SUBJECT: Boynton Commons. Minor Site Plan Modification
We offer the following comments on this project:
1) Provide a South Florida Water Management District permit for the modified
stormwater system
2) Water and sewer lines to be owned and operated by the City shall be included
within utilities easement!!. (See, 26-33(a)) AU easements shall be dedicated via a
revised plat.
3) Palm trees will be the only tree species allowed within utilities easements.
Canopy trees may be planted outside of the easement so that roors and branches
will not impact those utilities within tho easement in the foreseeable future. (See,
7,5-18.1) There are still several conflicts between canopy trees and water mains,
sewer mains, and fire hydrants, which must be corrected.

I have reviewed the above plans. On the PAVEMENT MARKING AND SIGNING
PLAN there are Handicapped Access Aisles that I do not recommend. The
diagonally striped aisles also share the same area of parking aisles for vehicular
travel. The access aisles need to be cut into the curbs that lead to the Handicapped
parking spaces, not around them.

The Public Works Department has no objections to the revised site plans for Boynton
Commons. All dumpster locations meet our requirements.
Please note that all dumpsters in this plaza require a locking pin to secure gates open &
closed. Also, it is the responsibility of each store to have the gates opened and secured
on the day of pickup.

1 ST REVIEW
We have reviewed the above referenced plans and offer the following comments.
Building Division
1. The site plan and the other plan view drawings of the site do not indicate the location of the
handicapped accessible path that is required between the handicapped accessible entrances to the
north building and the existing sidewalk located within the abutting public right-of-way. Amend the
plans to identifY the location of the accessible path including specifYing the width of the path
consistent with the regulations of the Accessibility Code. Also show the accessibility path extending
to the Sports Authority building. Place a note on Sheet OS-I, SP-l, SP-2, SP-3, SP-4, 3 of7 and 4
of 7 of the Paving, Grading, Drainage plans indicating that the handicapped accessible path from the
abutting rights-of-way and handicapped parking space leading to the handicapped accessible entrance
to the building are designed in compliance with the regulations specified in the Florida Accessibility
Code for Building Construction, Section 4.1.2.m (1) thru (4).
2. Amend the pavement marking plan to show the handicapped accessible path leading from the
handicapped parking spaces to the building entrance in compliance with Section 4.6.2.1 of the Florida
Accessibility Code for Building Construction. Section 4.6.2.1 of the code states that a handicapped
person shall not be compelled to wheel behind parked vehicles. Amend the plans to comply with the
Accessibility Code. Please note that most ofthe accessible paths shown on the site plan drawings are
in compliance with the Accessibility Code.
3. Amend the plans to show consistency between the floor areas identified within the tabular data found
on Sheet OS-l and the area identified within the footprint of the tenant spaces depicted on Sheets
OS-I, SP-l, SP-2, SP-3 and SP-4. Also modifY the floor area on the existing permit plans to match
the floor areas identified on the new site plan. Clarify with notes and area computation whether the
floor area identified on the plans for Bed, Bath & Beyond includes the mezzanine shown on the
working drawings.
4. Considcring a sign program has not becn approved for the Planned Commercial Development (PCD)
property either cross out all site signage and building signage shown on the submitted plans or
remove all site and building from the drawings. If the signage is omitted by being crossed out with a
marker, initial and date all changes and properly include same in the revision section of each sheet.
[Chapter 21 - Sign Code, Article IV, Section 7]
5. Add to the site plan drawing found on Sheets OS-I, SP-l, SP-2, SP-3 and SP-4 the setback
dimensions. The setback dimensions shall be from two (2) adjacent property lines to each tenant
space. Also, add to the site plan drawings the horizontal control dimensions through all vehicle use
areas and landscapc areas. All setback and horizontal control dimensions shall comply with codc
regulations. [Chapter 2 - Zoning, Section 6.F.7.(e) and Chapter 23 - Parking Lots, Articlc 11]

