Please confirm in writing within ten (10) days from receipt of this memorandum, as to whether or not your department has any outstanding issues. If your department has outstanding issues, please list them in a punch list fashion, ,if not please confirm that you have no objections to the releases in writing. GOLDEN, SENIOR CITY PLANNER RE: LAKESHORE/HEATHERLAKE AT MEADOWS 300 PUD Concerning the proposal by Ryan Homes that there be one Master Homeowner's Association and one Master Declaration of Protective Covenants governing both subdivisions, please be advised that when the site plan for the Lakeshore recreation facility was reviewed by the Technical Review Board, the parking requirement was recommended to be one parking space per 1,500 square feet of pool and deck area. Although this parking calculation was not consistent with the parking requirement for pools set-forth in the zoning regulations, which primarily concerns public pools, it was consistent with established policy for private swimming pools serving limited areas within Planned Unit Developments, where the residents are within convenient walking distance of the swimming pool. It was on this basis that the one space per 1,500 square feet of pool and deck area was recommended. Furthermore, at the time of review for the Lakeshore application, there was no indication that the residents of Heatherlake would be sharing this recreation facility. If this information had been available, a greater parking requirement would have been recommended. Based on the above, it is recommended that the request to designate one Master Association for both projects be denied, unless additional parking can be provided consistent with recently amended Section 11.H.16.c.12.e of Appendix A, zoning. ~t.~ ~ES J(I GOLDEN JJG:ro cc Central File \ .\;,\.,. \} MEMORANDUM 24 November 1987 TO: Peter L. Annunziato, Planning Director RE: Lakeshore and Heatherlake at the Meadows - Request by Ryan Homes The purpose of this memo is to comment on the request by Ryan Homes to combine the Homeowners Association for LakeshoLe and Heatherlake. As noted in the attached memo from James Golden, parking for the rec~eation area ,in Lakeshore was calculated based upqn most, residents walking to the recreational facilities. Adding Heatherlake to the Lakeshore Association changes the assumptions upon which parking calculations were based. ANNUNZIATO, PLANNING DIRECTOR RE: MEADOWS 300-MASTER PLAN MODIFICATION Russel Kiviniemi, agent for Ryan Homes~ has requested a modification to the previously approved master plan for the Meadows 300 PUD~ The modification requested is to allow for the addition of screened enclosures for the lake front and canql front lots, and swimming pools with screened or fenced enclosures for the interior lots and the lots with rear yards abutting Meadows Boulevard (see attached correspondence). The approved building setback for the lake front and canal front lots is fifteen (15) feet, while the approved setback for the interior lots and the lots with rear yards abutting Meadows Boulevard is twenty-five (25) feet. The proposed changes would result in a twelve (12) foot setback for the lake front, canal front and lots with rear yards abutting Meadows Boulevard, and an eight (8) foot setback for the interior lots. The procedure for approving master plan modifications in planned unit developments is twofold. First, the City Commission must make a determination as to whether or not the changes requested are substantial in nature. A determination of substantial change on the part of the City Commission which has sole discretion in this matter, would require a new application for PUD. On the other hand, a determination of no substantial change allows the forwarding of the request to the Planning and Zoning Board. The Planning and Zoning Board then may approve the request. This procedure appears in Appendix B, Section 12 of the Code of Ordinances. With respect to the changes requested by Mr. Kiviniemi, the Technical Review Board (TRB) met on Tuesday, October 6, 1987 to review the plans and documents submitted, and they offer for your consideration, a recommendation that the City Commission make a finding of 'no substantial change for the requested modification, and that the Planning and zoning Board approve this request ' subject to the attached comments from the Building Department and Utilities Department.
