1. Hedges and shrubs must be 36 inch tall in accordance with Development Order, March 18,1997.
2. Remove asterisk found at bottom of page at the beginning of note1. Remove text F.P.L. req'd setback

3. Add note; In the north buffer at the rear of lots 8 & 9 where utility easement encroaches the buffer
landscaping, the trees may be removed and replaced with 12' Sable Palms. The ratio of replacement
shall be two Sabal Palms per tree.
4. Add landscape plan detail of area of narrow landscape buffer between lots 31 & 32. It is recommended
that (3) 12 foot tall Sabal Palms be planted on the approved berm within utility easement area and

hedge shall run 0 os in this area.
5. Change Red Ti Coco Plum hedge planting specifications, in Buffer "B", to 24 to 36" containerized

entire length of the buffer. Also change Wax Myrtle shrub planting specifications to p6 to 48" tall

Necklace Pod.
6. Change size of Slash Pines and Red Cedar, in Buffer "B", to 12 foot tall.
7. Change plant specifications for hedge in Buffer "A" to 36 inch tall containerized hedge plants installed
24 inch o/c. Also change shrub planting specifications to 36 inch tall containerized shrubs plants
installed 24 inch o/c.

detached, single-family homes on platted lots, a .32 acre recreation
site and a 1.47 acre open space parcel. One ingress/egress off of
S.W. 8th Street provides access to the development. The access
and internal street system is private and all lots front on the private
road system. The subject of this site plan approval is the
landscape buffering, perimeter fencing, entry gates and sign
program. The sign program consists of one monument sign (wall
sign) located on the north side of the main entrance. The non-
illuminated sign identifies the name of the project and is located on
lot 1. The entry gates are located approximately 90 feet east of
S.W. 8th Street. The perimeter landscape buffering includes a
berm. The buffer landscaping and berms are located within an
easement at the rear of the perimeter single-family lots, with the
exception of the open space parcel where the berm and
landscaping are located within an easement around the perimeter
of this separate parcel.
Concurrency:
Traffic - Traffic Concurrency was addressed in connection
with the recent master plan modification approval that
established the single-family use. A copy of the
communication from Palm Beach County Traffic
Division regarding approval of the methodology used
by the applicant's traffic engineer has not yet been
received. The traffic impacts of this project were
included within the traffic report for the entire
development of the Woolbright Place PUD and the
Shoppes of Woolbright PCD.
Drainage - Certification for drainage concurrency was granted
with approval of the original master plan and again
with the recent master plan modification. Also, the
plat review, which includes drainage construction
plans, is in the final phase of being approved by staff.
Driveways: Access to the project is provided by a gated entry on S.W. 8th
Street. The configuration of the entry contains a median with two
lanes of ingress and egress. The entry gates are located
approximately 90 feet east of S.W. 8th Street. A cut through the
median allows a connection between the ingress and egress lanes
before the entry gates.
Parking Facility: Not applicable to this request.
Landscaping: The width, height, location and configuration of the perimeter berm
located on the single-family lots was approved as part of the
master plan modification that approved the single-family use. The
size, spacing, species and quantity of plant material for the
perimeter buffer landscaping located on the single-family lots was
also approved as part of the master plan modification that
approved the use. The berm and landscaping located at the rear of
single-family lots are within a landscape buffer easement,
dedicated to the homeowners' association for perpetual
maintenance. The height of the berm and size, location and
spacing of the landscaping for the perimeter of the open space

parcel located along S. W. 8th Street was also approved as part of
the master plan modification for the project. The berm and
landscaping for the open space parcel is also located within a
landscape buffer easement dedicated to the homeowners'
association for perpetual maintenance. The landscaping and
berming specifications for the remainder of the open space parcel,
more specifically the north and east sides, were also established at
the time of the master plan modification. The condition of approval
for this area specified that if the City Forester/Environmentalist
determined that existing landscape material, located on the open
parcel creates a buffer equal to the approved buffer required for the
north border of the PUD, then the existing native vegetation could
remain to serve as the buffer. Following the recent clearing and
grubbing of this area, the city forester evaluated the area and has
stated that the existing native vegetation does not equal the
approved buffer. Therefore, the approved buffer shall be
continued around the north and east sides of the open space
parcel identified as Tract B on the plat. The applicant is proposing
changes to the previously approved buffer planting specifications.
Upon compliance with staff comments, the planting specifications
for the perimeter buffer areas will match the specifications
established and approved by the City Commission. Staff
comments also include recommended changes to the approved
buffer plan.

The sign program for the project includes one non-illuminated
monument sign located on lot 1 at the northeast corner of the main

RECOMMENDA liON:
The Planning and Zoning Department recommends approval of this site plan request,
subject to the comments included in Exhibit C - Conditions of Approval. The Technical
Review Committee (TRC) recommends that the deficiencies identified in this exhibit be
corrected on the set of plans submitted for building permit.

1. All roadways and security gate must accommodate specifications for the largest
vehicle anticipated for use in this project.
The minimum performance for all security gates should be as follows:
a) All gates must have one security entry code (0911)
b) The gate must remain open until the Fire-Rescue units have completed
the call and have reentered 0911 while leaving.
c) Gates may be operable by telephone from our dispatch office. A phone
call from our dispatchers will open the gate and a second call will be
required to close the gate.
d) In case of power failure, the gate shall open automatically and remain
open.
e) An exception will be allowed if a 24-hour security guard is stationed at
the gate.
f) Authorized key security boxes (Le. Knox, NuTech, Supra) should be
located on all buildings where alarms and/or sprinkler systems are
located to assist in minimizing damage due to rapid forcible entry.
g) Authorized key security boxes may be used on gates, provided each
gate has one and it is well marked. A key security box on a gate shall
not be used in lieu of any of the department's requirements.
h) No other code numbers, operating methods or key systems will be kept
on file by the Fire Department.
i) In the event fire units are unable to gain rapid entry using the above
methods, the Fire Department will resort to using rapid forcible entry
methods to gain entry.
j) Information on where authorized key security boxes can be purchased

landscape berm) must be constructed along the entire adjoining property line
between parcel B and the eastern residential property owners.
9. The site plan should be amended to show the location of the landscape berm.

