Heyden, AICP Planning and Zoning Director FROM: Jerzy Lewicki ~ I ./' Acting Senior Plann~ ~ DATE: October 28, 1997 SUBJECT: Boynton Commons PCD - CDPA 97-005 (number of colors for signage) NATURE OF REQUEST Joe Lelonek of Land Design South, agent for Boynton Commons Corporation, contract purchaser of the property located at the southwest corner of Congress Avenue and Old Boynton Road (see Exhibit "A" - Location Map), is requesting approval of a community design plan appeal to allow additional colors for signage proposed for the site. The following colors, in addition to black and white, are proposed to be included in the sign program . criteria: . Red . Blue . Green . Yellow BACKGROUND On October 15, 1996, the site plan for the Boynton Commons PCD shopping center was approved by the City Commission. Recently, Boynton Commons Corporation has proposed numerous changes to the previously approved site plan. In general, changes are limited to reconfiguration of structures, parking, driveways, the drainage retention area location and elevations. On August 4, 1997, the major site plan modification of the approved site plan was submitted to Planning and Zoning to include a sign program for the Boynton Commons PCD (see Exhibit "Bn .~ /' Page 2 Memorandum No. 97- 515 Boynton Commons PCD - sign colors CDAP 97-005 Site Plan. Staff determined that the sign program violates Chapter 9 - Community Design Plan, Section 1 a.\.3 of Land Development Regulations, that allows only two colors, in addition to white and black, for signage proposed for multiple tenant developments. Since the Boynton Commons Corporation already has commitments with several nationally recognized tenants, it was determined that this community design plan appeal would be filed as a part of the major site plan modification submittal (see Exhibit "C" - Letter of Request). ANALYSIS One of the requirements of the PCD regulations, as well as the Community Design Plan is to provide unifying architectural elements that are carried throughout a commercial development. The limitation of number of colors used for signage is one of these architectural elements. Chapter 9 - Community Design Plan, Section 10.1.3 of Land Development Regulations states as follows: "Sign colors shall be complementary to the colors of the structure on which it is located. The number of colors used for tenant signage for multiple tenant buildings and their outbuildings and outparcels shall be limited to two, in addition to white and black. Colors of nationally registered copy of tenants within the building shall be included in this limitation. " There are several aspects of this shopping center that are uncharacteristic and warrant special consideration. First, the size of this center is quite large, approximately 213,000 square feet on 23 acres of land. Secondly, for the size of the center there are fewer tenants because the center is comprised of a combination of multiple, big box retailers (90% of the total leasable area is either big box or national chains). Thirdly, because of the layout/orientation of the multi-tenant buildings, not all the tenant signage will be visible within a single view of the center, as compared to a long, and linear strip center. Therefore, a large mixture of sign colors will be less noticeable and have less of a negative impact on the aesthetics of the center. RECOMMENDA liONS Planning and Zoning recommends approval of this community design plan appeal. Boynton Beach Boulevard Boynton Beach, Florida 33425-0310 Re: Boynton Commons peD - Community Design Appeal/Sign Waiver Dear Tambri, Today, our office will be submitting a Community Design Appeal for the purpose of receiving a waiver from the signage requirements in Chapter 9, Section 10, I. Signs, and Chapter 21, Section 2, C, of the Land Development Regulations. This will be a major site plan amendment for the site plan submittal. We are also proposing three freestanding signs, one for each ROW frontage of the project. By copy of this letter, our office giving your department required notice of this submittal. The three proposed project signs along Old Boynton Rd., Congress Ave. and Winchester Blvd., exceed the amount by one, of what the current sign code allows for a project such as this. This additional signage, can however, be requested as part of the flexibility of the Planned Commercial District. All three roadways are major roadways in the City that have existing commercial properties located on them. The addition of one freestanding sign on the third ROW will allow traffic traveling from all directions to identify the tenants within the center. This site is much different from the standard commercial property which may have frontage on one or two roads. Because this site has the visibility, and the frontage from three major roadways, the third sign is warranted. The sign requirements as outlined ~n Chapter 21, Section 2, C, require that the signage not extend above the parapet of the building. This requirement has been interpreted by the Building Department to be not higher than the roof line of the building, not including the architectural treatments that extend above this. It is our interpretation of the code that the signs will be placed on these architectural elements extending above the roofline, and would no be classified as a roof sign. The proposed signage plans do illustrate signage that extends above the roof line, but this signage is mounted on the architectural elements that extend the wall upward. These items vary from building to building but are intended to create character for the development, and to place the signage lower on the walls, would deter from this effect. 