(5) A comparison of traffic which would be generated under the proposed zoning or development, with the traffic that would be generated under the current zoning; also, an analysis of traffic movements at the intersections of driveways that would serve the property and surrounding roadways, and improvements that would be necessary to accommodate such traffic movements, For projects that generate move than five hundred (500) net trips per day, a traffic impact analysis must be submitted which complies with the Municipal Implementation Ordinance of the Palm Beach County Traffic Performance Standards Ordinance, (a) For projects that generate two thousand (2,000) or more net trips per day, the traffic impact analysis must be submitted to the City at least 30 days prior to the deadline for land use amendment and/or rezoning, in order to allow for timely processing of the application and review by the City's traffic consultant and Palm Beach County, The applicant shall be billed for the cost of review by the City's traffic consultant. The applicant shall provide a summary of the nuisances and hazards associated with development under the proposed zoning, as well as proposals for mitigation of such nuisances and hazards. Such summary shall also include, where applicable, exclusion of particular uses, limitations on hours of operation, proposed location of loading areas, dumpsters, and mechanical equipment, location of driveways and service entrance, and specifications for site lighting, Nuisances and hazards shall be abated or mitigated so as to conform to the performance standards contained in the City's zoning regulations and the standards contained in the City's noise control ordinance, Also, statements concerning the height, orientation, and bulk of structures, setbacks from property lines, and measures for screening and buffering the proposed development shall be provided, At the request of the Planning and Development Board or City Commission, the applicant shall also state the type of construction and architectural styles that will be employed in the proposed development. _(1 0) At the request of the Planning Department, Planning and Development Board, or City Commission, the applicant shall also submit the following information: _(a) Official soil conservation service classification by soil associations and all areas subject to inundation and high ground water levels, _(b) Existing and proposed grade elevations. _(c) Existing or proposed water bodies, _(d) Form of ownership' and form of organization to maintain liommon spaces and recreation facilities, _(e) A written commitment to the provision of all necessary facilities for storm drainage, water supply, sewage collection and treatment, solid waste disposal, hazardous waste disposal, fire protection, easements or rights-of-way, roadways, recreation and park areas, school sites, and other public improvements or dedications as may be required, _(11) For rezonings to planned zoning districts, the specifiC requirements for submission of applications for rezoning to such districts shall also be satisfied, Furthermore, all materials required for a subdivision master plan shall also be submitted. The proposed zoning will allow for a church to be operated on the subject property, This use will not interfere with the surrounding area zoning. In fact, the property across the street to the south is zoned R-2. As you know R-2 districts allow for church use. The northeast comer of the REC district is zoned C2. A C2 district also allows for church use. Additionally, the type of zoning proposed will not be detrimental to the development of Boynton Beach. In fact, it will be beneficial to the City and community. Churches have positive effects on the communities they are in. There will be no additional burden to the city. The demands on the City for its services will not be greater than under the present zoning. The current zoning district allows for such things as athletic fields, swimming pools, campgrounds, community centers, stadia and playing fields. These types of uses could have the potential of increasing the traffic flow in the area substantially and on a more frequent basis. The proposed zoning will not have the same effect. Meetings will take place approximately 4 times per week. There are currently only 46 members. The project will make use of the existing structure on the property. The traffic flow will not be substantially affected by the zoning change. In fact the current zoning could lend to a very high traffic impact and demand on city services. Section II, h. (1) The existing zoning allows for a building to be erected as long as such building complies with the following regulations: minimum lot frontage 100 feet minimum lot area one (1) acre minimum front yard 25 feet minimum side yard 25 feet, each side minimum rear yard 25 feet maximum structure height 45 feet, not to exceed four (4) stories with the exception of telecommunications towers which may be constructed to a height of 150 feet, subject to conditional use approval The proposed zoning R2 allows for 9.68 dwelling units per acre. The total square footage of the property proposed for the rezoning is 24,996.4 or .57 acres. The proposed zoning allows for maximum lot coverage of 40 percent which equates to 9,998.56 square feet for this property.
