Staff has reviewed the above referenced project and offer the following comments:
I. Palm Beach Health Department permit for the proposed water main will
be required, (Sec. 26.12).
2. City water will not be supplied for irrigation. Please indicate your proposed
water source and location on the plan, (City Compo Plan, Policy 3C.3.4).
3. Plan shall show location of all utility easements, existing and proposed,
(Sec. 26.33(a)).
4. Please relocate the proposed fire line backflow preventor downstream ofthe
proposed fire hydrant.
5. A Reservation Fee of$ 2106.72 is due within Thirty (30) days of
Commission approval or upon request for my Signature on HRS/DEP forms,
(Sec. 26.34 [ED.
6. The Utilities Department suggests a meeting with the project engineer to discuss
plans for HRS permit application.
It is our recommendation that the plan proceed through the review process.

review the Wall and Site Signage for compliance with the sign code and provide written
comments to the Planning and Zoning Director by 5:00 P.M., May 6, 1996. The

Project: Cracker Barrel Old Country Store
Location: Tract "B" of Shoppes of Woolbright PCD on northeast corner
of Woolbright Road and Southwest 8th Street.
Agent: Louis R. Campanile of CCL Consultants, Inc.
File No.: NWSP 96-004
The following is a list of 1st review comments regarding the site plan review of the plans
for the above-referenced project. It should be noted that the comments are divided into
two (2) categories. The first category is a list of comments that identify deficiencies from
the City's Land Development Regulations (L.D.R.) that are required to be addressed prior
to Planning Board and City Commission approvals. The second set of comment(s) lists
recommendations that the Planning and Zoning Department staff believe will enhance the
proposed development. The applicant shall understand that all documents and plans
submitted for site plan are subject to additional comments. I recommend that the
applicant/agent contact me regarding questions related to the comments. If the applicant
is not intending to correct code deficiencies and they request that the project remain on the
review schedule identified in the attached letter they should contact me regarding the
procedures, application forms, fees and submittal deadline dates for seeking relief from the
code requirement.
I. SITE PLAN REVIEW COMMENTS:
1. On the survey map, Sheet 1 of 1, the zoning district line
between the PCD and the PUD, being the northern property line is depicted
incorrectly. This line is actually located approximately 130 feet north, on the
church's property. Amend the plans to reflect the correct location of the
zoning district line. Adjust the location of the 25 feet landscape perimeter
buffer and the 6 feet high buffer wall, if necessary Also, indicate anticipated
use of the 130 feet strip of land to the north. The recommendation section
of this document describes three possible scenarios for the use of this land.
2. File a plat for the entire development of the PCD property east of Southwest
8th Street in accordance with the city's Land Use Regulations, Chapter 5 -
Platting. Eliminate an unusable, southernmost portion of the Cracker Barrel
property by attaching it to the Race Track parcel.
3. The settlement agreement between the City and the developer requires
construction of the 6 feet high buffer wall along zoning district line dividing
the PCD and the PUD. The location of the buffer wall shown on the
Landscape Plan, Sheet LP-l, should be amended accordingly. Also, indicate
this location on the Site Plan, Sheet 1 of 1.
4. On the survey map, Sheet 1 of 1, the numerical scale is incorrectly indicated.
Correct the survey and eliminate inconsistencies between the actual scale of
the drawing and the depicted numerical scale.
5. Provide information regarding landscape berm along the western property
line. According to the settlement agreement the berm should be elevated five
(5) feet above the bank of the canal on its Leisureville side. Include on the
survey elevation data on the other side of the canal showing compliance with
the conditions of the settlement agreement.

