Dear Mr. Kastarlak:
On behalf of Dalfen's Limited, the majority owners of Boynton Commerce Center, we are pleased
to announce plans to construct an additional 226,000 square feet of new office / light industrial
space in this great location at 1-95 and Woolbright Road. This will more than double the size of
the project!
We would be honored if you would be part of this groundbreaking ceremony. A cocktail reception
will be held at the site on Wednesday, August 26th. We anticipate a very short program with brief
remarks from you and other dignitaries, along with the ceremonial gold shovel turn of dirt to
follow.
We apologize for the short notice. The date for this event was moved-up considerably to
accommodate the travel schedules of several individuals. The reception is scheduled from 5:00
P.M. through 7 :00 P.M., with the remarks and ceremony estimated to take place at 6:00 P.M.

We have reviewed the subject plans and offer the following comments that should be addressed prior to
the project being forwarded for Board review.

Site Specific Comments
I. Add to the site plan, paving & drainage and landscape plan notes, symbols, slopes and dimensions that
will represent the location, width and slope of at least one accessible route that is required from the
abutting public street to an accessible building and/or each tenant space entrance for both buildings.
[Florida Accessibility Code for Building Construction, Section 4.3, Accessible Route]
2. Add to the site plan and paving and drainage plan notes, symbols, slopes and dimensions that will
represent the location, width and slope of the accessible route that is required from the access aisles
located at each accessible parking space to an accessible building and/or each tenant space entrance
for both buildings. [Florida Accessibility Code for Building Construction, Section 4.6, Parking and
Passenger Loading Zones]
3. Plaee a note on the paving and drainage plan indicating that the site is designed in compliance with the
Florida Accessibility Code for Building Construction.
4. Add to the elevation view drawing of both buildings the size of the proposed wall signage including
separate square footage for proposed non-word depiction signage. The total aggregate sign area shall
not exceed the area allowed by Article IV, Section 5.C. of the Sign Code. [Chapter 21- Sign Code of
the City's Land Development Regulations]
5. Amend the site plan drawing to indicate whether a site sign is proposed. Where applicable, show no
less than a ten ( 10) foot setback for the proposed sign. Also add to the drawings a detailed and
dimensioned elevation view drawing of the sign. The height and area of the sign shall comply with
the regulations found in Article IV, Section 5.B. of the Sign Code.
6. Identify the colors proposed for all signs by specifying the color name, color code and manufacturer.
Also indicate on the plan whether the signs wil1 be illuminated. Al1 signs shall comply with the sign
regulations specified in Section 10 of Chapter 9 - Community Design Plan.
7. On the site plan show, identify and dimension the location, type and width of all existing and
proposed easements.

3. If the existing east/west 10 foot Florida Power & Light easement running through and along the north
side ofthe existing 65 foot ingress/egress utility easement is in conflict with the new construction,
obtain the necessary abandonment.
4. The "Master Site Plan" shall show all proposed traffic control markings and signage and all proposed
site lighting. [Chapter 4, Scction 7.B,2. and 4.]
5. Operations Center "A" and "B" limits of construction shall inelude drainage from catch basin to the
north of building "B" to the northeast corner of wet detention area. [LOR, Chapter 4, Section 7.F.I.]
6. Add note to plans that damaged concrete sidewalk to be replaced on Corporate Drive within property
limits. [LOR, Chapter 22, Article I, Section 5.]
General Comments
1. Provide an engineer's written certification that the drainage will conform with all rules, regulations
and codes of the City of Boynton Beach, including Chapter 6, Article IV, Section 3. and Chapter 4,
Section 7.F.2.
2. All plans submitted for speeific permits shall meet the City's code requirements at time of applieation.
These permits include, but are not limited to the following: site lighting, paving, drainage, curbing,
landscaping, irrigation and traffic control devices. Permits required from agencies such as FOOT,
PBC, SFWMD, DERM, L WOO, DEP and any other permitting agency should be includcd with your
permit request.

