TRC COMMENTS - CRYSTAL KEY RECREATION AREA
In review of this development at the Technical Review Committee, I made a comment regarding
the size of the proposed pool as the amenity for the project1s recreational site.
As proposed, the 15' x 301 pool (which is the normal size structure for a single family home) is
certainly not appropriate to be represented as a "publicI! pool. This development, when
completed, will contain 83 units and be populated by about 200-220 persons. Assuming a
reasonable peak period, the pool area should accommodate about 20% of that population or
about 40 persons,
Using the standard of20 s.f. per person for pool and deck area in a public pool, the minimum
size pool should be 800 s.f. to provide adequate occupancy and a reasonable amenity to the
development. It is therefore recommended that the minimum size pool for this area as proposed
should be 20' x 40',
In order to encourage the developer to provide this improved amenity, I would further
recommend that the parking requirement, which is generally based upon pool size, be left as
proposed which will adequately provide sufficient parking at this peak period,
Since this development is a P.U.D., normal code provisions can be preempted which is
recommended in this case and, incidentally, is the consensus of the entire T.R.c.

After reviewing plans for the above referenced project, the Department of Development offer the following
comments:

Engineering Division
1. All plans submitted for specific permits shall meet the City's code requirements at time of application.
These permits include, but are not limited to the following; site lighting, paving, drainage, curbing,
landscaping, irrigation and traffic control devices. Permits required from agencies such as the FDOT,
PBC, SFWMD and any other permitting agency shall be included with your permit request. Chap. 1 ,
Art.I, Sec.6, par.A, pg.I-3
2. Provide Certification by Developer's Engineer that drainage plan complies with all City codes &
standards. Chap.6, Art.V, Sec.5A, pg. 6-7 and Chap.23, Art.IIF, pg.23-8
3. Provide drainage plan. ChapA, Sec.7F, pgA-6 and Chap.23, Art.IlF, pg.23-8
4. Parking lot dimensions, striping, aisles, stalls, radii, signs, landscaping, etc. must conform with City
codes and standards. Chap.23, Art. II , pg.23-6
5. Provide a satisfactory lighting plan including photometries and pole wind loading. Chap.23, Art. II A,
pg.23-6
6. Concrete curb must conform to City standards. Chap.23, Art.IIE, pg.23-7
7. Provide 27' backup area, all stalls. Chap.23, Art.II,Il, pg.23-9
8. All parking lots shall meet or exceed State Handicap Code requirements and comply with the Standard
Building Code and amendments thereto. Chap.23, Art.IlK, pg.23-9
9. Provide continuation of sidewalks thru all driveways to mark pedestrian paths. Chap.23, Art.II, Sec.P,

10. Paint handicap pavement symbols white. Sheet 9 of FDOT Index 17346

Find attached for your review the plans and exhibits for the above-referenced project. Site Plan
Review approval for this project will be granted by the City Commission. To ensure that the
project stays on line with the review time frame, I request that the plans and exhibits be
reviewed and formal written comments transmitted to the Director of the Planning and
Zoning Department no later than 5:00 P.M. on March 14. 1997.
If you believe the plans are substantially complete with regards to code compliance and
that your outstanding comments and/or recommendations may be addressed at time of
permit review rather than requiring the applicant to prepare amended plans for a 2nd
submittal indicate in your 1st review written comments that you recommend the project
proceed to the Planning and Development Board and City Commission for approval. If
you recommend the project move forward for approval with one review, please attach the
1 st review plans to your written comments, with the exception of the Development
Department which may retain the plans as the control plans for the project.
Adhering to the following review guidelines will promote a comprehensive review and enable
the applicant to efficiently obtain Technical Review Committee approval:
1. Use the review standards specified in Part III, Land Development Regulations, Chapter
4, Site Plan Review, Section 8 of the Code of Ordinances to review and formulate
comments.
2. The documents submitted for the project were determined to be substantially complete
based on the submittal requirements identified in Section 7 of the Site Plan Review
Ordinance. However, if the data provided to meet the submittal requirements is
insufficient to properly evaluate and process the project based on the review standards
or the documents show code deficiencies, additional data and/or corrections should be
requested by the reviewer through the Planning and Zoning Department.

