The amended plans for Bethesda Memorial Hospital Parking Expansion, New Site Plan have
been submitted for final sign-off by the Technical Review Committee. Four (4) sets of plans,
each requiring your unconditional signature, are available for review in Planning and Zoning. A
copy of the originally reviewed plans, staff comments and development order are available for
your use to perform the review.
Please review and sign-off each of the four- (4) sets of plans, NO LATER THAN 5:00 P.M., May
19, 2000. If the plans are not in compliance with your staff comments or City regulations, do not
sign the plans but only indicate the memorandum number where your comments are
documented. To facilitate the sign-off process, please resubmit written comments addressed to
the Planning and Zoning Director, NO LATER THAN 5:00 P.M., May 19, 2000

PROJECT DESCRIPTION
Project/Applicant: Bethesda Memorial Hospital Parking Lot
Agent: Russell Morrison, Kimley-Horn and Associates, Inc.

Location: On Southeast 24th Avenue, :t 100 feet east of its intersection with Seacrest Boulevard
File No: Land Use Amendment/Rezoning (LUAR 00-001)
Property description: Vacant property consisting approximately of 0.48 acres, classified Low Density
Residential with a density bonus for ACLF if approved as a conditional use, and
zoned Single Family Residential (R-IAA).
Proposed change/use: To reclassify the subject property from Low Density Residential to Office
Commercial, and rezone from Single Family Residential (R-IAA) to Office and
Professional Commercial (C-I).
Adjacent Land Uses and Zoning:
North: Right of Way of SE 24th Avenue, then farther north developed medical offices classified Office
Commercial with C-I zoning
South: Developed single family homes classified Low Density Residential with R-1AA zoning
East: Developed single family homes classified Low Density Residential with R-IAA zoning
West: Vacant property under common ownership with the subject parcels classified Office Commercial
with C-1 zoning, then farther west, the right of way of Seacrest Boulevard.
PROJECT ANALYSIS
The criteria used to review Comprehensive Plan amendments and rezonings are listed in Article 2, Section 9,
Administration and Enforcement, Item C. Comprehensive Plan Amendments: Rezonings. The criteria are
required to be part of a staff analysis when the proposed change includes an amendment to the Comprehensive
Plan Future Land Use Map.
a. Whether the proposed rezoning would be consistent with applicable comprehensive plan policies
including but not limited to, a prohibition against any increase in dwelling unit density exceeding
50 in the hurricane evacuation zone without written approval of the Palm Beach County
Emergency Planning Division and the City's risk manager. The planning department shall also

recommend limitations or requirements, which would have to be imposed on subsequent
development of the property, in order to comply with policies contained in the comprehensive
plan.
According to the Comprehensive Plan Future Land Use Support Document, under the "Discussion of Supply
and Demand for Commercial Land" the following is recommended:
"The Future Land Use Plan which is proposed for the City and area to be annexed by the City will
accommodate all of the anticipated demand for commercial land through build-out. Therefore, the
City should not change the land use to commercial categories, beyond that which is shown on the
proposed Future Land Use Plan, except for minor boundary adjustments, small infill parcels, or
commercial uses of a highly specialized nature, which have special location or site requirements,
and therefore cannot, be easily accommodated on already designated commercial areas" (emphasis
added), and
Policy 1.19.6 of the Land Use Element reads:
"The City shall not allow commercial acreage which is greater than the demand which has been
projected, unless it can be demonstrated that the additional commercial acreage would not require the
proportion of commercial acreage on the City's Future Land Use Map to exceed the proportion of
commercial acreage on the Palm Beach County Future Land Use Map. The City shall not allow
commercial unless a particular property is unsuitable for other uses, or a geographic need exists
which cannot be fulfilled by existing commercially-zoned property, and the commercial use would
comply with all other applicable comprehensive plan policies." (emphasis added)
Because of the size of the parcel under consideration, the Florida Department of Community Affairs classifies
this amendment as a "small scale" amendment. The proposed amendment would provide a unified zoning with
parcels to the west that are also owned by Bethesda Hospital and would allow for the development of a parking
lot for the Hospital. Need for the additional parking spaces is documented in a "In-house Parking Study for
Bethesda Memorial Hospital" prepared by Kimley-Horn and Associates in August 1999. Technically,
commercial land use is being added to the Future Land Use Plan map; however, as ancillary parking for the
hospital it is of a highly specialized nature.
b. Whether the proposed rezoning would be contrary to the established land use pattern, or would
create an isolated district unrelated to adjacent and nearby districts, or would constitute a grant
of special privilege to an individual property owner as contrasted with the protecrion of the public
welfare.
The proposed rezoning would not create an isolated district, but would relate to the adjacent lands to the wesr
under the same ownership, and would coincide with the eastern extent of similar zoning on the north side of
SE 24'" Avenue.
c. Whether changed or changing conditions make the proposed rezoning desirable.
No conditions have actually changed which now justify the proposed rezoning. The subject acreage is
necessary to create a site of sufficient size to make the project feasible.
d. Whether the proposed use would be compatible with utility systems, roadways, and other public
facilities.

