The Palm Beach County Traffic Division has reviewed the traffic impact study for
the project entitled Park RidQe, pursuant to the Traffic Performance Standards
in Article 7.9 of the Palm Beach County land Development Code. The proposed
project will consist of 34 single-family residential dwelling units. The project
will generate 340 daily trips. The build-out for the project is 1997.
The Traffic Division has determined that the project meets the requirements of
the Tra ffi c Performance Standards of Pal m Beach County. I f you have any

particular, the Technical Review Committee is awaiting information
in respect to proposed ownership of the complex and the land
conveyance. This information is critical in the process of
applicable codes and standards selection. Your resubmittal package
should clarify these issues. If you choose to postpone your
resubmittal, please state this in writing in a letter addressed to
the Director of the Planning and Zoning Department.

The following is a list of 1st review comments regarding the site
plan review of the plans for the above-referenced project. It
should be noted that the comments are divided into two (2)
categories. The first category is a list of comments that identify
deficiencies from the City's Land Development Regulations (L.D.R.)
that are required to be corrected and shown in compliance on the
plans and/or documents submitted for second (2nd) review in order
for the project to continue through the site plan review process.
The second set of comment(s) lists recommendations that the
Planning and Zoning Department staff believe will enhance the
proposed development. The applicant shall understand that all
documents and plans submitted for site plan are subject to
additional comments. I recommend that the applicant/agent contact
me regarding questions related to the comments. If the applicant
is not intending to correct code deficiencies and they request that
the project remain on the review schedule identified in the
attached letter they should contact me regarding the procedures,
application forms, fees and submittal deadline dates for seeking
relief from the code requirement.
I. SITE PLAN REVIEW COMMENTS:
1. In the survey include NE 20th Avenue east of NE 4th
Street
2. Clarify topographical information on the enclosed survey
and make a reference to it in the legend of the survey
map.
3. Transfer information regarding existing structures from
the Subdivision Master plan submittal, Environmental
Audit, page 3.1, to the survey enclosed in the Site plan
package.

elevations of a typical residence (see recommendation
section of these comments). The drawing should
include, but not be limited to, the color indication of:

-fascia
-gutters and downspouts
-window frame
-door frame and panel
For all of these above provide selected color code and
manufacturer's name.
10. Provide color samples of building materials indicated on
the elevations.
11. On the Site Plan, sheet 1 of 1, amend the tabular
summary of the project providing the following:
-total site area by acreage
-net buildable site area by: acreage
square footage
-total number of dwelling units
-bedroom/bathroom characteristics
-gross square footage of a typical unit (this
information needs to be transferred from the
architectural plans)
-number and ratio of required and provided off-street
parking spaces
12. Provide Palm Beach County evaluation of the traffic
study.
13. Indicate ownership of streets and the drainage area.
14. If patio enclosures are planned provide information
regarding these enclosures (dimension, material, color,
etc) .
15. Clarify whether the 15' - 0 II dimension between buildings is
typical at all locations.
16. On Sheet 2 of 3 of the architectural set provide
necessary dimensions in the garage to confirm that the
water heater will not preclude meeting the minimum size -
9 feet by 18 feet parking space requirement.
17. During the platting process eliminate the la-foot wide
utility easement existing in the southern portion of the
site. If the easement is to remain, adjust the layout of
housing units appropriately.
18. Relocate trees located within the utility easements.
II RECOMMENDATIONS
19. Provide visitor's parking spaces and show their location
and compliance with ADA.

The applicant should complete the following items as part of the tree preservation/environmental
requirements.
I. Submit a letter from the Florida Game and Fresh Water Fish Commission that there arc no
endangered/protected species on the site.
2. The tree survey indicates eighty-one existing desirable trees compared with sixty-two
relocated into the area along NE 4th Street. There should be nine additional trees/plugs
relocated to this area.
3. A tree management plan (document) should be submitted to address the proper care of trees
in #2 above, before, during and after construction of the project.
The project should continue on the normal review process.

After reviewing the plans for the above reference project, the Building Division cannot support this plan going
forward because of so many unanswered questions that we cannot address without such information as type of
multiple-family residential structures, Le., apartments, cooperatives, condominiums or townhouses.
If they are to be single-family dwellings, they should comply with R-l site regulations under LDR Section 5,
Paragraph E-2 and should have platted lots to check setbacks and lot coverage.
In addition to the above comments, the following should be shown on the plans:
I. Evaluation and floor plan unless they are single-family.
2. Distance between building to comply with Table 600 of the Standard Building Code.
3. Setbacks should be shown from Park Ridge Circle (See definition of lot frontage, LDR Page
1-23, Article II), also see Access for an understanding of where front setbacks are from.
4. Setbacks must be shown for pools, screen rooms, etc.
5. Sign details required for Site approval.

We offer the followiq commentS on'this project:
1) Plana shall show proposed utility cascments. (Section 26-33(a))
2) Trees. other than palm trees. are not permitted within utility casements. Shmbs are permitted.
(Section 7.S-18.1)
3) Permits tor the water and sewer system installation will be required from the Palm Beach
County Health Unit. Please coonUnare the engineering plan approval through this office. (SecdoD
26.12)
4) A minimum of IO-feet is required between water mains and any portion. of a stl'Llcture. Thill
criteria is not met for tbe water main in the side easeOlem along the south side: of the project.
5) We have lDmmcient information to detennine who will be the account-holder Cor each water
services, and also be respoIUlible for mainteua.nce of the service linel from the Cit)"s point of
service to the buUtUDgs. The appUcam's rep~c::ntativ~ has exp~l~ his client's intention to sell
the property under each building as part of the building structure. However, such an approach

6) This project's layout is similar to that or a slngle-tamUy P.U,D., but it is being proposed as
a multi-family development with detached single family units. We therefore are not certain
whether to apply the 500 gallon per minute or the I~OO ,allon per mInute: fire flow requirement.
The applicant must th~forc advise us in writing how the site will eventually be subdivided. what
the building separation will ttUly be, an" what type of construction will be perfonned, before we
can make this determination. Although the Master Plan/Site Plan indicates a side setback of 20
feet, but thia does not correlate to the distance between buildings. Please advise as to the actual
minimum distaooo between buildings.

We have reviewed our December 13, 1995 Memo (No. 95-473) regarding compliance with
comments contained therein. We respond as follows:
I. Revise documents to reflect all comments.
2. All plans submitted for specific permits shall meet the City's code requirements at
time of application. These pennits include, but are not limited to the following:
site lighting, paving, drainage. curbing. landscaping, irrigation and traffic control
devices. Permits required from agencies such as the FDOT, PBC, SFWMD and
any other pennitting agency shall be included with your pennit request.
3. This master plan is not required as a condition of zoning. but is required as a pre-
requisite to platting. Since the land is to be subdivided into two or more lots or
parcels either by plat or metes and bounds. it must be platted (Chapter I, Article
II. page 1-33 and Chapter 5. page 5-1). Since the subdivided lots are not shown
on the master plan. the plan cannot proceed without certification from the
applicant that the master plan and the plat will confonn with all codes. ordinances,
rules and regulations including, but not limited to. the Boynton Beach Land
Development Regulations.
4. Insufficient information to complete review. This is not a rezoning request. so
dimensions must comply with R-3 zoning. Single family dwellings in R-3 districts
must comply with R-l district requirements. Chap.2, Sec.5. par.G2b. pg.2-2l

6. Sidewalks are required on both sides of all local and collector streets. Chap.6.
Art.III. Sec. I I A. pg.6-3
7. Provide swale and detention area slopes no less than .003 feet per foot and no
