Dear Ms. Heyden:
As requested by our Client, Mr. Michael Morton. we are writing to provide our certification of the
current parking count existing on the Home Deport site, after the completion of new access drive.
This drive was approved and constructed concurrently with the new Burger King location at the
northeast corner of Woolbright Road and Southwest 81h Street.
According to our Master Plan, the Home Depot and Garden center parking requirements are for
518 spaces total. To date. including those spaces removed to accommodate the new access drive,
521 spaces remain. Therefore. no further parking additions are required at this tirne. In
conclusion, the ..temporary" spaces shown north of the Garden Center. on our driveway permit
drawings, will then not actually be required until the recently approved Discount Auto and Food
Court sites are constructed. Only at that time will the "temporary" spaces be required.

Plasti-Line, Inc. plant. Only replacement parts will be supplied without cost during this period.
EXCEPTIONS: Fluorescent tubes, incandescent bulbs, neon tubing and rotating units are not covered. Failed ballasts and transformers are to be
exchanged locally. This warranty does not cover costs for inspection, removal of defective parts,or the installation of replacement parts.
GENERAL CONDITIONS
Any additional warranties which may be provided by the component suppliers are passed on to the buyer, F.O.B. Plasti-Line plant,
which does not include conversion, labor or installation.
Freight damages and subsequent claims are the sole responsibility of the buyer, except when delivered to Plasti-Line installation representatives.
The provisions of this warranty shall not apply in event of misuse. negligence or destruction, willful or otherwise, or alteration in any
way without authorization from Plasti-Line, Inc.

Dear Michael Morton:
The City of Boynton Beach has completed its first review of the documents submitted for
the above-referenced project. Attached are comments made by the reviewing departments
during their initial review of your project.
In order to complete the review process, the site plan and documents must be amended
to comply with these comments within 90 days of the date of this letter. (If amended plans
are not submitted in 90 days, a new application fee will be required.) When there are
comments made by the reviewers that you feel are not applicable to the approval of the
project or will be addressed separately and you have not amended the plans to comply
with the comment(s), you must prepare written explanation for each comment stating why
the comment is not applicable and return the explanation with the amended plans and
documents.
After amending the plans and documents, please submit twelve (12) complete sets
(including surveys) of the plans to the Planning and Zoning Department. When the
amended plans and documents have been submitted to the Planning and Zoning
Department, they will be distributed to the reviewing departments for second review and
recommendation to the appropriate boards for approval or denial (see attached meeting
schedule). A recommendation for denial will be made if there are major comments that
have not been addressed on the resubmitted plans.

The following list and information is provided as a checklist to ensure that the submittal of amended plans
and documents is substantially complete for review. Turning in this list and the appropriate plans and
documents will enable the submittal to be efficiently checked prior to being accepted by the Planning and
Zoning Department.
Project Name: Burger King Restaurant - Shoppes of Woolbright (File No. NWSP 96-009)
1. Submit an amended Site Plan Review/Conditional Use application form that reflects the changes
that were made as a result of amending the plans and documents to comply with the Code of
Ordinances and the Technical Review Committee comments. A copy of the original form with a
distinguishable symbol identifying the change(s) may be submitted or a completed new form with
the changes identified. If there are no changes required to be documented on the application
form, a letter from the applicant stating same must be turned in with the amended submittal.
2. Submit twelve (12) assembled and complete sets of plans and documents, including surveys that
show compliance with the Code of Ordinances and comments made by the Technical Review
Committee. Two (2) of the sets shall have the appropriate legible raised seal and signature of the
designer responsible for the drawing(s). Plans and documents shall be assembled in twelve (12)
individual complete packages with the title of the project on all pages and/or sheets and each
page or sheet numerically numbered such as the following example: 1 of 3, 2 of 3, 3 of 3.
3. Submit color photographs of the buildings on the site that are to remain in their existing condition
and photos of existing buildings that are located on the sites that abut the perimeter of the subject
property. The minimum size is 5" by 7". Each photograph shall be labeled to identify the location
of the existing structures with respect to the location of the proposed project. If the abutting
property is vacant photographs are not required.
4. Submit colored elevation view drawings - a colored duplicate copy of all drawings of the elevation
views of each side of all buildings and signage associated with the project. The colors shown and
described on the colored elevation views shall match the colors identified on the elevation
drawings submitted for site plan review. All exterior surfaces of the structure(s) shall be colored

surface material shall also be identified on the drawing. The colored elevation drawings shall
have compass direction or title of the side of the building identified. The title block of the original
drawing shall be shown. The maximum size is 24" by 36". Do not submit on board of any kind.
5. Submit color samples as an example of the proposed colors. Each sample shall have attached
a label that identifies the color by name, color code and manufacturer. The colors should be
referenced from an established color chart.
6. Submit a 81/2" x 11" transparency of the landscape site plan drawing to be used on an overhead
projector at board meetings.

I have reviewed the above plans and make the following recommendations:
- This site is accessed from one ingress/egress. It is also complicated by an immediate 180 degree
right turn upon entering the site. This area is traffic concern due to stacking at the drive-up line.
I would recommend moving the drive-through "Order Station" closer to the building. It appears to
be approximately 47 feet from the north wall of the building. I would recommend it be no further
than 30 feet from the north wall of the building. This would allow more vehicle stacking and would
it out of the congested area of the ingress/egress.
- The plans show a "proposed ingress/egress road (by others)". The road does not appear to
connect to Home Depot property. My question is, will this road continue through to Home
Depot, or be a dead end at their property?
- The Handicapped signs shown on sheet C-6 of the plans have improper wording. "TOW
A WAY ZONE & FINE TO $250.00" should not be included. Recommended wording _
"HANDICAPPED PARKING BY PERMIT ONLY". Refer to the A.D.A. manual for further
guidelines.