We offer the following comments on this project:
GENERAL COMMENTS
1) All utilities easements shall be shown on the rectified landscaping drawings so that we may
determine which trees may interfere with utilities. In general, palm trees will be the only tree
species allowed within utilities easements. Canopy trees may be planted outside of the easement so
that roots and branches will not impact those utilities within the easement in the foreseeable future.
LDR Sec. 7.5-18.1 gives public utilities the authority to remove any trees that interfere with utility
services, either in utility easements or public rights-of-way.
2) Dept. of HRS permits will be required for the water and sewer systems serving this project. (Sec.
26-12)
3) Fire flow calculations will be required demonstrating the City Code requirement of 1500 g,p.m. as
stated in LDR chap. 6, Art. , Sec. 16, or the requirement imposed by insurance underwriters,
whichever is greater. (see Sec. 26-16(a)). Please submit these calculations with your HRS permit
submittal.
4) Sec. 26-34(E) of the City Code requires that a capacity reservation fee be paid for this project
either upon my request for signature on the Health Dept. application forms or within 30 days of site
plan approval, whichever occurs first. This fee will be determined based upon [mal meter size, or
expected demand.
5) Comp Plan policy 3C.3.4 requires the conservation of potable water. City water may, therefore, not
be used for irrigation where other sources are readily available.
6) Provide an engineer's written certification that drainage will conform with all rules of the City and
the South Florida Water Management District. (LDR Chap. 4, sec. 7F)
SPECIFIC CONDITIONS
1) Water and sewer lines to be owned and operated by the City shall be included within utilities
easements. Please show all existing and proposed easements on the site plan, using a minimum
width of 12 feet. Some easements were not shown. New easements shall be dedicated via separate
instrument to the City as stated in Sec, 26-33(a) of the Code.
2) LDR chap. 6, Article IV, Sec. 16 requires all points on each building will be within 200 feet of an
existing or proposed fire hydrant. Please demonstrate that the plan meets this condition, by
showing all hydrants.
3) Appropriate backflow preventers will be required on the domestic water service to the building,
and the fire sprinkler line if there is one, in accordance with Sec. 26-207.
4) A building permit for this project shall not be issued until this office has approved the plans for the
water and/or sewer improvements required to serve the project. (Sec. 26-15)
5) The waste stream from any manufacturing process must meet the City's pretreatment requirements.
A sampling point must be provided to allow monitoring of this waste stream. (Sec. 26-143, 26-147)

The following is a list of 1 st review comments regarding the site plan review of the plans for the above-
referenced project. The applicant shall understand that all documents and plans submitted for site plan
review are subject to additional comments. I recommend that the applicant/agent contact this office
regarding questions related to the comments. If the applicant is not intending to correct code deficiencies,
he should contact this office regarding the procedures, application forms, fees and submittal deadline
dates for seeking relief from the code requirement.
1. Provide clause on the survey stating that the property was abstracted for rights-of-
way and easements, as required by LOR, Chapter 4 Section 7.A.
2. On the Landscape Plan, provide a tabular summary of the planting material to
include "landscape material required by the code" category. Also, provide relevant
calculations for this category. (Chapter 7.5, Article II - Landscape Code). Note
City of Boynton Beach ordinance #89-38 Policy 404.6 states that native vegetation
species shall satisfy at least 50% of all required site landscaping.
3. Add following note to landscape plans: "All landscape shall be installed in a
workmanlike manner and according to accepted good planting procedures with
quality planting procedures with quality plant material as hereinafter."
4. Any exterior utility boxes, meters, transformers, etc. shall be screened from view
by a wall or continuos hedge as described by Chapter 9, Community Design Plan
Sec. 10.CA.
5. Any roof equipment will have to be screened from view at a distance of 600 feet. If
such equipment is planned, indicate its location and the height of the of the
equipment above roof level. Provide elevations of the structure showing the roof
top equipment and the required screening (all reduced to a small scale) and draw

in on these elevations the line-of-sight connecting the highest point of the
equipment with the eye level from a distance of 600 feet from building (LDR,
Chapter 9, Section 11.E). If necessary, provide architectural details of screening
structures.
6. On the site plan, indicate the location of the dumpster enclosure serving the
facility. Accent shrubs shall be placed around dumpster enclosure as required by
Chapter 7.5, Article 11- Landscape Code Section 5J.
7. Land Development Regulations, Chapter 4, Section 7.B.2 requires that signage
information consistent with Chapter 9 - Community Design Plan, Section 10. I. and
Chapter 21 - Sign Code, Article IV, Section 7 be provided at the time of site plan
submittal. It the information regarding size, design and color of proposed signs on
the property will not be included in the 2nd submittal of the project, another formal
submittal will be required to be reviewed by the Planning and Development Board,
prior to sign permits being issued.
8. Site lighting shall be shown on both site plan and landscaping plan as required by
LDR Chapter 4, section 7.B.2, to eliminate potential conflicts with landscape
material and existing or proposed on site easements.
9. Include on both site plan and landscape plan all existing and proposed
easements.
11. Submit color samples of all major exterior finishes. Each sample shall have
attached a label that identifies the color by name, color code and manufacturer.
The colors should be referenced from an established manufacturers color chart.
12. On elevation drawings of the second submittal, depict color code and
manufacture's name off all exterior building material.
13. Show all property lines on the site plan and label them in accordance with the
approved master plan and plat. The site plan shall encompass the entire of land
parcel (or a combination thereof) and all design considerations and calculations
shall be based upon the selected land entity.
14. Clarify whether the land will be further re-subdivided. Any future land re-
subdivision will require platting.
15. Before any permits will be issued the submitted traffic study has to be evaluated
by the Palm Beach County Traffic Division for conformance with the adopted
county's traffic performance standards.

