I have your memo on the above. I was at this meeting and
I understand that the streets in Tract C & D are going to
be public streets.
I have one question and that is: are all streets in the
entire Meadows development going to be public or is it
going to be a mix of public and private streets?
It would seem to me for consistency, the city should know
where they are responsible and where the Home OWner's
Association will be responsible and a large PUD like the
Meadows should be consistent one way or the other.
If they were all going to be private then the only street
to be public would be the main collection street which loops
through the subdivision and all other would be similar to
Leisureville.

Meadows 300 PUD Tracts C and D
James E. Retzke, Director of Planning and agent for the Babcock
Company, has requested a modification to the approved master plan
of the Meadows 300 PUD Tracts C and D. The modifications requested
include the following: -
1. Relax rear set-back from 25 feet to 15 feet.
2. Specify 7~ feet for side yards.
3. Specify 10 feet for rear setback for screen enclosures.
The procedure for approving master plan modifications in planned unit
developments is two-fold. First, the City Council must make a
determination as to whether or not the changes requested are sub-
stantial in nature. A determination of substantial change on the
part of the City Council which has sole discretion in this matter,
would require a new application for PUD. On the other hand, a
determination of no substantial change allows the forwarding of
the request to the Planning and Zoning Board. The Planning and
Zoning Board then may approve the request. The procedure appears
in Appendix B, Section 12 of the Code of Ordinances.
With respect to the changes requested by Mr. Retzke, the Technical
Review Board (TRB) met on Tuesday, November 27, 1984 to review the
plans and documents submitted and the TRB offers for your con-
sideration, recommendations as follows:
1. That the City Council make a finding of no substantial
change for the requested modifications.
2. That the Planning and Zoning Board approve these
master plan modifications subject to staff comments
as follows:
a. That the 15 foot rear set-back be approved.

b. That the 10 foot rear set-back for screen
enclosures be reduced to 8 feet in order
to be consistent with the existing regulations.
c. That the side yard on the street sides be a
minimum of l2~ feet consistent with existing
zoning regulations.
d. That the 25 foot front set-back be maintained
on yards abutting streets on reverse frontage
lots.
e. That the 25 foot rear set-back be required along
Meadows Boulevard consistent with PUD regulations.
The basis for these recommendations was that the 15 foot set-back
was allowed in Tract B which lies immediately to the east as well
as in the Dos Lagos PUD.
