NATURE OF REQUEST
Joe Lelonek of Land Design South, agent for Boynton Commons Corporation, contract purchaser of
the property located at the southwest corner of Congress Avenue and Old Boynton Road (see Exhibit
"A" - Location Map), is requesting approval of a community design plan appeal to allow additional
colors for signage proposed for the site.
The following colors, in addition to black and white, are proposed to be included in the sign program

BACKGROUND
On October 15, 1996, the site plan for the Boynton Commons PCD shopping center was approved by
the City Commission. Recently, Boynton Commons Corporation has proposed numerous changes to
the previously approved site plan. In general, changes are limited to reconfiguration of structures,
parking, driveways, the drainage retention area location and elevations.
On August 4, 1997, the major site plan modification of the approved site plan was submitted to
Planning and Zoning to include a sign program for the Boynton Commons PCD (see Exhibit "Bn .~

Site Plan. Staff determined that the sign program violates Chapter 9 - Community Design Plan,
Section 1 a.\.3 of Land Development Regulations, that allows only two colors, in addition to white and
black, for signage proposed for multiple tenant developments. Since the Boynton Commons
Corporation already has commitments with several nationally recognized tenants, it was determined
that this community design plan appeal would be filed as a part of the major site plan modification
submittal (see Exhibit "C" - Letter of Request).
ANALYSIS
One of the requirements of the PCD regulations, as well as the Community Design Plan is to provide
unifying architectural elements that are carried throughout a commercial development. The limitation
of number of colors used for signage is one of these architectural elements.
Chapter 9 - Community Design Plan, Section 10.1.3 of Land Development Regulations states as
follows:
"Sign colors shall be complementary to the colors of the structure on which it is
located. The number of colors used for tenant signage for multiple tenant
buildings and their outbuildings and outparcels shall be limited to two, in
addition to white and black. Colors of nationally registered copy of tenants within
the building shall be included in this limitation. "
There are several aspects of this shopping center that are uncharacteristic and warrant special
consideration. First, the size of this center is quite large, approximately 213,000 square feet on 23
acres of land. Secondly, for the size of the center there are fewer tenants because the center is
comprised of a combination of multiple, big box retailers (90% of the total leasable area is either big
box or national chains). Thirdly, because of the layout/orientation of the multi-tenant buildings, not all
the tenant signage will be visible within a single view of the center, as compared to a long, and linear
strip center. Therefore, a large mixture of sign colors will be less noticeable and have less of a
negative impact on the aesthetics of the center.
RECOMMENDA liONS
Planning and Zoning recommends approval of this community design plan appeal. Any conditions of
approval, imposed by the Planning and Development Board and City Commission will be included in
the final development order, a draft of which is in Exhibit "0" - Conditions of Approval.