The proposed rezoning would represent no increases in potential impacts upon city utility systems. With
respect to traffic impacts, parking lots do not have any inherent trip generation porential; however, by utilizing
the highest trip generating land use that can be reasonably expected on the property, the applicant indicates that
the projected net daily increase in traffic is 53 trip ends per day for the property. With respect to solid waste,
the Solid Waste Authority, in a letter dated January 6, 1999, has stated that adequate capacity exists to
accommodate the county's municipalities throughout the lO-year planning period. Lastly, drainage will also be
reviewed in detail as part of the review of the site plan and must satisfy all requirements of the city and local
drainage permitting authorities.
e. Whether the proposed rezoning would be compatible with the current and future use of adjacent
and nearby properties, or would affect the property values of adjacent or nearby properties.
The proposed rezoning represents a minor extension of existing commercial zoning district located directly
west of the subject parcels. It is consistent with the established land use pattern. For the properties to the
south and east of the subject parcels, the applicanr proposes to install a six (6) foot high wall and landscaping
between those properties and the proposed parking lot, and position trees between the adjacent properties and
site lighting to ameliorate any negative effects.
f Whether the property is physically and economically developable under the existing zoning.
Yes, under the existing zoning, two single-family dwellings could be constructed. With approval as a
conditional use, an adult congregate living facility could be constructed.
g. Whether the proposed rezoning is of a scale which is reasonably related to rhe needs of the
neighborhood and the city as a whole.
The proposed rezoning represents a portion of a site that is proposed for a parking area and currently
appropriately zoned. Furthermore, given the role the hospital has in the community, the subject rezoning and
development of the adjacent property would represent a positive contribution to the needs of the
neighborhood, the city, and, given the wide service area of Bethesda Hospital, the community at large.
h. Whether there are adequate sites elsewhere in the city for the proposed use, in districts where
such use is already allowed.
The subject rezoning is directly related to needs specific to the hospital; sites elsewhere in the city would not
meet those needs.
CONCLUSIONS/RECOMMENDATIONS
As indicared herein, this request is consistent with the intent of the Comprehensive Plan; will not create
additional impacts on infrastructure that have not been anticipated in the Comprehensive Plan, will be
compatible with adjacent land uses, and will contribute to the overall economic development of the City.
Therefore, staff recommends that the subject request be approved.

Bethesda Hospital is proposing to modify the parking lot plan which was reviewed at the last TRC
meeting. The modification consists of a proposed chain link fence to go along the property line on
Seacrest and SE 24th Ave. The applicant will be in the P & Z office tomorrow morning at 9:00AM to
present this change. As TRC has been cancelled, I would appreciate your attendance at this meeting
with Bethesda to review and comment on the proposed revision. The meeting will be in the P & Z
conference room. They would like to maintain their current review time frame and this meeting may
permit them to do that.

