Dear Mr. Kruger:
We have this date received acknowledgement that the final plat for subject development has been recorded with the
County Clerk of Court. That allows us to, and we hereby do, issue a Land Development Permit as outlined in
Chapter 5 of the Boynton Beach Land Development Regulations. Issuance ofa Land Development Permit allows
you to proceed with construction of required improvements. You are reminded that all required improvements must
comply with the attached Development Order approved by the City Commission on January 7, 1997 and must be
completed twenty-one months from today (LDR Chapter 6, Article V, Section 6).
Failure to complete the required improvements by that date and absent an approved time extension the City
Commission may call upon your surety to complete the work.
Chapter 6, Article IV, Section 2 requires monthly progress reports from your Engineer of Record, and we suggest
that you schedule a pre-construction meeting with City Development and Utility Department staff to discuss
scheduling, permitting, staging, inspecting and other appropriate topics if you have not already done so. This Land
Development Permit also allows you to enter the building permit process. For information on that process, please
contact our Building Code Permit Administrator (561) 375-6352.

providing specifications for the largest vehicle anticipated for use in this project. All

RE: Security Gates & Emergency Access
To Whom It May Concern:
Boynton Beach Fire-Rescue continues to maintain the position that security gates are
potentially detrimental to fire and rescue operations. The proliferation of security gated
communities has resulted in many problems for responding emergency apparatus trying to gain
entry.
The minimum performance for all security gates should be as follows:
1) All gates must have one security entry code (0911)
2) The gate must remain open until the Fire-Rescue units have completed the call and have
reentered 0911 while leaving.
3) Gates may be operable by telephone from our dispatch office. A phone call from our
dispatchers will open the gate and a second call will be required to close the gate.
4) In case of power failure, the gate shall open automatically and remain :open.
5) An exception will be where a 24-hour security guard is stationed at the gate.
6) Authorized key security boxes (i.e, Knox, NuTech, Supra) should be located on all
buildings where alarms and/or sprinkler systems are located to assist in minimizing
damage due to rapid forcible entry.
7) Authorized key security boxes may be used on gates, provided each gate has one and it
is well marked. A key security box on a gate will not be used in lieu of any other section
of this letter.
8) No other code numbers, operating methods or key systems will be kept on file by the Fire
Department.
9) In the event our units are unable to gain rapid entry with the above methods, it will
require us to use rapid forcible entry methods to gain entry.
10) Information on where authorized key security boxes can be purchased is available from
Boynton Beach Fire-Rescue Fire Safety Division by calling #(561) 735-0272 during
normal business hours.
The liability of a delayed Fire-Rescue response to an emergency in your community should be a
serious concern.

