The site is undeveloped and contains a limited amount of
vegetation in the southern portion of the parcel: one mature
Banyan tree and a 30 inch tall Ficus hedge.

Development:
The developer is proposing construction of a 8,939 sq. ft. church on
a 1.25 acre parcel of land south of Old Boynton Road (see Exhibit
"B" - proposed site plan). The church building is proposed to be

-phase II would be a 1,680 square feet addition to the southern part
of the building, bringing the total square footage to 8,939.
The parking associated with this development will contain 71
parking spaces. All parking spaces will be constructed during
phase I of the construction process.
Comments have not yet been received from the Palm Beach
County Traffic Division regarding their review of the traffic
study. The study indicates that the project complies with the
Palm Beach County Traffic Performance Standards
Ordinance. The applicant shall comply with any off-site
improvements determined to be necessary as part of the
County's review of the study.
Insufficient drainage information has been submitted for the
Engineering Division to certify compliance with the City's
drainage levels of service. Certification is required at the
time of site plan approval. The Engineering Division is
recommending that this be postponed to time of permit
review.
One, 27 feet wide ingress/egress access drive onto Old Boynton
Road is proposed for the site. The access drive provides a
connection to a loop shaped parking aisle serving the parking
facility.
There are 71 parking spaces to be provided for this use, including
four handicap accessible spaces as required by the ADA. This
meets the minimum standard of 71 parking spaces required by the
Land Development Regulations, Chapter 2 - Zoning for the size
and use of both phases of the proposed church.
The perimeter hedge located partially on the site and partially on
adjacent property does not meet the fifty percent native species
requirement, therefore, an additional on-site hedge consisting of
native material shall be incorporated into the required perimeter
landscape buffer. Also, minor modifications are needed to properly
screen the proposed dumpster. Landscaping will fully meet the
code requirements when staff comments are incorporated.
Building and site regulations will fully meet the code requirements
when staff comments are incorporated and the proposed location
of the church moved out of the existing utility easement.
Community Design
Plan: The architectural character of the proposed building is an example
of modern sacral architecture. It consists of:
. a main assembly area covered with a gable roof, and;
. an office attached to its side, covered with a flat roof.

Architectural features represented in the design of the main church
structure, such as windows, entrance porch and an 11 feet high
steeple exemplify the sacral character of the building. The
architectural character of the building, as well as the use of stucco
as a wall finish, make this building architecturally compatible with
the adjoining buildings.
The church building is proposed to be built in two phases:
-phase I would encompass construction of a 7,259 square feet
church consisting of the main assembly area and associated
accessory offices and support areas,
-phase II will be a 1,680 square feet addition of the Sunday
classrooms attached to the southern part of the building that would
increase the total square footage to 8,939. The second phase will
also increase the seating capacity of the main assembly area from
240 to 284 permanent seats.
Signage:
Signage, although requested by staff and required by code to be
submitted at time of site plan approval, was not submitted with this
site plan. It is recommended that signs be approved
administratively, subject to compliance with the Land Development
Regulations.
RECOMMENDATION:
The Planning and Zoning Department recommends approval of this site plan request,
subject to the comments included in Exhibit C - Conditions of Approval. The Technical
Review Committee recommends that the deficiencies identified in this exhibit be
corrected on the set of plans submitted for building permit.

1. The dumpster enclosure at the site must be 10 feet by 10 feet
(inside measurements). The gate poles, as shown on the
drawings, reduce the width to less than 10 feet.

2. Palm Beach Health Oepartment permit will be required, (Sec.26-
12).
3. A reservation fee of $790.02 is due within thirty (30) days of City
Commission approval or upon request for Utility Department
signature on HRSIDEP forms, (Sec. 26-34[E]),
4, Shifting the location of the proposed water main and easement
will eliminate the conflict with the proposed landscape plan.

