The site is currently comprised of two occupied single family homes.
One home is 1,186 square feet in size and the other is 2,200 square
feet in size. The site is predominately a maintained St. Augustine
lawn with a 15' wide asphalt driveway servicing the two homes. An
existing 10' high double-faced, 12' wide freestanding sign is located at
the front and center of the property, 2' from the right of way line, and
has a masonry planter surrounding the base. The homes have
foundation plantings of mature ornamental vegetation. Along the
north property line stands five large Banyan trees, and the south
property line is home to an open hedgerow consisting of a variety of
palms. One large Acacia tree and a small number of Saba I Palms
exists within the interior of the lot. There is no other vegetation or
structures of any significance on the site.
The developer is proposing construction of a 3,648 square foot dental
office building and related parking (see Exhibit "B" - proposed site
plan).
A traffic statement regarding the number of trips generated by
the use has not yet been submitted. Preliminary staff analysis
indicates that this project will comply with the county's traffic
performance standards. This compliance is a condition of
approval.
Conceptual drainage information was not provided for the city's
review. The city's concurrency ordinance requires drainage
certification at time of site plan approval. The Engineering
Division is recommending that the review of specific drainage
solutions be deferred to time of permit review.
Proposed on-site traffic circulation consists of a 27' wide drive aisle
with circular drive access to US. 1, and a 15' wide two-way drive off of
the circular drive which will service the future lab building in the rear of
the lot. A parking lot will be added near the entrance of the parcel
and will provide parking areas containing 35 - g' x 18' spaces.

Parking Facility:
There are 35 parking spaces proposed, including two (2) spaces
designated as handicapped accessible. This meets the city's Land
Development Regulations, Chapter 2 - Zoning and ADA requirements
for this use, and provides for 16 surplus spaces.
Landscaping:
The landscaping of the site will fully meet the code requirements when
staff comments are incorporated.
Building and Site
Regulations:
Building and site regulations will be fully meet code when staff
comments are incorporated into the permit drawings.
Community Design
Plan: Of the two existing buildings, one will be replaced and one will be
refinished in the future as a lab building. The proposed building
facades, as viewed from Federal Highway, will enhance the character
of this predominately 60's style residential area. Colored elevations of
the new structure will be available for review at the Board and
Commission meeting.
Signage:
Proposed signage will utilize the existing above-mentioned sign, along
the US. 1 right of way, refinished to match the building color and
materials.
RECOMMENDA liON:
The Planning and Zoning Division recommends approval of this site plan request, subject
to the comments included in Exhibit "C" - Conditions of Approval. The Technical Review
Committee (TRC) recommends that the deficiencies identified in this exhibit be corrected
on the set of plans submitted for building permit.

UTILITIES
Comments:
1. All utilities easements shall be shown on the rectified landscaping X
drawings so it can be determined which trees may interfere with utilities.
In general, palm trees will be the only tree species allowed within
utilities easements. Canopy trees may be planted outside of the easement
so that roots and branches will not impact those utilities within the
easement in the foreseeable future. LDR Sec. 7.5-18.1 gives public
utilities the authority to remove any trees that interfere with utility
services, either in utility easements or public rights-of-way.
2. Fire flow calculations will be required demonstrating the city code X
requirement of 1500 g.p.m. as stated in LDR Chap. 6, Art. , Sec. 16, or
the requirement imposed by insurance underwriters, whichever IS
greater. (See Sec. 26-16(a)).
3. Water and sewer lines to be owned and operated by the city shall be X
included within utilities easements. Please show all existing and
proposed easements on the site plan drawings, using a minimum width of
12 feet (for proposed easements). The easements shall be dedicated via
separate instrument to the city as stated in Sec. 26-33(a) of the code.
4. Surety for installation of the water and sewer utilities will not be X
required, on condition that the systems be fully completed, and given to
the city before the first permanent meter is set. Setting of a permanent
water meter is a prerequisite to obtaining the certificate of occupancy.
5. The proposed fire hydrant does not provide sufficient coverage for the X
proposed phase 2 dental lab. The hydrant shall be properly located with
phase 1 so as to avoid relocation in the future. LDR Chap. 6, Article IV,
Sec. 16 requires that all points on each commercial building be within
200 feet of an existing or proposed fire hydrant.
6. Show existing and proposed sewer services to the site. X
7. A building permit for this project shall not be issued until the Utilities X
Department has approved the plans for the water and/or sewer
improvements required to serve the project.' (Sec. 26-15)

