The Public Works Department will be unable to service the dumpster location as shown
on the site plan. City code number 10-26, A. requires that there be clear ingress and
egress to all dumpster locations. The plans shows a loading ramp that obstructs clear
ingress and I was unable to find a side view drawing of the ramp to know if we can drive
across it.

Staff has reviewed the above referenced project and offer the following comments:
I. Sanitary Sewer Service as shown has insufficient cover.
2. Palm Beach Health Department permit may be required, (Sec. 26-12).
3. Plan shall show location of all utility easements, existing and proposed,
(Sec. 26.33(a)).
4. City water will not be supplied for irrigation. Please show source and location
on your plans, (City Compo Plan, Policy 3C.3.4).
5. Fire hydrants shall be within 200' of all points on every commercial building,
(Chapter 6, Art. IV, Sec. 16).
6. Palm trees will be the only tree species allowed within utility easements. Canopy
trees may be planted outside of the easement so that roots and branches will not
impact those utilities within the easement in the foreseeable future, (Sec. 7.5-18.1)
It is our recommendation that the plan proceed through the review process.

Engineering Division
1. Excavation and/or fill permits will be required. Chap.8, Art.I, Sec.2, pg.8-l
2. All plans submitted for specific permits shall meet the City's code requirements at time
of application. These permits include, but are not limited to the following; site lighting,
paving, drainage, curbing, landscaping, irrigation and traffic control devices. Permits
required from agencies such as the FDOT, PBC, SFWMD, L WDD, FPL and any other
permitting agency shall be included with your permit request. Chap. 1, Art.!, Sec.6,
par.A, pg.1-3
3. Provide certification by Developer's Engineer that drainage plan complies with all City
codes and standards. Chap.6, Art.V, Sec.5A, pg.6-7 and Chap.23, Art.IIF, pg.23-8.

The topography sheet for the above project indicates that there are four Cabbage Palms and one
large Strangler Fig tree on the property.These trees should be preserved in place or relocated to a
greenspace on the site. These trees should be shown on the landscape plan. [Environmental,

Find attached for your review the plans and exhibits for the above-referenced project.
Site Plan Review approval for this project will be granted by the City Commission. This
project has been authorized by the city manager's office to be expedited.
Therefore, plans and exhibits need to be reviewed and formal written comments
transmitted to the Planning and Zoning Department no later than 5:00 P.M. on
April 10. 1997. The comments shall be separated into two categories. The first
category comments with code sections referenced and the second category
references recommendations that you believe will enhance the project.
If you believe the plans are substantially complete with regards to code
compliance and that your outstanding comments and/or recommendations may
be addressed at time of permit review rather than requiring the applicant to
prepare amended plans for a 2nd submittal indicate in your 1st review written
comments that you recommend the project proceed to the Planning and
Development Board and City Commission for approval. If you recommend the
project move forward for approval with one review, please attach the 1st review
plans to your written comments, with the exception of the Development
Department which may retain the plans as the control plans for the project.
Adhering to the following review guidelines will promote a comprehensive review and
enable the applicant to efficiently obtain Technical Review Committee approval:
1. Use the review standards specified in Part III, Land Development Regulations,
Chapter 4, Site Plan Review, Section 8 of the Code of Ordinances to review and
formulate comments.
2. The documents submitted for the project were determined to be substantially
complete based on the submittal requirements identified in Section 7 of the Site

Plan Review Ordinance. However, if the data provided to meet the submittal
requirements is insufficient to properly evaluate and process the project based
on the review standards or the documents show code deficiencies, additional
data and/or corrections should be requested by the reviewer through the
Planning and Zoning Department.
3. Each comment shall reference the section of the code that is incorrectly depicted
on the documents.
4. Technical Review Committee member(s) shall identify in their comments when
the plans depict or when the location and installation of their departmental
required improvements may conflict with other departmental improvements.
5. When a TRC member finds a code deficiency that is outside of his/her review
responsibility, the comment and the specific code section may be included in the
review comments with the name of the appropriate TRC member that is responsible
for the review specified.
6. If a TRC member finds the plans acceptable, he/she shall forward a memo, within
the time frame stated above, to the Planning and Zoning Director stating that the
plans are approved with no comments and with a recommendation that the project
be forwarded through the approval process.
All comments shall be typed, addressed and transmitted to the Director of the Planning and
Zoning Department for distribution to the applicant. Please include the name and phone
number of the reviewer on this memo. Jerzy Lewicki will be the Planning and Zoning
Department staff member coordinating the first review of the project.
The Planning and Zoning Department will send the applicant a cover letter which includes
the comment(s) and directions to amend the plans to comply with the comments and the
procedures for resubmission. When the Planning and Zoning Department receives the
amended plans, they will distribute the plans with a cover memo to all TRC members for
review and approval.

