Confirming our conversation today regarding the referenced development [ understand the
following:
I. Amerope has requested FPL provide power to their project and are looking at a 4-6
week delivery.
2. You will pursue getting FPL to expedite street lighting for all of Commerce Road
concurrent with Amerope's request.
3. Harrison Import-Export will be needing temporary power soon meaning FPL will be
running power to east end of Commerce Road anyway.
4. Once the street lighting is on. you will coordinate with Kilpatrick the removal of the
chain link fence from dedicated rights-of-way.
If your agreement is different from mine, please advise immediately. Thanks for your
cooperation with this issue.

We have reviewed subject plans and offer the following comments:
Building Division (Michael Haag 561-375-6352)
1. The site plan and other plan view drawings ofthe site do not indicate the location, width,
type of material. surface finish and slope of the handicap accessible path that is requircd
between the sidewalk requircd at thc public right-of-way and the handicap accessible
entrance to the south proposed office area. Ifthe north office area will require an
Occupational License separate from thc south office the accessible path shall be extended to
the accessible entrance to the north office. Indicate on the floor plan the proposed use of the
north office area and amend the plans to show compliance with the accessibility code.

2. To clarifY the status ofthc proposed signage place a note on the site plan drawing and below
the building elcvation view drawings indicating that the building signage shall comply with
the approved High Ridge Commcrce Park PID sign program and thc applicable regulations
of Chapter 21 - Sign Code.
Note: Thc sign program does not include site signage thereforc a requcst for site signagc
will rcquire a formal submittal to modifY the existing sign program. Contact the Planning
and Zoning Division regarding fees, submittal requirements and review schedulc for

be included with your permit requcst.

6. Need to show proposed swale. sidewalk and driveway along Commerce Road. [LDR

driveway to allow for storm runoff in swale to flow to existing catch basins.
7. Label handicap space on site plan and show width of handicap stall along with striping detail
of handicap space. [Florida Accessibility Code]
8. On the proposed site plan, correct the scale and/or the plan for an accurate plan review.
9. Provide a tabular summary of all items specified in chapter 4, Section 7.E. of the City's
LDR.
lO. On Sheet PRE-2. correct the titles of the various elevations to agree with orientation of the
building.
11. Note: The scale of the dumpster on the landscape plan indicates it does not have a clear,
minimum width of 10 feet.
Recommend a second site plan review.

Staff has reviewed the above referenced project and offers the following comments:
1) A capacity reservation fee will be due for this project upon my request for signature on the
Health Dept. application forms or within 30 days of site plan approval. This fee will be
determined based upon final meter size. (Sec. 26-34(E))
2) Please indicate that all points on the building will be within 200 feet of an existing or
proposed fire hydrant, by showing said hydrant on the plans. (LDR chap. 6, Article IV,
Sec. 16)
3) Appropriate backflow preventers will be required on the domestic water service to the
building, and the fire sprinkler line if there is one. (Sec. 26-207)
4) City water may not be used for irrigation where other sources are readily available. (Comp
Plan policy 3C.3.4)
5) A scaled drawing showing the site drainage plan shall be submitted.
(LDR Chap. 4, sec. 7F)
6) Provide an engineer's written certification that drainage will conform with all rules of the
City and the South Florida Water Management District. (LDR Chap. 4, sec. 7F)