1 Ms. Tambri Hayden August 4, 1997 Page Two The last item that is part of this request is that of Chapter 9, Section 10, I. Signs, of the Community Design Plan. As you are aware, this section sets the limitations on the numbers of colors, lettering styles, and sizes that can be presented within this PCD. Boynton Commons is not the ordinary small shopping center that contains one or two anchor tenants and smaller local retail around those uses. Most of the tenants within this center could be considered anchors. Because of this, these tenants have requested that they still maintain their identity through their signage. This fact would require that we receive a waiver from these requirements. The proposed signage plans do maintain controls that will help make the center consistent in sign colors, by requiring that the limited number of colors that are being used to be the same specifications and materials for each tenant(Le. that all the reds will be the same). Yellow BACKGROUND On October 15, 1996, the site plan for the Boynton Commons PCD shopping center was approved by the City Commission. Recently, Boynton Commons Corporation has proposed numerous changes to the previously approved site plan. In general, changes are limited to reconfiguration of structures, parking, driveways, the drainage retention area location and elevations. On August 4, 1997, the major site plan modification of the approved site plan was submitted to Planning and Zoning to include a sign program for the Boynton Commons PCD (see Exhibit "B" - I Page 2 Memorandum No. 97- 515 Boynton Commons PCD - sign colors CDAP 97-005 Site Plan. Staff determined that the sign program violates Chapter 9 - Community Design Plan, Section 10.1.3 of Land Development Regulations, that allows only two colors, in addition to white and black, for signage proposed for multiple tenant developments. Since the Boynton Commons Corporation already has commitments with several nationally recognized tenants, it was determined that this community design plan appeal would be filed as a part of the major site plan modification submittal (see Exhibit "C" - Letter of Request). ANALYSIS One of the requirements of the PCD regulations, as well as the Community Design Plan is to provide unifying architectural elements that are carried throughout a commercial development. The limitation of number of colors used for signage is one of these architectural elements. Chapter 9 - Community Design Plan, Section 10.1.3 of Land Development Regulations states as follows: "Sign colors shall be complementary to the colors of the structure on which it is located. The number of colors used for tenant signage for multiple tenant buildings and their outbuildings and outparcels shall be limited to two, in addition to white and black. Colors of nationally registered copy of tenants within the building shall be included in this limitation." There are several aspects of this shopping center that are uncharacteristic and warrant special consideration. First, the size of this center is quite large, approximately 213,000 square feet on 23 acres of land. Secondly, for the size of the center there are fewer tenants because the center is comprised of a combination of multiple, big box retailers (90% of the total leasable area is either big box or national chains). Thirdly, because of the layout/orientation of the multi-tenant buildings, not all the tenant signage will be visible within a single view of the center, as compared to a long, and linear strip center. Therefore, a large mixture of sign colors will be less noticeable and have less of a negative impact on the aesthetics of the center. RECOMMENDATIONS Planning and Zoning recommends approval of this community design plan appeal. Sign Waiver Dear Tambri, Today, our office will be submitting a Community Design Appeal for the purpose of receiving a waiver from the signage requirements in Chapter 9, Section 10, I. Signs, and Chapter 21, Section 2, C, of the Land Development Regulations. This will be a major site plan amendment for the site plan submittal. We are also proposing three freestanding signs, one for each ROW frontage of the project. By copy of this letter, our office giving your department required notice of this submittal. The three proposed project signs along Old Boynton Rd., Congress Ave. and Winchester Blvd., exceed the amount by one, of what the current sign code allows for a project such as this. This additional signage, can however, be requested as part of the flexibility of the Planned Commercial District. All three roadways are major roadways in the City that have existing commercial properties located on them. The addition of one freestanding sign on the third ROW will allow traffic traveling from all directions to identify the tenants within the center. This site is much different from the standard commercial property which may have frontage on one or two roads. Because this site has the visibility, and the frontage from three major roadways, the third sign is warranted. The sign requirements as outlined in Chapter 21, Section 2, C, require that the signage not extend above the parapet of the building. This requirement has been interpreted by the Building Department to be not higher than the roof line of the building, not including the architectural treatments that extend above this. It is our interpretation of the code that the signs will be placed on these architectural elements extending above the roofline, and would no be classified as a roof sign. The proposed signage plans do illustrate signage that extends above the roof line, but this signage is mounted on the architectural elements that extend the wall upward. These items vary from building to building but are intended to create character for the development, and to place the signage lower on the walls, would deter from this effect. 1 Ms. Tambri Hayden August 4, 1997 Page Two The last item that is part of this request is that of Chapter 9, Section 10, I. Signs, of the Community Design Plan. As you are aware, this section sets the limitations on the numbers of colors, lettering styles, and sizes that can be presented within this PCD. Boynton Commons is not the ordinary small shopping center that contains one or two anchor tenants and smaller local retail around those uses. Most of the tenants within this center could be considered anchors. Because of this, these tenants have requested that they still maintain their identity through their signage. This fact would require that we receive a waiver from these requirements. The proposed signage plans do maintain controls that will help make the center consistent in sign colors, by requiring that the limited number of colors that are being used to be the same specifications and materials for each tenant(Le. that all the reds will be the same).