16. On the site plan show traffic control markings.
17. Provide dimensions for parking spaces and back-up areas in accordance with the
adopted city's standards
18. Indicate the type of mulch to be used.
19. Indicate the scale the drawings are drawn to.
20. On the site plan indicate the distance between driveways.
21. Indicate the location and dimension of required off-street loading spaces.
22. Provide required site plan data calculations
23. Indicate all required and proposed setbacks
24. Indicate distances between all buildings.
25. Label the proposed use of a structure building located within the median of the
Corporate Drive
26. On the site plan distinguish graphically existing, proposed now, and proposed in
the future buildings and structures
27. Required hedge spacing shall be, at maximum, 2 feet. Amend your landscape
plans and specifications accordingly.
28. No permits will be issued until all master plan and site plan development
comments are fully rectified on the set of permit drawings.
29. The second submittal shall include detailed plans of the required peripheral
landscape buffer. After conducting a field inventory of the existing landscape
material incorporate existing vegetation in the buffer landscape plan. Identify with
a distinguishable symbol each tree to be preserved.
30. Planning and Zoning recommends that all three projects: Operation Center A,
Operation Center B and Operation Center be combined at the stage of the second
submittal into one site plan submittal. All data summary, design considerations
and other design issues shall be applied to this project as to one, cohesive
development.

Site Specific Reauirements
SHEET 3 OF 4:
1. The existing tree survey should be placed in a table form to quantify the total number of trees
on the site. There should be a statement for each tree on the table indicating which trees will
be preserved, relocated or removed / replaced on the site.
2. The areas shown on the tree survey indicated as "Heavy Brush Area" is native scrub
vegetation. This will require a flora and fauna survey. Permits from the Florida Game and
Fresh Water Fish Commission must address any protected species found on the site.
3. The flora survey results may require the preservation of 25% of all native plant communities.
SHEET L-l:
1. The areas shown on the plans as existing trees ( typ.) should be reviewed in the field and all
trees replaced which do not meet the City originally approved landscape plans.
2. The area shown on the plans as a 40 foot wide landscape buffer should be reviewed in the
field and all trees / vegetation replaced which do not meet the City originally approved
landscape plans. All exotic trees and vegetation should be removed from the 40-foot wide
landscape buffer.
3. The area shown on the plans as existing vegetation and existing Pines & Ficus trees to
remain should be reviewed in the field and all trees and vegetation replaced which do not
meet the City originally approved landscape plans.
4. The existing irrigation systems should also be reviewed in the field for items #1-#3 above.
5. The area shown on the plans as retention area was originally a created lake and may have to
be re-established in accordance with the lake planting plans and lake management document
on file with the City Department of Development. This comment also correlates with the
note on the plans on sheet 1 of 1 indicated as wet detention area.
Code Reference
The above requirements are in accordance with Chapter 7.5 Environmental, Tree protection;
Comprehensive Plan Policy 4.3.5; & Policy 4.4.4; Chapter 7.5 section 6; Chapter 7.5 Landscape.
The project should continue in the normal review process.

Find attached for your review the plans and exhibits for the above-referenced project. Please
review the plans and exhibits and transmit formal written comments to the Director of
Planning and Zoning no later than 5:00 P.M. on December 8. 1997. When preparing your
comments, please separate them into two categories; code deficiencies with code
sections referenced and recommendations that you believe will enhance the project.
Adhering to the following review guidelines will promote a comprehensive review and enable
the applicant to efficiently obtain Technical Review Committee approval:
1. Use the review standards specified in Part IV, Land Development Regulations, Site Plan
Review and the applicable code sections of the Code of Ordinances to review and
formulate comments.
2, The documents submitted for the project were determined to be substantially complete,
however, if the data provided to meet the submittal requirements is insufficient to
properly evaluate and process the project based on the review standards or the
documents show code deficiencies, additional data and/or corrections should be

requested by the reviewer by contacting Jerzy Lewicki.
3. Each comment shall reference the section of the code that is incorrectly depicted on the
documents.
4. Technical Review Committee member(s) shall identify in their comments when the plans
depict or when the location and installation of their departmental required improvements
may conflict with other departmental improvements,
5. When a TRC Member finds a code deficiency that is outside of his/her review
responsibility, the comment and the specific code section may be included in their review
comments with the name of the appropriate TRC Member that is responsible for the
review specified.
6. If a TRC member finds the plans acceptable, he/she shall forward a memorandum, within
the time frame stated above, to the Planning and Zoning Director. The memorandum shall
state that the plans are approved and that they do not have any comments on the plans
submitted for review and that they recommend the project be forwarded through the
approval process.
All comments shall be typed, addressed and transmitted to the Director of the Planning and
Zoning Division for distribution to the applicant. Please include the name and phone number of
the reviewer on this memorandum. Jerzy Lewicki will be the Planning and Zoning staff member
coordinating the review of the project.
Planning and Zoning staff will send the applicant a cover letter which includes the comment(s)
and directions to amend the plans to comply with the comments and the procedures for
resubmission, When Planning and Zoning staff receives the amended plans, we will distribute
the plans with a cover memorandum to all TRC Members for review and approval.
