These plans were approved subject to your compliance with the attached stipulations and must now be modified to incorporate same. To initiate your sign-off procedure, please submit two (2) sets of modified plans to the Office of the Site Development Division of the Building Department, which will record the required identification markings on each set of the modified plans. After each set of modified plans has the appropriate markings, you should proceed with your sign-off on each set of plans from each Technical Review Board member who made comments. The Zoning & Site Development Administrator will provide the Building Department sign-off and is the last Technical Review Board member to review and sign-off the plans. If the Building Department did not have comments that require sign-off, they are still the last department to handle and process the plans. One (1) set of final signed-off plans will remain with the Building Department and the other set of plans will be returned to you to be retained at the job site. The Building Department will advise you as to any additional permits which may be required, such as Palm Beach Health Department (water and sewer), clearing/grubbing, excavation/fill, drainage, paving, site lighting, landscaping and irrigation. Restaurants uses differ from retail uses with respect to peak hour parking accumulation curves and generation rates. with the buffer that remains after the requested site plan modification, it appears that adequate parking still exists despite the conversion of the retail square footage to restaurant use. Florida. Since Quantum Boulevard. which Is a 4-lane divided highway. severs a portion of the retail from the cinema, It was felt that significant shared parking was a viable option for the development north and south of Quantum Boulevard. ~lthough the parking on the opposite side of the roadway is reesonehlY convenl~nt for patrons using any of the facilities. it l~ import.nt to provide positive traffic control regulations to facilitate pedestrian traffic across Quantum Boulevard. Thus, a parking area analysis was the method used In making a determination as to the Viability of shared parking usage. Because of the varied parking usage within the development. namely cinema and retail. on the north portion, and retail on the south portion, it is believed that a shared parking usage study would be appropriate. Beca~se of the varied requirements and usage of parking spaces during different hours of the day. it is felt that this study. using the interact ions associated with stlared parking phenomenon as put,lished by the Urban Land Institute lULU. is appropriate. The Urban Land Institute 1963 publication is the methodology used In this report. ~dditionally. the formula required by the Ordinance No. 86-8 of the City of Boynton Beach was calculated to ensure that the proper buffer was maintained within this proposed project. The ULl recommends the following procedure be followed in deteralning shared parking: 1- intended park i ng Shoppes in terms 2. ~dJustment for Pea~ Parking Factor: The parking factors are those specified in the City of Boynton BeachC;Q,~as qetai led earlier in this report and indicate a need for~s1a~~. for the section of development south of Quantum Boulevard and for 516 spaces. for the section of development north of Quantum Boulevard. Initial Project ~eview: Knowledge of the site and the land uses is very important in beginning the shared analysis. ~esults from the initial review for The of Boynton has been presented in earlier sections of square footage and land uses proposed. 3. ~nalysis of Hourly ~ccumulation5: Parking accumulation curves are selected by reVieWIng the ULl data and incorporating site specific conditions. 4. Estimate of Shared Parking: The hourly parking demand for each land use is merged to estimate overall shared parking demand. ThiS is simply the hour by hour addition of parking demand for each use to estimate aggregate demand. Seasonal varIatIons are addressed in the ULl report, and the city of Boynton Beach Ordinance. In each case. the variations would tend to decrease the rartlng demands during the eff-season. CONCLUSIONS =========== Weekday shared parking demands peak evening. due to moderate usage of the facilities. The peaK demand from the ULI et 5:00 PM retail end methOdOlogy In the cinema Is 701 spaces. Saturdays have a peak hour demand . ~ 1!):0!- of ~ spaces. at 2100 PM. Since a greater aaaregate peak hour demand occurs on the weekday. it will be used for design purposes. Boynton Beach requires a buffer of ten (10\1 percent above the ULI calculations to provide for natural turnover of parking and unexpected fluctuating peakS.
