Ha~'.\{f;fl'/!-~ Current Planning co~ator October 3, 1996 DATE: SUBJECT: New Site Plan - 2nd Review Project: Boynton Commons Location: Southwest corner of Congress Avenue and Old Boynton Road Agent: Land Design South File No.: NWSP 96-008 The following is a list of 2nd review comments regarding the site plan review of the plans for the above-referenced project. It should be noted that the comments are divided into two (2) categories. The first category is a list of comments that identify deficiencies from the City's Land Development Regulations (L.DR.) that are required to be corrected and shown in compliance on the plans and/or documents submitted for second (2nd) review in order for the project to continue through the site plan review process. The second set of comment(s) lists recommendations that the Planning and Zoning Department staff believe will enhance the proposed development. The applicant shall understand that all documents and plans submitted for site plan review are subject to additional comments. I recommend that the applicant/agent contact me regarding questions related to the comments. If the applicant is not intending to correct code deficiencies and they request that the project remain on the review schedule identified in the attached letter they should contact me regarding the procedures, application forms, fees and submittal deadline dates for seeking relief from the code requirement. I. SITE PLAN REVIEW COMMENTS: 1. Receive unconditional sign-off by the Technical Reveiw Committe (TRC) staff on the rectified master plan drawings submitted showing compliance with the conditions of approval from the Boynton Commons rezoning (File number REZN 96-001). The plans shall receive unconditional sign-off by all TRC staff prior to plat approval. 2. To avoid a problem with the location of landscape material conflicting with the location of fire hydrants, amend the landscape plans to show and label fire hydrants not overlapping landscape material. The landscape plans depict trees occupying the same space as a fire hydrants; amend the plans accordingly. 3. Indicate on the elevation view drawings the type of material proposed for the dumpster enclosure that is identified as #22. Also identify the color of the gate material by color name, color code and manufacturer. It is recommended that the color of the gates match the color of the walls of the enclosure. 4. On sheet 08-1, 8P-1 and LP-4 extend the north end of the screen wall located west of the Walgreens tenant space to the west wall of the Walgreens building. If a wall is not appropriate for this area add a solid gate or wall and solid gate. The color of the gate shall match the color of the adjacent screen wall. 5. Prior to permits being issued for building and site signage for the project the applicant shall process a site plan review application for sign program approval. The sign program shall depict signage in compliance with the regulations specified in the sign code and community design plan. 6. Considering that the elevation view drawings for the Applebee's out-parcel building where not included with the site plan submittal, place a note on sheet 08-1 and SP-4 within the Page 2 Memorandum No. 96-510 Boynton Commons NWSP 96-008 area of the restaurant building indicating that site plan review is required for the restaurant building. Also state on the plans that the vacant site will be enclosed with a continuous curb and the area will be landscaped with lawn grass that is irrigated. 7. Modify the north elevation of the Walgreens building to comply with the community design plan regulations regarding percent of window openings for building facades that have a drive-up window. If the subject project is approved the Walgreens out-parcel building will not receive a building permit until either the north building facade complies with the code or an appeal to the code is granted by the City Commission. Application for appeals to the community design plan are submitted to the Planning and Zoning Department no later than 15 working days prior to a Planning and Development Board meeting. [LOR, Chapter 9 - Community Design Plan, Section 11.H 1 through 7] 8. Change the design of the below listed building facades to be as attractive (with increased building and/or fenestration) as the front of the building; I. north, south and west sides of the Sports Authority outbuilding; II. east and south sides of the Bed, Bath & Beyond tenant space; iii. west side of major tenant #4 and IV. add roof tile to the Video Ave out-parcel building similar to the sloped roof entrance to the Old Navy tenant space or be granted an appeal to the Community Design Plan from the city commission for the following code section; LOR, Chapter 9 - Community Design Plan, Section 11.1 To comply with this comment, it is recommended that the elevations of the buildings be changed to show additional detail such as the sloped tile roof that is shown on the fronts of the buildings. 9. Place a note on sheet OS-1, SP-1 and SP-4 indicating that when the gates for the dumpster enclosures are open they will not reduce the access aisle below the minimum width. 