PLANNING AND ZONING

11. To clarify the proposed improvements within the subject request, it is
recommended that notes 4 through 10 found in the Development Data chart on
the plan titled Site Plan be omitted. This information is not needed as part of the
request.
12. To clarify the proposed improvements within the subject request, it is
recommended that notes 6 and 7 found in the General Notes on the plan titled

proposed monument wall sign is no less than 10 feet from the west property line
of the project. Also, show that the location of the wall sign complies with code

19. To ensure that there is no conflict between the location of the sign and the
installation of the required buffer landscaping approved for the S.W. 8th street

on sheet SP-1 the location of the approved buffer landscaping and berm.
20. It is recommended that the landscaping required for the south side of lot 1 and
the north side of lot 47, that is not shown on the submitted plans, be a
continuation of the S.W. 8th street required buffer landscaping. It is further
recommended that this landscaping be shown and identified on the plot plan
drawinQ found on sheet SP-1.

21. Show and dimension on the plot plan drawing found on sheet SP-1, the line-of-
site triangles, including noting on the plan the unobstructed cross visibility space
required within the triangular areas where the project entrance road intersects
with S.W. 8th Street and the on-site private street. The line-of-site triangles shall
comply with Chapter 7.5, Article II - Landscape Code, Section 5. H. and Section
4. E. of Chapter 2 - Zoning of the Land Development Regulations.
22. To properly reflect the city commission approved buffer along the west property
line of the project, add to the sheet titled Site Plan a typical section view drawing
"C - C" and add a plan view drawing of the "C - C" buffer to the drawing showing
the plan view drawings of the "A" and "B" buffer. The new section view drawing
and plan view drawing shall depict the landscape buffer required along the
entire west property line of the project. Also change the "A - A" section cutting
plane shown along S.W. 8th Street to "C -C" and add the "C-C" cutting plane to
the west side of the open space parcel. The section view drawing and plan
view drawing of the new "C - C" buffer shall include the following:
a. show and identify on the section view and plan view drawing the type
and size of easements, as shown on the plat, including the landscape
buffer easement;
b. show and indicate the height of the berm on both drawings as no less
than 2.5 feet with a slope of 4: 1;
c. title the section and plan view drawings, Section "C - C" (typical 25'
landscape easement west property line );
d. add to the plan that shows the plan view and elevation views of the "A -
A" and "B - B" landscape buffer planting, a typical 1 00 foot section and
elevation view drawing of the required west landscape buffer. The plan
view drawing and material specifications shall show and identify the
following:
i. trees; 12 foot tall native Green Buttonwood trees or other
native tree spaced 25 foot on center;
ii. hedge; 36 inch tall native Coco Plum, Silver Buttonwood or
Wax Myrtle plants spaced 2 foot on center to form a
continuous hedge atop the center of the berm;
iii. shrubs; 36 inch tall native Seagrape or Fakahatchee Grass
plants spaced 2 foot on center with a minimum of ten plants
per 42 lineal feet of buffer (Note: The shrub material shall be
placed to create a meandering landscape strip).
e. If there is a fence proposed along the west property line, identify on the
section view drawing and the plan drawing the location, height and type
of fence.
23. To clarify the location of the proposed fence, it is recommended that a
distinguishable symbol be added to the plan view drawing found on the sheet
titled Site Plan and the plot plan drawing found on the sheet titled SP-1 that
delineates the location of the fence. It is further recommended that each
drawing identify the height and type of fence.
24. As already agreed to by the applicant, it is recommended that the proposed
chain link fence be black vinyl coated.
25. On sheet SP-1 indicate, with a note, within the recreation site, that the
recreation area improvements are not part of this request and that a separate
site plan approval is required for the recreation site.
26. On sheet SP-1 show the sign copy. Also, identify the height and length of the
lettering including the color of the lettering by color name, color code and
manufacture. Add a note to the typical wall elevation drawing of the sign
indicating that the sign is not illuminated internally or by external lighting.
27. Add to the plot plan found on sheet SP-1 the location of the security gates.
Also, add the north/south and eastlwest horizontal control dimensions of the
project entry including showing and delineating curbing, landscape areas, width
of landscape islands, length of stacking area and width of turn-around area that
is shown in front of the entry cates.

