Ridgeway Plumbing Expansion
The Engineering Department for the City of Boynton Beach, Florida
is in receipt of the above referenced plan and after careful review
herein offer the following comments not provided during the initial
review:
1. If the proposed roadway is an extension of an existing City
road, the roadway area and cul-de-sac shall be dedicated to
the City of Boynton Beach, Florida and be so constructed as to
comply with minimum City standards set forth in applicable
codes.
2. The applicant shall be responsible to coordinate the
installation of a single Florida Power & Light pole and
fixture at the terminal end of the cul-de-sac which will
require the applicant to submit monies in the amount of
$1,500.00 directly payable to the City of Boynton Beach,
Florida pursuant to City codes. The monies provided by the
applicant shall be utilized by the City to pay for monthly
energy bills associated with this pole and fixture.
3. The proposed roadway and cul-de-sac area occupies land owned
by both the applicant and Comcast Cablevision, therefore, the
applicant shall provide authorization from Comcast, reference
roadway encroachment including a dedication of necessary
property from Comcast to the City for roadway purposes.
4. The proposed roadway and cul-de-sac area occupy an existing
utility easement and therefore the applicant must obtain the
authorization of the Utilities Director and all those other
public utility companies who may occupy the easement, in order
to construct the subject roadway.

The following is a list of 1st review comments regarding the Site
Plan Review of the plans for the above-referenced project. It
should be noted that the comments are divided into two (2)
categories; the first category is a list of comments that
identify deficiencies that are required to be corrected and shown
in compliance on the plans and/or documents submitted for second
(2nd) review in order for the project to continue through the
site plan review process. The second set of comment(s) are
recommendations that the Planning and Zoning Department staff
believe will enhance the proposed development. The applicant
shall understand that all documents/plans submitted for site plan
and/or permit review are subject to additional comments. I
recommend that the applicant/ agent contact me regarding
questions related to the comments. If the applicant is DQt
intending to correct code deficiencies they should contact me
regarding the procedures, application forms, fees and submittal
deadline dates for seeking relief from the code requirement.
I. SITE PLAN REVIEW COMMENTS:
1. On the site plan drawing specify the type of existing and
proposed fencing.
2. Specify on the site plan drawing whether there will be
outside storage of any kind, including storing of vehicles.
Outside storage is prohibited unless adequately screened
[Appendix A-Zoning Section SA.5 (13)]
3. On the site plan drawing number all parking spaces.
4. Specify on the site plan drawing and floor plan drawing that
the existing and proposed new construction is one (1) story
without mezzanines. If there are mezzanines or second
floors existing and/or proposed for this request, indicate
same on the drawings and modify the floor area and parking
calculations.
5. Specify the color and size of the proposed wall sign.
Identify on the elevation view and site plan drawings other
building or site signage that is proposed or existing. If
the proposed wall sign is the only signage proposed and
there are not other existing signs specify same in note form
on the plans.

6. Specify on the elevation view drawings the color, color
number and manufacturer's name of the existing colors.
Submit two (2) copies of color photographs of each side of
the existing building. The photographs will be used in the
Board approval process and for field inspections following
permit approval.
7. To unify all the lots described on the survey, obtain from
the Building Department, and complete and submit to the
Building Department, a unity of title form. Provide a copy
of the city accepted form to the Planning and Zoning
Department.
8. Specify on the landscape plan what type of landscape
material would be installed in the perimeter landscape strip
along the east property line, if the landscape appeal is
approved and what type of landscape material will be
installed where the existing landscaping on the abutting
property is going to satisfy the code required landscaping.

were reduced to the appropriate size are acceptable.

showing, with a distinguishable symbol, the location of
the proposed request. (Size and number of drawings shall
be the same as identified in #3)

Staff has reviewed the above referenced project and offer the
following comments:
i. Show all on site and offsite water and sanitary sewer
mains and utility easements, Sec. 26.33(a).
2. Trees are not permitted in utility easements, Sec.
26.33(a).
3. A sanitary sewer cleanout at the property line is
required per Utility Department Standards, Sec.
26.33(b).
4. A reduced pressure zone backflow preventor will be
required near water meter location, Sec. 26.107.
It is our recommendation that the plan does not proceed through
the review process until Items 1 and 2 have been addressed.

I have reviewed the existing landscape for the above project to
ascertain if it is acceptable for credit towards the landscape
ordinance requirements (see landscape sheet for notation).
North Perimeter: (adjacent to Self Storage Warehouse Building)
1. The only existing vegetation is Florida Holly and two Mahogany
trees in landscaped islands. The adjacent property owner has
a chain link fence and no 2 1/2' landscape strip.
Reconunendation:
No credit for existing landscape of adj acent property owner.
Perimeter must be landscaped according to landscape ordinance.
South Perimeter:
1. There does exist on the adjacent property a chain link fence
with 10'-12' ht. Ficus benjamina hedge. The hedge is only
abutting the existing parking spaces (6-8 spaces).
2. There is no 2 1/2' landscape strip on either side of the
chain lin~fence.
3. There is no irrigation system on either side of the chain link
fence.
4. There exists Florida Holly, Castor Bean weed, construction
debris, plumbing materials along the chain link fence. There
is no curbing to protect any proposed landscape strip. (All
other plants and debris be removed).
5. If the existing 10' -12 I Ficus hedge is credited for this
project, it must be irrigated by the adjacent property owner.
To continue this landscape strip along the chain link fence,
the applicant must provide a landscape plan.
Recommendation:
1. The applicant can use the existing landscape providing he
submit a proposal to landscape/irrigate the portion of the
property where no landscape exists.
East Perimeter: (F.E.C. Railroad)
(Variance Request)
1. There is a 2 1/2' strip without irrigation.
2. Plumbing materials, construction debris stored in the area.
3. Florida Holly, Castor Bean weed, vines on chain link fence.
No protective curbing.

When a TRC Member finds a code deficiency that is outside of
his/her review responsibility, the comment and the specific code
section may be included in their review comments with the name of
the appropriate TRC Member that is responsible for the review

If a TRC member finds the plans acceptable, he/she shall forward
a memo, within the time frame stated above, to the Planning and
Zoning Director stating that the plans are approved and they do
not have any comments on the plans submitted for review and
recommend the proj ect be forwarded through the approval process.
All comments shall be typed, addressed and transmitted to the Director
of the Planning and Zoning Department for distribution to the
applicant. Please include the name and phone number of the reviewer
on this memo. l-Iichael E. Haag will be the Planning and Zoning
Department staff member coordinating the 1st review of the project.
The Planning and Zoning Department will send the applicant a cover
letter which includes the comment(s) and directions to amend the plans
to comply with the comments and the procedures for resubmission. When
the Planning and zoning Department receives the amended plans, they
will distribute the plans with a cover memo to all TRC Members for
review and approval.