10. For the below listed buildings, specify on sheet OS-1 and SP-1 through SP-4 the distance between the leading edge of the building and the property line. The setback distance shall comply with the PCD setback regulations. The leading edge of the building includes extensions from the walls of the building for covered walkways, awnings, canopies and other types of overhangs: J. Walgreens - east and north sides; ii. Video Ave. - east side; ii. Bed, Bath & Beyond tenant building - north and west sides: iv. Sports Authority - south and west sides and v. Major #4 - west side [LOR, Chapter 2 - Zoning, Section 6.F.7.E] 11. Clarify drawing OS-1 and SP-4 regarding the area identified as loading area 1,160 square feet. If this area is enclosed it shall be counted as gross leasable floor area and the plan shall be modified to show the 1,160 square feet included within the existing 21,237 square feet Petsmart or all documents associated shall be corrected. 12. On drawings SP-1 through SP-4 ensure that the ten (10) foot wide peripheral greenbelt is labeled and dimensioned along the entire perimeter of the project. [LOR, Chapter 2 - Zoning, Section 6.F.7.F] 13. Identify on sheet OS-1 the number of interior parking spaces consistent with the regulations specified in the landscape code. Where applicable, modify the interior required landscape computations accordingly and landscape plans. Modify the plans to show the final determination of the parking lot variance, file number PKL V 96-005, regarding the distance an on-site access aisle is located from the right-of- way line at the west major access aisle on Old Boynton Road. Also indicate with a note on the site plan the file number, date of the final determination and a brief description of the variance. 15. Provide a copy of the city approved and executed unified control documents. 16. Modify, the note on sheet OS-1 that indicates Palm Beach County's conditions of approval regarding the county's evaluation of the traffic impact analysis, to state 40 percent of project traffic is allowed rather than 40 percent of the project is allowed. 17. To enhance the appearance of the site, it is recommended that there be decorative pedestrian lights added to the front of each outbuilding and multi-tenant building. It is further recommended that the major east/west and north/south access aisle have decorative site lighting poles line each side of the access aisle. These poles would match the design of the pedestrian poles recommended for the fronts of the buildings. 21. It is recommended that the Bed & Bath signage on the east facade of the tenant space, be omitted. 22. On sheet OS-1 dimension the width of the handicapped parking space access aisle. Also indicate that the five (5) foot wide access aisle is typical for all handicapped parking spaces. 23. On sheet SP-1 through SP-4 delineate with notes and dimensions the location of the parking spaces that have a two foot overhang into an adjacent landscape area. Also identify the width of the landscape strip. 24. At the north driveway located on Winchester Park Boulevard, show and dimension on both sides of the access aisle a 100 foot driveway access aisle. 25. On sheet SP-1 and LP-1 show and dimension the required line of site triangles at the on- site median at the Congress Avenue driveway, 26. It is recommended that the exterior colors of the walls and architectural features of the multi-tenant buildings be the same color scheme rather than being a different color, as displayed on the colored elevation view drawings of the Bed Bath & Beyond tenant space and the remainder of the building as well as the different colors displayed on the south building. This comment is not indicating that each feature shall have the same color, it is intended to recommend that the same set of colors be used throughout the multi-tenant buildings. Considering the close proximity of Major #4 and the multi-tenant building directly to the east, it is recommended that the entire south building square footage be considered as one building for purposes of exterior color. 27. Where applicable, the data identified on the site plan review application shall be modified to be compatible with the data and information that is shown and identified on the twelve (12) sets of plans that were amended to comply with staff comments for second review. 28. The content of the permit plans are subject to compliance with all applicable city code of ordinances. It is the applicant's responsibility to show compliance. The first category is a list of comments that identify deficiencies from the City's Land Development Regulations (L.D.R.) that are required to be corrected and shown in compliance on the plans and/or documents submitted for second (2nd) review in order for the project to continue through the site plan review process. The second set of comment(s) lists recommendations that the Planning and Zoning Department staff believe will enhance the proposed development. The applicant shall understand that all documents and plans submitted for site plan review are subject to additional comments. I recommend that the applicant/agent contact me regarding questions related to the comments. If the applicant is not intending to correct code deficiencies and they request that the project remain on the review schedule identified in the attached letter they should contact me regarding the procedures, application forms, fees and submittal deadline dates for seeking relief from the code requirement. I. SITE PLAN REVIEW COMMENTS: 1. Modify the plans to comply with the conditions of approval of the Boynton Commons rezoning request, file number REZN 96-001. 