28. It is recommended that the median area shown on the plot plan found on sheet
SP-1 include at least three (3), 12 foot tall Green Buttonwood trees or other
native trees with a 5 to 6 foot spread. The trees shall be located at the east end
of the median, so as not to interfere with line-of-site vision at the intersection of
S.W. 8th Street. It is further recommended that native evergreen groundcover,
green Liriope or a combination of flowering groundcover be planted in the east
end of the median and in the island where the gates are proposed. The
groundcover or Liriope shall be one (1) gallon and spaced twelve (12) inches
on center.
29. Based on the existing large native pine trees that are located near the north end
of the open space parcel area, it is recommended that the landscape buffer
required along S.W. 3rd Avenue, as part of the master plan approval, be
changed from the city commission approved north buffer plan to a buffer that
would match the west buffer plan. If this recommendation is approved, add the
"C-C" cutting plane at the north side of the open space parcel. If the
recommendation is denied, add the "B-B" cutting plane at the north property line
of the open space parcel.
30. On the sheet that shows the "A -A" and "B -B" landscaping, remove the four (4)
asterisk (*) found in the chart titled Plant Materials and Specifications - "B"
Buffer. Remove the asterisk (*) found at the beginning of the first note in the
Notes section found at the bottom of the page. Remove the text (F.P.L. Req'd
Setback), and found in the first note in the Notes section at the bottom of the
page and remove the last sentence found in the first note in the Notes section
at the bottom of the page or provide written verification from F. P. L that they will
not allow the material to be planted that is shown on the submitted plans.
31. As required by the master plan approval regarding the north buffer area, reword
the first note found in the Notes section at the bottom of the plan that shows the
landscape buffers as follows:
In the north buffer at the rear of lots 8 and 9 where the utility easement
encroaches the buffer landscaping, the trees may be removed and replaced
with 12 foot tall Sabal Palms. The ratio of replacement shall be two Sabal
Palms for each tree.
32. Since the narrow landscape buffer area located between lots 31 and 32 is
occupied with two utility easements that cut through at least a 30 foot wide area
of the buffer and the utility department will allow only palm trees to be planted
in a utility easement, rather than the required native canopy trees approved for
this area, it is recommended that three groupings of three (3), 12 foot tall Sabal
Palms be planted on the approved berm within the utility easement area. It is
further recommended (to provide a dense visual buffer to limit the view of the
apartment complex) that the shrubs for this area be changed to Areca Palms
spaced five (5) foot on center and four (4) foot tall at time of planting. The 2.5
foot tall berm and Coco Plum hedge 36 inches tall, spaced 24 inches on center,
as shown on the submitted plans, shall run continuously through this area.
Add to the landscape plan a plan view detail of this recommended utility
easement planting.
33. To match the city commission approved buffer plan for the north buffer, change
the size and spacing of the Redtipped Coco Plum hedge planting specification,
identified on the submitted plan for the typical 100 lineal feet of Buffer "B", from
24" tall, #3 container to 24" to 36" tall containerized hedge plants installed 24"
on center along the top of the four foot tall berm to form a continuous hedge row
the entire length of the buffer. Also, change the Myrsine or Wax Myrtle shrub
planting specification, identified on the submitted plan for Buffer "B", from 24"-
30" tall, #3 container to 36 to 48 inch tall containerized shrubs, spaced 5 foot on
center installed in groups of 12, alternating on each side of the berm and at 25
foot intervals. Also, indicate in the plant specifications and the plan view
drawing, that the shrubs shall be placed in a manner to form a meandering
shape as viewed from plan view. Randie, Florida Privet, Wild Coffee and
Necklace Pod may also be used as the shrub material to form the meandering
accent. The four (4) foot tall berm shown on the submitted plans shall run
continuously along the north property of the project.
34. To match the city commission approved buffer plan for the north buffer
regarding trees, change the size of the three Slash Pines and two Red Cedar
trees identified on the submitted plan for the typical 1 00 lineal feet of Buffer "B"
from 6-8' tall to 12 foot tall.

35. To match the city commission approved buffer plan for the north buffer, change
the size and quantity specifications for the Saw Palmetto palms identified on the
submitted plan for the typical 1 00 lineal feet of Buffer "B" as follows:
24 - 30 to 36 inch tall Sabal Palms shall be planted around the base of
the three (3) Sabal Palms. The applicant is proposing 48 - #3
container palms installed 24 at each end of the 100 foot section of the
buffer.
36. To match the city commission approved buffer plan for the south and east
buffer, change the size of the hedge planting specification identified on the
submitted plan for the typical 100 lineal feet of Buffer "A", from 24-30", #3
container, planted 24" on center to 36 inch tall containerized hedge plants
installed 24 inch on center at the peak of the berm to form a continuous hedge
row. Also, change the shrub planting specification, identified on the submitted
plan for buffer "A", from 24-30", #3 container, planted 48" on center to 36 inch
tall containerized shrubs installed 24 inch on center with 10 plants per each 42
lineal feet of buffer. The 2.5 foot tall berm shown on the submitted plans shall
be continuous around the project with the exception of the entrance and the
approved location of the four (4) foot tall berm along the north property line of
the project.
37. Omit from the plan view drawings of the typical 100 lineal feet of landscape
buffer all reference to quantities of landscape material. The plan view drawings
shall reference the location and type of plant species. The planting
specifications, including specific location standards, size specifications and
spacing requirements shall be identified in the plant list.
38. Modify all plan view drawings of the buffer areas to show the location and
specie of landscape material in compliance with the city commission approved
planting scheme.
39. To be consistent with the previous city commission action regarding the buffer
required for the east side of the open space parcel, place the "B-B" cutting plane
at the east side of the parcel.
40. Submit a copy of the city approved and recorded H.O.A. documents for the
project, prior to the issuance of the building permits for the entry gates or
recreation site, whichever comes first.
41. Specify on the plan the source of the irrigation required for each buffer area.
42. Show on the plan view drawings of the buffers the perimeter of the landscape
beds where the specified mulch will be located.
43. Submit a copy of the Palm Beach County Traffic Division approval of the
methodology used by the applicant's traffic engineer for the modification to the
original Woolbright Place PUD and Shoppes of Woolbright PCD traffic report
that allowed the change from a multi-family to single-family project. The traffic
generation for this project is part of a traffic report that includes the entire
development of Woolbright Place PUD and Shoppes of Woolbright PCD.
44. Submit a copy of the Lake Worth Drainage District permit prior to
commencement of construction.
45. If the project is approved, Planning and Zoning Department comments shall be
shown in compliance on the permit plans required to construct or install the
approved improvements.
46. If recommendations are approved, they shall be incorporated into the working
drawings required for permits for the project.
47. As required by the notes identified on the plat, provide written verification from
the utility users of the utility easement shown along the north property line of the
project to indicate that the berm and landscaping (as shown on the approved
plan) may be installed within the new ten (10) foot wide utility easement. If the
utility users will not approve the landscaping required for the north buffer, it is
recommended that the buffer easement, berm and approved landscaping be
moved southward into the site so as not to diminish the required buffer.