8. Need engineer's certification letter that drainage will conform to all X
rules, regulations, codes, etc. of the City of Boynton Beach [LDR
Chapter 4, Section 7.F.2.]. Provide a proposed drainage plan including
flow arrows, proposed elevations and drainage structures. Ch.23, Art.II,
Par.F.
9. Show traffic control markings and signage (stop signs, stop bars, etc.) at X
egress ends of parking lots. [LDR Chapter 23, Article II.B.1. & 2. and
City Standard Drawing B-90012] Also, add "Right Turn Only" and
associated arrow markings to both egress driveways. Install "One Way"
arrow post signs in median opposite the subject driveways. Add 25'
double yellow longitudinal center lines to both driveways and ingress
pavement arrows [MUTCD 2B-29].
10. Provide a curb detail per City Standard Drawing B-900 12 and show on X
plans all curbed areas required to protect landscaping from vehicle
encroachment [LDR Chapter 23, Article II.E.].
11. Resurface existing circular driveway, if necessary, so that storm water is X
contained on site. [LDR Chapter 23, Article II.F.]
12. Provide a typical cross-section of the new parking lot areas m X
accordance with LDR Chapter 23, Article II.Q.
13. All plans submitted for specific permits shall meet the city's code X
requirements at time of application. These permits include, but are not
limited to the following; site lighting, pavmg, drainage, curbing,
landscaping, irrigation and traffic control devices. Permits required from
agencies such as the FDOT, PBC, SFWMD, DERM, L WDD, DEP and
any other permitting agency shall be included with a request for permit.
14. Provide a detail showing a ramp or curb cut to meet ADA requirements X
from the pavement to the front porch area. [Florida Accessibility Code]

Show on landscape plans the clear sight triangles specified in FDOT
Index 546 for both driveways. Also, add note on plan that within the
sight triangles there shall be a clear unobstructed view within 30" and 6'
from the pavement [LDR Chapter 7.5, Article II, Section 5.H.]

It is recommended that since only southbound traffic can access site,
consider making the existing circular driveway one-way from north to
south. If done, the width of the driveway could be reduced creating a
larger landscape area around the existing sign.

Therefore place the following note on the site plan drawing. "Building
signage not approved. Site plan review will be required for future

Add to the proposed site plan a labeled symbol that represents the
location of the accessible path that is required from the accessible
building entrance to the accessible access aisle located adjacent to the
accessible parking spaces. Also identify on the site plan the width and
type of material proposed for the accessible path. Place a note on the site
plan next to the labeled symbol indicating that the accessible route
complies with the regulations specified in the Florida Accessibility Code
for Building Construction. [Florida Accessibility Code for Building
Construction, Section 4.3, Accessible Route and Section 4.6, Parking and
Passenger Loading Zones] Note: Following site plan approval the
subsequent working drawings that are required to be submitted for
permit review shall include identifying the location, width, type of
material, slope and surface finish texture for the required accessible
route. The permit plans, where applicable, shall include detail drawings
of accessible ramps. The drawings shall depict the location of the
ramp(s) including specifying the type of material, surface finish, width,
length, slope, size of top and bottom landings and where required the
appropriate handrails. The illustration of the accessible route that is
required to be shown on the drawings submitted for site plan review may
be general in nature, however, the subsequent permit drawings shall
contain specific information to determine that the accessible route
complies with the regulations specified in the accessibility code.