6. Provide inventory of the planting material on the top of the berm. The lack
of this information precludes determining whether the conditions of the
settlement agreement regarding landscaping of the berm are met. Additional
comments may be generated when the inventory is submitted.
7. Modify the sign program for the Shoppes at Woolbright to include signage
for the Cracker Barrel site. The most recent version of this sign program
does not include a sign for the proposed restaurant.
8. On Sheet A-4 identify color of all exterior building materials to be used for
construction. Depict their color codes and manufacturer's name. Also, a
colored elevation drawing showing all elevations is required to be submitted
for presentation of the project at city meetings. Submit drawings as required
per Land Development Regulations, Chapter 4 - Site Plan, Section 7.D.2.
Additional comments may be generated when the required colored elevations
are submitted.
9. Provide samples of all exterior building materials to be used for construction.
10. On Sheet C-1, Site Plan indicate the width of the northern portion of the
restaurant.
11. On the Site Plan, indicate traffic control markings within the vehicular
roadway system.
12. Land Development Regulations, Chapter 4 - Site Plan, Section 7.E requires
the following information be provided in a tabular form:
Total gross project area by acreage and square footage and net
buildable area in acres and square feet.
Square footage and percentage distribution of the total project site,
including areas proposed for landscaped open space, vehicular use
areas, other paved areas, building coverage and total coverage.
Height of buildings
13. Rename Site Grading Plan to Drainage Plan and modify information
regarding elevations and flow arrows as it relates to the storm water
management. Provide relevant water quality and quantity calculations
meeting the city drainage standards.
14. If the buffer wall is to remain at its proposed location indicate its setback
distance from the northern property line as required per Chapter 2 - Zoning,
Section 4.L. Also, eliminate collision of said wall with the established on the
site easements or apply for a relief from this requirement.
15. City's Landscape Code, Article II, Section D.1 requires a tree to be planted
every 40 feet within the landscape strip between the abutting right-of-way
and the off-street parking area. At least fifty (50) percent of these trees have
to be native Florida species. Also, required amount of hedge planting should
be represented by fifty (50) percent of native Florida species. Amend the
landscape plans appropriately to show compliance with these requirements.
16. City's Landscape Code, Article II, Section E requires a 2.5 feet strip of land
between the side lot line of the adj acent property and a vehicular use area.
This perimeter landscaping should be planted with a four (4) to six (6) foot
hedge. Create required perimeter landscaping along the southern property
line.
17. Remove proposed planting material from the right-of-way of Southwest 8th
Street. Landscape Code, Article II, Section D states that the planting
material should be located between vehicular use area and adjacent right-of-
way.

submitted elevations in accordance with the above code provisions.
II. RECOMMENDATIONS
22. The 130 feet strip of land to the north of the Cracker Barrel location can be:
combined with the Cracker Barrel parcel - this solution would require
the buffer wall relocation to the common line of the PUD and PCD
boundaries,
combined with the church's property - it would require the submittal
of a plat, rezoning application and land use amendment,
left alone as a separate lot - it is not a desirable solution due to the
depth of the lot versus its very narrow frontage and existing easements
that would limit development potential of this parcel.
It is the recommendation of the Planning and Zoning Department that the
130 feet of land will be combined with the Church's property. It would also
require the buffer wall relocation to the common line of the PUD and the
PCD.
23.
Coordinate landscape plan features of the site with the landscape design
scheme of the Racetrac project that is located south of the subject site. This
recommendation would achieve uniformity of the sites within the PCD even
though the existing and new building designs are not harmonious.
24.
For each of the submitted set of drawings provide a cover sheet containing
index of sheets.
NOTE:
If recommendations are approved, they shall be incorporated into the
working drawings required for permits for the project.

The following is a list of 1st review comments regarding the site plan review of the
plans for the above-referenced project. It should be noted that the comments are
divided into two (2) categories. The first category is a list of comments that identify
deficiencies from the City's Land Development Regulations (L. D. R.) that are
required to be addressed prior to Planning Board and City Commission approvals.
The second set of comment(s) lists recommendations that the Planning and Zoning
Department staff believe will enhance the proposed development. The applicant shall
understand that all documents and plans submitted for site plan are subject to
additional comments. I recommend that the applicant/agent contact me regarding
questions related to the comments. If the applicant is not intending to correct code
deficiencies and they request that the project remain on the review schedule
identified in the attached letter they should contact me regarding the procedures,
application forms, fees and submittal deadline dates for seeking relief from the code
requirement.
I. SITE PLAN REVIEW COMMENTS:
1. On the survey map, sheet 1 of 1, the zoning district line
between the PCD and the PUD, being the northern property line is
depicted incorrectly. This line is actually located approximately 130
feet north, on the church 1 s property. Amend the plans to reflect the
correct location of the zoning district line. Adjust the location of the
25 feet landscape perimeter buffer and the 6 feet high buffer wall, if
necessary Also, indicate anticipated use of the 130 feet strip of land to
the north. The recommendation section of this document describes
three possible scenarios for the use of this land.
2. File a plat for the entire development of the PCD property east of
Southwest 8th Street in accordance with the city's Land Use
Regulations, Chapter 5 Platting. Eliminate an unusable,
southernmost portion of the Cracker Barrel property by attaching it to
the Race Track parcel.
3. The settlement agreement between the City and the developer requires
construction of the 6 feet high buffer wall along zoning district line
dividing the PCD and the PUD. The location of the buffer wall shown
on the Landscape Plan, Sheet LP-1, should be amended accordingly.
Also, indicate this location on the Site Plan, Sheet 1 of 1.
4. On the survey map, Sheet 1 of 1, the numerical scale is incorrectly
indicated. Correct the survey and eliminate inconsistencies between
the actual scale of the drawing and the depicted numerical scale.
5. Provide information regarding landscape berm along the western
property line. According to the settlement agreement the berm should
be elevated five (5) feet above the bank of the canal on its Leisureville
side. Include on the survey elevation data on the other side of the
canal showing compliance with the conditions of the settlement
agreement.
6. Provide inventory of the planting material on the top of the berm. The
lack of this information precludes determining whether the conditions
of the settlement agreement regarding landscaping of the berm are met.
Additional comments may be generated when the inventory is
submitted.