13. The roof overhang and the foundations of the church building
encroach the FPL easement located just west of the structure.
Remove the structure from the easement, or prior to the building
permit issuance, obtain a release letter from FPL allowing the
encroachment.
14. The proposed free-standing sign is located within the FPL
easement. Remove the sign from the easement or prior to
issuance of the sign permit, obtain a release letter from FPL
allowing the encroachment.
15. Nurseries in a church require plans to be processed and
approved as conditional use applications. Eliminate the depiction
of Nursery from the floor plan, or, if the use is not intended to
meet the definition of the Nursery School and/or Preschool
Facility, provide more specific information regarding this use and
rename the space appropriately (LOR, Chapter 2 - Zoning,
Section 5.G.1.a and Section 5.F.1.c).
1S, It is recommended that the proposed Cypress mulch be replaced
with another kind of mulch, such as Melaleuca, Eucalyptus, etc.
17. The submitted traffic statement shall be approved by the Palm
Beach County Oivision prior to issuance of the building permit.

signs on the property. It is recommended that signs be approved
administratively, subject to compliance with the LOR.
19. Eliminate discrepancies between the engineering site plan and
architectural site plan with respect to the location, size and
configuration of the main structure and the dumpster enclosure.
20. The proposed free-standing sign shall be placed a minimum of 10
feet from the front property line. The sign setback is only five (5)
feet from the front property line. Relocate the sign to an
alternative location that complies with the minimum setback
provision of the Chapter 21, Article III, Section 5 of the City's
LOR.

OEPARTMENTS INCLUDE REJECT
21. Any roof top equipment shall be screened from view at a distance
of 600 feet. If such equipment is planned, indicate its location and
the height of the equipment above the roof level. Provide
elevations of the structure showing the roof top equipment and
the required screening (all reduced to a small scale) and draw in
on these elevations the lines-of-sight connecting the highest point
of the equipment with eye level from a distance of 600 hundred
feet from the building (LOR, Chapter 9, Section 11.E).
22. City's Land Oevelopment Regulations, Chapter 7.5, Article II,
Section 5.E requires that vehicular use areas be screened with a
perimeter hedge not less than four (4) and no more than six (6)
feet in height. This provision is further modified in Section 5.E.2
allowing the on-site perimeter landscape hedge requirement to be
waived when the subject vehicular use area abuts an existing
hedge meeting all applicable city standards located on adjacent
properties. The submitted Landscape Plan indicates that such
hedge exists along the western, southern, and eastern property
lines. This hedge is depicted as Ficus Benjamina which is a non-
native Florida specie. Provide an additional on-site perimeter
hedge to meet the native requirement of fifty percent of the
required landscape planting (Comprehensive Plan Policy 4.4.6).
23. On the Landscape Plan provide a tabular summary of the planting
material to include a "landscape material required by the code"
category. Also, provide relevant calculations for this category,
For the landscape buffer adjacent to the right-of way and along
abutting properties, provide perimeter distances of the parcel for
which the landscape buffer hedge material is being calculated
(Chapter 7.5, Article II - Landscape Code).
24. Incorporate the above calculation into the tabulation of the
landscape material provided for the site. All native species shall
be distinguished from non-native species with a recognizable
symbol.
25. The dumpster enclosure has to meet design and landscaping
standards as described in LDR, Chapter 9, Section 10.C. and
Chapter 7.5, Article II, Section 5.J. On the Landscape Plan
provide required accent shrubs along the dumpster screen walls.
26. Since the submittal contains all information regarding anticipated
future expansion denoted as Phase II, and the expansion will not
require provision of additional parking or landscaping, it is
recommended that the future expansion plans, if identical with
Phase II as shown on this submittal, be approved administratively
as a minor site plan modification.
27, According to the tax map, the parcel of land shown on the
submitted survey represents the third subdivision of the original
Tract 53 resulting in the creation of four (4) separate lots. The
City's Land Oevelopment Regulations, Chapter 5 - Platting
requires that a plat be filed with the City's Oevelopment
Oepartment if more than two separate lots are created. No
building permit shall be issued until the subdivision plat is
approved by the City Commission and recorded with Palm Beach
County.

Community Design
Plan: The architectural character of the proposed building is an example
of modern sacral architecture. It consists of:
. a main assembly area covered with a gable roof, and;
. an office attached to its side, covered with a flat roof.

Lakeside Christian Church
Architectural features represented in the design of the main church
structure, such as windows, entrance porch and an 11 feet high
steeple exemplify the sacral character of the building. The
architectural character of the building, as well as the use of stucco
as a wall finish, make this building architecturally compatible with
the adjoining buildings.
The church building is proposed to be built in two phases:
-phase I would encompass construction of a 7,259 square feet
church consisting of the main assembly area and associated
accessory offices and support areas,
-phase II will be a 1,680 square feet addition of the Sunday
classrooms attached to the southern part of the building that would
increase the total square footage to 8,939. The second phase will
also increase the seating capacity of the main assembly area from
240 to 284 permanent seats.
Signage:
Signage, although requested by staff and required by code to be
submitted at time of site plan approval, was not submitted with this
site plan. It is recommended that signs be approved
administratively, subject to compliance with the Land Development
Regulations.
RECOMMENDATION:
The Planning and Zoning Department recommends approval of this site plan request,
subject to the comments included in Exhibit C - Conditions of Approval. The Technical
Review Committee recommends that the deficiencies identified in this exhibit be
corrected on the set of plans submitted for building permit.