3. Each comment shall reference the section of the code that is incorrectly depicted on the
documents.
4. Technical Review Committee member(s) shall identify in their comments when the plans
depict or when the location and installation of their departmental required improvements
may conflict with other departmental improvements.
5. When a TRC Member finds a code deficiency that is outside of his/her review
responsibility, the comment and the specific code section may be included in their review
comments with the name of the appropriate TRC Member that is responsible for the review
specified.
6. If a TRC member finds the plans acceptable, he/she shall forward a memo, within the time
frame stated above, to the Planning and Zoning Director stating that the plans are
approved and they do not have any comments on the plans submitted for review and
recommend the project be forwarded through the approval process.
All comments shall be typed, addressed and transmitted to the Director of the Planning and
Zoning Department for distribution to the applicant. Please include the name and phone number
of the reviewer on this memo. Michael Haag will be the Planning and Zoning Department staff
member coordinating the review of the project.
The Planning and Zoning Department will send the applicant a cover letter which includes the
comment(s) and directions to amend the plans to comply with the comments and the procedures
for resubmission. When the Planning and Zoning Department receives the amended plans, they
will distribute the plans with a cover memo to all TRC Members for review and approval.

The 14.5 acre project is Pod 1 of the 80 plus acre
Woolbright Place PUD. The development will consist of 83
detached single-family homes on platted lots, a .32 acre
recreation site and a 1.47 acre open parcel. One ingress/
egress of off S.W. 8th Street provides access to the
development. The access to the development and internal
street system is private. The access to the site off of S.W.
8th street is gated and all lots including the recreation site
front on the private road system. The subject of this site
plan approval is the recreation site (Tract "C"). The
recreation site will be developed, operated and maintained
by the homeowners association. The applicant has paid the
full recreation fee and the recreation amenities are not
required. The recreation site includes a cabana, a covered
open area and a pool.
Traffic -
Traffic concurrency was addressed in
connection with the recent master plan
modification approval that established the
single-family use. A copy of the
communication from Palm Beach County
Traffic Division regarding approval of the
methodology used by the applicant's traffic
engineer is under review. The traffic impacts of
this project were included within the traffic
report for the entire development of Woolbright
Place PUD and the Shoppes of Woolbright
PCD.
Drainage - Insufficient drainage information has been
submitted for the Engineering Division to
ensure the drainage proposed for the
recreation site is consistent with the drainage
plans included with the plat which is in the final
phase of being approved by staff. The
Engineering Division is recommending that the
certification of drainage be postponed to time
of permit review.
Driveways: Access to the project is provided by a gated entry on S.W.
8th Street. One ingress/egress driveway is proposed to the
private recreation site. The driveway is located north and
east of the four-way intersection directly east of the main
access point into the project.
Parking Facility: The zoning code specifies fifteen (15) parking spaces are
required for the 450 square foot pool and associated cabana
that is proposed for the recreation facilities. Fifteen parking
spaces have been provided including one handicapped
parking space.
Landscaping: Following compliance with staff comments the landscaping
will be in compliance with the regulations of the landscape
code.

12. As proposed, the 15' x 30' pool (which is the normal size structure for a single
family home) is not appropriate to be represented as a "public" pool. This
development, when completed, will contain 83 units (200-220 persons), Assuming
a reasonable peak period, the pool area should accommodate about 20% of that
population or about 40 persons.
Using the standard of 20 s.f. per person for pool and deck area in a public pool, the
minimum size pool should be 800 s.f, to provide adequate occupancy and a
reasonable amenity to the development. It is therefore recommended that the
minimum size pool for this area as proposed should be 20' x 40'.
In order to encourage the developer to provide this improved amenity, I would
further recommend that the parking requirement, which is generally based upon
pool size, be left as proposed which will adequately provide sufficient parking at this
peak period.
It is the consensus of the Technical Review Committee that since this development
is a P.U.D., normal code provisions can be preempted which is recommended in
this case.