The following is a list of comments regarding the first review of the above-referenced project, that identify
deficiencies from the City's Land Development Regulations (L.D.R,). These comments are required to be
corrected and shown in compliance on the plans and/or documents submitted for second (2nd) review in
order for the project to continue through the site plan review process,
The applicant shall understand that all documents and plans submitted for site plan review are subject to
additional comments, I recommend that the applicant/agent contact this office regarding questions related
to the comments. If the applicant is not intending to correct code deficiencies or deficiencies from
previous conditions of approval and they request that the project remain on the review schedule identified
he/she should contact this office regarding the procedures, application forms, fees and submittal deadline
dates for seeking relief from the code requirement or previous condition of approval.
1. With the second submittal, provide a clause on the survey that the property was
abstracted for all easements, right-of-ways and utility lines, as required by LDR,
Chapter 4, Section 7.A.
2. Any roof top equipment shall have to be screened from view at a distance of 600
feet. If such equipment is planned, indicate its location and the height of the
equipment above the roof and/or parapet wall level. Provide elevations of the
structure showing the roof top equipment and the required screening (all reduced
to a small scale) and draw in on these elevations the lines-of-sight connecting
the highest point of the equipment with eye level from a distance of 600 hundred
feet from the building (LDR, Chapter 9, Section 11.E).
3. Indicate dimensions of the loading zones in accordance with LOR, Chapter 2 -
Zoning, Section 11.J.1. (12 feet by 35 feet).

4. Provide information regarding proposed signage on the property in accordance
with LDR, Chapter 21, Section 7 and Chapter 9, Section 10.1. If signage
information will not be provided with the second submittat, another formal
submittal containing signage will have to be made and presented to the Planning
and Development Board and City Commission for approval (LDR, Chapter 4,
Section 7.B.2).
5. With the second submittal, provide information regarding vehicular traffic trip
generation. At minimum, indicate an average daily trips (ADT) count and a peak
hour trip generation estimate. No building permits will be issued until the
provided traffic statement will be evaluated by the Palm Beach County Traffic
Division for conformance with Palm Beach Traffic Performance Standards (LDR,
Chapter 4, Section 8.C.8).
6. With the second submittal provide required site data summary (LDR, Chapter 4,
Section 7.E).
7. Traffic control markings shall be shown within the vehicular use areas as
required by LDR, Chapter 4, Section 7.B.2. Indicate these markings on the site
plan included with the second submittal.
8. No building permits will be issued until the submitted use approval application
will be approved by the Planning and Development Board and City Commission.

11. Lighting shall be shown on the site plan and the landscape plan, as required by
LDR, Chapter 4, Section 7.B.2 to eliminate potential conflicts with landscape
material and on-site existing or proposed easements.
12. On the Landscape Plan amend the tabular summary of the planting material to
include a "landscape material required by the code" category. Also, provide
relevant calculations for this category. For the landscape buffer adjacent to the
right-of way and along abutting properties, provide perimeter distances of the
parcel for which the landscape buffer material is being calculated (Chapter 7.5,
Article II - Landscape Code).
13. Incorporate the above calculation into the tabulation of the landscape material
provided for the site. All native species shall be distinguished from non-native
species with a recognizable symbol. The native requirement is fifty percent of the
required landscape planting (Comprehensive Plan Policy 4.4.6).

14. On the landscape plan, indicate all existing and proposed easements to avoid
potential conflicts with the utility lines and proposed structures.
15. Landscape plan shall be drawn to the same scale as submitted site plan (LOR,
(LOR, Chapter 4, Section 7.C).
16. Submit to the Planning and Zoning Oepartment a presentation board containing
samples of all exterior building materials to be used for construction.
17. Submit to the Planning and Zoning Oepartment color elevations of the building .
18. It is recommended that Cypress mulch be replaced with Melaleuca or antoher
non-native type of mulch.
19. With the second submittal include required floor plan of the building (LOR,
Chapter 4.0.1).
20. On the elevation of the proposed building indicate color codes and
manufacturer's name of all exterior finishes.
21. Provide design standards for the required 25 feet wide peripheral greenbelt
along the northern property line. It is recommended that the standards include at
minimum:
. canopy trees spaced 40 feet o.c.
. shrubs maintained at a height of 6 feet upon reaching maturity
. appropriate ground cover
. 50 percent of the landscape material in each of the above category should
be native
22. The scale of the site plan drawing is depicted incorrectly. With the second
submittal, depict correct scale of the site plan drawing.
23. An environmental review permit may be required when information regarding
anticipated uses in the remaining portion of the warehouse are supplied.
24. With the second submittal, provide drainage information as required by the code
(LOR Chapter 4, Section 7.F).
25. Provide dumpster enclosure details in accordance with the code

