Black, Botanist, Narural Resource ManagemGllft l)i.Jl!~ FROl\'I: DATE: December 22, 1995 SUBJECT: Field Investigation Report Palm Beach County, Approx. 18 ac. site in SE corner of S311T45/R43 BACKGROUND At the request of field engineering staff, a site inspection was made by David Black on the afternoon of December 14, 1995. The issue to be resolved was whether clearing and muck removal were taking place in a wetland. The subject property is west of Congress Ave, south of Cranbrook Lake Estates and north of a canal. An in-field tree nursery borders the property on the west. Earth moving equipment was present on the site, but no work was being done. There was evidence of recent clearing in the fonn of bare muck soil extending up to the existing vegetation line. Based on the Palm Beach County soil survey, the property extends west from an area of Basinger fme sand into what was once a north-south oriented marsh. The eastern part of the property is on Basinger fme sand, but the central part is on Okeelanta muck and the western part is on Terra Ceia muck, In its narural state, Basinger fme sand is poorly drained and supports pines with scattered cypress and other wetland plants. In an undrained condition the two muck soils support marshes with prolonged saruration and ponding, The three soils on the site are all considered hydric. The site is partially drained. Surrounding lands on similar soils have been developed. A canal runs along the southern edge of the property. An important question for wetland detennination on the site is whether drainage has decreased saturation and inundation to the point that the area is no longer a wetland. OBSERVATIONS The sandy eastern part of the property was apparently cleared many years ago and is largely devoid of natural vegetation. What vegetation is present, however, indicates that the sandy soil has been effectively drained so that it does not support wetland vegetation. This analysis was conducted pursuant to the requirements of FAC, chapter 9J- il, procedural Review for Review of Local Government comprehensive plan and Amendments. Maximum potential Dwelling Units projected population (136 du, 2.02 ppdu) 136 - 275 Neiahborhood parks The subject property is located within Neighborhood park planning Area #5. As indicated in the Recreation and open space support Document, pg 11, Area #5 consists of residential developments that contain private recreation areas which serve as local neighborhood parks. For this reason, no acreage and walking distance leve] s of service were adopted. Based upon the city's subdivision regulations and the city's comprehensive plan, the developer of this property would also be encouraged to provide private recreation facilities. In the event that a fee is paid in lieu of a park and amenities, the city's congress Avenue community Park is located within one/half mile and, once completed, would therefore provide the necessary neighborhood recreation facilities to this property according to proper levels of service (i.e, 1/2 mile walking distance, 2.5 acres per 1,000 persons). District parks Based on the standard for district parks of 2.5 acres per i,UUU persons, and the city's current park inventory, there is currently a surplus of over 15 acres of distriqt park space (see attached analysis). AS also indicated by the same analysis, the potential population to be generated by this proposed amendment will have no affect upon the availability of district park space within the city. For your information, the applicant is requesting that his property be annexed, and reclassified from Medium Residential (County) to Moderate Density Residential (City). Moderate Density Residential would allow an additional two (2) dwelling units per acre maximum on the property (Medium Residential allows 3-5 dwelling units per acre while Moderate Density Residential allows a maximum of 7.26). Historic trend shows that this parcel of land has been encroached upon by land development activities, A portion of the site has been used for agricultural purposes. Refer to Exhibit 2 for reduced copies of the aerial maps reviewed. C. So i 1 s The Soil Survey of Palm Beach County Area, Florida prepared by the U.S. Soil Conservation Service identifies the soils in this area as Basinger fine sand, Okeelanta muck, and Terria ceia muck, Refer to Exhibit 3 for the soils data taken from the Soil Survey of Palm Beach County Area, Florida, D. Water Level The Lake Worth Drainage District maintains their canal system at 8.5' NGVD in this area. E. Ve~etative Assessment 1, Overview The site contains 18~ acres of land that historically was part of a larger natural system that once contained functional aspects of both hydric and mesic systems. These systems once collectively contributed to a larger whole environmental habitat system that flowed South by way of ancient corridors into the Everglades, Presently, the site is drained to the South by the L-28 canal system and effectively surrounded by development to the North, West, and South and severed to the East by Congress Avenue. Properties of functional ity are 1 imited due to the insular nature of the fragmented habitats contained