Documents This is in response to Engineering Division Memorandum No. 97-067, which was received by my office on April 24, 1997. In that memorandum, it was requested that this office review the H.O,A. Documents for Cedar Ridge Townhomes, and for Cedar Ridge Community Association. My comments with respect to the two subject documents are as follows: 1. CEDAR RIDGE TOWNHOMES In Section 14.2 of the Declaration on pages 54-55, the following phrase should be added thereto, "Under no circumstances shall termination of the Declaration result in increased maintenance responsibilities to a governmental authority. J1 A subsection 15.5(E) should be added on page 57 to state as follows, "Under no circumstances shall an amendment to the Declaration result in increased maintenance responsibilities to a governmental authority." 2. CEDAR RIDGE COMMUNITY ASSOCIATION P.U.D. In Section 14.2 of the Declaration on page 27, the following phrase should be added thereto, "Under no circumstances shall termination of the Declaration result in increased maintenance responsibilities to a governmental authority. General Description The proposed site is located just west ofthe CSX Railroad tract and just north of Neptune Drive, adjacent to the south side of the L.WD.D. Canals L-29 and to the east and west sides of the L.W.D.D. E-3-1/2-E Canal, in the city of Boynton Beach in Palm Beach County, Florida. The proposed project consist of a 4.42 ac. The total drainage area, excluding the E-3-1/2-E canal right-of-way is 4.00ac. The proposed project will be devided to two drainage basins. Drainage Basin No. I, which is located west of the E-3-1/2-E Canal and consists of 1.18 ac. and Drainage Basin No.2 which is located east and west of the E-3-1/2-E Canal and consists 01'2.82 ac. Each basin will have a separate outfall control structure into the E-3-1I2-E Canal. The proposed project is located within the South Florida Water Management District C-16 canal dramage Basin boundaries and it will abide by the rules and design criteria for it. 2. Design Criteria. The peak allowable discharge for the C-16 canal drainage basin during the 25 year 1 day storm event is 62.6 c.s.m. 3. Existing Conditions The majority of the site consist of what's considered Coastal with a good ratio of soil storage. The existing ground consists mainly oflocal sand. Based on a topographical map, provided by Wallace Surveying Inc, the average existing ground elevation of the site is 12.00. 4.