7. Modify the sign program for the Shoppes at Woolbright to include
signage for the Cracker Barrel site. The most recent version of this
sign program does not include a sign for the proposed restaurant.
8. On Sheet A-4 identify color of all exterior building materials to be used
for construction. Depict their color codes and manufacturer's name.
Also, a colored elevation drawing showing all elevations is required to
be submitted for presentation of the project at city meetings. Submit
drawings as required per Land Development Regulations, Chapter 4 -
Site Plan, Section 7. D . 2. Additional comments may be generated when
the required colored elevations are submitted.
9 . Provide samples of all exterior building materials to be used for
construction.
10. On Sheet C-1, site Plan indicate the width of the northern portion of
the restaurant.
11. On the Site Plan, indicate traffic control markings within the vehicular
roadway system.

Upon review of the above mentioned project, the following list of
comments must be' addressed in order to conform with the Boynton
Beach Sign ordinance.
1. Reduce the size of Pylon sign "A" to conform with the
siz~ requirements of the Sign Code. Pylon sign "A"
exceeds the 80 square foot maximum allowed by 51.75
square feet. Indicate the setbacks distance from the
leading edge of the sign to two adjacent property lines.
2. Reduce the size of Pylon Sign "B" to conform with the
size and height requirements of the sign code.
Pylon sign liB" exceeds the 80 square foot maximum by 90
square feet, also this sign is twenty (20) feet taller
than allowed. Indicate the setbacks distance from the
leading edge of the sign to two adjacent property lines.
3. Reduce the size of the wall signage for the Horne Depot
to conform with the size requirements of the Sign Code.
Proposed wall signage for the Horne Depot tenant is 720
square feet, that would be 656 square feet over the 64
square foot maximum allowed by the code.

4. Free standing or Pylon sign may identify the project

5. The sign drawings submitted with the plans for final
sign-off shall match in every respect the drawings
approved by the City Boards during the approval process
of the sign program. All sign material and supporting
structure shall have the colors by name, color number,
and manufacturers name identified on the drawings.
6. Please be advised that the code requirements and
guidelines for signs erected under sign programs in
planned districts, are to set forth general guidelines
for the size, height, location and setbacks, and to
establish continuity for signs in these planned
districts. These guidelines allow for flexibility with
respect to type, color, number, location (exclusive of
set backs) and design of signs. Furthermore, signs in
this planned district may have more restrictive size,
height, and setback guidelines imposed, depending upon
the specific condition of the planned district. (See

Find attached for your review the plans and exhibits for the
above-referenced project. Site Plan Review approval for this
project will be granted by the City Commission. To ensure that
the project stays on line with the review time frame stipulated
by the court order, I request that the plans and exhibits be
reviewed and for.mal written comments transmitted to the Director
of the Planning and Zoning Department no later than 9:00 A.M. on
March 26, 1996. Do not return plans and exhibits. Retain same
for the review of the amended plans (second review).
Adhering to the following review guidelines will promote a
comprehensive review and enable the applicant to efficiently
obtain Technical Review Committee approval:
1. Use the review standards specified in Part III, Land
Development Regulations, Chapter 4, Site Plan Review,
Section 8 of the Code of Ordinances to review and formulate
comments.
2. The documents submitted for the project were determined to
be substantially complete based on the submittal
requirements identified in Section 7 of the Site Plan Review
Ordinance. However, if the data provided to meet the
submittal requirements is insufficient to properly evaluate
and process the project based on the review standards or the
documents show code deficiencies, additional data and/or
corrections should be requested by the reviewer through the
Planning and Zoning Department.
3. Each comment shall reference the section of the code that is
incorrectly depicted on the documents.
4. Technical Review Committee member{s) shall identify in their
comments when the plans depict or when the location and
installation of their departmental required improvements may
conflict with other departmental improvements.

5. When a TRC Member finds a code deficiency that is outside of
his/her review responsibility, the comment and the specific

forward a memo, within the time frame stated above, to the
Planning and Zoning Director stating that the plans are
approved and they do not have any comments on the plans
submitted for review and recommend the project be forwarded
through the approval process.
All comments shall be typed, addressed and transmitted to the
Director of the Planning and Zoning Department for distribution to
the applicant. Please include the name and phone number of the
reviewer on this memo. Michael E. Haag will be the Planning and
Zoning Department staff member coordinating the 1st review of the
project.
The Planning and Zoning Department will send the applicant a cover
letter which includes the comment(s) and directions to amend the
plans to comply with the comments and the procedures for
resubmission. When the Planning and Zoning Department receives the
amended plans, they will distribute the plans with a cover memo to
all TRC Members for review and approval.