Comments:
1. All utilities easements shall be shown on the rectified landscaping drawings
so that we may determine which trees may interfere with utilities. In
general, palm trees will be the only tree species allowed within utility
easements. Canopy trees may be planted outside of the easement so that
roots and branches will not impact those utilities within the easement within
the foreseeable future. LDR Section 7.5-18.1 gives Public Utilities the
authority to remove any trees that interfere with utility services, either in
utility easements or public rights-of-way.
2. Comp Plan policy 3C. 3.4 requires the conservation of potable water. City
Water may not, therefore, be used for irrigation where other sources are
readily available.
3. Provide an engineer's written certification that drainage will conform to all
rules of the City in the South Florida Water Management District. (LDR
Chapter 4, Section 7F)
4. Provide drainage calculations showing the amount of rainfall to be retained
on site. Please be advised, lacking a positive outfall to surface waters, this
site must contain, at a minimum, the total rainfall from a 3 year, 72 hour
storm event. In addition, discharges from the site must not cause or
contribute to flooding of structures during rain events up to and including

Construction states "buildings with multiple accessible entrances shall have
accessible parking spaces dispersed and located closest to the accessible
entrance" .
17. Add a labeled symbol to the site plan. The symbol shall represent and
delineate the path of travel of the accessible route that is required between
the new accessible parking spaces and the accessible entrance door to the
building. Identify on the plan the width of the accessible route. (Note: the
minimum width required by the code is forty-four (44) inches). Add, text
that would indicate that the symbol represents the accessible route and the
route is designed in compliance with Section 4.3 (Accessibility Route) and
4.6 (Parking and Passenger Loading Zones) of the Florida Accessibility
Code for Building Construction. The symbol represents the location of the
path of travel, not the location of the detectable warning or other pavement
markings that are required to be installed along the path. Please note that at
the time of permit review the applicant shall provide detailed documentation
on the plans that will verify that the accessible route is in compliance with
the regulations specified in the Florida Accessibility Code for Building
Construction.
18. Add to the site plan drawing a labeled symbol that represents the location of
the proposed site lighting poles. Add the following notes to the plan:
a) State that the locations of the site lighting poles are conceptual.
b) State that the site lighting will be evaluated for code compliance at
time of permit review.
c) State that the proposed site lighting fixtures will illuminate the site
consistent with the specifications identified in the Parking Lot Code.
d) Identify the overall height dimension of the site lighting pole and
fixture. (Note: The overall height of the pole/fixture shall not exceed
the height limitations of the zoning code.)

Ihhe plans refer to a December 1996 parking expansion plan that provided
the required standard and handicapped parking spaces needed to serve the
hospital use. Provide parking calculations in tabular form that breaks down
the chronological approvals including the 1996 parking expansion with a
description of how the current on site parking plan meets the standard and
accessible parking requirements. If the current parking areas do not support
the specific use, the additional 148 spaces shall be located on the same lot or
within 300 feet measured along the nearest pedestrian walkway. (Ch.2,
Sec. I I, Par.1.2)

the calculations stated above show that the current hospital sites accessible

Bethesda Hospital is proposing to modify the parking lot plan which was reviewed at the last TRC meeting. The
modification consists of a proposed chain link fence to go along the property line on Seacrest and SE 24th Ave.
The applicant will be in the P & Z office tomorrow morning at 9:00AM to present this change. As TRC has been
cancelled, I would appreciate your attendance at this meeting with Bethesda to review and comment on the
proposed revision. The meeting will be in the P & Z conference room. They would like to maintain their current
review time frame and this meeting may permit them to do that.

All utili . es easements shall be shown on the re ified landscaping drawings
so that we ay determine which trees may i rfere with utilities. In
general, pal trees will be the only tree sp ies allowed within utility
easements. Ca opy trees may be plante outside of the easement so that
roots and branch will not impact th e utilities within the easement within
the foreseeable fut e. LDR Sectio 7.5-18.1 gives Public Utilities the
authority to remove y trees th mterfere with utility services, either in
utility easements or pu lie rig s-of-way.