The following is a list of comments regarding the first review of the above-referenced
project. The Technical Review Committee (TRC) determined that the site plan request
may be forwarded to the Planning and Development Board and City Commission with
one submittal. The determination was based on the fact that the request includes site
plan approval for perimeter buffer landscaping, security gates and a project entrance
wall sign that was shown and approved (subject to comments) on the previously
approved master plan. It should be noted that the comments include
recommendations. I believe the recommendations will enhance the aesthetics and
function of the project.
All comments and recommendations can be rectified on the plans at time of permitting if
the site plan request is approved. The applicant must understand that additional
comments may be generated upon review of the documents and working drawings
submitted to the Building Division for permits for the proposed project.

regulations regarding line-of-sight. [Chapter 21 - Sign Code, Article III, Section
5. and section 4. E. of Chapter 2 - Zoning of the Land Development
Regulations]
9. To ensure that there is no conflict between the location of the sign and the
installation of the required buffer landscaping approved for the S.W. 8th street
frontage of the project, add to the plot plan showing the monument sign found on
sheet SP-1 the location of the approved buffer landscaping and berm.
10. It is recommended that the landscaping required for the south side of lot 1 and
the north side of lot 47, that is not shown on the submitted plans, be a
continuation of the S.W. 8th street required buffer landscaping. It is further
recommended that this landscaping be shown and identified on the plot plan
drawing found on sheet SP-1.
11. Show and dimension on the plot plan drawing found on sheet SP-1 the line-of-
site triangles, including noting on the plan the unobstructed cross visibility space
required within the triangular areas where the project entrance road intersects
with S.W. 8th Street and the on-site private street. The line-site-triangles shall
comply with Chapter 7.5, Article II - Landscape Code, Section 5. H. and Section
4. E. of Chapter 2 - Zoning of the Land Development Regulations.
12. To properly represent the city commission approved buffer along the west
property line of the project, add to the sheet titled Site Plan a typical section view
drawing "C - C" and add a plan view drawing of the "C - C' buffer to the drawing
showing the plan view drawings of the "A" and "B" buffer. The new section view
drawing and plan view drawing shall depict the landscape buffer required along
the entire west property line of the project. Also change the "A - A" section
cutting plane shown along S.W. 8th Street to "C -C" and add the "C-C" cutting
plane to the west side of the open parcel. The section view drawing and plan
view drawing of the new "C - C" buffer shall include the following:
a. show and identify on the section view and plan view drawing the type and
size of easements, as shown on the plat, including the landscape buffer
easement;
b. show and indicate the height of the berm on both drawings as no less
than 2.5 feet with a slope of 4:1;
c. title the section and plan view drawings, Section "C - C" (typical 25'
landscape easement west property line );
d. add to the plan that shows the plan view and elevation views of the "A - A"
and "B - B" landscape buffer planting, a typical 1 00 foot section and
elevation view drawing of the required west landscape buffer. The plan
view drawing and material specifications shall show and identify the
following:
i. trees; 12 foot tall native Green Buttonwood trees or other native
tree spaced 25 foot on center;

II. hedge; 36 inches tall native Coco Plum, Silver Buttonwood or Wax
Myrtle plants spaced 2 foot on center to form a continuous hedge
atop the center of the berm;
iii. shrubs; 36 inch tall native Seagrape or Fakahatchee Grass plants
spaced 2 foot on center with a minimum of ten plants per 42 lineal
feet of buffer (note the shrub material shall be placed to create a
meandering landscape strip from the plan view and
e. If there is a fence proposed along the west property line identify on the
section view drawing and the plan drawing the location, height and type of
fence.
13. To clarify the location of the proposed fence, it is recommended that a
distinguishable symbol be added to the plan view drawing found on the sheet
titled Site Plan and the plot plan drawing found on the sheet titled SP-1 that
delineates the location of the fence. It is further recommended that each
drawing identify the height and type of fence.
14. It is further recommended that the proposed chain link fence be black vinyl
coated. The applicant has agreed to this recommendation.
15. On the sheet SP-1 indicate, with a note, within the recreation site, that the
recreation area improvements are not part of this request and that a separate
site plan approval is required for the recreation site.
16. On sheet SP-1 show the sign copy. Also, identify the height and length of the
lettering including the color of the lettering by color name, color code and
manufacture. Add a note to the typical wall elevation drawing of the sign
indicating that the sign is not illuminated internally or by external lighting.
17. Add to the plot plan found on sheet SP-1 the location of the security gates. Also,
add the north/south and east/west horizontal control dimensions of the project
entry including showing and delineating curbing, landscape areas, width of
landscape islands, length of stacking area and width of turn-around area that is
shown before the entry gates.
18. It is recommended that the median area shown on the plot plan found on sheet
SP-1 include at least three (3), 12 foot tall Green Button trees or other native
trees with a 5 to 6 foot spread. The trees shall be located at the east end of the
median as not to interfere with line-of-site vision at the intersection of S.W. 8th
Street. It is further recommended that native evergreen groundcover, green
Liriope or a combination of flowering groundcover be planted in the east end of
the median and in the island where the gates are proposed. The groundcover or
Liriope shall be one (1) gallon and spaced twelve (12) inches on center.
19. Based on the existing large native pine trees that are located near the north end
of the open parcel area, it is recommended that the landscape buffer required
along S.W. 3rd Avenue, as part of the master plan approval, be changed from
the city commission approved north buffer plan to a buffer that would match the
west buffer plan. If this recommendation is approved, add the "C-C" cutting
plane at the north side of the open parcel. If the recommendation is denied, add
the "B-B" cutting plane at the north property line of the open parcel.
20. On the sheet that shows the "A -A" and "B -B" landscaping remove the four (4)
asterisk (*) found in the chart titled Plant Materials and Specifications - "B"
Buffer. Remove the asterisk (*) found at the beginning of the first note in the

