Mayor Taylor called the meeting to order at 6:35 p.m. Following the invocation. Mayor Taylor led the Pledge

Mayor Taylor requested the addition to two items under X-New Business. They will be:

Comm1ssioner Tillman moved to approve the agenda as amended. Commissioner Jaskiewicz seconded the
motion which earned 4-0.
Mayor Taylor announced that Commissioner Bradley is out of town.

were requested to put together a nonbinding advisory committee made up of members of the community
being servIced by the Police Department. The following people made up the committee:
Steve Sills - Principal of Congress Middle School
Mrs. Anna Noe. Chief Prosecutor, Delray Beach Branch of State Attorney's Office
Maurice Rosenstock. representing the local court system
Mrs. Claudia Kirk Barto. Palm Beach County United Way
Marshall Gage. Police Chief - City of Boynton Beach
The Police Department selected technology as the area of application for the funds. They specifically
targeting mobile computing in order to expedite report writing in the field, immediately loading them into the
records management system and accessing FCICMCIC which is a state-wide and nation-wide criminal
information system. This technology has been available for a few years. but the department did not have
funds available for it.
The Police Department is hopeful that this program will cut report writing time in half for officers in the field.
freeing up time for more road patrol. improve report writing accuracy and research capabilities. free up air
time on a radio frequency that is drastically clogged with talk. and the freeing up of derical staff inside the
department to be utilized for other department tasks.
The committee met on June 26 to review the recommendation. There was a considerable amount of
discussion. and the commIttee unanimously agreed to support the department in this endeavor. They made
a recommendation to move forward with the proposal.
The last requirement of this program requires a public hearing. If there are no objections. there are no other
reqUIrements other than to move forward with this project.
MAYOR TAYLOR ANNOUNCED THE PUBLIC HEARING. THERE WAS NO ONE PRESENT WHO
WISHED TO SPEAK ON THIS ISSUE.
Chief Gage thanked the committee for their input. The department will move forward with this project
immediately. Chief Gage confirmed for Mayor Taylor that no action from the Commission was required.
Mayor Taylor thanked the commIttee for their work on this project

WHEREAS, Dee Monette of GiI Hyatt Construction, agent for Harry
Hamilton Trustee, the owner of the property has requested the abandonment
of a twenty (20) foot wide alley located just west of lots 3 and 4 of Block 1 of
the Lake Addition to Boynton Beach subdivision, in connection with the
Enterprise Rent-A-Car Conditional Use request; and
WHEREAS, comments have been solicited from the appropriate City
Departments, and public hearings have been held before the City's Planning
and Development Board cl1d the City Commission on the proposed
abandonment; and
WHEREAS, based on the foregoing information, the said alley to be
abandoned no longer serves any useful purpose.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY
COMMISSION OF THE CITY OF BOYNTON BEACH, FLORIDA THAT:
Section 1. The City Commission of the City of Boynton Beach,
Florida by and through its City Commission, does hereby abandon a twenty
(20) foot wide alley located just west of lots 3 and 4 of Block 1 of the Lake
Addition to Boynton Beach subdivision, in connection with the Enterprise
Rent-A-Car Conditional Use request, as depicted on the attached Exhibit "A",
located in the City of Boynton Beach, Florida.
Section 2. The Mayor and City Clerk are hereby authorized and
directed to execute and deliver the attached Disclaimer and cause the same
to be filed in the Public Records of Palm Beach County, Florida.
Section 3. This Resolution shall take effect immediately upon
passage.

Abandonment of a portion of a 20 foot Alley dedicated by
the Plat of Lake Addition to Boynton Florida according to the
plat thereof, recorded in Plat Book 11, Page 71, of the Public
Records of Palm Beach County, Florida, said abandonment
being more particularly described as follows:
Commence at the East Quarter Corner of Section 21,
Township 45 South, Range 43 East; thence North 000 00'
00" East along the centerline of Martin Luther King, Jr.,
Boulevard (A.K.A. Northeast 10th Avenue), a distance of 1.60
feet, more or less, to the point of intersection with the West
Line of Block 1, of said Plat of LAKE ADDmON TO
BOYNTON FLORIDA, EXTENDED; thence South 070 37'30"
West a distance of 151.31 feet, more or less, to the

In accordance with the City of Boynton Beach, Florida, Code of Ordinances,
specifically Chapter 19, Section 19-17, "Plan Required", includins Chapter 5,
Article X, "Boynton Beach Parking Lot Regulations", Section 5-142 includve,
the applicant for the above referenced project shall submit the following plan
revisions, information and technical data.
1. The applicant shall provide a photometric plan depicting the level of
illumination within the parking facility. Lighting systems shall be photo-
cell activated and plan submissions shall comply with the requirements as
set forth in Section 5-142(a). "Required Lighting". including Section 5-l42(g),
"Lighting Standards".
2. Provide handicap stall striping details which conform to th~ requirements set
forth in the Department of Community Affairs Accessibility Requirements Manual
(lastest edition). Section 5-l42(k), "Handicap Requirements".
3. Provide raised continuous concrete curbing where parking stalls abut landscaped
areas in accordance with Section 5-142(e) , "Required Curbing". Curbing shall
be interrupted to f~ilitate stormwater drainage into grassed areas.

4. Clearly depict u~on the submitted plans, the proposed vehicle display area.
The display area shall not block the ingress/egress aisle nor encroach upon
the 27 feet free backup area for the designated standard and handicap stalls
as specified within Section 5-142 appendix.
5. Federal Highway shall be posted with standard Department of Transportation
approved (No Parking) signage in accordance with the State of Florida,
Department of Transportation's "Roadway and Traffic Design Standards".

6. The specified lighting system contains luminaires with the equivelent of
1.000 watts and in order to abate glare, the lighting system should be modified
in order to limit glAre. Standards and luminaires types shall be modified to
utilize energy efficient fixtures with an approximate wattage of 400 watts.
Additionally, light poles should be located outside of the subject easement
area. Factors to be ,'onsidered by committee in review.
7. The Engineering Department recommends that the applicant provide proof ~f ~
Building Per.t for the addition that is encroaching upon a public dedIcated
rights-of-way. As the structure is constructed over a force main the Engineering
Department recommends demolition of the addition if proof of permits cannot be
provided to the City.
8, The pavement area, as depicted upon subject plans, encroaches upon a public
dedi~ated rights-of-way and a letter of indemification shall be provided to
the City of Boynton Beach to ensure that utility repeirs. construction or
reconstruction, within the alley which may cause damage to the parking lot, will
result in the parking lot being repaired at the owners expense.
The drainage plans addreases water quality (2.5 inches) but has no positive
outfall, therefore a 3 year - 24 hour analysis is required,
