RE: Knuth Road Realignment
As previously discussed, an attempt is being made to realign Knuth Road
between Old Boynton Road and West Boynton Beach Boulevard (see attached
letter and map). Knuth Road, over this area, currently intersects at
its northerly terminus, Javert Street. Javert Street is residential
in nature, serving West Boynton Subdivision. As proposed, an S-curve
would be designed into Knuth Road resulting in the northern terminus
'intersecting with the western entrance to the Boynton Beach Mall.
The City's interest in this realignment rests in the fact that all
properties east of Knuth Road, including Knuth Road at its present
location will be incorporated in the future. This process has started
with the pending annexation of parcels of land at the northeast corner
of Knuth Road and West Boynton Beach Boulevard, and at the southeast
corner of Knuth Road and Old Boynton Road. Also, realignment will en-
hance the objectives of the Boynton Beach Comprehensive Plan Evaluation
and Appraisal Report which recognizes that Knuth Road will function as
a collector.
Concerning construction of the realigned Knuth Road, you will recall
that the developers of the properties of the two previously mentioned
corners have a financial and construction commitment to purchase rights-
of-way and build Knuth Road at its present location. Apparently, interest
has been shown by these property owners in the realignment, as it will
make their parcels of land more valuable by enhancing access. These
commitments are summarized in the letter to Michael Schroeder dated
June 20, 1986, copy attached.
In order to effect this change in alignment, the County has to approve
the change and potentially condemn rights-of-way. As of Friday,
August 8, 1986 the County expressed a willingness to do so. However,
the County Traffic Engineer recommended that the City of Boynton Beach
officially support the project as it must be approved by the County
Commission. Therefore, it is recommended that the City Council pass a
resolution supporting this realignment, and that copies of the resolution
be forwarded to the County Commission and the County Traffic Engineer.

As we discussed with you at our recent meeting we see several
advantages to be gai ned by the proposed real ignment. A sketch
showing the proposed realignment and an aerial photograph of the
area concerned are attached as Exhi bi t Two. These advantages
include the following:
1. Enhancement of the obj ecti ves of the Boynton Beach
Comprehensive Plan.
2. Allow for direct traffic flow from the western most
exit from the Boynton Beach Mall directly onto Knuth Road thereby
reducing congestion on Old Boynton Road and allowing for direct
flow of traffic to and from the Mall from Woolbright Road which
should, in turn, alleviate congestion on Congress Avenue.
3. Alleviate the dangerous situation created by inter-
ference of traffic to and from the proposed office building deve-
lopment, at the southeast corner of Old Boynton Road and the
existing Knuth Road, with the stacking lanes on Old Boynton Road
serving the western most Mall entrance.

4. All of the property located between Winchester Park
Boulevard and the existing Knuth Road is designated as commercial
in the County Land Use Plan and the traffic that will be
generated by that property, when developed, will all be forced
onto Winchester Park Boulevard or directly onto Old Boynton Road
or Boynton Beach Boulevard unless the Knuth Road realignment is
accomplished.
The Boynton Beach Comprehensi ve Plan Thoroughfare Plan con-
templates that Knuth Road will be extended as a collector from
Old Boynton Road to Woolbright Road. A copy of the Thoroughfare
Plan map is enclosed as Exhi bi tOne. The Boynton Beach Compre-
hensive Plan Evaluation and Appraisal Report, 1986, on page 178
di scusses thi s issue. The observati on is made there that the
constructi on of Knuth Road wi II serve to reI i eve congesti on on
Congress Avenue and provide access to the property whi ch lies
along the western City limit between Boynton Beach Boulevard and
Woolbright Road. It is envisioned that Knuth Road would be built
as an urban collector and be a minimum sixty (60) foot right-of-
way between Old Boynton Road and the L-25 Canal and an eighty
(80) foot right-of-way between the L-25 Canal and Woolbright
Road.
While the Boynton Beach Comprehensive Plan specifies a
minimum sixty (60) foot right-of-way between Old Boynton Road and
the L-25 Canal, presumably, the si x ty (60) foot figure was used
because at the time that portion of the Plan was prepared it was
assumed that portion of Knuth Road would have to be built in its
present location where, because of existing development, a sixty
(60) foot right-of-way is all that would be available. With the
proposed realignment, however, it becomes possible to establish
an eighty (80) foot right-of-way for all except for a very small
portion of the existing Knuth Road, at the intersection with
Boynton Beach Boulevard. Because of anti ci pa ted traf fi c flow
from the Mall, the eventual development of the office complex at
the intersection of Knuth Road and Old Boynton Road and of the
remaining large tract of commercial property between the existing
Knuth Road and Winchester Park Boulevard the development of Knuth
Road realigned as proposed and as an eighty (80) foot right-of-
way would appear clearly to be advisable. The question thus
becomes how can this development be accomplished.

First, my clients are willing to dedicate an eighty (80) foot
wide right-of-way through their property to assist in this
realignment. In considering how the remainder of the additional
right-of-way will be acquired, it should be understood that the
developer of the proposed offi ce complex referred to above and
the developer of the strip shopping center currently under
construction at the northeast corner of the intersection of Knuth
Road with Boynton Beach Boulevard are required to obtain certain
additional rights-of-way and to construct Knuth Road from Boynton
Beach Boulevard to Old Boynton Road. It is anticipated that, if
the realignment concept is approved, we will be able to obtain
the consent of these developers to parti cipate in the cost of
some of the right-of-way acquisition and construction of the road
as realigned. Obviously, they are already required to expend
funds for roadway acquisi tion and constructi on purposes and will
undoubtedly be benefited by the improved traffic flow which would
result from the road as realigned. Additionally, the developer
of the office complex will, while losing some right-of-way on the
east side, gain right-of-way on the west from the abandonment of
the existi ng Knuth Road where it connects wi th Old Boynton Road
and thi s, along wi th the obvious advantage of fronti ng on the
newly realigned road, should provide substantial incentive for
cooperation and assistance.
The parcel of land generally referred to as the Rascati Par-
cel is currently under contract and we have an informal agreement
wi th the holder of that contract for dedication of that portion
of the ri ght-of-way runni ng through that parcel. Thus it would
appear that what would remain to be acquired would be that por-
ti on of the ri ght-of-way through the property owned by Mr. Mi sh
and a small corner of the Selva tract. Whi le we have not made
any preci se measurements at thi s ti me, it would appear that the
si ze of the property that would have to be acqui red from these
two property owners is approximately the same si ze as the pro-
perty tha t would have to be acqui red by the two above mentioned
developers pursuant to the requirements already imposed upon them
by the Ci ty of Boynton Beach. A copy of those requi rements is
attached hereto as Exhibit Three.

If the realignment is to be accomplished we must move forward
wi th it now. Once the developer of the offi ce complex at the
intersection of Knuth and Old Boynton begins work on his develop-
ment it will be too late. It is our understanding that the com-
mencement of that work is imminent. Once we know that we have
concept approval from your office we will then move forward in
attempting to secure agreement of the other property
owners/developers whose participation would be required in order
to accomplish the proposed realignment.