Notes section found at the bottom of the page. Remove the text (F.P.L. Req'd
Setback). and found in the first note in the Notes section at the bottom of the
page and remove the last sentence found in the first note in the Notes section at
the bottom of the page or provide written verification from F. P. L that the material
shall not be planted as shown on the submitted plans.
21. As required by the master plan approval regarding the north buffer area, reword
the first note found in the Notes section at the bottom of the plan that shows the
landscape buffers as follows:
In the north buffer at the rear of lots 8 and 9 where the utility easement
encroach the buffer landscaping the trees may be removed and replaced with 12
foot tall Sabal Palms. The ratio of replacement shall be two Sabal Palms for
each tree.
22. Considering that the narrow landscape buffer area located between lots 31 and
32 is occupied with two utility easements that cut through at least a 30 foot wide
area of the buffer and the utility department will allow only palm trees to be
planted in a utility easement rather than the required native canopy trees
approved for this area, it is recommended that three groupings of three (3) 12
foot tall Sabal Palms be planted on the approved berm within the utility
easement area. It is further recommended to provide a dense visual buffer to
limit the view of the apartment complex that the shrub for this area be changed
to an Areca Palm spaced five (5) foot on center and four (4) foot tall at time of
planting. The 2.5 foot tall berm and Coco Plum hedge 36 inches tall, spaced 24
inches on center, as shown on the submitted plans, shall run continuous through
this area. Add to the landscape plan a plan view detail of this recommended
utility easement planting.
23. To match the city commission approved buffer plan for the north buffer, change
the size and spacing of the Redtipped Coco Plum hedge planting specification,
identified on the submitted plan for the typical 1 00 lineal feet of Buffer "B", from
24" tall, #3 container to 24" to 36" tall containerized hedge plants installed 24" on
center along the top of the four foot tall berm to form a continuous hedge row the
entire length of the buffer. Also, change the Myrsine or Wax Myrtle shrub
planting specification, identified on the submitted plan for Buffer "B", from 24"-30"
tall, #3 container to 36 to 48 inch tall containerized shrubs, spaced 5 foot on
center installed in groups of 12, alternating on each side of the berm and at 25
foot intervals. Also, indicate in the plant specification that the shrubs shall be
placed in a manner to form a meandering shape of the buffer as viewed from the
plan view drawing. Randie, Florida Privet, Wild Coffee and Necklace Pod may
also be used as the shrub material to form the meandering accent. The four (4)
foot tall berm shown on the submitted plans shall run continuous along the north
property of the project.
24. To match the city commission approved buffer plan for the north buffer regarding
trees, change the size of the three Slash Pines and two Red Cedar trees
identified on the submitted plan for the typical 1 00 lineal feet of Buffer "B" from 6-
8' tall to 12 foot tall.
25. To match the city commission approved buffer plan for the north buffer, change
the size and quantity specifications for the Saw Palmetto palms identified, on the
submitted plan for the typical 100 lineal feet of Buffer "B" as follows:
24 - 30 to 36 inch tall Sabal Palms shall be planted around the base of the three

(3) Saba I Palms. The applicant is proposing 48 - #3 container palms installed
24 at each end of the 100 foot section of the buffer.
26. To match the city commission approved buffer plan for the south and east buffer,
change the size of the hedge planting specification, identified on the submitted
plan for the typical 100 lineal feet of Buffer "A", from 24-30", #3 container,
planted 24" on center to 36 inch tall containerized hedge plants installed 24 inch
on center at the peak of the berm to form a continuous hedge row. Also,
change the shrub planting specification, identified on the submitted plan for
buffer "A", from 24-30", #3 container, planted 48" on center to 36 inch tall
containerized shrubs installed 24 inch on center with 10 plants per each 42 lineal
feet of buffer. The 2.5 foot tall berm shown on the submitted plans shall be
continuous around the project with the exception of the entrance and the
approved location of the four (4) foot tall berm along the north property line of the
project.
27. Omit from the plan view drawings of the typical 1 00 lineal feet of landscape
buffer areas all reference to quantities of landscape material. The plan view
drawings shall reference the location and type of plant species. The planting
specifications including specific location standards, size specifications and
spacing requirements shall be identified in the plant list.
28. Modify all plan view drawings of the buffer areas to show the location and specie
of landscape material in compliance with the city commission approved planting
scheme.
30. To be consistent with the city commission action, regarding the buffer required
for the east side of the open parcel, place the "B-B" cutting plane at the east side
of the parcel.
31. Submit a copy of the city approved and recorded H.O.A. documents for the
project prior to the issuance of the building permits for the entry gates or
recreation site whichever comes first.
32. Specify on the plan the source of the irrigation required for each buffer area.
33. Show on the plan view drawings of the buffers the perimeter of the landscape
beds where the specified mulch will be located.
34. Submit a copy of the communication from Palm Beach County Traffic Division
that verifies the methodology used by the applicant's traffic engineer for the
modification to the original Woolbright Place PUD and Shoppes of Woolbright
PCD traffic report that allowed the change from a multi-family to single-family
project. The traffic generation for this project is part of a traffic report that
includes the entire development of Woolbright Place PUD and Shoppes of
Woolbright PCD.
35. If the project is approved, the Planning and Zoning Department comments may
be shown in compliance on the permit plans required to construct or install the
approved improvements.
36. If recommendations are approved, they shall be incorporate into the working
drawings required for permits for the project.

