Attached are comments made by the reviewing departments during their initial review of your project. In order to complete the review process, the site plan and documents must be amended to comply with these comments within 90 days of the date of this letter. (If amended plans are not submitted in 90 days, a new application fee will be required.) when there are comments made by the reviewers that you feel are not applicable to the approval of the project or will be addressed separately and you have not amended the plans to comply with the comment(s), you must prepare written explanation for each comment stating why the comment is not applicable and return the explanation with the amended plans and documents. After amending the plans and documents, please submit twelve (12) complete sets (including surveys) of the plans to the Planninq Bnd Zoning Department. When the amended plans and documents have been submi tted to the Planning and Zoning Department, they will be distributed to the reviewing departments for second review and recommendation to the appropriate boards for approval or denial (see attached meeting schedule). Site Plan Review approval for this project will be granted by the City Commission. To ensure that the project stays on line with the review time frame, I request that the plans and exhibits be reviewed and formal written comments transmitted to the Director of the Planning and Zoning Department no later than 5:00 P.M. on October 16. 1995. Do not return plans and exhibits. Retain same for the review of the amended plans (second review). Adhering to the following review guidelines will promote a comprehensive review and enable the applicant to efficiently obtain Technical Review Commlttee approval: 1, Use the review standards specified in Part III, Land Development Regulations, Chapter 4, Site Plan Review, Section 8 of the Code of Ordinances to review and formulate comments. 2. The documents submitted for the project were determined to be substantially complete based on the submittal requirements identifled in Section 7 of the Site Plan Review Ordinance. However, if the data provided to meet the submittal requirements is insufficient to properly evaluate and process the project based on the review standards or the documents show code deficlencies, additional data and/or corrections should be requested by the reviewer through the Planning and Zoning Department. 3. Each comment shall reference the section of the code that is incorrectly depicted on the documents. 4. If a TRC member finds the plans acceptable, he/she shall forward a memo, within the time frame stated above, to the Planning and Zoning Director stating that the plans are approved and they do not have any comments on the plans submitted for review and recommend the project be forwarded through the approval process. All comments shall be typed, addressed and transmitted to the Director of the Planning and Zoning Department for distribution to the applicant. please include the name and phone number of the reviewer on thls memo. Please furnish meter sizes for each building. (Section 26-34(E)) 2) Plans shall show proposed utility easements. (Section 26-33(a)) 3) Trees, other than palm trees, are not permitted within utility easements. Shrubs are permitted. (Section 7.5-18.1) 4) Permits for the water and sewer system installation will be required from the Palm Beach County Health Unit. Please coordinate the engineering plan approval through this office. (Section 26-12) 5) Add a note to the landscaping plans stating that City water will not be provided for irrigation purposes. (Comp. Plan policy 3C.3.4) 6) Add a note to the sewer engineering plans that the City will own and operate the main line sewer only. Sewer services are to be privately owned and maintained. It should be noted that the comments are divided into two (2) categories. The first category is a list of comments that identify deficiencies from the City's Land Development Regulations (L.D.R.) that are required to be corrected and shown in compliance on the plans and/or documents submitted for second (2nd) review in order for the project to continue through the site plan review process. The second set of comment(s) lists recommendations that the Planning and Zoning Department staff believe will enhance the proposed development. The applicant shall understand that all documents and plans submitted for site plan are subject to additional comments. I recommend that the applicant/agent contact me regarding questions related to the comments. If the applicant is not intending to correct code deficiencies and they request that the project remain on the review schedule identified in the attached letter they should contact me regarding the procedures, application forms, fees and submittal deadline dates for seeking relief from the code requirement. I. SITE PLAN REVIEW COMMENTS: 1. All changes required on the master plan by recommendations and comments accepted by the City commission must be incorporated into the amended site plan drawings on next submittal. 2. Platting is required for the project prior to permits being issued. Contact the City Engineer (375-6280) regarding the platting process. Through the platting process vacation of easements may be accomplished. 