6. Provide a letter from Palm Beach County Traffic Division indicating that the 40% trip threshold
specified on Sheet OS-I is no longer applicable or provide a chart accurately identifying the trip
count for each tenant including listing the maximWTI trip count approved by Palm Beach County.
7. Submit two (2) current surveys (plats) of the site.
8. The resubmittal to the Building Division shall include three (3) additional signed and sealed corrected
sets of paving, grading and drainage plans; pavement markings and signing plans; horizontal control
survey; site plan Sheets OS-I, SP-I, SP-2, SP-3, SP-4 and LP-I thru LP 7 of 7. The following
working drawings shall also be added to the three (3) additional sets of plans: irrigation plans for the
landscaping; site lighting plans, including pole drawings and photometrics; detail drawing of the
dumpster enclosures; site walls; loading zone screening walls and HRS approved water/sewer plans.
The complete package of three additional sets of corrected plans will be submitted to the Building
Division Plans Analyst with a completed permit application and associated fee. This submittal will
represent the permit review for the site work for the entire project and the construction drawings
required for the replat.
Engincering: Division
1. Provide City with Engineer's certification that drainage will conform with all rules, regulations and
codes of the City of Boynton Beach. [Chaptcr 4, Section 7.F.2.]
2. Provide a letter from L WDD stating that site modification are acceptable. [Chapter 6, Article IV,
Section 5.B.]
3. Provide City with a copy of County permits for work in County R/W. [Chapter 23, Article II.H.6.]
4. Fire lane striping and signage to be in accordance with Chapter 23, Article II.B.2. of the Land
Development Regulations.
5. Stop signs to be installed at all stop bars. [Chapter 23, Article II.B.I]
6. Handicap ramps and signs need to be shown on plans for handicap access. [Florida Accessibility
Code] [Chapter 23, Article ILK.]
7. Provide site lighting plan with photometrics in accordance with LDR Chapter 23, Article II.A.I.a.
8. Need to secure City Engineering Permit for the turn lane improvements on Winchester Park Blvd.
[Chapter 22, Article II, Section 7.A.]
9. Parking lot layout on paving and drainage plan doesn't match site plan (east side ofWalgreens and
handicap spaces on south side, north side of Retail B, east side of Barnes and Noble and Old Navy).
Nced to revise plans.
10. Locate stop sign at Old Boynton Road egress lane next to stop bar. M.D.T.C.D.
11. Providc recorded information for the drainage easement on sheet 2 of 7 of thc Paving & Drainage
Plan.
12. Show on the Paving & Drainage Plans and the Pavement Marking Plans the construction and details
for the Walgreens two lane drive-thru facility. [Chapter 23, Article II.B.I]
13. Provide a cross section of retention area along west side to show slope. [Chapter 6, Article V,
Section 4.B.2.d.]
14. On the Site Plan and the Paving & Drainage Plans show a 27' minimum or greater dimension within
all aisles. [City Standard Drawing B-900013]
15. Show on the Site Plan the proposed deceleration lanes on Congress Ave. and Winchester Park Blvd.

16. Submit a replat of the P.C.D. to conform with the revised site plan. [Chapter 5. Article V, Section

17. Need a thru lane arrow to the west of entrance island on Congress Avenue. [Chapter 23. Art.I1.B.l.]
Recommendations
I. Turn lanes on Winchester Park Blvd. that enter site are in need of restriping and need pavement
markings installed in accordance with FOOT and Palm Beach County standards as existing markings
in field are deficient.
2. Existing billboards at site need to be removed.
3. Place "Yield To Pedestrians" signs on both sides of all pedestrian paths to stores.
4. Add stop bar/sign at eastbound exit aisle just north of exit onto Winchester Park Blvd.
5. Install a single yellow stripe down the center of the major driveway connecting Congress Avenue &
Winchester Park Blvd. to delineate travel lanes. [Chapter 23, Article I1.B.I.]
6. Add a stop bar/sign at Sports Authority loading dock at intersection where traffic would exit.

2. The elevations of the "Old Navy" building are subject to the determination of
the Planning and Development Board and the City Commission regarding
Community Design Plan Appeal.
3. A formal submittal of the sign program will be required to be reviewed and
approved by the Planning and Development Board and the City
Commission, prior to sign permits being issued for the proposed tenants.
4. Eliminate the discrepancies between the total site area shown on the
application and on the site plan.
5. Submit a replat reflecting all proposed changes.
6. On the site plan indicate and label "typical parking lot depth" consistent with
the City's parking requirements.
7. Where applicable, the site plan and all permit application shall meet the
development order approval dated October 15, 1996.
8. Two copies of the amended minor site plan modification shall be submitted
