Considering the applicant did not submit for sign program approval as is required with site plan approval remove the proposed site and building signage from the plans. A subsequent site plan approval is required for the project signage. [Chapter 21 - Sign Code, Article IV, Section 7.] 2, Permit plans for the proposed project shall comply with the applicable Building, Energy and Handicapped codes. [Chapter 20 - Building, Housing and Construction Regulations] Engineering Division 1. Provide an Engineer's certification in writing that drainage will conform with all rules, regulations, codes, etc., including but not limited to, Chapter 6, Article IV, Section 5 of the LDR. Relocate the 6 parking spaces opposite the detail and oil change shops westward some 16' so that the ingress/egress opening is aligned with the opening to the south. This accomplishes safer traffic control and provides additional landscaping. 2. Regarding the curbed island on the north side of the north egress lane onto Congress Avenue; extend the island southeasterly with a smaller comer radius to establish a stopping point for southbound vehicles and to deny crossover conflicts from Congress Avenue ingress traffic. 3. Remove the two striped pedestrian crosswalks over the parking lot area. Pedestrians may infer that they have the right of way. The site plan approval is subject to approval ofthe rezoning ofthe site from C-3 to P.C.D. Recommend site plan be forwarded to Planning & Development Board upon approval of rezonmg. Submit colored elevation view drawings - a colored duplicate copy of all drawings of the elevation views of each side of all buildings and signage associated with the project. The colors shown and described on the colored elevation views shall match the colors identified on the elevation drawings submitted for site plan review, All exterior surfaces of the structure(s) shall be colored and the color name, associated color code and manufacturer identified, The type of exterior surface material shall also be identified on the drawing. The comments that identify deficiencies from the City's Land Development Regulations (L.D.R.) or previous conditions of approvals are required to be corrected and shown in compliance on the plans and/or documents submitted for second (2nd) review in order for the project to continue through the site plan review process. The applicant shall understand that all documents and plans submitted for site plan review are subject to additional comments. I recommend that the applicant/agent contact me regarding questions related to the comments. If the applicant is not intending to correct code deficiencies and they request that the project remain on the review schedule identified they should contact me regarding the procedures, application forms, fees and submittal deadline dates for seeking relief from the code requirement or previous condition of approval. 1. To determine what setbacks apply to each property line of the subject property, add a symbol and note to the site plan (sheet 1 of 2) indicating whether Congress Avenue or Woolbright Road is the front of the property. All setback dimensions shall be shown in compliance with the applicable zoning district regulations. Provide horizontal control dimensions that identify the distance each building is from all property lines including distances between buildings. The location of all buildings shall comply with the applicable building and site regulations for the subject zoning district. On sheet 1 of 2, 1 of 6, 3 of 6 and 6 of 6 show and label a symbol that represents the location and width of the building overhang and/or width of covered walkways/canopies on all buildings. On sheet 2 of 6, 4 of 6 and 6 of 6 show with notes and symbols the type of exterior finish material used for each building component including specifying the color of the material. The color or colors shall be identified by name, color code and manufacturer. To determine whether the project is required to comply with the parking lot regulations regarding major driveway improvements submit a traffic analysis that breaks down the total number of trips generated at each driveway. Where applicable, modify the driveways to comply with the parking lot regulations. [Chapter 23, Article II, Section H. 5. of the Land Development Regulations] 14. To eliminate the congestion regarding patrons exiting the north side of the site onto Woolbright Road through the drive-through lane of the proposed restaurant, it is recommended that the north driveway be modified to include a separate egress. To better serve the site it is recommended that the new egress be added as a by-pass lane to the east or side of the fast food drive through building. 15. To conceal the view of the overhead garage doors shown on the north, west and east sides of the auto repair building, it is recommended that the peripheral greenbelt required along the north, south, east and west sides of the property include, in addition to the required vehicle use area landscaping, the following landscaping: a) within the 10 foot wide greenbelt required along the north, east and west property lines install a 20" tall berm with a 4: 1 slope; b) along the Congress Avenue and Woolbright Road frontage of the project install 12 foot tall native evergreen trees spaced 40 foot on center. (The proposed trees shall be centered between the 40 foot on center trees required to comply with the landscape code vehicle use area screening, therefore, creating a 20 on center tree line along the west and north frontage of the property); c) within the green belt located along the abutting property to the north and east install 12 foot tall native evergreen trees spaced 20 foot on center; d) within the green belt located along the west, east and north sided of the property install a group of (3 to 4) 6 foot tall Wax Myrtle shrubs (full to base) or equal mid-level native evergreen shrubs spaced evenly around the proposed 40 foot and 20 foot on center 12 foot tall greenbelt trees and the required 40 foot on center vehicle use area screening trees; e) within the 25 foot wide greenbelt required along the south property line install a 36" tall berm with a 4: 1 slope; f) within the greenbelt located along the south property line install 12 foot tall native evergreen trees spaced 20 foot on center; g) within the south greenbelt install a group of (3 to 4) 6 foot tall Wax Myrtle shrubs (full to base) or equal mid level native evergreen shrubs spaced evenly around the proposed 20 foot on center 12 foot tall greenbelt trees. 