3. Landscape appeal results must be identified and shown on the site plan and landscape plan. 4. Also provide elevation view drawings with colors identified by color name, color designation and manufacuture's name. Identify all exterior finish materials for all buildings and appurtenances (such as dumpster enclosures and solid stucco masonry wall required to screen off-street loading areas). This information is required for all buildings/structures unless they are not included in this site plan. Indicate any such separate buildings on drawings and state on drawings (within the building footprint) that separate site plan review will be required prior to permitting. F.] Please indicate on the plant list the maximum spacing of 24 inches for shrubs required to screen the vehicle use area including fakahatchee grass. Please show and dimension on the landscape plan the size of the required line-of-sight triangles including the size of the clear cross visibility space required within the triangles. The line-of-sight triangles are required on both side of all ingress/egresses and at all property corners that border a right of way intersection. [Chapter 23 - Parking Lots, Article II H. 1. of the Land Development Regulations] On the site plan sheet SP-2 identify the proper backup space/access aisle for the parking spaces west of Major #6 and north of Major #6 and Petsmart. Also identify the proper backup space/access aisle for the 8 parking spaces located north of the north ingress/egress off of winchester Park Boulevard. [Ci ty standard drawing B- 90013] On sheet SP-3 revise the ingress/egress driveway by positioning the south side of the driveway on the south property line of the project. Also place a note on the plan indicating that all pavement located on the adj acent property to the south of the access aisle will be removed. Therefore creating the driveway and access aisle entirely on the subject property. Amend the plans accordingly and dimension the width of the driveway and access aisle. The width of the driveway and access aisle shall conform to city standards. [Chapter 23 - Parking Lots, Article II H. 3. of the Land Development Regulations] Indicate on sheet SP-4 the typical dimensions of the handicapped parking space. Also specify on sheet SP-4 that the striping of regular and handicapped parking spaces will comply with the City standard drawing B- 90012. On sheet SP-4 dimension the narrowest width of the access aisle behind the south building. Also show the code required fire lane on sheet SP-3 and SP-4. [Part III Land Development Regulations, Chapter 9 - Community Design Plan, Section 11.1.] Place a note on each sheet containing an elevation view drawing of a building that indicates all roof top equipment will be completely screened from view at a distance of six hundred feet. [Part III Land Development Regulations, Chapter 9 - Community Design Plan, Section 11.E.] Omit all garage doors that are located on the face of any building that faces congress Avenue, Boynton Beach Boulevard and winchester Park Boulevard (Ex. Pharmacy building and north building). [Part III Land Development Regulations, Chapter 9 - Community Design Plan, section l1.J.1.] To avoid a conflict between the location of required landscape material and other site amenities, appurtenances and easements add to the landscape plan all proposed and existing easements, site lighting poles, fire hydrants, drainage structures and traffic control signs. Also place a note on the landscape plan indicating that required landscaping shall not be interrupted or displaced by easements or other site appurtenances. On the site plan dimension the distance from the leading edge of south ingress/egress driveways located on Winchester Park Boulevard and Congress Avenue to Old Boynton Road and Boynton Beach Boulevard and the distance from the north edge of the north ingress/egress driveways located on Winchester Park Boulevard and Congress Avenue to Old Boynton Road and Boynton Beach Boulevard. Note the minimum distance allowed is 180 feet. Why is there a guardrail/handrail shown on the elevation view drawing of the south elevation of the south building? Show the railing on the site plan drawings. II RECOMMENDATIONS 37. The number of colors used for tenant signage for multiple tenant buildings and their outbuildings and outparcels shall be limited to two, in addition to white and black. Colors of nationally registered copy of tenants within the building shall be included in this limitation. 4. Non-word depictions on signs shall be limited to 20' of the area of the sign erected. Color limitations shall not apply to non-word depictions on signs. S. Freestanding directory signs, internally located within the site are encouraged rather than multiple tenant listings on freestanding identification signs. 6. Sign lettering shall be easy to read and in scale with the building or tenant space on which it is located. 7. Small lettering on freestanding identification signs located close to entrances shall not be allowed. Lettering size shall take into consideration the traveling speed of the adjacent street. 8. The number of different let~ering styles on tenant signage on multiple tenant buildings and their outbuildings and outparcels shall be limited to one in addition to the lettering styles of the nationally registered copy of all tenants located within the building and its outbuildings and outparcels.