Staff has reviewed the above referenced project and offer the following comments:
1. Please provide flow demand to justify water meter size.
2. Palm Beach Health Department permits may be required, (Sec. 26.12).
3. A Capacity Reservation Fee will be required within thirty (30) days of
Commission approval or upon request for my signature on the HRS/DEP
permit applications. The fee amount will be determined based upon meter
size or expected demand, (Sec. 26-34[E]).
4. Plan shall show location of all utility easements, existing or proposed,
(Sec. 26.33(a)).
5. Only palm trees will be permitted in utility easements, (Sec. 26.33(a)).
6, Provide fire flow test indicating the flow available with a residual pressure of at
lease 20 psi (1500 gpm @20psi commercial), (Chapter 6, Art, IV, See, 16),
7, City water will not be supplied for irrigation. Please show water source and
location on your plans, (City Compo Plan, Policy 3C.3.4).
8. Utilities requests a meeting with the project engineer/owner to discuss location
of proposed water and sanitary sewer mains.

The proposed site of the dumpster location referenced above is unacceptable to the Public
Works Department. The angle of the enclosure will not allow the truck the turning radius
needed for entry. The proposed site would also require the truck to back into the drive thru
entrance which would be an extreme safety hazard.
Suggested locations would be the northwest comer or the southeast comer.

The following is a list of 1 st review comments regarding the site plan review of the plans
for the above-referenced project. The applicant shall understand that all documents and
plans submitted for site plan review are subject to additional comments. I recommend that
the applicant/agent contact me regarding questions related to the comments. If the
applicant is not intending to correct code deficiencies, he should contact me regarding the
procedures, application forms, fees and submittal deadline dates for seeking relief from
the code requirement.
1. The approved master plan for Woolbright Place PUD shows a vehicular system
connection between SW 8th St. and Home Depot property just north of the
Burger King property. Extend the access drive north of the subject property
eastward to connect it with the Home Depot property.
2. The approved master plan indicates a median cut within SW 8th Street, just west
of the access drive to the Burger King property. Amend the drawings to include
the modified median as approved.
3. The access to the Burger King lot contains conflicting traffic movements at the
entrance to the property. It is recommended that the entrance to the Burger King
lot be redesigned to alleviate potential traffic congestion at the entrance.
4. The stacking lane for vehicles awaiting ordering can accommodate only (2) two
vehicles. The access to this lane is additionally limited by the problems as
described in the above comment. It is recommended that the stacking lane in
front of the ordering station be redesigned to accommodate more vehicles.
5. Proposed signs must meet the setback requirements of 10 feet. Also, provide
elevation view drawings of the signs and specify their height, size and colors.
The proposed signage requires a submittal of a revised master sign program for
the Woolbright PCD.
6. Any roof top equipment will have to be screened from view at a distance of 600
feet. If such equipment is planned, indicate its location and the height of the
equipment above the roof level. Provide elevations of the structure showing the
roof top equipment and the required screening (all reduced to a small scale) and
draw in on these elevations the lines-of-sight connecting the highest point of the
equipment with the eye level from a distance of 600 hundred feet from the
building. Take into consideration the elevation change on the 1-95 westbound
ramp (Woolbright Road).
7. Move the two handicap parking spaces to an alternative location that would
allow provision of the required 27 feet back-up space.
8. Chapter 23 of the LDR, Parking Lot Regulations, Article II.HA requires that an

unobstructed space of 18 feet be provided between the side of a parking stall
and an interior driveway. The angular parking spaces immediately west of the
entrance to the site do not meet this requirement. Amend the parking layout to
accommodate this requirement.
9. Chapter 9 of the LDR, Community Design Plan, requires that no drive-up
windows shall be located on a building facade that faces a public or private
street, unless several requirements are met as outlined in adopted City
Commission ordinance No. 096-31. Alter your drawings to comply with the
requirements of the ordinance.
10. On the Landscape Plan, Sheet 11 of 14, amend the tabular summary of the
planting material to include a "landscape material required by the code"
category. Also, provide relevant calculations for this category. For the
landscape buffer adjacent to the right-of way, provide perimeter distances of the
parcel for which the landscape buffer material is being calculated.
11 . Incorporate the above calculation into the tabulation of the landscape material
provided for the site. All native species shall be distinguished from non-native
species with a recognizable symbol.
12. Indicate the spacing proposed for trees and shrubs. Note that the required trees
in landscape buffers adjacent to right-of-ways shall be spaced a maximum of
40 feet o.c.
13. Remove trees, other than palms, from utility easements.
14. A continuous hedge shall be provided in all landscape buffers adjacent to rights-
of way. The buffer along the southern property line is missing.
15. On the Site Plan, sheet 1 of 14 and on Landscape Plan, Sheet 11 of 14, indicate
the width of the required peripheral greenbelt. The requirement for the PCD
zoning district is 10 feet.
16. On the Landscape Plan, Sheet 11 of 14, show proposed landscape material
within the required peripheral greenbelt.
17. Submitt to the Planning and Zoning Department a presentation board containing
samples of all exterior buildil'"!g materials to be used for construction with the
submittal of amended drawings.
18. The approved master plan requires that two deceleration lanes be provided for
vehicular traffic on S.W. 8th Street as it approaches the access road to the subject
property from the north and the south. Alter the median within the S.W. 8th Street
to reflect these requirements of the master plan.
19. Submit a rectified master plan showing compliance with the conditions of approval
prior to the City Commission meeting.