TO START ENGINE:
(1) Turn battery selector to 'uVTH" position. Do not lIove to "vl'1" position until
engine is shut down.
(2) Place transmission in "N-Neutral" (vehicle will start only in neutral).
(3) switch ignition to "ON" positio'n.
(4) Press either starter button (30 sec. max).
(5) After vehicle sttrts check oil pressure and air pressure guages.
(6) Scan instruments for any trouble warning lights.
DRIVING THE APPARATUS:
** USE EXTREME CAUTION while driving apparatus, particularly when turning.
Be alert to the swing of the platform. When exiting fire station,
platform MUST clear bay door before turning vehicle.
** 2 BBFD personnel required in cab while driving. Vehicle will not be placed in
motion until ALL personnel in vehicle have fastened seat belts.
U "GROUND GUIDE" will be visible in mirror at all times when vehicle is moved in
reverse. If only one guide is available, use left side.
U The "ICC RUNNING LIGHTS" and "PLATFORM LIGHTS" will remain "ON" whenever the
vehicle is in operation.
** Always accelerate the vehicle GRADUALLY and SLOWLY. Excessive speed will not
be tolerated.
** Drive with transmission in [1-4]. If vehicle speed is LESS THAN 40 HPH drive
with transmission in [1-3].
U For normal operation leave the INTER-AXLE DIFFERENTIAL LOCK in the "UNLOCK"
position. Lock only for use on dirt, mud, sand, or ice.
** Stop vehicle using the service brakes. Do not pump brakes, apply hard steady
pressure and decrease pressure as vehicle slows. DO NOT DOWNSHIFT.
** Aerial Apparatus Operator/Engineers must show proficiency in the following
maneuvers: Serpentine, Alley Dock, Opposite Alley Pull-In, Diminishing
Clearance, Straight Line Driving (Forward & Reverse), Turning Around, Lane
Changing, and Parking.
VEHICLE SETUP PROCEDURES:
(1) Stop truck and set PARKING BRAKE. (POSITION VEHICLE CORRECTLY THE FIRST TIME).
When spotting the apparatus, consider the type of operation and intended use,
existing/probable fire conditions, distance from target building, lay of the
ground, outrigger placement, angle of the ladder, overhead obstructions,
location of water supply, and other apparatus. Ideally, the ladder will be
working over the rear or front of truck at a 70-800 angle, 30-35' from target
building. Always CHECK "SCRUB" AREA.
(2) Toggle THROTTLE TRANSFER to "PUMP PANEL" (bottom right rocker switch).
(3) With transmission still in in [1-4], toggle HYDRAULIC PUMP PTO to "ON".
(4) Place transmission in "N-Neutral". ,
Place transmission in [1-4] to disengage PTO, then return to Neutral.
(5) Enqaqe Fire Pump (if necessary)
(a) Transfer pump shift lever from "ROAD" to "NEUTRAL" (center). Allow
gears to stop.
(b) Place pump shift lever into "PUMP" position.
~ (c) Place transmission into [1-4]. .
(d) Observe "OK TO PUMP" light. Speedometer should indicate approx 15 HPH.
Exit cab and CLOSE DOOR securely. Proceed to first cabinet; left side.
If aux. lights are required (Communicate need while enroute via David Clark
(intercom) system), FF will start GENERATOR and SWITCH HALOGEN LIGHT
SWITCHES "ON".
(a) Circuit Breakers (Light Switches) in Right Front Cabinet.
(b) Pre-Heat generator approx. 1 minute before starting.

(8) Set Jacks (OlE signal all .ntentions to FF, proceed after a~knowledgement).
** For setup, OPERATE HYDRAULIC CONTROLS LEFT TO RIGHT (II-II-I-I) **
(a) EXTEND OUTRIGGERS (palms flat together and pull apart), operate
controls simultaneously until fully extended.
(b) Place wood PADS under ALL jacks (one hand flat upright, the other a
fist resting on the first). USE OF JACK PADS IS MANDATORY.
(c) LOWER MIDSHIP JACKS (hand flat, pointing straight up) simultaneously,
level as necessary. Continue until front tires clear pavement.
(d) LOWER REAR JACKS (hand flat, pointing to rear of vehicle) until front
(set of ~ual rear) tires lift just clear of the ground and the tires
rotate slightly.
(e) LOWER FRONT JACK (hand flat, pointing to front of vehicle) until fully
extended.
(f) Engage "FLUID TRANSFER VALVE" lever (pull until locked).
(g) Turn "UPPER POWER" switch to "ON".
(h) INSTALL PINS (one hand flat with thumb extended and the other fisted
around thumb). SHOW YOUR PIN TO YOUR PARTNER before installing in
outrigger.
(i) CLOSE compartment door and proceed to next station.
(j) Open fully Air Supply Valve on "K" tank, right side of turntable.
(9) To Retract Jacks and Outriggers: Reverse above procedures.
** Before doing anything, REMOVE PINS FIRST.
** For retraction, OPERATE CONTROLS FROM RIGHT TO LEFT (1-1-11-11)
** When completed, push all levers forward again to confirm retraction.
FIRE PUMP OPERATIONS:
** Water Supply hose must be connected prior to operating Hydrant. Bleed air from
supply line prior to opening inlet valve. If possible, this vehicle should
bring in it's own 5" water supply from outside fireground area.
** Waterway Drain valve will be left "normally open" and closed only when pump