2. The tree locations along S.W. 8th Street shall be coordinated in the field, before
planting, with the revised right-of-way landscape plan to be submitted by the
Shoppes ofW oolbright developer.
3. All specified trees must be a minimum 8' high overall with minimum 2'1 caliper.
4. Replacement of specified trees with sabal palms is unacceptable.
5. Language on site plan referring to an FPL II requirement II for minimum setbacks
and substitution of tree species should be removed from drawing. There is no
such "requirement."
6. Revise both 10 foot and 25 foot buffer areas so that stormwater runoff shall be

RE: Security Gates & Emergency Access
To Whom It May Concern:
Boynton Beach Fire-Rescue continues to maintain the position that security gates are
potentially detrimental to fire and rescue operations. The proliferation of security gated
communities has resulted in many problems for responding emergency apparatus trying to gain
entry .
The minimum performance for all security gates should be as follows:
1) All gates must have one security entry code (0911)
2) The gate must remain open until the Fire-Rescue units have completed the call and have
reentered 0911 while leaving.
3) Gates may be operable by telephone from our dispatch office. A phone call from our
dispatchers will open the gate and a second call will be required to close the gate.
4) In case of power failure, the gate shall open automatically and remain ,.open.
5) An exception will be where a 24-hour security guard is stationed at the gate.
6) Authorized key security boxes (Le. Knox, NuTech, Supra) should be located on all
buildings where alarms and/or sprinkler systems are located to assist in minimizing
damage due to rapid forcible entry.
7) Authorized key security boxes may be used on gates, provided each gate has one and it
is well marked. A key security box on a gate will not be used in lieu of any other section
of this letter.
8) No other code numbers, operating methods or key systems will be kept on file by the Fire
Department.
9) In the event our units are unable to gain rapid entry with the above methods, it will
require us to use rapid forcible entry methods to gain entry.
10) Information on where authorized key security boxes can be purchased is available from
Boynton Beach Fire-Rescue Fire Safety Division by calling #(561) 735-0272 during
normal business hours.
The liability of a delayed Fire-Rescue response to an emergency in your community should be a
serious concern.

TO START ENGINE:
. (1) Turn battery selector ..- "BOTH" position. Do not lIove { "OFF" position until
engine is shut down.
(2) Place transmission in "N-Neutral" (vehiCle will start only in neutral).
(3) Switch ignition to "ON" position.
(4) Press either Starter button (30 sec. max).
(5) After vehicle stirts check oil pressure and air pressure guages.
(6) Scan instruments for any trouble warning lights.
DRIVING THE APPARATUS:
** USE EXTREME CAUTIqN while driving apparatus, particularly when turning.
Be alert to the swing of the platform. When exiting fire station,
platform MUST clear bay door before turning vehicle.
** 2 BBFD personnel required in cab while driving. Vehicle will not be placed in
motion until ALL personnel in vehicle have fastened seat belts.
** "GROUND GUIDE" will be visible in mirror at all times when vehicle is moved in
reverse. If only one guide is available, use left side.
** The "ICC RUNNING LIGHTS" and "PLATFORM LIGHTS" will remain "ON" whenever the
vehicle is in operation.
** Always accelerate the vehicle GRADUALLY and SLOWLY. Excessive speed will not
be tolerated.
** Drive with transmission in [1-4]. If vehicle speed is LESS THAN 40 HPH drive
with transmission in [1-3].
** For normal operation leave the INTER-AXLE DIFFERENTIAL LOCK in the "UNLOCK"
position. Lock only for use on dirt, mud, sand, or ice.
** Stop vehicle using the service brakes. Do not pump brakes, apply hard steady
pressure and decrease pressure as vehicle slows. DO NOT DOWNSHIFT.
** Aerial Apparatus Operator/Engineers must show proficiency in the following
maneuvers: Serpentine, Alley Dock, Opposite Alley Pull-In, Diminishing
Clearance, Straight Line Driving (Forward & Reverse), Turning Around, Lane
Changing, and Parking.
VEHICLE SETUP PROCEDURES:
(1) Stop truck and set PARKING BRAKE. (POSITION VEHICLE CORRECTLY THE FIRST TIME).
When spotting the apparatus, consider the type of operation and intended use,
existing/probable fire conditions, distance from target building, lay of the
ground, outrigger placement, angle of the ladder, overhead obstructions,
location of water supply, and other apparatus. Ideally, the ladder will be
working over the rear or front of truck at a 70-800 angle, 30-351 from target
building. Always CHECK "SCRUB" AREA.
(2) Toggle THROTTLE TRANSFER to "PUMP PANEL" (bottom right rocker switch).
(3) With transmission still in in [1-4], toggle HYDRAULIC PUMP PTO to "ON".
(4) Place transmission in "N-Neutral". .
Place transmission in [1-4] to disengage PTO, then return to Neutral.
(5) Enqaqe Fire Pump (if necessary)
(a) Transfer pump shift lever from IIROAD" to "NEUTRAL" (center). Allow
gears to stop.
(b) Place pump shift lever into "PUMP" position.
-. (c) Place transmission into [1-4]. .
(d) Observe "OK TO PUMP" light. Speedometer should indicate approx 15 MPH.
Exit cab and CLOSE DOOR securely. Proceed to first cabinet; left side.
If aux. lights are required (Communicate need while enroute via David Clark
(intercom) system), FF will start GENERATOR and SWITCH HALOGEN LIGHT
SWITCHES "ON".

