Existing site development consists of three buildings totaling approximately 208,500 S. F. with associated parking. A main entrance road, Corporate Drive, is also existing. Exclusive right and left turn lanes on Woolbright Road are existing at its intersection with Corporate Drive. CONCLUSION The subject parcel has 208,500 S.F. of existing uses, 35,715 S.F. of approved but unbuilt uses, and is vested via the Palm Beach County Municipal Vesting List for an additional 249,600 S.F. of office and 114,275 S.F. of industrial uses (358,490 approved - 208,500 built - 35,715 recently approved = 114,275 S.F.). The proposed development of an additional 228,523 S.F. of which 68,557 S.F. is office and 159,966 S.F. is "industrial" is permitted under the existing vesting. We have revised the original submittal to reflect two (2) additional office/distribution buildings in lieu of the proposed three story office building on the north end of the project. In addition, we have split the former Building A into two separate office/distribution buildings and have re-Iabeled the buildings. The intent of the developer is to develop and build an industrial center with "park like" features. The project will provide lushly landscaped park like areas and amenities for the tenants and their visitors to enjoy. We have provided for gathering areas, planted traffic circles and water features to establish this phase of Boynton Commerce Center as an "oasis" for it's prospective tenants. We have successfully addressed almost all of the comments from your initial review of this Master Plan and that of the other departments within the City. We will provide the balance of the requested documentation and/or plan clarifications during our site plan approval process for each phase of development. Please note, that the Master Plan contemplates two (2) landscape buffer variances on the north and east property lines. The east landscape buffer variance is identical to the variance the City granted to us for the additional parking installed at the project in 1996. This variance reduced our buffer requirement to 3'6" along the east property line. The north landscape buffer variance request is for a reduction to a 5'0" landscape buffer between the PID zoned property and the commercially zoned property directly north of us. We are requesting this variance to allow for truck maneuverability and additional parking along the northern property line and fully intend to landscape and/or berm this 5'0" buffer area to the City's and the adjacent property owner's satisfaction. The purpose of this site visit was to determine the plant communities and the potential for "Listed" plant and animal species. The site consist of approximately 18 acres of cleared well drained soils. Based on the soil types and visual observation, this site was once probably occupied by sand pine scrub or dry pine tlatwoods. Only a few large slash pine trees remain due to extensive clearing of the site many years ago. There is no identifiable plant community present as defined in the 26 Ecological Communities of Florida published by the Soil Conservation Service. Plant species observed on-site included: Slash Pine Cabbage Palm Earleaf Acacia Melaleuca Brazilian Pepper Woman's Tongue Sawpalmetto Scrub Oak Golden Aster Wire Grass Saltbush Caesar's Weed Stining Nettle Greenbriar Pinus elliotii Sabal palmetto Acacia auriculaeformis Melaleuca quinquinervia Schinus terebinthifolius Albizia lebbeck Serenoa repens Quercus geminata Heterotheca subaxillariis Aristida stricta Baccharis halmifolia Urena lobata Cnidoscolus stimulosus Smilax spp. MR. Utilization of these species on this site would be difficult and expensive. To accommodate them on-site, specific planting beds for the relocation of these trees would have to be delineated by a surveyor. Following the location of these beds, Irrigation would need to be available so that once the trees were relocated they could be maintained. Finally the trees could be relocated. While this could be a potential utilization of these trees, the overall value of them and limited quantities makes this an expensive venture with no guarantees. Instead of the possible preservation or transplantation of these species, a fair market value for removal cost would be $125.00 per tree. During the site visit, a parallel pedestrian transects survey was performed to determine the presence of any "listed" plant or animal species. Since the site has been cleared and maintained in this condition for many years, it was believed that the only animal species that may be present would be gopher tortoises and other burrow commensal. Our survey did not discover any burrows within this parcel. Consequently, the utilization of this site by gopher tortoises for nesting and or feeding is unlikely.