Water may not, therefore e used for irrigation where other sources are
readily available.
Provide an engineer' written rtification that drainage will conform to all
rules of the City i the South Flo 'da Water Management District. (LDR

on site. P ase be advised, lacking a po 'tive outfall to surface waters, this
site mu contain, at a minimum, the total infall from a 3 year, 72 hour
storm vent. In addition, discharges from tn site must not cause or
con Ibute to flooding of structures during rain vents up to and including

the chr ological approvals inc/ ding the 1996 parking expansion with a
descripti of how the current n site parking plan meets the standard and
accessible arking requirem ts. If the current parking areas do not support
the specific e, the additio al148 spaces shall be located on the same lot or
within 300 fee easured long the nearest pedestrian walkway. (Ch.2,
Sec. I I, Par.1.2)
I. ADA parking requ' e nts are based on overall parking counts per use. If
the calculations s ted a ve show that the current hospital sites accessible
parking does n exceed tH ADA requirements by five spaces, then provide

following steps listed below, and bring all documents to the TRC scheduled for April 4, 2000.
I. Revise your plans incorporating all comments listed herein, including the addition of
notes on plans to confirm response to general statements/ comments, and bring 10 copies

copied for staff review. If plans will not be fully revised and brought to the scheduled TRC
meeting, contact Lusia Galav in this office by the Thursday prior to the scheduled meeting date.
Projects deviating from the original schedule are eligible for review at subsequent meetings,
which are held every Tuesday. To reschedule, contact Blythe Williamson, by the Thursday prior
to the Tuesday TRC meeting that you desire to attend. The remainder of the review schedule

Ifthe plans are reasonably complete and all significant comments are addressed following TRC

Comments:
1. All utilities easements shall be shown on the rectified landscaping drawings
so that we may determine which trees may interfere with utilities. In
general, palm trees will be the only tree species allowed within utility
easements. Canopy trees may be planted outside ofthe easement so that
roots and branches will not impact those utilities within the easement within
the foreseeable future. LDR Section 7.5-18.1 gives Public Utilities the
authority to remove any trees that interfere with utility services, either in
utility easements or public rights-of-way.
2. Comp Plan policy 3C. 3.4 requires the conservation of potable water. City
Water may not, therefore, be used for irrigation where other sources are
readily available.
3. Provide an engineer's written certification that drainage will conform to all
rules of the City in the South Florida Water Management District. (LDR
Chapter 4, Section 7F)
4. Provide drainage calculations showing the amount of rainfall to be retained
on site. Please be advised, lacking a positive outfall to surface waters, this
site must contain, at a minimum, the total rainfall from a 3 year, 72 hour
storm event. In addition, discharges from the site must not cause or
contribute to flooding of structures during rain events up to and including
the 100-year storm event. ( LDR Chapter 6, Art. IV, Section 5 )

Chapter 4 , Section 7.R
7. Locate the 6-foot CBS walls in relation to the property lines. LDR Chapter
4, Section 7.R
8. Specify that there is no signage associated with the subject parking lot.

9. Provide a landscape plan as specified in the LDR Chapter 4, Section 7.e.
10. Correct the backup distances from 24 feet to 27 feet throughout the site in

Chapter 4, Section 7.F.
12. Show a four foot wide sidewalk along each street to the ends of the property
lines. Specify that the sidewalk shall be 6 inches through the driveways.

14. Change the title ofthe drawing from Conceptual Plan to Site Plan.
15. Add to the site plan the building or building(s) the parking lot will serve.
Identify on the plan the location of the handicap accessible entrance door to
the buildings(s).
16. Identify on the site plan the location of the handicap accessible parking
spaces. The quantity of the spaces shall be consistent with the regulations
specified in the Florida Accessibility Code for Building Construction. The
accessible parking space(s) that will serve a use shall be located on the
shortest safely accessible route of travel from adjacent parking to an