(a) EXTEND OUTRIGGERS (palms flat together and pull apart), operate
controls simUltaneously until fUlly extended.
(b) Place wood PADS under ALL jacks (one hand flat upright, the other a
fist resting on the first). USE OF JACK PADS IS MANDATORY.
(c) LOWER KIDSHIP JACKS (hand flat, pointing straight up) simultaneously,
level as necessary. Continue until front tires clear pavement.
(d) LOWER REAR JACKS (hand flat, pointing to rear of vehicle) until front
(set of ~ual rear) tires lift just clear of the ground and the tires
rotate slightly.
(e) LOWER FRONT JACK (hand flat, pointing to front of vehicle) until fully
extended.
(f) Engage "FLUID TRANSFER VALVE" lever (pull until locked).
(g) Turn "UPPER POWER" switch to "ON".
(h) INSTALL PINS (one hand flat with thumb extended and the other fisted
around thumb). SHOW YOUR PIN TO YOUR PARTNER before installing in
outrigger.
(i) CLOSE compartment door and proceed to next station.
(j) Open fully Air Supply Valve on "K" tank, right side of turntable.
(9) To Retract Jacks and Outriggers: Reverse above procedures.
** Before doing anything, REKOVE PINS FIRST.
** For retraction, OPERATE CONTROLS FROK RIGHT TO LEFT (1-1-11-11)
** When completed, push all levers forward again to confirm retraction.
FIRE PUMP OPERATIONS:
** Water Supply hose must be connected prior to operating Hydrant. Bleed air from
supply line prior to opening inlet valve. If possible, this vehicle should
bring in it's own 5" water supply from outside fireground area.
** Waterway Drain valve will be left "normally open" and closed only when pump
is in gear and Waterway Valve is open. Drain Valve MUST be opened prior to
bedding the ladder.
** STANDARD Pump Operating Pressure is 200 psi. Waterway relief valve operates
at 250 psi. Allow 65 psi friction loss for piping.
** DO NOT ALLOW Residual Pressure to drop below 20 psi.
** Required Pump Pressure will be regulated by use of the throttle only. For any
Pump Operation, standard PUMP RELIEF VALVE setting will be 10 psi over
required pump pressure.
** If OlE fails to transfer Throttle to pump panel, this may be accomplished by
toggling the identical switch at the bottom left side of the pump panel.
** While operating nozzles, there will be no more than 2 people in platform.
** Station setting for Nozzles is 550 GPK.
** Platform screw type gate valves will be left OPEN except in emergency
shutdown. These valves are extremely difficult to operate when pressure is
applied to the waterway system.
** Platform Nozzles will be left 'in the OFF position except during pumping
operations. When not in use, nozzles will be stored "tucked under" in-the
maximum forward position. .
** If both turrets are operating at maximum gallonage, the degree of the turret
stream angle relative to the platform must not exceed 45~. 'If only one turret
is in operation, it is permissible to operate a single stream at 900 relative
to the platform.

PLATFORM OPERATIONS:
** During fireground opera~ons a MINIHUK of two people ar'-equired. RECOMMENDED
I are OlE at pump pane Jr turntable and FF in platform.
** For fireground communication, the OlE will respond as "Truck 3" and tower
personnel will respond as "Tower", thus eliminating confusion.
I ** The primary function of the turntable position is SAFETY of the apparatus and
people aboard. ~oncerns include ladder to bed alignment, clearance of
apparatus or hazards while platform is operating.
** TACTICAL PRIORITY for use of the aerial is (1) Rescue, (2) Fire Control, and
I (3) Property Conservation. Within these parameters are (a) the most
severely threatened, (b) largest number of people, (c) remainder of fire
area, and (d) exposed areas.
I ** Maximum 3 people or 800 lbs. in platform while operating, 2 people if flowing
water from platform.
** SAFETY BELTS will be worn by ALL personnel in platform.
I ** THe fold up platform step will be in the "up" position during operations. The
last person entering the platform will reach down with a foot and flip the
step up. This step is not designed to support the platform.
** "Upper Power" (to controls in platform) will be normally OFF at turntable and
I until turntable controls are manned and communication between platform and
turntable is established.
** Platform operations should be performed in the following order: ELEVATE,
I ROTATE, EXTEND, and LOWER to objective.
** If personnel exit the platform at any time, switch "Upper Power" OFF at both
the platform and turntable.
** It is recommended that when the platform is in a fixed working position, the
I control levers be disabled by switching off the "Upper Power" switch
(Platform only).
** Should automatic platform leveling device fail, there are two small chrome
I knobs behind the platform, right side, which will release hydraulics and
allow the platform to swing free. Open valves slowly, swing platform to
desired position, then close valves securely. Open again to descend.
I ** The tower is capable of continuous 3600 rotation to either the left or right.
While rotating the tower, NEVER change direction without permitting the
tower to come to a COMPLETE stop.
** The pump panel IITower 2 Speed I Pump" should be left in the "Tower 2 Speed"
I mode, unless fire pump is in operation.
** When using the "HI-SPEED" switch during ANY operation, have the operational
control lever being used engaged before engaging the "HI-SPEED" switch.
I When coming off "HI-SPEED", release the switch first, then release the
control lever as desired to complete movement in a smooth, safe operation.
** Manual Hydraulic Release Valves (on turntable) are for EMERGENCY USE ONLY.
I Should the need arise to manually bed the ladder, align by (1) rotating
flywheel (red cover), (2) retracting ladder (slowly operate center valve),

GROUND STABILIZING SYSTEM
This system consists of six (6) double acting hydraulic
cylinders. Two (.2) of the cylinders permit the extension of
the main outriggers to be located in such a manner as to allow.
for curbs, chuck holes or operating in alleys or narrow locations
between other vehicles. All cylinders are provided with double
pilot operator check valves to assure the constant holding posi-
tion of any outrigger after it has been set in position. The
main outriggers, front and rear, are provided with large 1" steel
pads that swivel to allow the jack pad to adjust to the contour
of the ground surface. Auxiliary ground jack pads are provided
for the main outriggers and should be used at any time the tower
is set up.
PREPARING TO USE THE AERIAL PLATFORM
(SET UP PROCEDURE)
After bringing the vehicle to a stop at the location desired,
set the brake with the control located on the cab dash marked
"Parking Brake." Locate truck 30 to 35 feet from the building, if
possible. Make sure truck is on firm groun~ and that it is clear
of overhead obstacles such as poles, wire, building overhang, etc.
Good judgment must be used in locating the vehicle at the fire
scene. Ideal conditions may not always prevail, so caution must
be used to determine as safe a location for the vehicle as possible.
Engage hydraulic P.T.O. pump and fire pump if desired. (See page ) .
Move now to the ground jack controls, located in the compart-
ment directly behind the cab rear entrance on the left hand side
'" of the truck below the turntaole. At this point there are six (6)

