SITE DATA
Boynton Commerce Center P.I.D. is a partially constructed
development generally located in the southwest quadrant of the
intersection of 1-95 and Woolbright Road (just west of the CSX
railroad) and contains approximately 36.2 acres. Existing site
development consists of three buildings totaling approximately
208,500 S. F. with associated parking. A main entrance road,
Corporate Drive, is also existing. Exclusive right and left turn
lanes on Woolbright Road are existing at its intersection with
Corporate Drive. Parcel 3G of the proj ect has also recently
received Site Plan approval from the City for 35,715 S. F. of
manufacturing use. Proposed site development consists of
constructing three buildings totaling 228,523 S.F. The following
summary of proposed uses applies:

SITE RELATED IMPROVEMENTS
The A.M. and P.M. peak hour turning movement volumes and
directional distributions at the project entrance for the overall
development with no reduction for existing uses may be calculated
as follows:
USE TOTAL P.H.F. PEAK DIRECTIONAL DIRECTIONAL
TRIPS HOUR DISTRIBUTION DISTRIBUTION
TRIPS (% IN / OUT) (TRIPS IN/OUT)
OFFICE (68.557 S.F. + 52.125 S.F. = 120.682 S. F. )
A.M. 1536 13.8% 212 89% / 11% 189 / 23
P.M. 1536 13.1% 201 17% / 83% 34 /167
MANUFACTURING (45.705 S.F. + 35.715 S.F. = 81. 420 S. F.)

P.M. 314 19.5% 61 53% / 47% 32 / 29
WAREHOUSE (114.261 S.F. + 156.375 S.F. = 270.636 S. F. )
A.M. 1255 11. 68% 147 72% / 28% 106 / 41
P.M. 1255 15.16% 190 35% / 65% 67 /123
TOTAL A.M. : 355 / 68
TOTAL P.M. : 133 /319
The above calculations assume the existing 208,500 S. F. is 25%
office (52,125 S.F.) and 75% warehouse (156,375 S.F.). Based on
the high peak hour turning volumes, it appears the existing
exclusive right and left turn lanes on Woolbright Road at the
project entrance are warranted.
CONCLUSION
The subject parcel has 208,500 S.F. of existing uses, 35,715 S.F.
of approved but unbuilt uses, and is vested via the Palm Beach
County Municipal Vesting List for an additional 249,600 S.F. of
office and 114,275 S.F. of industrial uses (358,490 approved -
208,500 built - 35,715 recently approved = 114,275 S.F.). The
proposed development of an additional 228,523 S.F. of which 68,557
S.F. is office and 159,966 S.F. is "industrial" is permitted under
the existing vesting. This project is therefore approvable with
regard to traffic performance.

Re: Boynton Commerce Center
Master Plan Modification - MPMD97-005
Dear Mr. Lewicki:
Attached you will find the amended and revised Master Plan for Boynton Commerce Center, File
No. MPMD97..o05.
We have revised the original submittal to reflect two (2) additional office/distribution buildings in
lieu of the proposed three story office building on the north end of the project. In addition, we
have split the former Building A into two separate office/distribution buildings and have re-Iabeled
the buildings.
The intent of the developer is to develop and build an industrial center with "park like" features.
The project will provide lushly landscaped park like areas and amenities for the tenants and their
visitors to enjoy. We have provided for gathering areas, planted traffic circles and water features to
establish this phase of Boynton Commerce Center as an "oasis" for it's prospective tenants.
We have successfully addressed almost all of the comments from your initial review of this Master
Plan and that of the other departments within the City. We will provide the balance of the
requested documentation and/or plan clarifications during our site plan approval process for each
phase of development.
Please note, that the Master Plan contemplates two (2) landscape buffer variances on the north and
east property lines. The east landscape buffer variance is identical to the variance the City granted
to us for the additional parking installed at the project in 1996. This variance reduced our buffer
requirement to 3'6" along the east property line. The north landscape buffer variance request is
for a reduction to a 5'0" landscape buffer between the PID zoned property and the commercially
zoned property directly north of us. We are requesting this variance to allow for truck
maneuverability and additional parking along the northern property line and fully intend to
landscape and/or berm this 5'0" buffer area to the City's and the adjacent property owner's
satisfaction. We will be contacting the adjacent property owner regarding this request and asking
for his support in this matter.

ENVIRONMENT AL CONSULTATIONS
Dear Bill:
On Friday, December 19, 1997, you accompanied me on a site assessment ofa parcel of
land in Boynton Beach, Florida. The purpose of this site visit was to determine the plant
communities and the potential for "Listed" plant and animal species.
The site consist of approximately 18 acres of cleared well drained soils. Based on the soil
types and visual observation, this site was once probably occupied by sand pine scrub or
dry pine tlatwoods. Only a few large slash pine trees remain due to extensive clearing of
the site many years ago. There is no identifiable plant community present as defined in the
26 Ecological Communities of Florida published by the Soil Conservation Service.
Plant species observed on-site included:
Slash Pine
Cabbage Palm
Earleaf Acacia
Melaleuca
Brazilian Pepper
Woman's Tongue
Sawpalmetto
Scrub Oak
Golden Aster
Wire Grass
Saltbush
Caesar's Weed
Stining Nettle
Greenbriar
Pinus elliotii
Sabal palmetto
Acacia auriculaeformis
Melaleuca quinquinervia
Schinus terebinthifolius
Albizia lebbeck
Serenoa repens
Quercus geminata
Heterotheca subaxillariis
Aristida stricta
Baccharis halmifolia
Urena lobata
Cnidoscolus stimulosus
Smilax spp.

PAGE TWO
Prickly Pear Cactus
Sandspur
Broomsedge
Castor Bean
Spanish Needle
Opuntia humifusa
Cenchrus pauciflorus
Andropoon virginicus
Ricinus communis
Bidens bipinnata
The site includes 12 slash pines greater than 10 inches in diameter and five cabbage palms.
Utilization of these species on this site would be difficult and expensive. To accommodate
them on-site, specific planting beds for the relocation of these trees would have to be
delineated by a surveyor. Following the location of these beds, Irrigation would need to
be available so that once the trees were relocated they could be maintained. Finally the
trees could be relocated.
While this could be a potential utilization of these trees, the overall value of them and
limited quantities makes this an expensive venture with no guarantees. Instead of the
possible preservation or transplantation of these species, a fair market value for removal
cost would be $125.00 per tree.
During the site visit, a parallel pedestrian transects survey was performed to determine the
presence of any "listed" plant or animal species. Since the site has been cleared and
maintained in this condition for many years, it was believed that the only animal species
that may be present would be gopher tortoises and other burrow commensal.
Our survey did not discover any burrows within this parcel. Consequently, the utilization
of this site by gopher tortoises for nesting and or feeding is unlikely.
Should you have additional questions or require further explanation of the information in
this report, please let me know.
Sincerely,

RE: Boynton Commerce Center PID - Concurrency Status
Dear Ms. DeMarco:
In response to your request on the above-referenced issue, please be informed that, according to the
City of Boynton Beach Land Development Regulations, Chapter 1.5, Article VI. Concurrency
Requirements, the Boynton Commerce Center PID is classified as an "A-12" development order.
Based on this classification, the current master plan for this site is vested, and therefore exempt from
further concurrency review. Alternatively stated, remaining development on this site, constructed
consistent with the approved master plan, is exempt from any concurrency review and certification.
I trust I have adequately responded to your request; however, if additional information is needed please