2. Omit all notes from the landscape plans that indicate the actual installation plans for landscaping will be submitted at a later date. The landscape plans required to be submitted with a request for site plan approval are required to meet previous conditions of approval and the regulations of the city I S landscape code. Add to the landscape plans the proper line-of-sight triangle at the intersection of Winchester Park Boulevard and Old Boynton Road, and Congress Avenue and Old Boynton Road. Also dimension and adjust the location of the line-of-sight triangles at all ingress/egresses to comply with the point of access specifications identified in the landscape code. Indicate on the drawing the overall height of the wall, type of material and color by color name, color code and manufacturer. 8. Specify on sheet SP-1 the color name, color code and manufacturer of the colors of the walls and gates proposed for the dumpster enclosures. 9. Correct the position of the site wall shown on sheet LP-1, to match the position shown on sheet SP-l and SP-3. 10. On sheet SP-4 adjust the note that identifies the location of the 6 foot tall screen wall located west of the restaurant building. 11. On sheet OS-I, SP-l and LP-4 extend the east end of the screen wall located north of the video store south to the north wall of the Video store building. 12. Submit for review, elevation view drawings of each pylon sign. Include dimensions of the sign structure and dimensions of the sign. Also include the color of the structure and sign by identifying the color by name, color code and manufacturer. 13. On each material schedule and each elevation view drawing, use a distinguishable symbol that identifies the location of each proposed color on each building. Ensure that the material schedule includes all exterior surfaces such as, but not limited to; downspout, railings, solid doors, spheres, score lines and/or raised bands, column bases and column caps. Dimension the size of all loading zones. The overall dimensions shall be consistent with Chapter 2 - Zoning, Section l1.J of the LDR. 21. For the below listed buildings, specify on sheet OS-l and SP-1 through SP-4 the distance between the leading edge of the building and the property line. The leading edge of the building includes extensions from the walls of the building for covered walkways, awnings and/or canopies and other types of overhangs: 1. Walgreens, east side; 11. Video Ave., east side; 11. Bed, Bath & Beyond, north side and iv. Sports Authority, south side [LDR, Chapter 2 - Zoning, Section 6.F.7.E] 22. On sheets SP-1 through SP-4 identify what the dashed lines represents that are shown at the fronts of the buildings. Also clarify the Bed, Bath & Beyond drawings found on OS-l and SP-1 regarding the configuration of the area of the building identified as loading area located in the northwest corner of building. 23. Add to sheet OS-I, SP-3 and SP-4 dimensions that identify the ten (10) foot wide peripheral greenbelt that is required around the perimeter of the PCD project, more specifically along the south property line of the PCD. The only improvements allowed within the peripheral greenbelt area are landscaping and, where applicable, a site wall and/or buffer wall. Omit the portion of the dumpster enclosure that penetrates the required site wall. No portion of a dumpster enclosure or loading zone shall be allowed within the peripheral greenbelt area. Amend the plans accordingly. [LDR, Chapter 2 - Zoning, Section 6.F.7.F] 24. Modify the shape and style of the signage shown on the elevation view drawings to comply with the regulations specified in the Community Design Plan. [LDR, Chapter 9 - Community Design Plan, Section 10.1.1 through 8] 25. Prepare a sign program for the PCD. The sign program shall include all building and site signage. [LDR, Chapter 21 - Sign Code, Article IV, Section 7] 26. Indicate in the site data found on sheet OS-l that there are five (5) single tenant leased outparcel buildings rather than seven (7). 27. Identify on sheet OS-l the number of interior parking spaces consistent with the regulations specified in the landscape code. If the parking lot variance for the driveway throat length located on Old Boynton is approved, reference on sheet OP-1 the date the City Commission approved the request, the project file number (PKL V 96-003) and a brief description of the approval. Add a note to the site plan indicating the conditions of approval regarding the county's evaluation of the traffic impact analysis that was submitted by the applicant. 31. Clarify on sheet OS-1 whether the two areas listed on the plan for the Sports Authority footprint and the three areas listed on the plan for Bed, Bath & Beyond are properly included, totaled and identified in the site data. II. RECOMMENDATION(S): 32. To break-up the facade of the site wall that faces Old Boynton road and Winchester Park Boulevard, it is recommended that the wall have vertical bands spaced approximately fifty (50) feet on center and a decorative cap along the top of the wall. 33. To encourage recycling, it is recommended that the dumpster enclosures be enlarged to include recycling containers. 