backflow
preventers. We recommend multiple backflow preventers, in
parallel, so as to allow for annual testing without inter-
ruption of service.
4. Provide a double check valve assembly on the fire line, at a
minimum. Use of chemical additives in the fire sprinkler
system will require a reduced pressure backf10w preventer on
the fire line.

MALL - SITE PLAN MODIFICATION
With respect to the above-referenced request, please be advised
of the following staff comments:
1. If the garden shop uses, handles, stores, or displays hazardous
materials, as defined by 40 Code of Federal Regulations, Part
261, an Environmental Review Permit shall be required prior to
the issuance of an Occupational License.
2. An Environmental Review Permit is required for the Automotive
Repair Center prior to the issuance of an Occupational License.
3. Label the location of the trash compactor and show the location
of the screen wall on drawing SP-l in the same manner as shown
for the existing department stores.
4. Revise catch basin details on drawing no. 1 to obtain proper
pretreatment of the first one-half inch of stormwater runoff
(see engineering department memorandum for further details
and specific recommendations).
5. If the Lake Worth Drainage District should ever find it necess-
ary to revoke the parking permit for the L-23 Canal right-of-way,
then the quantity of parking spaces required by the zoning
regulations must be provided elsewhere on the site.
6. Approval of this site plan modification is contingent upon City
Commission approval of the Development of Regional Impact request.

Dear Mr. Conahan:
Please be advised that on Thursday, February 7, 1989, the
Technical Review Board met to review the above-referenced
request. After reviewing the plans, the Board made a
determination that there is some additional information
that must be submitted and some corrections that must be made
before this request can be forwarded for review by the Planning
and Zoning Board (see attached staff comments). These comments
should be incorporated into the site plan drawings and the
drawings resubmitted in six (6) sets by the next submittal
deadline (February 27, 1989) for review.by the Technical Review
Board on March 7, 1989. It is not necessary to resubmit the set
of permit drawings for the department store.
Should you decide to seek any variances, please contact me
concerning proper procedure and scheduling.

Upon preliminary review of the submitted site plan for the above referenced
project, the following discrepancies were noted in the documents:
1. A dumpster enclosure, in compliance with City codes, must be provided.
2. Details of all proposed signage must be submitted.
3. Environmental Review Committee approval should be secured promptly in
order that any committee requirements can be incorporated into the
final site documents.
4. All plans submitted for public record by a professional registered in
the state of Florida must be signed and sealed.
5. The access easement must be configured to comply with the most recent
site plan. A current survey must be submitted.
6. The parking lot must conform with current City ordinances.

to collect suspended solids.

With respect to the above, please be advised of the Planning
Department's comments:
1. The South Florida Water Management District is requiring
dry pretreatment for stormwater runoff from the proposed
parking lot addition (see attached). This requirement
would also meet the intent of the City's Comprehensive
Plan and Parking Lot Regulations. If no dry pretreatment
is provided, a variance will be required to Section 5-142
(g) of Article X, Parking Lots (see section entitled
"Drainage" in specifications for specific language).
2. All site drawings should be revised consistent with sheets
SP-l and SP-4 to show the deletion of the parking spaces
along the perimeter access road.
3. Provide details on screening of compactor in service area.
4. The scale of the drawings and the overlay of the new
parking areas over the existing parking areas makes it
difficult to determine if the quantity of parking
provided is sufficient to meet the requirements of the
zoning ordinance (one [1] parking space per 200 square
feet of gross floor area). It would be very helpful to
show on sheet SP-l or SP-4 the number of parking spaces
in each row of parking spaces within the entire parking
lot. This information could also be shown on a separate
site drawing, if necessary.