The first valve is the fluid transfer valve. This valve is
used to direct hydraulic fluid to either the ground jack controls
or the tower control system. An instruction plate is provided for
this valve.
When setting the ground jacks, transfer valve must be in the
neutral position. Extend the left hand outrigger to the maximum
extension. Extend the right hand outrigger to the maximum exten-

After truck is level, pull both right and left jack-down
levers and raise the front of the truck approximately 3 inches.
This should rais~ the truck equally from side to side. At no
time should the front tires be raised completely off the ground.
Now, pull the rear jack lever and lower the jacks until each one
touches the ground. Continue to pull lever until rear of truck
is raised approximately 3 inches. At no time should the rear tires
be raised off the ground.
OPTIONAL FRONT JACK. Trucks equipped with front jack system
should use the following procedure when using the jack. After
leveling apparatus, extend front jack to gain added stability.
It is the practice with many fire departments that use aerial
tower equipment to chock the rear wheels after the ground jacks
have been set. N.F.P.A. requires the manufacturer to provide
chock blocks with this type of apparatus, so it is reasonable to
think that they should be used. We recommend using them.
~ NOTE OF CAUTION: Always remove the chock block before
releasing any of the ground jacks. To fail to follow this proce-
dure will result in wedging the chock block so tight against the
tread of the tire they could not be removed.
Now place the large safety pins in the proper holes provided
in the right and left hand front outrigger jack frame. THIS IS
OF THE UTMOST IMPORTANCE FOR SAFETYI
Now pull transfer valve lever out to the tower-operating
position. Be sure that the lock that is provided on this valve
lever snaps into position so lever can not be accidently moved
out of position. Fluid is not being pumped to the tower hydraulic

Now turn on air supply valve located on the air supply
cylinder located on the right hand side of the turntable.
Verify with all operators that tower is ready to operate.
With all outriggers and ground jacks properly set as pre-
scribed in the "Ground Jack Set Up Procedure", on stable ground,
this tower is built to operate at its maximum height and horizontal
reach with its rated payload without danger of harming personnel
or equipment. Precaution must be taken to assure that the tower
is operated so as not to strike the cab or any other portion of
the truck during any operation. Water stream reactions may have
some affect on certain functions of the tower. This is detailed
in subject "Waterway and Nozzles".
PREPARE TO RAISE TOWER
At this time there should be a man on the turntable at the
lower control station, and a man in the platform at the controls.
Lower control operator places his upper power switch in the "ON"
position. The platform operator places his upper power switch in
the "ON" position. The tower communication system is now turned
on by the lower turntable control operator. All communication
controls are located on the lower control panel and properly
marked for all operations.
ADDITIONAL TOWER SET UP PRECAUTIONS
In the event the truck must be located in a narrow alley or
between other vehicles, preventing full extension of the main out-
riggers, the following procedure may be followed.

If outriggers can only be partly extended, then note the plat-
form must not be extended any farther horizontally than the retract-
ed length of the booms with an 800 lb. load. As the tower is
elevated, the ex~ension may be increased such that at no time will
the platform extend beyond the original point measured horizontally
from the side of the truck. See example diagram below:

the location of the landscape berm. The landscaping on the berm must match the approved plans.
The plan should continue through the normal review process.

Find attached for your review the plans and exhibits for the above-referenced project. Site Plan
Review approval for this project will be granted by the City Commission. To ensure that the
project stays on line with the review time frame, I request that the plans and exhibits be
reviewed and formal written comments transmitted to the Director of the Planning and
Zoning Department no later than 5:00 P.M. on February 14. 1997.
If you believe the plans are substantially complete with regards to code compliance and
that your outstanding comments and/or recommendations may be addressed at time of
permit review rather than requiring the applicant to prepare amended plans for a 2nd
submittal indicate in your 1st review written comments that you recommend the project
proceed to the Planning and Development Board and City Commission for approval. If
you recommend the project move forward for approval with one review, please attach the
1st review plans to your written comments, with the exception of the Development
Department which may retain the plans as the control plans for the project.
Adhering to the following review guidelines will promote a comprehensive review and enable
the applicant to efficiently obtain Technical Review Committee approval:
1. Use the review standards specified in Part III, Land Development Regulations, Chapter
4, Site Plan Review, Section 8 of the Code of Ordinances to review and formulate
comments.
2. The documents submitted for the project were determined to be substantially complete
based on the submittal requirements identified in Section 7 of the Site Plan Review
Ordinance. However, if the data provided to meet the submittal requirements is
insufficient to properly evaluate and process the project based on the review standards
or the documents show code deficiencies, additional data and/or corrections should be
requested by the reviewer through the Planning and Zoning Department.

3. Each comment shall reference the section of the code that is incorrectly depicted on the
documents.
4. Technical Review Committee member(s) shall identify in their comments when the plans

5. When a TRC Member finds a code deficiency that is outside of his/her review
responsibility, the comment and the specific code section may be included in their review
comments with the name of the appropriate TRC Member that is responsible for the review
specified.
6. If a TRC member finds the plans acceptable, he/she shall forward a memo, within the time
frame stated above, to the Planning and Zoning Director stating that the plans are
approved and they do not have any comments on the plans submitted for review and
recommend the project be forwarded through the approval process.
All comments shall be typed, addressed and transmitted to the Director of the Planning and
Zoning Department for distribution to the applicant. Please include the name and phone number
of the reviewer on this memo. Michael Haag will be the Planning and Zoning Department staff
member coordinating the review of the project.
The Planning and Zoning Department will send the applicant a cover letter which includes the
comment(s) and directions to amend the plans to comply with the comments and the procedures
for resubmission. When the Planning and Zoning Department receives the amended plans, they
will distribute the plans with a cover memo to all TRC Members for review and approval.