16. The survey shows a 35 foot wide ingress/egress, utility easement along the south property line. This easement encroaches the required 25 foot wide perpheral greenbelt. Either relocate the existing easement outside of the greenbelt area or omit the easement. The required greenbelt and the associated landscaping shall take precedence over the existing ingress/egress, utility easement. To ensure that there is not a conflict with the location of trees in easements it is recommended that all existing and proposed easements be shown, identified and dimensioned on the landscape plan. The configuration of the site around the auto repair building depicted on the plan view drawings and the configuration of the building shown on the elevation view drawing are not consistent with the configuration of the building shown on the floor plan drawing. Amend the drawings to show consistency on all drawings. 18. Add to the submittal a roof plan drawing showing the location of the roof mounted equipment on all buildings. Identify the elevation of the top of each piece of equipment and the elevation of the top of the perimeter of each building. All roof mounted equipment shall be screened from pubic view a distance of 600 feet in all directions. Add to the elevation view drawings of each building a labeled symbol that shows the location of all of the roof mounted equipment including identifying the elevation of the top of the perimeter of the building and the top of all equipment. Where applicable amend the drawings to show compliance with the required screening. Indicate on the plans the type of screening material and specify the color. It is recommended that the color of the screening material match the color of the walls of the building and the texture and finish of the screening match the walls of the building. [Chapter 9 - Community Design Plan, Section 11. E. of the Land Development Regulations] 19. On the site plan indicate the degree of the diagonal parking spaces. Show the horizontal control dimensions for the spaces in compliance with the city standards. The control dimension of 27 feet shown on the site plan exceeds all standard city dimensions. Place a note on the site plan indicating the total trip count generated by the project and where applicable conditions of approval relating to compliance with Palm Beach County's Traffic Performance regulations. 31. It is recommended that where mulch is used for landscaping beds that the plans specify the specie of mulch be non-cypress. 32. Recommendations will be forwarded for board and commission review. If the recommendations are approved with the project, they shall be incorporated into the working drawings required for permits for the project. 33. The content of the plans are subject to compliance with all applicable city code of ordinances and previous conditions of approval. It is the applicant's responsibility to show compliance. 34. For the presentation of the project to the Planning and Development Board and City Commission, submit to the Planning and Zoning Department eight and one-half (8 1/2) inch by eleven (11) inch transparencies of the proposed site plan, landscape plan, wall and site signage. The documentation depicted on the transparencies shall match the documentation shown on the amended plans submitted for second (2nd) review. The amended plans required for 2nd review and the transparencies are required by April 14, 1997. 35. For the presentation of the project to the Planning and Development Board and City Commission, submit to the Planning and Zoning Department color samples of all exterior materials shown on the elevation view drawings of the building, wall and site signage and where applicable other site appurtenances. The color samples shall identify the color name, color code and color manufacture that matches the colors specified on the elevation view drawings submitted for second (2nd) review. The color samples are due by April 14, 1997. 36. For the presentation of the project to the Planning and Development Board and City Commission, submit to the Planning and Zoning Department elevation view drawings of the proposed buildings, site signage and building signage in Page 6 Auto Care Centers of America, Inc. NWSP 97-006 compliance with the code regulations that are colored (not mounted). The colored drawings shall specify the color name, color code and manufacturer of the colors of all proposed colors. The Planning and Zoning Department staff will mount the colored elevation view drawings for presentations to the Planning and Development Board and City Commission. The colored elevation view drawings are required by April 14, 1997. 37. To compare the proposed design of the buildings and landscaping of the proposed request to the adjacent properties, the applicant shall submit four (4) inch by six (6) inch colored photographs of the adjacent properties. The photographs shall be taken on the subject site outward to the adjacent property in all four compass directions. More than one photograph from each side of the property may be required to fully illustrate the architectural design and landscaping on the adjacent property. To delineate what the picture is representing, place a label on the front of the photographs identifying the compass direction with respect to the subject site. The Planning and Zoning Department staff will mount the photographs for presentations to the Planning and Development Board and City Commission. The photographs are required by April 14, 1997. 38. Where applicable, the data identified on the site plan review application shall be modified to be compatible with the data and information that is shown and identified on the twelve (12) sets of plans that were amended to comply with staff comments. The 12 sets of amended plans, including survey, are required to be submitted no later than 5:00 PM, April 14, 1997. If the amended plans, revised application and the other required supporting documentation are submitted on April 14, 1997 before 5:00 PM the site plan review request will be presented to the Planning and Development on May 13, 1997 and forwarded to the City Commission on May 20, 1997 for final determination. 39. Following review of the amended plans staff will prepare a staff report which includes supporting documentation regarding the request. Note: Structural drawings, wind load calculations and electrical data are not required to be submittcd with a sign program, however, a note shall indicate that such issues will be in compliance with the applicable code regulations.