property line is home to an open hedgerow consisting of a variety of
palms. One large Acacia tree and a small number of Sabal Palms
exists within the interior of the lot. There is no other vegetation or
structures of any significance on the site.
The developer is proposing construction of a 3,648 square foot dental
office building and related parking (see Exhibit "B" - proposed site
plan).
A traffic statement regarding the number of trips generated by
the use has not yet been submitted. Preliminary staff analysis
indicates that this project will comply with the county's traffic
performance standards. This compliance is a condition of
approval.
Conceptual drainage information was not provided for the city's
review. The city's concurrency ordinance requires drainage
certification at time of site plan approval. The Engineering
Division is recommending that the review of specific drainage
solutions be deferred to time of permit review.
Proposed on-site traffic circulation consists of a 27' wide drive aisle
with circular drive access to US. 1, and a 15' wide two-way drive off of
the circular drive which will service the future lab building in the rear of
the lot. A parking lot will be added near the entrance of the parcel
and will provide parking areas containing 35 - 9' x 18' spaces.

The landscaping of the site will fully meet the code requirements when
staff comments are incorporated.
Building and Site
Regulations:
Building and site regulations will be fully meet code when staff
comments are incorporated into the permit drawings.
Community Design
Plan: Of the two existing buildings, one will be replaced and one will be
refinished in the future as a lab building. The proposed building
facades, as viewed from Federal Highway, will enhance the character
of this predominately 60's style residential area. Colored elevations of
the new structure will be available for review at the Board and
Commission meeting.
Signage:
Proposed signage will utilize the existing above-mentioned sign, along
the US. 1 right of way, refinished to match the building color and
materials.
RECOMMENDATION:
The Planning and Zoning Division recommends approval of this site plan request, subject
to the comments included in Exhibit "e" - Conditions of Approval. The Technical Review
Committee (TRC) recommends that the deficiencies identified in this exhibit be corrected
on the set of plans submitted for building permit.

Comments:
1. All utilities easements shall be shown on the rectified landscaping
drawings so it can be determined which trees may interfere with utilities.
In general, palm trees will be the only tree species allowed within
utilities easements. Canopy trees may be planted outside of the easement
so that roots and branches will not impact those utilities within the
easement in the foreseeable future. LDR Sec. 7.5-18.1 gives public
utilities the authority to remove any trees that interfere with utility
services, either in utility easements or public rights-of-way.
2. Fire flow calculations will be required demonstrating the city code
requirement of 1500 g.p.m. as stated in LDR Chap. 6, Art. , Sec. 16, or
the requirement imposed by msurance underwriters, whichever IS
greater. (See Sec. 26-16(a)).
3. Water and sewer lines to be owned and operated by the city shall be
included within utilities easements. Please show all existing and
proposed easements on the site plan drawings, using a minimum width of
12 feet (for proposed easements). The easements shall be dedicated via
separate instrument to the city as stated in Sec. 26-33(a) of the code.
4. Surety for installation of the water and sewer utilities will not be
required, on condition that the systems be fully completed, and given to
the city before the first permanent meter is set. Setting of a permanent
water meter is a prerequisite to obtaining the certificate of occupancy.
5. The proposed fire hydrant does not provide sufficient coverage for the
proposed phase 2 dental lab. The hydrant shall be properly located with
phase 1 so as to avoid relocation in the future. LDR Chap. 6, Article IV,
Sec. 16 requires that all points on each commercial building be within
200 feet of an existing or proposed fire hydrant.
6. Show existing and proposed sewer services to the site.
7. A building permit for this project shall not be issued until the Utilities
Department has approved the plans for the water and/or sewer
improvements required to serve the project. (Sec. 26-15)

13. All plans submitted for specific permits shall meet the city's code
requirements at time of application. These permits include, but are not
limited to the following; site lighting, pavmg, drainage, curbing,
landscaping, irrigation and traffic control devices. Permits required from
agencies such as the FDOT, PBC, SFWMD, DERM, L WDD, DEP and
any other permitting agency shall be included with a request for permit.

17. Show on landscape plans the clear sight triangles specified in FDOT

sight triangles there shall be a clear unobstructed view within 30" and 6'

18. It is recommended that since only southbound traffic can access site,
consider making the existing circular driveway one-way from north to