** STANDARD Pump Operating Pressure is 200 psi. Waterway relief valve operates
at 250 psi. Allow 65 psi friction loss for piping.
** DO NOT ALLOW Residual Pressure to drop below 20 psi.
** Required Pump Pressure will be regulated by use of the throttle only. For any
Pump Operation, standard PUMP RELIEF VALVE setting will be 10 psi over
required pump pressure.
** If OlE fails to transfer Throttle to pump panel, this may be accomplished by
toggling the identical switch at the bottom left side of the pump panel.
** While operating nozzles, there will be no more than 2 people in platform.
** Station setting for Nozzles is 550 GPM.
** Platform screw type gate valves will be left OPEN except in emergency
shutdown. These valves are extremely difficult to operate when pressure is
applied to the waterway system.
** Platform Nozzles will be left 'in the OFF position except during pumping
operations. When not in use, nozzles will be stored "tucked under" in-the
maximum forward position.
** If both turrets are operating at maximum gallonage, the degree of the turret
stream angle relative to the platform must not exceed 45u. 'If only one turret
is in operation, it is permissible to operate a single stream at 900 relative
to the platform.

PLATFORM OPERATIONS:
** During fireground operatiol.w a MINlHUK of two people are re~yired. RECOMMENDED
are OlE at pump panel or turntable and FF in platform.
** For fireground communication, the OlE will respond as "Truck 3" and tower
personnel will respond as "Tower", thus eliminating confusion.
** The primary function of the turntable position is SAFETY of the apparatus and
people aboard. ~oncerns include ladder to bed alignment, clearance of
apparatus or hazards while platform is operating.
** TACTICAL PRIORITY for use of the aerial is (1) Rescue, (2) Fire Control, and
(3) Property Conservation. Within these parameters are (a) the most
severely threatened, (b) largest number of people, (c) remainder of fire
area, and (d) exposed areas.
** Maximum 3 people or 800 Ibs. in platform while operating, 2 people if flowing
water from platform.
** SAFETY BELTS will be worn by ALL personnel in platform.
** THe fold up platform step will be in the "up" position during operations. The
last person entering the platform will reach down with a foot and flip the
step up. This step is not designed to support the platform.
** "Upper Power" (to controls in platform) will be normally OFF at turntable and
until turntable controls are manned and communication between platform and
turntable is established.
** Platform operations should be performed in the following order: ELEVATE,
ROTATE, EXTEND, and LOWER to objective.
** If personnel exit the platform at any time, switch "Upper Power" OFF at both
the platform and turntable.
** It is recommended that when the platform is in a fixed working position, the
control levers be disabled by switching off the "Upper Power" switch
(Platform only).
** Should automatic platform leveling device fail, there are two small chrome
knobs behind the platform, right side, which will release hydraulics and
allow the platform to swing free. Open valves slowly, swing platform to
desired position, then close valves securely. Open again to descend.
** The tower is capable of continuous 3600 rotation to either the left or right.
While rotating the tower, NEVER change direction without permitting the
tower to come to a COMPLETE stop.
** The pump panel "Tower 2 Speed I Pump" should be left in the "Tower 2 Speed"
mode, unless fire pump is in operation.
** When using the "HI-SPEED" switch during ANY operation, have the operational
control lever being used engaged before engaging the "HI-SPEED" switch.
When coming off "HI-SPEED", release the switch first, then release the
control lever as desired to complete movement in a smooth, safe operation.
** Manual Hydraulic Release Valves (on turntable) are for EMERGENCY USE ONLY.
Should the need arise to manually bed the ladder, align by (1) rotating
flywheel (red cover), (2) retracting ladder (slowly operate center valve),
and (3) lowering into bed (slowly operate valve at side of turntable).
** Anytime the tower is lifted out of the bed (including for refueling or
....... maintenance) the rear jackS" must be down to prevent structural damage.

GROUND STABILIZING SYSTEM
This system consists of six (6) double acting hydraulic
cylinders. Two (.2) of the cylinders permit the extension of
the main outriggers to be located in such a manner as to allow.
for curbs, chuck holes or operating in alleys or narrow locations
between other vehicles. All cylinders are provided with double
pilot operator check valves to assure the constant holding posi-
tion of any outrigger after it has been set in position. The
main outriggers, front and rear, are provided with large 1" steel
pads that swivel to allow the jack pad to adjust to the contour
of the ground surface. Auxiliary ground jack pads are provided
for the main outriggers and should be used at any time the tower
is set up.
PREPARING TO USE THE AERIAL PLATFORM
(SET UP PROCEDURE)
After bringing the vehicle to a stop at the location desired,
set the brake with the control located on the cab dash marked
"Parking Brake." Locate truck 30 to 35 feet from the building, if
possible. Make sure truck is on firm groung and that it is clear
of overhead obstacles such as poles, wire, building overhang, etc.
Good judgment must be used in locating the vehicle at the fire
scene. Ideal conditions may not always prevail, so caution must
be used to determine as safe a location for the vehicle as possible.
Engage hydraulic P.T.O. pump and fire pump if desired. (See page ) .
Move now to the ground jack controls, located in the compart-
ment directly behind the cab rear entrance on the left hand side