within the site boundaries, -1- Historical aspects of two upland ridges that ran parallel to the lower depress i ona 1 areas at the center of the property allowed development of muck and peat soils over a very long attenuation of time and presently sti 11 maintains remnant species attributable to this depressional topography, Species diversity attains the largest complex in the smaller i sol ate d de pre s s ion a 1 s w a t h t hat i s mo s t pre val en tat the western portion of the site. Diversity is unfortunately not limited to indigenous species, nor is it lacking in opportunistic species which demote an element of on-going disruptive maladies attributable to excessive drainage and the protracted isolation period from a previous historic, larger whole environmental system. 2. Methodology A staggered two day assessment of the vegetational aspects of the 18~ acre site (and adjacent natural areas) was conducted by way of physically ground-truthing the habitats contained within the area. An irregular bisecting trail through the mid'-section of the property was set up fanning out to the propert i es boundar i es (N & S) every 200 feet. Along th i s tra i 1 spec i es, so i 1 s, and vegetat i ve cover were noted and collectively entered in a descriptive format, Actual photographs of the interior within the depressional area of the site were not performed because of 1 ack of distance of view and/or ava i 1 ab 1 e 1 i ght. A 11 cursory observat ions of animal and/or insect populations was limited to day time periods, Portions of the site are further described under the fol lowing categories: Hydric Areas, Upland Areas, and Disturbed Areas, These areas are noted by Exhibit 4, 3. Summary of Hvdric Areas As demarcated on Exh i bit 4 (aer i a 1 photograph), the hydr i c area lies mainly between the two upland areas (on the Eastern portion of the site and to the West of the property), Historical hydrologic aspects are non-existing but, topographical aspects contribute to rainfall collective basin character i st i cs. Certa i n Key Spec i es (*) portend major sh i fts ins i te vegetat i ve cover .. dom i nance" over past and future events, Drainage and past agricultural clearing appears to be the contr i butab 1 e aspect of env i ronmenta 1 sh i ft in spec i es dominance, Schinus ~ is solidly dElveloped on both flanks of the depressional area and mixed through the entire depressional area of the site, Melaleuca ~ has developed (up to 3rd generation) at interior portions of hydric depressional areas. Continuing encroachment of these species is likely in ever-expanding radius of existing mono-culture, Dominance of Fox Grape (Vitis muscadine) and Blackberry (Rubus cuneifo1 ius) in depressional area supports supposition that the subject site is becoming hydrologically dryer and will likely shift habitat functionality in regards to exotic and/or opportun i st i c up 1 and spec i es deve 1 opment throughout vegetat i ve profile in the future. Soils within the depressional area of the site contain muck in very sma 11 i so 1 ated bas i ns where water stands on 1 y after hyper-ra in events. Muck so i 1 areas on the flanks of the interior portion of depressional areas of the site have oxidized and now support either exotic or transitional upland aspects, -3- 5. I n sma 11 zones of these cleared areas re-establishment of upland pioneer species (Opunitia ~, B1echnum ~, pteridium caudatum, Vitus muscadine) has occurred with spotty populations mixed within a mosaic of opportunistic and exotic species of varying densities, Over-drainage of the site has had similar effects in upland areas as has occurred in hydric soil areas with respect to oxidized organics and a shift in successional processes (because of deficits in available soil moisture characteristics of mesic habitat). Overall upland system is c i rcumscr i bed and detached from hydr i c areas, a 1 so 1 ack i ng transitional environmental features normally found associated with these systems. -4- 7, Animal and Insect Species During the cursory site investigation, species observed were negligible with respect to diversity or frequency of observation beyond the dominant Anopheline mosquito. Vegetation in low areas forms a dense, tangled, almost impenetrable sub-canopy which limits movement and accessibility to all but small rodents and insects. More specifically the parcel is located on the West side of Congress Avenue and North of the Lake worth Drainage District L-28 Canal, refer to Exhibit 1 for site location map. B. Aerial Maps .';erial photographs (at a scale of 1" = 200') wel~e obtained from Palm Beach County. Historic trend shows that this parcel of land has been encroached upon by land development activities. A portion of the site has been used for agricultural purposes. Refer to Exhibit 2 for reduced copies of the aerial maps reviewed, C, Soils The Soil Survey of Palm Beach County Area, Florida prepared by the U.S, Soil Conservation Service identifies the soils in this area as Basinger fine sand, Okeelanta muck, and Terria Ceia muck, Refer to Exhibit 3 for the soils data taken from the Soil Survey of Palm Beach County Area. Florida, D, Water Level