These improvements will be paid for out of the road impact fees that have been paid to the County by the developer. Since the County is guaranteeing the construction of these improvements, the bonding of these improvements by the developer prior to the issuance of a building permit, and the construction of these improvements prior to the issuance of a C.O., as required by the Memorandum from Carmen Annunziato dated May 8, 1989, would not be necessary. Please be advised, however, that the remainder of the improvements listed on pp. 19-20 of the Traffic Impact AnalYSis prepared by MDDM, Inc. (Items A.2., A.2., A.5., and C.3.) which lie within rights-of-way will need to be bonded, or some other acceptable surety provided to the City. There is agreement between the City and the County that the conclusions reached by Daniel N. Murray, P.E., in his report dated April 24, 1989 are reasonable, subject to the submittal of some additional information that is needed to complete the report. Based on the above, it is recommended that the improvements listed on page 19 and 20 of Mr. Murray's traffic report be constructed prior to the issuance of a Certificate of Occupancy. Concerning the signalization of Quantum Boulevard and Congress Avenue, it is recommended that the developer post a bond for a proportionate share of the signalization of Quantum Boulevard and Congress Avenue based on traffic impact, as determined by the County Traffic Engineer, prior to the issuance of a building permit. .. Haag, Zoning & Site Development Administrator RE: SHOPPES OF BOYNTON - CHANGE ELEVATION OF BUILDING AND REARRANGE TENANT WALLS Upon review of the above mentioned project, the following comments must be addressed in order to conform with Boynton Beach City Codes: 1. All plans must show consistency in identifying location and number of handicapped parking spaces. 2. Identify color of all exterior finish material. 3. Identify type and color of material proposed for the circular accents, louvered entrance transoms and walkway columns shown on the elevation drawings. 4. Show the location of the handicapped ramps leading to the theater from the handicapped parking spaces. 5. All plans submitted for public record and prepared by a design professional shall show original raised seal (legible) and signature of the Florida registered design professional responsible for the drawings. 6. Show unobstructed cross visibility area and space through the required site perimeter landscape strip at both sides of all ingress and egress driveways. The cross visibility area and space is shown by placing and dimensioning, on the site landscape plan drawing, a ten foot (10') isosceles right angle triangle with the right angle on the property line at the edge of the driveway and landscape strip and completing the remainder of the triangle into unobstructed landscaping and stating that the vertical space within this area is clear of landscape material between thirty inches (30") and six feet (6'). 7. Show unobstructed cross visibility area and space through the required site perimeter landscaping at the corner of the property (where two adjacent public right-of-ways intersect).