Construction states "buildings with multiple accessible entrances shall have

17. Add a labeled symbol to the site plan. The symbol shall represent and
delineate the path of travel ofthe accessible route that is required between
the new accessible parking spaces and the accessible entrance door to the
building. Identify on the plan the width ofthe accessible route. (Note: the
minimum width required by the code is forty-four (44) inches). Add, text
that would indicate that the symbol represents the accessible route and the
route is designed in compliance with Section 4.3 (Accessibility Route) and
4.6 (Parking and Passenger Loading Zones) ofthe Florida Accessibility
Code for Building Construction. The symbol represents the location of the
path of travel, not the location of the detectable warning or other pavement
markings that are required to be installed along the path. Please note that at
the time of permit review the applicant shall provide detailed documentation
on the plans that will verify that the accessible route is in compliance with
the regulations specified in the Florida Accessibility Code for Building
Construction.
18. Add to the site plan drawing a labeled symbol that represents the location of
the proposed site lighting poles. Add the following notes to the plan:
a) State that the locations of the site lighting poles are conceptual.
b) State that the site lighting will be evaluated for code compliance at
time of permit review.
c) State that the proposed site lighting fixtures will illuminate the site
consistent with the specifications identified in the Parking Lot Code.
d) Identify the overall height dimension of the site lighting pole and
fixture. (Note: The overall height ofthe pole/fixture shall not exceed
the height limitations ofthe zoning code.)

PLANNING AND ZONING

20. The plans refer to a December 1996 parking expansion plan that provided
the required standard and handicapped parking spaces needed to serve the
hospital use. Provide parking calculations in tabular form that breaks down
the chronological approvals including the 1996 parking expansion with a
description of how the current on site parking plan meets the standard and
accessible parking requirements. If the current parking areas do not support
the specific use, the additional 148 spaces shall be located on the same lot or
within 300 feet measured along the nearest pedestrian walkway. (Ch.2,
Sec.ll, Par.I.2)
2 I. ADA parking requirements are based on overall parking counts per use. If
the calculations stated above show that the current hospital sites accessible
parking does not exceed the ADA requirements by five spaces, then provide

(NWSP 00-003) NEW SITE PLAN 1ST REVIEW COMMENTS
1. On the Site Plan add a general note that all plans submitted for specific permits shall meet the City's
code requirements at time of application. These permits include, but are not limited to the following:
site lighting, paving, drainage, curbing, landscaping and irrigation. Permits required from other
permitting agencies, such as FDOT, PBC, SFWMD, DERM, LWDD, DEP and any others, shall be
included with the permit request.

2. Provide the proposed locations of site lighting..lll'l specified in LDR Chapter 4, Section 7.B.
3. Locate the 6' CBS walls in relation to the property lines. LDR Chapter 4, Section 7.B.
4. Specify that there is no signage associated with the subject parking lot. [LDR Chapter 4, Section
7.B.]
5. Provide a landscape plan as specified in LDR Chapter 4, Section 7.C.
6. Correct the backup distances from 24' to 27' throughout the site in conformance with City Standard
Drawing B-90013.
7. Provide a drainage plan and an engineer's certification as specified in LDR Chapter 4, Section 7.F.
8. Show a four foot wide sidewalk along each street to the ends of the property lines. Specify that the
sidewalk shall be 6" through the driveways. [LDR Chapter 23, Article II.P. and Chapter 22, Article
I, Section 5.]
9. The plans are incomplete and the data provided is insufficient to properly evaluate and process the
project based on review standards. A meeting with the applicant prior to resubmittal is
recommended.

Find attached for your review the plans and exhibits for the above-referenced project. Please review the
plans and exhibits and transmit formal written comments or e-mail to Doris Marttila and I no later
than 5:00 P.M. on March 10. 2000, please separate them into two categories; code deficiencies
with code sections referenced and recommendations that you believe will enhance the project.
Adhering to the following review guidelines will promote a comprehensive review and enable the
applicant to efficiently obtain Technical Review Committee approval:
1. Use the review standards specified in Part IV, Land Development Regulations, Site Plan Review
and the applicable code sections of the Code of Ordinances to review and formulate comments.
2. The documents submitted for the project were determined to be substantially complete, however,
if the data provided to meet the submittal requirements is insufficient to properly evaluate and
process the project based on the review standards or the documents show code deficiencies,
additional data and/or corrections should be requested by the reviewer by contacting Lusia
Galav, or myself.
3. Each comment shall reference the section of the code that is incorrectly depicted on the
documents.
4. Technical Review Committee member(s) shall identify in their comments when the plans depict or
when the location and installation of their departmental required improvements may conflict with