34. To unify the design of the buildings, it is recommended that the design of the signature building entrance at the Bed & Bath & Beyond be duplicated at the entrances to Major #4, Petsmart, Old Navy, Walgreens, Applebee's and Video Ave. 35. To enhance the appearance of the site, it is recommended that there be decorative pedestrian lights added to the front of each outbuilding and multi-tenant building. It is further recommended that the major east/west and north/south access aisle have decorative site lighting poles line each side of the access aisle. These poles would match the design of the pedestrian poles recommended for the fronts of the buildings. 36. For clarity of signage regulations and future tenants in the PCD, it is recommended that the sign program be laid out as a chart using text to delineate the subsection regulations required by Section 10.1 of the Community Design Plan. If the sign program is included with the site plan submittal, the elevation drawings included with the site plan submittal shall show, with dimensions, the area on the building where all building signs will be allowed. Please note, the drawing does not need to show the sign, just the area in which the sign may be placed with specific dimensions delineating the limits of the sign area with respect to the top and bottom of the wall or fascia. A note on the chart should indicate the total area of the signage shall comply with the regulations stated in the sign code. For site signs, a site plan indicating their locations is required. The minimum site sign setback of ten (10) shall be shown and dimensioned on the plan. Elevation view drawings of the site signage are required and the drawings shall compliment the written portion of the sign program that specifies the site signage. Adjacent to where the letter style is defined by name in the sign program, include a small sample drawing of the sign style. When specifying the color names in the sign program, include the color code and manufacturer and submit samples (2" by 2") of the four (4) proposed colors including black and white. Also, when specifying the name of the sign style in the sign program, include a small sample drawing of the sign style. 37. To comply with Section 11.1 of the Community Design Plan, as described above in comment 18, it is recommended that the elevations of the buildings be changed to show additional detail such as the sloped tile roof that is shown on the fronts of the buildings. 38. To unify the design of the wall signage on Bed, Bath & Beyond and Sports Authority, it is recommended that the sign on the east side of the Bed, Bath & Beyond building be modified in shape and configuration to resemble the sign located on the east side of the Sports Authority outbuilding. 39. To reduce the possibility of defacing the site walls, it is recommended that hedges or vines be shown on the landscape plans, along the west side of the site walls located west of Bed, Bath & Beyond, Sports Authority, Walgreens, Video Avenue and Applebee's. To unify the building design and provide a covered pedestrian connection between the entrances to Majors 2,3 and 4, it is recommended that either a canopy with a sloped tile roof (similar to the building entrance shown at Barnes and Noble) with benches and trash receptacles, at grade, be added to the face of the building or a free-standing covered area with similar design be placed in the walk area between the entrances to the major tenants. 41. To enhance the visual appearance of the fronts of the buildings, it is recommended that ground cover, shrubs and or trees be added as foundation planting to the front and where applicable the sides of each building. 42. It is recommended that the Bed & Bath signage on the east facade, above the retail stores, be omitted. 43. For the presentation of the project to the Planning and Development Board and City Commission, submit to the Planning and Zoning Department eight and one-half (8 1/2) inch by eleven (11) inch transparencies of the site plan and the four (4) sheets of the landscape plans that match the amended plans submitted for second (2nd) review. 44. To compare the architectural design and landscaping of the proposed request to the adjacent properties, the applicant shall submit four (4) inch by six (6) inch colored photographs of the adjacent properties. The photographs shall be taken on the subject site outward to the adjacent property in all four compass directions. More than one photograph from each side of the property may be required to fully illustrate the architectural design and landscaping on the adjacent property. To delineate what the picture is representing, place a label on the front of the photographs identifying the compass direction with respect to the subject site. The Planning and Zoning Department staff will mount the photographs for presentations to the Planning and Development Board and City Commission. 45. Where applicable, the data identified on the site plan review application shall be modified to be compatible with the data and information that is shown and identified on the twelve (12) sets of plans that were amended to comply with staff comments. The 12 sets of amended plans, including survey, are required to be submitted no later than 5:00 PM, September 9, 1996. If the amended plans, revised application and the other required supporting documentation are submitted on September 9, 1996 the site plan review request will be presented to the Planning and Development Board on October 8, 1996 and forwarded to the City Commission on October 15, 1996 for final determination. NOTE: a. If recommendations are approved by the City Commission, incorporate them into the working drawings required for permits for the project. b.
