RE: RIDGEWAY PLUMBING EXPANSION
Dear Hr. Last:
The Palm Beach County Traffic Division has reviewed the traffic generation
statement for the project entitled Ridoewav Plumbino EXDansiont pursuant to the
Traffic Performance Standards in Articl e 7.9 of the Palm Beach County Land
Development Code. The project will add 3tOOO square feet of office and I1t625
square feet of warehouse to the existing facility. The project will generate 131
additional daily trips. The build-out for the project in 1994.
Because the project generates less than 200 daily tripst no traffic analysis is
required. The analysis was performed by the Traffic Division. The Traffic
Division has determined that the project meets the Traffic Performance Standards
of Palm Beach County. If you have any questions regarding this determinationt

Ridgeway Plumbing Expansion
The Engineering Department for the City of Boynton Beach, Florida
is in receipt of the above referenced plan and after careful review
herein offer the following comments not provided during the initial
review:
1. If the proposed roadway is an extension of an existing City
road, the roadway area and cul-de-sac shall be dedicated to
the City of Boynton Beach, Florida and be so constructed as to
comply with minimum City standards set forth in applicable
codes.
2. The applicant shall be responsible to coordinate the
installation of a single Florida Power & Light pole and
fixture at the terminal end of the cul-de-sac which will
require the applicant to submit monies in the amount of
$1,500.00 directly payable to the City of Boynton Beach,
Florida pursuant to City codes. The monies provided by the
applicant shall be utilized by the City to pay for monthly
energy bills associated with this pole and fixture.
3. The proposed roadway and cul-de-sac area occupies land owned
by both the applicant and Comcast Cablevision, therefore, the
applicant shall provide authorization from Comcast, reference
roadway encroachment including a dedication of necessary
property from Comcast to the City for roadway purposes.
4. The proposed roadway and cul-de-sac area occupy an existing
utility easement and therefore the applicant must obtain the
authorization of the utilities Director and all those other
public utility companies who may occupy the easement, in order
to construct the subject roadway.

TRAFFIC GENERATION STATEMENT
Ridgeway Plumbing Expansion
Boynton Beach, Florida
SITE DATA
The subject parcel is located on the east side of Industrial
Avenue approximately 1600 feet north of Boynton Beach Blvd.
Existing site improvements on the currently developed site
consist of a 3000 S.F. office and 7750 S.F. warehouse facility
for Ridgeway Plumbing. ,Proposed development consists of
expanding the existing facility with 3000 S.F. of additional
office space and 11,625 S.F. of additional warehouse space. For
additional information concerning site location and layout,
please refer to the site plan prepared by Gator Engineering
Services, Inc.
TRAFFIC GENERATION
The Palm Beach County Unified Land Development Code Article 7,
Section 7.9 (I) C - Traffic Performance Standards, APPLICABILITY,
Subsection 2 (B) requires that for any application for a site
specific development order on property on which there is an
existing use shall be subject to the Palm Beach County Traffic
Performance Standards to the extent the' traffic generation
projected for the site specific development order exceeds the
traffic generation of the existing use. The generation rates and
capture rates of the existing use shall be updated to current pro
forma traffic generation and pass-by rates and shall be used to
calculate previous approval traffic. The previous approval
traffic currently being generated by the existing Ridgeway
Plumbing facility may be calculated as follows in accordance with
the rates provided in Table 10.8-1 Fair Share Road Impact Fee

The Palm Beach County Land Development Code Article 7, Section
7.9 (I) G Procedure, Subsection 1 (C) (2) provides that
amendments to non-residential projects generating fewer than 200
gross trips shall not be required to submit a Traffic Impact
Statement. A brief review of the directly accessed link (Boynton
Beach Blvd. between Old Boynton Road and Interstate 95), however,
reveals that adequate capacity is available to support the
proposed expansion and the project appears to meet the
requirements of the Traffic Performance Standards. The low A.M.
and P.M. peak hour turning movement volumes at the project
entrance with Industrial Way do not warrant the construction of
exclusive turn lanes based on the Palm Beach County engineering
guidelines used in determining the need for turn lanes of 30 left
turns or 75 right tur-ns in the peak hour. No site related
improv~ments on Industrial Way are therefore recommended.

On April 6, 1994, your submittal for Site Plan Review of the above-
referenced project was reviewed for completeness. It has been
determined that the submittal is substantially complete and accepted
for further processing. A Planning & Zoning Department staff member
will be responsible for the review and coordination of your site
plan through the remainder of the Site Plan Review process.
The next step in the review process is for the Technical Review
Committee to review the submittal for compliance with the review
standards identified in Part III, Land Development Regulations,
Chapter 4, Site Plan Review, Section 8 and all applicable sections
of the Boynton Beach Code of Ordinances. The results of the review
will be available to you on April 27, 1994.
