Proposed Development: The developer is proposing construction of a 15,968 square foot office, and warehousing facility on a 1.099 acre parcel of land; Lot 8, Block 2, of the Cedar Ridge, a PUO and High Ridge Commerce Park, a PIO subdivision (see Exhibit "B" - proposed site plan). The southern part of the building that fronts Commerce Road will house a 2,025 square foot office area, while the northern part will contain warehousing. North of the warehouse area, a future 5,030 square foot expansion of the complex is planned, however, occupants of this area are unknown at this time. Concurrency: a. Traffic The proposed use is vested from traffic levels of service as the site is located within a subdivision (Cedar Ridge, a pu~ and High Ridge Commerce Park, a PID) that was platted prior to the effective date of the city's concurrency management ordinance. In order for staff to determine whether the project complies with the vested traffic levels, the anticipated number of peak hour trips per day and total trips per day were requested to be provided, but not received. Approval of this site plan request is subject to the Palm Beach County Traffic Division's verification of compliance with the Palm Beach County Traffic Performance Standards b. Drainage - Drainage information has been submitted by the applicant, however, no certification from a registered engineer regarding compliance with the City's drainage levels of service was provided as is required by the Engineering Division. The Engineering Division is recommending that this review requirement be postponed to time of permit review. Driveways: There is one, 32 feet wide ingress/egress access drive proposed for the site. The access drive provides a connection to the parking and loading areas of the facility. ,/"'1 c/, Page 3 Site Plan Review Staff Report Memorandum #97- 510 Harrison Import and Export Parking Facility: Landscaping: Building and Site Regulations: There are 20 parking spaces to be provided for this use, including two handicap accessible spaces as required by the ADA. The anticipated employment of the facility is 11 employees which requires, in accordance with the code, 9 parking spaces. The code also requires an unspecified amount of visitor parking. The petitioner estimated that 6 additional parking spaces provided for visitors is sufficient. According to the petitioner's calculations, however, the total number of required parking spaces is 15, leaving five surplus spaces. The landscaping will fully meet the code requirements when staff comments are incorporated. The minimum landscaping required by code is proposed. Also, since this is a perimeter lot within the PIO, a 40 foot wide greenbelt must be provided along the northern property line. Landscaping specifications for this buffer is included in the submittal. Building and site regulations will fully meet the code requirements when staff comments are incorporated. Community Design Plan: Lot 8 is the third lot to be developed within the High Ridge Commerce Park PIO. The Kilpatrick Turf Company's facility at the northeast corner of High Ridge Road and Commerce Road was recently completed and the site plan for Amerope was recently approved. Signage: The proposed Harrison Import and Export building consists of a warehouse facility and an office area located in the southeast corner of the structure. The office part is differentiated from the rest of the complex via a shingle roof and contrasting fenestration pattern. The walls are finished with a pearl white stucco. The remaining portion of the building structure has a character of a typical industrial building with the exception of the northeast corner of the future expansion which has an architectural character similar to the office area. Due to the minimal development within the High Ridge Commerce Park PIO in the recent years, no architectural pattern has been established other than the Kilpatrick Turf and Amerope buildings. The applicant, however, made an effort to design the proposed structure to be reasonably compatible with the these buildings. Signage, although requested by staff and required by code to be submitted at time of site plan approval, was not submitted with this site plan. RECOMMENDA TION: Planning and Zoning recommends approval of this site plan request, subject to the comments included in Exhibit "C" - Conditions of Approval. A capacity reservation fee of $1205.82 will be due for this project upon request for the Utilities Department signature on the Health Department application forms or within 30 days of site plan approval (Sec. 26- 34(E)). The handicapped parking spaces shall be striped by current federal guidelines-diagonal stripes in access area (see sheet SP- I). X 4. On the landscaping plan (sheet L-l) there is a circled area, located on the southeast corner of the building. The Police Department recommends that the landscaping in this area not exceed two feet in height from the ground and the canopy of the tree not hang lower than six feet. This is to allow more visual line of sight on the curve. X ENGINEERING DIVISION Comments: 5. All plans submitted for specific permits shall meet the city's code requirements at time of application. These permits include, but are not limited to. the following: site lighting, pavmg, drainage, curbing, landscaping and irrigation. Permits required from other permitting agencies such as FDOT, PBC, SFWMD, DERM, L WDD, DEP and others, shall be included with permit requests. Proposed Development: The developer is proposing construction of a 15,968 square foot office, and warehousing facility on a 1.099 acre parcel of land; Lot 8, Block 2, of the Cedar Ridge, a PUD and High Ridge Commerce Park, a PID subdivision (see Exhibit "B" - proposed site plan). The southern part of the building that fronts Commerce Road will house a 2,025 square foot office area, while the northern part will contain warehousing. North of the warehouse area, a future 5,030 square foot expansion of the complex is planned, however, occupants of this area are unknown at this time. Concurrency: a. Traffic The proposed use is vested from traffic levels of service as the site is located within a subdivision (Cedar Ridge, a PUD and High Ridge Commerce Park, a PID) that was platted prior to