BOYNTON BEACH COOL CARE
TRAFFIC IMPACT ANALYSIS
INTRODUCTION
It is proposed to construct 42,000 SF of industrial space in the City of Boynton Beach. The site
is located on Thor Drive east of Congress Avenue (Exhibit 1). Access to the site is via a
driveway connection to Thor Drive. The proposed buildout of this project is 2002. The purpose
of this analysis is to determine if the proposed project is in compliance with the Traffic
Performance Standards, Article 15 of the Palm Beach County Unified Land Development Code.
EXISTING TRAFFIC CONDmONS
Existing (1996) 24-hour average daily traffic volumes provided by the Metropolitan Planning
Organization of Palm Beach County are shown on Exhibit 2 for the surrounding roadway
network. Peak hour volumes, also shown on Exhibit 2, were determined by factoring the
average annual daily traffic volumes by a "K" factor of9.3%. Existing roadway laneages, daily
service volumes and levels of service are also shown on this exhibit. Congress Avenue is a six
(6) lane divided facility throughout the study area.
ROADWAY IMPROVEMENTS
The FY 97-2001 Transportation Improvement Program from the MPO of Palm Beach County
was reviewed to determine if any roadways within the study area are scheduled to be improved.
No study area roadways are scheduled for improvements.

FUTURE BACKGROUND TRAFFIC
In order to properly account for future traffic conditions, historic growth trends and committed
development traffic in the area must be analyzed. Historic growth data for the last three years
was examined for the surrounding area and is shown on Exhibit 3. Historic growth rates along
Congress Avenue are negative, but a growth rate of I % will be applied to these links to provide
a more conservative analysis.
In projecting future traffic conditions, growth from committed developments in addition to
historic growth needs to be examined. The major projects list published by Palm Beach County
was used to identify major projects within the area. The Delray Park of Commerce was
identified, but is not projected to have a 10% impact on the study area roadways within the
buildout time frame of the proposed development.
TRIP GENERATION
Section 10.8 of the Palm Beach County Unified Land Development Code, Fair Share Road
Impact Fees was reviewed to determine acceptable trip generation rates. Peak hour trip
generation rates were obtained from the Institute of Transportation Engineers (ITE), Trip
Generation, Fifth Edition. Daily, AM and PM peak hour trips associated with the project are
shown on Exhibit 4.
In determining compliance with requirements of the Traffic Performance Standards, the daily
trip generation of 293 was utilized. Based on this daily trip generation, the Test 1 radius of

development influence is one-half mile and the Test 2 radius includes only the directly accessed
link of Congress Avenue.
TRIP DISTRIBUTION AND ASSIGNMENT
In order to determine the impact of the proposed development's traffic on the surrounding
roadway network, a directional distribution was developed to be used in assigning traffic
volumes associated with the project. Existing travel patterns were examined. Exhibit 5 shows
the overall assignment of daily, AM and PM peak hour traffic for the proposed development.
LINK TEST (fEST 1)
The first step in this analysis was to identify if any roadway links required to be analyzed are
projected to operate below adopted levels of service. Exhibits 6A, 6B and 6C show future daily
and peak hour traffic conditions respectively for the analyzed roadway links. No roadway links
within the Test 1 radius are projected to operate below the adopted level of service standards on
an average daily or peak hour basis. Therefore, the requirements of Test 1 are met.
MODEL TEST (fEST 2)
The next step in the analysis was to determine if the proposed development meets the
requirements of Test 2 of the Traffic Performance Standards. The directly accessed link of
Congress Avenue from Lake Ida Road to 23 Avenue is not a Test 2 deficiency, therefore, the
proposed development meets the requirements of Test 2.

INTERSECTION ANALYSIS
In addition to the Link Test and Model Test, major intersections for which a project adds more
than 10% of the total traffic on any link connecting a major intersection must also be analyzed.
In analyzing the proposed development's impact in the study area, no intersections meet this
requirement. AM and PM peak: hour project driveway volumes are provided on Exhibit 7.
CONCLUSIONS
This analysis shows that the proposed development meets all of the requirements of the Traffic
Performance Standards of Palm Beach County.