26. Provide landscape accents along all three walls of the dumpster enclosure in
accordance with the code.
27. On the site plan indicate both required and provided setbacks of the proposed

building and the eastern property line.
30. Provide parking calculations in accordance with LOR, Chapter 2, Section H.2.
31. In accordance with LOR, Chapter 2, Section H.11 and H.12, provide information

I have reviewed the above plans and have the following comments/recommendations:
-The handicapped parking spaces- to be striped by current Federal guidelines- diagonal stripes in
access area. (see sheet SP-1)
-On the Landscaping plan (sheet L-1) there is a circled area, located on the southeast corner of
the building, I recommend that the landscaping in this area not exceed two feet in height from the
ground and the canopy of the tree not hang lower than six feet. This is to allow more visual line
of sight on the curve.

The Recreation & Park Department has reviewed the new sight plan for Harrison Export and

Attached is the amended site plan submittal for the above referenced project for your final
review and recommendation. Please review this amended site plan submittal to determine if
the plans have been adjusted to satisfy the comments previously made by your department.
If your comments have been satisfied or if your comments can be met at time of
building permit, please advise this office in writing. If your comments have not been
met, please indicate this in writing to my office.
Finally, include in your memorandum a recommendation as to whether the project should be
forwarded to the Planning and Development Board for consideration. Please return your
memorandum and the amended plans (Building and Engineering Divisions shall keep
their plans) to Planning and Zoning by 5:00 P.M. on Friday, October 10, 1997.
If you should have any questions regarding this plan, please feel free to call Jerzy Lewicki at
Extension 6260, who is coordinating the review of this project.

Find attached for your review the plans and exhibits for the above-referenced project. Please
review the plans and exhibits and transmit formal written comments to the Director of
Planning and Zoning no later than 5:00 P.M. on September 4.1997. When preparing your
comments, please separate them into two categories; code deficiencies with code
sections referenced and recommendations that you believe will enhance the project.
Adhering to the following review guidelines will promote a comprehensive review and enable
the applicant to efficiently obtain Technical Review Committee approval:
1. Use the review standards specified in Part IV, Land Development Regulations, Site Plan
Review and the applicable code sections of the Code of Ordinances to review and
formulate comments.
2. The documents submitted for the project were determined to be substantially complete,
however, if the data provided to meet the submittal requirements is insufficient to
properly evaluate and process the project based on the review standards or the

documents show code deficiencies, additional data and/or corrections should be
requested by the reviewer by contacting Jerzy Lewicki.
3. Each comment shall reference the section of the code that is incorrectly depicted on the
documents.
4. Technical Review Committee member(s) shall identify in their comments when the plans
depict or when the location and installation of their departmental required improvements
may conflict with other departmental improvements.
5. When a TRC Member finds a code deficiency that is outside of his/her review
responsibility, the comment and the specific code section may be included in their review
comments with the name of the appropriate TRC Member that is responsible for the
review specified.
6. If a TRC member finds the plans acceptable, he/she shall forward a memorandum, within
the time frame stated above, to the Planning and Zoning Director. The memorandum shall
state that the plans are approved and that they do not have any comments on the plans
submitted for review and that they recommend the project be forwarded through the
approval process.
All comments shall be typed, addressed and transmitted to the Director of the Planning and
Zoning for distribution to the applicant. Please include the name and phone number of the
reviewer on this memorandum. Jerzy Lewicki will be the Planning and Zoning staff member
coordinating the review of the project.
Planning and Zoning staff will send the applicant a cover letter which includes the comment(s)
and directions to amend the plans to comply with the comments and the procedures for
resubmission. When Planning and Zoning staff receives the amended plans, we will distribute
the plans with a cover memorandum to all TRC Members for review and approval.