The first valve is the fluid transfer valve. This valve is
used to direct hydraulic fluid to either the ground jack controls
or the tower control system. An instruction plate is provided for
this valve.
When setting the ground jacks, transfer valve must be in the
neutral position. Extend the left hand outrigger to the maximum
extension. Extend the right hand outrigger to the maximum exten-
)sion, making sure all is clear on that side, observing the area
~through the large mirror provided in the rear cab canopy. Now re-
~o~e the wood auxiliary ground jack pads from their carriers and
'^~ace them directly under each ground jack plate. Now lower the
jack down until it touches the ground plate. Now lower
hand jack down until it touches the ground plate. Level
from side to side as necessary by continuing to lower

either the left or right jack.
After truck is level, pull both right and left jack-down
levers and raise the front of the truck approximately 3 inches.
This should rais~ the truck equally from side to side. At no
time should the front tires be raised completely off the ground.
Now, pull the rear jack lever and lower the jacks until each one
touches the ground. Continue to pull lever until rear of truck
is raised approximately 3 inches. At no time should the rear tires
be raised off the ground.
OPTIONAL FRONT JACK. Trucks equipped with front jack system
should use the following procedure when using the jack. After
leveling apparatus, extend front jack to gain added stability.
It is the practice with many fire departments that use aerial
tower equipment to chock the rear wheels after the ground jacks
have been set. N.F.P.A. requires the manufacturer to provide
chock blocks with this type of apparatus, so it is reasonable to
think that they should be used. We recommend using them.
A NOTE OF CAUTION: Always remove the chock block before
releasing any of the ground jacks. To fail to follow this proce-
dure will result in wedging the chock block so tight against the
tread of the tire they could not be removed.
Now place the large safety pins in the proper holes provided
in the right and left hand front outrigger jack frame. THIS IS
OF THE UTMOST IMPORTANCE FOR SAFETY!
Now pull transfer valve lever out to the tower-operating
position. Be sure that the lock that is provided on this valve
lever snaps into position so lever can not be accidently moved
out of position. Fluid is not being pumped to the tower hydraulic

Now turn on air supply valve located on the air supply
cylinder located on the right hand side of the turntable.
Verify with all operators that tower is ready to operate.
With all outriggers and ground jacks properly set as pre-
scribed in the "Ground Jack Set Up Procedure", on stable ground,
this tower is built to operate at its maximum height and horizontal
reach with its rated payload without danger of harming personnel
or equipment. Precaution must be taken to assure that the tower
is operated so as not to strike the cab or any other portion of
the truck during any operation. Water stream reactions may have
some affect on certain functions of the tower. This is detailed
in subject "Waterway and Nozzles".
PREPARE TO RAISE TOWER
At this time there should be a man on the turntable at the
lower control station, and a man in the platform at the controls.
Lower control operator places his upper power switch in the "ON"
position. The platform operator places his upper power switch in
the "ON" position. The tower communication system is now turned
on by the lower turntable control operator. All communication
controls are located on the lower control panel and properly
marked for all operations.
ADDITIONAL TOWER SET UP PRECAUTIONS
In the event the truck must be located in a narrow alley or
between other vehicles, preventing full extension of the main out-
riggers, the fOllowing procedure may be followed.

If outriggers can only be partly extended, then note the plat-
form must not be extended any farther horizontally than the retract-
ed length of the booms with an 800 lb. load. As the tower is
elevated, the ex~ension may be increased such that at no time will
the platform extend beyond the original point measured horizontally
from the side of the truck. See example diagram below:
