Site Characteristics: The subject parcel, consisting of four (4) platted lots, is vacant. There are 20 existing trees
on site including: Slash Pines (14), Sabal Palms (3), Banyan (1) and Camphor (2), The
applicant will provide a plan indicating which trees will be preserved, relocated and
removed, Staff has recommended that relocated trees be placed in the required buffer area
adjacent to the residential uses,
The developer, Bethesda Memorial Hospital, proposes to construct a surface parking lot
containing 148 parking spaces for employee use, The hospital has documented the need
for additional parking in a study prepared in August, 1999 by Kimley-Horn and Associates,
(see Exhibit "B" - Proposed Site Plan),
Proposal:
The project is also the subject of a request for a small scale land use plan amendment and
rezoning for Lots 29 and 30. The current land use and zoning for these two lots are Low
Density Residential and Single-Family Residential (R-1AA), respectively, The applicant
proposes to change these lots to Office Commercial land use and C-1 zoning to be
consistent with Lots 28 and 58,

This site plan is exempt from roadway concurrency requirements pursuant to
Boynton Beach Land Development Regulations Chapter 1.5 Sec, 4 A8. and Sec 10,
B, 2, This is a nonresidential use which will not generate more than 500 net vehicle
trips per day on a one-time or cumulative basis, within any five-year period, Parking
lots are not considered trip generators in and of themselves,
Conceptual drainage information was provided for the City's review, The
Engineering Division has no additional comments regarding drainage, Specific
drainage solutions will be finalized at time of permit review,
There is one driveway proposed for this project, which will be located on SE 24th Avenue.
The driveway width is 24 feet and will permit two-way traffic. Access will be controlled by a
gate requiring a pass card or pass code for entry,
The proposed project consists of a fenced and gated surface parking lot to include a total of
148 spaces, All spaces will be dimensioned nine feet by sixteen and one-half feet (9' x
16,5') with a one and one-half (1 Yz) foot overhang, Wheelstops will be provided, This
parking facility will serve the hospital employees on the day shift Minimum site lighting is
proposed for security purposes,
These parking spaces are considered as part of the total parking provided for the hospital.
Handicapped spaces will not be provided at this site, The required handicapped spaces are
provided across the street in the main parking lot
The landscaping of the site will fully meet code requirements when staff comments are
incorporated, A six-(6) foot masonry buffer wall is proposed where the project abuts an
adjacent residential zoning district The balance of the site will be enclosed by a six- (6)
foot white aluminum picket fence, The buffer wall will also be enhanced with landscaping
along portions of its interior, exterior, and a combination of both, It should be noted that
code allows C-1 districts to be buffered by either a continuous wall or hedge, and the
subject project proposes both, Several of the existing trees on site will be relocated along
the landscape buffer adjacent to the residential areas. Enhanced landscape treatments are
provided at the corners of the site along Seacrest Boulevard and at the entrance located on
SE 24th Avenue.
Site regulations will be fully met when staff comments are incorporated into the permit
drawings, No buildings will be constructed on this site,
Community Design: The design of the parking lot will be compatible with the surrounding area through the use
of color coordinated buffer walls and fencing and landscape buffering from adjacent road
rights-of-way and residential land uses, The applicant has provided enhanced landscaping
at the corners of the property and at the driveway entrance to further buffer street views,
Tree placement on site will also help to screen the parking lot lighting from the adjacent
residential property to the east

RECOMMENDATION:
Staff recommends that this site plan request be approved, subject to the comments included in Exhibit "C" -
Conditions of Approval and the approval of the land use amendment and rezoning to commercial designations for
Lots 29 and 30, The Technical Review Committee (TRC) recommends that the deficiencies identified in Exhibit
"C" be corrected on the set of plans submitted for building permit.