The Lake Worth Drainage District maintains their canal system at 8.5' NGVD in this area. E. Vegetative Assessment 1, Overview The site contains 18~ acres of land that historically was part of a larger natural system that once contained functional aspects of both hydric and mesic systems, These systems once col lectively contributed to a larger whole environmental habitat system that flowed South by way of ancient corridors into the Everglades. Presently, the site is drained to the South by the L-28 canal system and effectively surrounded by development to the North, West, and South and severed to the East by Congress Avenue. Properties of nature of the boundaries. functionality are limited due to the ir,sulai- fragmented habitats contained within the site - 1 - Historical aspects of two upland ridges that ran parallel to the lower depress i ona 1 areas at the center of the property allowed development of muck and peat soils over a very long attenuation of time and presently still maintains remnant species attributable to this depressional topography, Species diversity attains the largest complex in the smaller i so 1 ated depress i ona 1 swath that is most preva 1 ent at the western portion of the site, Diversity is unfortunately not limited to indigenous species, nor is it lacking in opportun i s tic spec i es wh i ch demote an element of on- go i ng disruptive maladies attributable to excessive drainage and the protracted isolation period from a previous historic, larger whole environmental system. 2. Methodology A staggered two day assessment of the vegetational aspects of the 18~ acre site (and adjacent natural areas) was conducted by way of physically ground-truthing the habitats contained within the area, An irregular bisecting trail through the m i d'- s e c t ion 0 f the pro per t y was set up fan n i n g 0 u t tot h e propert i es boundar i es (N & S) every 200 feet. Along th i s tt~ ail spec i es, so i 1 s, and vegetat i ve cover were noted and collectively entered in a descriptive format, Actual photographs of the interior within the depressional area of the site were not performed because of lack of distance of view and/or available light. All cursory observations of animal and/or insect populations was limited to day time periods. Certain Key Species (*) portend major shifts in site vegetative cover "dominance" over past and future events, Drainage and past agricultural clearing appears to be the contributable aspect of environmental shift in species dominance, Schinus ~ is solidly developed on both flanks of the depressional area and mixed through the entire depressional area of the site. Melaleuca ~ has developed (up to 3rd generation) at interior portions of hydric depressional areas. Continuing encroachment of these species is likely in ever-expanding radius of existing mono-culture. In small zones of these cleared areas re-establishment of upland pioneer species (Opunitia ~, Blechnum ~, pteridium caudatum, Vitus muscadine) has occurred with spotty populations mixed within a mosaic of opportunistic and exotic species of varying densities, Over-drainage of the site has had similar effects in upland areas as has occurred in hydric soil areas with respect tc- oxidized organics and a shift in successional processes (because of deficits in available soil moisture characteristics of mesic habitat), Overall upland system is circumscribed and detached from hydric areas, also lacking transitional environmental features normally found associated with these systems, -4- 7. Animal and Insect Species During the cursory site investigation, species observed were negligible with respect to diversity or frequency of observation beyond the dominant Anopheline mosquito, Vegetation in low areas forms a dense, tangled, almost impenetrable sub-canopy which limits movement and accessibility to all but small rodents and insects. Other Factors We have r'eviewed data at the Palm Beach County Department of Environmental Resource Management. The subject property is not located on the Environmentally Sensitive Lands maps, The property is not within any established zones (cones of influence) around public water supply groundwater wells and therefore would be exempt from the wellfield protection ordinance, G Professional Opinion/Conclusion Historically, similar property in the adjacent area have been developed, The site is undergoing an environmental habitat value degradation due to : · encroachment of exotic plant species · oxidation of muck soils . variation in the hydro-period · effect of surrounding land use (development activities including water management) and LWDD canal system . functionally for habitat use and habitat diversity,s very 1 imited due to exotic invasion and hydrology changes Development activities would include site evaluations oy various regulatory agencies and the necessity for permits, The environmental aspects/review during permitting woule determine the site emrironmental habitat "quality" and "quantity" characteristics, These characteristics would then be used in designing a water management system that would serve this parcel as well as addressing enyironmenta~ requirements.
