INTRODUCTION
Boynton Interchange Plaza is to be located on Woolbright Road at
1-95 in Boynton Beach, Florida. (See Figure 1) Mr. Stephen J. Jarvis
retained Kimley-Horn and Associates, Inc. to update the traffic impact
analysis for a proposed 36 acre light industrial addition to the project.
Known, observed travel characteristics were utilized where possible
and one-hundred percent development and occupancy were assumed. Therefore,
the resulting traffic impact is the maximum which could be expected when
the project is completed developed.

PLANNING DATA
Land use information was provided by Walter Taft Bradshaw and
Associates. The development will consist of a community shopping center
and a motel. The characteristics of the development are listed below:

Other data collected for this project included roadway inventory
and manual traffic counts on Woolbright Road and 24 hour traffic counts
from the Palm Beach County Engineering Department.
Update data includes 36 acres of light industrial land as an addi-
tion to the area (See Figure 1).

TRAFFIC GENERATION
The traffic generation potential of the different land uses within
the proposed project was determined using traffic generation rates from
Florida DOT and Palm Beach County traffic generation reports and traffic
generation reports from the Institute of Transportation Engineers.
Based upon the estimated square footage of the commercial area,
a daily traffic generation rate of 100 trips/1,000 square feet GFA was
determined. The motel is estimated to generate 10 trips/unit/day and the
industrial area 52 trips/acre.
Utilizing these traffic generation rates, the total daily vehicle
trip end generation for the development with 100% occupancy is summarized
below:

An analysis was performed relative to the internal and external
impact of the total travel generation. It is estimated that 300 vehicle
trips (600 trip ends) will remain inside the development; thus the external
impact would be 10,272 vehicle trips daily.

DISTRIBUTION AND ASSIGNMENT
From a review of the existing and approved development in Central
Palm Beach County and considering the arterial network with its travel
time characteristics, the external traffic distribution was calculated for
the commercial, motel, and industrial trip ends. The external traffic
were summarized by major distribution direction (see Figure 1) and the
following table depicts the summary.

The distributed traffic was then assigned to the existing arterials.
The impact traffic assignment was combined with existing traffic as shown
in Figure 2. The daily two-way vehicular traffic volumes were converted
to peak hour directional volumes at the entrance to the development based

ROADWAY REQUIREMENTS
In order to assess the general roadway requirements, roadway and
entrance sections were examined to see if they had sufficient capacity to
allow operation at level of service "c" during the peak hours with the
impact of the development. All capacity calculations were carried out
following the criteria of the 1965 Highway Capacity Manual and utilizing
the "Intersection Capacity Analysis Charts and Procedures" published by
the Traffic Institute, Northwestern University. The peak hour directional
volumes shown on Figure 2 were used in the capacity analysis. Improvements
as required were assumed for final capacity analysis for the area roadways.
The following criteria were assumed for the intersection analysis:
(1) All lanes, including turning lanes are 12 feet with
high standards
(2) Five percent truck traffic occurs at peak hour
(3) Level of service "c" is achieved with the following G.C.
ratios:

Using the above criteria, the lane requirements for the entrance to
the development were determined and are shown in Figure 3 along with the
general roadway requirements in terms of number of through lanes needed.
A special analysis of the impact of the industrial area traffic was also
accomplished and the lane requirements for the entrance to serve only the
industrial development are also depicted on Figure 3.

This is to advise you that we will no longer be employed as
Architects for this project. In this regard, I will no longer
be the Owner's representative and/or agent.
I would like to point out that in response to the notice that
we received concerning the placement of, and renovation to,
t r ail e r sat t his sit e, we had n 0 know 1 e d g e w hat s 0 eve r 0 f the
Owner's actions at that time. We prepared a preliminary sketch
for the trailer placement for the Owner's review and comment
and, in fact, the Owner inadvertently left this office with the
drawing in his possession. It is for this reason that we will
assume no responsibility whatsoever for any action that will be
taken by the Owner/developer for placement of, and renovation
to, sales trailers at this site.
Carmen, I would like to take this opportunity to express my
