Proposed Development: The developer is proposing construction of a 4-story building containing 81 assisted living units and a parking facility for 22 parking spaces (see Exhibit "B" - proposed site plan). Concurrency: a. Traffic- The subject site is vested, as traffic concurrency was addressed at the time of rezoning of the Stanford Park PUD. A traffic generation statement was submitted to the Palm Beach County Traffic Division and it was determined that the traffic generated by the proposed use meets Palm Beach County's Traffic Performance Standards. b. Drainage- The subject site is exempt from the city's concurrency requirements for the same reason stated above. The Engineering Division is recommending that the specific drainage solutions be reviewed at the time of permit review. Driveways: On-site traffic circulation consists of two driveways: a 27 foot wide, two-way driveway along 7th Court having two access points onto 7th Court [the second access point was granted by the City Commission in 1995 (PKLV 95-006)]. This driveway also has a direct connection with the vehicular system of the remaining portion of Tract 4 a 20 foot wide one-way driveway located west and south of the proposed building. This driveway also has a direct connection w:th the vehicular system of the remaining portion of Tract 4. Both driveways form a loop-shaped internal vehicular system. However, the connection between the driveways north of the proposed building is provided beyond the subject site on the northern portion of Tract 4. Parking Facility: There are 22 on-site parking spaces to be provided, including two (2) handicap accessible spaces.
