with respect to the above-referenced project, please be advised
that the following comments will need to be addressed prior to
applying for further permits with the Building Department:

Label the boxed area delineated on sheet SPA-l behind
retail D, east of the loading area, which can not be
identified. If this is a structure, its gross square
footage will need to be added to the shopping center total.
Appendix A, section ll.A.2. and H.7.
The change on sheet SPA-4 appears to be a reduced height of
the parapet wall from 35 feet to 32 feet, however the
written vertical dimensions still total 35 feet. These
dimensions should be revised if the parapet wall has been
lowered. If any other elevations are affected by the change
in parapet height they should be noted on all elevations.
Chapter 19, Article II, Section 19-17(b).

Parking lot lights are required to be photocell controlled.
No information is provided on their activation. Details for
partial illumination during non-operational hours,
controlled by time clocks, must be coordinated and approved
by the Police Department. Chapter 5, Article X, Section
5-l42(a) .

of Regional Impact; and

industrial office and commercial park comprising approximately five
hundred thirty-nine a~d 9/10 (539.9) acres, located in the City of

Boynton Beach, Palm Beach County, Florida, generally east of
CongL~ss Avenue.~nd we~t of Interstate 1-95; and
WIIEREl\$, the Ci ty Coun c i 1 of Boyn ton Bea ch, as tile gove rn ing
body having jurisdiction, is authorized and empowered to consider
applications for development approval of developments of regional
impact pursuant to Chapter 38G, Florida Statutes (1984); and
vllIEREAS, upon publication and furnishing of due notice, a
public hearing in these proceedings was held October 23, 1904,
before the Planning and Zoning Board and November 0, 1904, before
the City Council of 80ynton Beach; and
WIIEHEl\S, said City Council has considered the testimony,
'-
reports and other documentary evidence submitted at said public
hearing by Riteco Development Corporation, the Treasure Coast
Regional Planning Council, the Boynton Beach staff, the Boynton
Beach Planning and Zoning Board, and the public; and
(28) The developer shall monitor proje~t traffic generation
annually beginning after development of one hundred thirty-two
(132) acres (not including R-O-W, retention areas or preserve
areas), and shall provide that information to the City of Doynton
Deach, Palm Deach County and the Treasure Coast Regional Planning
Council. The methodology and scope of the monitoring effort shall
be approved by the City in consultation \~ith the County and the
Treasure Coast Regional Planning Council. The results shall be
used to monitor ~ompliance with Conditions 26 and 27 above.
(29) The developer shall provide signalization ~nd turn lanes
at the intersection of Congress Avenue and the project access road
and at all project entrances on Northwest 22nd Avenue as necessary
to maintain service level C.
(30) Within ninety (90} days of the approval o.f :the
,Development Order, dedicate to Palm Beach County the ri9ht-ot-wav
for Miner Road through the limits of thc Park. Miner Road appears

Regional Planning Council's report and recommendation, the
developer shall provide for the City's approval, documents which
will specify the nature of and responsibility for the continued
