As proposed, the 15' x 301 pool (which is the normal size structure for a single family home) is certainly not appropriate to be represented as a "publicI! pool. This development, when completed, will contain 83 units and be populated by about 200-220 persons. Assuming a reasonable peak period, the pool area should accommodate about 20% of that population or about 40 persons, Using the standard of20 s.f. per person for pool and deck area in a public pool, the minimum size pool should be 800 s.f. to provide adequate occupancy and a reasonable amenity to the development. It is therefore recommended that the minimum size pool for this area as proposed should be 20' x 40', In order to encourage the developer to provide this improved amenity, I would further recommend that the parking requirement, which is generally based upon pool size, be left as proposed which will adequately provide sufficient parking at this peak period, Since this development is a P.U.D., normal code provisions can be preempted which is recommended in this case and, incidentally, is the consensus of the entire T.R.c. The applicant has paid the full recreation fee and the recreation amenities are not required. The recreation site includes a cabana, a covered open area and a pool. Traffic - Traffic concurrency was addressed in connection with the recent master plan modification approval that established the single-family use. A copy of the communication from Palm Beach County Traffic Division regarding approval of the methodology used by the applicant's traffic engineer is under review. The traffic impacts of this project were included within the traffic report for the entire development of Woolbright Place PUD and the Shoppes of Woolbright PCD. Drainage - Insufficient drainage information has been submitted for the Engineering Division to ensure the drainage proposed for the recreation site is consistent with the drainage plans included with the plat which is in the final phase of being approved by staff. The Engineering Division is recommending that the certification of drainage be postponed to time of permit review. Driveways: Access to the project is provided by a gated entry on S.W. 8th Street. One ingress/egress driveway is proposed to the private recreation site. The driveway is located north and east of the four-way intersection directly east of the main access point into the project.