the effective date of the city's concurrency management ordinance. In order for staff to determine whether the project complies with the vested traffic levels, the anticipated number of peak hour trips per day and total trips per day were requested to be provided, but not received. Approval of this site plan request is subject to the Palm Beach County Traffic Division's verification of compliance with the Palm Beach County Traffic Performance Standards b. Drainage - Drainage information has been submitted by the applicant, however, no certification from a registered engineer regarding compliance with the City's drainage levels of service was provided as is required by the Engineering Division. The Engineering Division is recommending that this review requirement be postponed to time of permit review. Driveways: There is one, 32 feet wide ingress/egress access drive proposed for the site. The access drive provides a connection to the parking and loading areas of the facility. ~ Page 3 Site Plan Review Staff Report Memorandum #97- 510 Harrison Import and Export Parking Facility: Landscaping: Building and Site Regulations: There are 20 parking spaces to be provided for this use, including two handicap accessible spaces as required by the ADA. The anticipated employment of the facility is 11 employees which requires, in accordance with the code, 9 parking spaces. The code also requires an unspecified amount of visitor parking. The petitioner estimated that 6 additional parking spaces provided for visitors is sufficient. According to the petitioner's calculations, however, the total number of required parking spaces is 15, leaving five surplus spaces. The landscaping will fully meet the code requirements when staff comments are incorporated. The minimum landscaping required by code is proposed. Also, since this is a perimeter lot within the PID, a 40 foot wide greenbelt must be provided along the northern property line. Landscaping specifications for this buffer is included in the submittal. Building and site regulations will fully meet the code requirements when staff comments are incorporated. Community Design Plan: Lot 8 is the third lot to be developed within the High Ridge Commerce Park PID. The Kilpatrick Turf Company's facility at the northeast corner of High Ridge Road and Commerce Road was recently completed and the site plan for Amerope was recently approved. Signage: The proposed Harrison Import and Export building consists of a warehouse facility and an office area located in the southeast corner of the structure. The office part is differentiated from the rest of the complex via a shingle roof and contrasting fenestration pattern. The walls are finished with a pearl white stucco. The remaining portion of the building structure has a character of a typical industrial building with the exception of the northeast corner of the future expansion which has an architectural character similar to the office area. Due to the minimal development within the High Ridge Commerce Park PID in the recent years, no architectural pattern has been established other than the Kilpatrick Turf and Amerope buildings. The applicant, however, made an effort to design the proposed structure to be reasonably compatible with the these buildings. Signage, although requested by staff and required by code to be submitted at time of site plan approval, was not submitted with this site plan. As noted in staff comments, the future signage submittal will have 5 Page 4 Site Plan Review Staff Report Memorandum #97- 510 Harrison Import and Export to go back before the Planning and Development Board and Commission for approval. RECOMMENDATION: Planning and Zoning recommends approval of this site plan request, subject to the comments included in Exhibit "C" - Conditions of Approval. The Technical Review Committee recommends that the deficiencies identified in this exhibit be corrected on the set of plans submitted for building permit. A capacity reservation fee of $1205.82 will be due for this project upon request for the Utilities Department signature on the Health Department application forms or within 30 days of site plan approval (Sec. 26- 34(E)). 2. Palm Beach Health Department permits will be required for the proposed water main extensions (Sec. 26-12). FIRE Comments: None POLICE Comments: 3. The handicapped parking spaces shall be striped by current federal guidelines--diagonal stripes in access area (see sheet SP-1). 4. On the landscaping plan (sheet L-l) there is a circled area, located on the southeast comer of the building. The Police Department recommends that the landscaping in this area not exceed two feet in height from the ground and the canopy of the tree not hang lower than six feet. This is to allow more visual line of sight on the curve. ENGINEERING DIVISION Comments: 5. All plans submitted for specific permits shall meet the city's code requirements at time of application. These permits include, but are not limited to, the following: site lighting, paving, drainage, curbing, landscaping and irrigation. Swale in right-of-way shall be installed in accordance with City Standard B-91004. Also, invert elevation of proposed drainage pipe under driveway shall meet bottom elevation of swale. 9. Curbing shall comply with city standards [LDR Chapter 23, Article ILE.] City Standard B-90012 states that curbing shall be "Type D". 10. On the northeast comer of the parking lot on the paving, grading and drainage plans, 18 foot and 27 foot typical dimensions are shown in a reversed order and shall be corrected to show 18 foot parking stall and 27 foot backup space. To ensure that the handicap accessible sidewalk that is located between the handicap parking spaces and the handicap entrance to the building is 10 compliance with the Florida Accessibility Code for Building Construction, add the following information to the site plan (Sheet SP-l): A. Identify the length and slope of the landings that are required at the top and bottom of both ramps shown on the site plan. B. Dimension the length of both ramps and, where applicable, show required handrails. C. It is the applicant's responsibility to design and construct the project in compliance with the applicable Building, Energy and Accessibility Codes.