encroach the FPL easement located just west of the structure.
Remove the structure from the easement, or prior to the building
permit issuance, obtain a release letter from FPL allowing the
encroachment.
14. The proposed free-standing sign is located within the FPL
easement. Remove the sign from the easement or prior to
issuance of the sign permit, obtain a release letter from FPL
allowing the encroachment.
15. Nurseries in a church require plans to be processed and
approved as conditional use applications. Eliminate the depiction
of Nursery from the floor plan, or, if the use is not intended to
meet the definition of the Nursery School and/or Preschool
Facility, provide more specific information regarding this use and
rename the space appropriately (LDR, Chapter 2 - Zoning,
Section 5.G.1.a and Section 5.F.1.c).
16. It is recommended that the proposed Cypress mulch be replaced
with another kind of mulch, such as Melaleuca, Eucalyptus, etc.
17. The submitted traffic statement shall be approved by the Palm
Beach County Oivision prior to issuance of the building permit.
18. Provide information regarding size, design and color of proposed
signs on the property, It is recommended that signs be approved
administratively, subject to compliance with the LOR.
19. Eliminate discrepancies between the engineering site plan and
architectural site plan with respect to the location, size and
configuration of the main structure and the dumpster enclosure.
20, The proposed free-standing sign shall be placed a minimum of 10
feet from the front property line. The sign setback is only five (5)
feet from the front property line. Relocate the sign to an
alternative location that complies with the minimum setback
provision of the Chapter 21, Article III, Section 5 of the City's
LOR.

21. Any roof top equipment shall be screened from view at a distance
of 600 feet. If such equipment is planned, indicate its location and
the height of the equipment above the roof level. Provide
elevations of the structure showing the roof top equipment and
the required screening (all reduced to a small scale) and draw in
on these elevations the lines-of-sight connecting the highest point
of the equipment with eye level from a distance of SOO hundred
feet from the building (LOR, Chapter 9, Section 11.E).
22. City's Land Oevelopment Regulations, Chapter 7.5, Article II,
Section 5,E requires that vehicular use areas be screened with a
perimeter hedge not less than four (4) and no more than six (S)
feet in height. This provision is further modified in Section 5.E.2
allowing the on-site perimeter landscape hedge requirement to be
waived when the subject vehicular use area abuts an existing
hedge meeting all applicable city standards located on adjacent
properties. The submitted Landscape Plan indicates that such
hedge exists along the western, southern, and eastern property
lines. This hedge is depicted as Ficus Benjamina which is a non-
native Florida specie. Provide an additional on-site perimeter
hedge to meet the native requirement of fifty percent of the
required landscape planting (Comprehensive Plan Policy 4.4.6).
23, On the Landscape Plan provide a tabular summary of the planting
material to include a "landscape material required by the code"
category. Also, provide relevant calculations for this category.
For the landscape buffer adjacent to the right-of way and along
abutting properties, provide perimeter distances of the parcel for
which the landscape buffer hedge material is being calculated
(Chapter 7.5, Article II - Landscape Code).
24. Incorporate the above calculation into the tabulation of the
landscape material provided for the site. All native species shall
be distinguished from non-native species with a recognizable
symbol.
25. The dumpster enclosure has to meet design and landscaping
standards as described in LOR, Chapter 9, Section 10.C. and
Chapter 7.5, Article II, Section 5.J. On the Landscape Plan
provide required accent shrubs along the dumpster screen walls.
26. Since the submittal contains all information regarding anticipated
future expansion denoted as Phase II, and the expansion will not
require provision of additional parking or landscaping, it is
recommended that the future expansion plans, if identical with
Phase II as shown on this submittal, be approved administratively
as a minor site plan modification.
27. According to the tax map, the parcel of land shown on the
submitted survey represents ~he third subdivision of the original
Tract 53 resulting in the creation of four (4) separate lots. The
City's Land Oevelopment Regulations, Chapter 5 - Platting
requires that a plat be filed with the City's Oevelopment
Department if more than two separate lots are created. No
building permit shall be issued until the subdivision plat is
approved by the City Commission and recorded with Palm Beach
County.
